Reconceptualizing crisis : an exploration of the domestic crisis rhetoric genre across presidencies

This thesis examines three case studies in presidential rhetoric in order to explore the genre of domestic crisis rhetoric as defined by Theodore O. Windt (1990). Windt (1986) notes the impressive scholarship on the rhetoric of war and international crises, but also laments the “neglect” of research into “equally significant speeches on domestic „crises,‟ especially those concerned with economic issues” (p. 104). Windt (1990) proposes a generic model that views domestic crisis rhetoric through a dialectic lens that explores how the discourse defines the president‟s policy and how it depicts the policy of the president‟s opponents. This study examines three of the most important presidential rhetorical texts on domestic issues of the last 50 years, each by a different president and each addressing a different domestic political issue – Barack Obama‟s September 9, 2009 address on health care reform, George W. Bush‟s September 19 and September 24, 2008 speeches on the financial crisis, and Lyndon Johnson‟s call for a “war on poverty” in his January 8, 1964 State of the Union address – with the goal of testing the generalizability of the genre across time and gaining a better understanding of how presidents respond to – and create – exigency through rhetoric. / Introduction and overview -- Literature review -- Method -- Barack Obama and health care reform -- George W. An analysis of a data grid approach for spatial data infrastructures

The concept of grid computing has permeated all areas of distributed computing, changing the way in which distributed systems are designed, developed and implemented. At the same time ‘geobrowsers’, such as Google Earth, NASA World Wind and Virtual Earth, along with in-vehicle navigation, handheld GPS devices and maps on mobile phones, have made interactive maps and geographic information an everyday experience. Behind these maps lies a wealth of spatial data that is collated from a vast number of different sources. A spatial data infrastructure (SDI) aims to make spatial data from multiple sources available to as wide an audience as possible. Current research indicates that, due to a number of reasons, data sharing in these SDIs is still not common. This dissertation presents an analysis of the data grid approach for SDIs. Starting off, two imaginary scenarios spell out for the first time how data grids can be applied to enable the sharing of address data in an SDI. The work in this dissertation spans two disciplines: Computer Science (CS) and Geographic Information Science (GISc). A study of related work reveals that the data grid approach in SDIs is both a novel application for data grids (CS), as well as a novel technology in SDI environments (GISc), and this dissertation advances mutual understanding between the two disciplines. The novel evaluation framework for national address databases in an SDI is used to evaluate existing information federation models against the data grid approach. This evaluation, as well as an analysis of address data in an SDI, confirms that there are similarities between the data grid approach and the requirement for consolidated address data in an SDI. The evaluation further shows that where a large number of organizations are involved, such as for a national address database, and where there is a lack of a single organization tasked with the management of a national address database, the data grid is an attractive alternative to other models. The Compartimos (Spanish for ‘we share’) reference model was developed to identify the components with their capabilities and relationships that are required to grid-enable address data sharing in an SDI. The definition of an address in the broader sense (i.e. not only for postal delivery), the notion of an address as a reference and the definition of an addressing system and its comparison to a spatial reference system contribute towards the understanding of what an address is. A novel address data model shows that it is possible to design a data model for sharing and exchange of address data, despite diverse addressing systems and without impacting on, or interfering with, local laws for address allocation. The analysis in this dissertation confirms the need for standardization of domain specific geographic information, such as address data, and their associated services in order to integrate data from distributed heterogeneous sources. Nowdays, when we are running out of public IPv4 addresses, we rely on techniques that at least postpone their complete exhaustion. One of these techniques is a network address translation (NAT). Internet providers require the highest possible bandwidth from devices that perform this task. This thesis compares NAT DPDK, built on top of DPDK framework, with freely available alternatives. This work also extends NAT DPDK with Application-Level Gateway support.

99 Summary Buberův kulturní sionismus a Masarykův humanismus - komparativní studie Buber's Cultural Zionism and Masaryk's Humanism - Comparative Study Marie Venclová This thesis deals with various aspects of understanding the term nation, its roots and dimensions in the works of Martin Buber and Tomas Garrigue Masaryk. The comparative study is based on analysis of Buber's Three Addresses on Judaism and Masaryk's Problem of a Small Nation. In these texts the philosophers present their attitudes and ideas about the meaning, origin and content of the existence of a nation. The results of the comparison show, that their points of view are similar in more than a few aspects and what most importantly bonds their ideas is the moral, spiritual and cultural understanding of the meaning of a nation. Furthermore, they both stress the responsibility of each and every individual part of the society for implementing such ideas into practice. Buber's cultural Zionism as well as Masaryk's humanism are also concepts based on critical self-reflection and need of education, which serves to broaden horizons and identify positive values in one's own nation. O TRANSTORNO DO DÉFICIT DE ATENÇÃO /HIPERATIVIDADE (TDA/H) afeta memória operacional, planejamento, auto-regulação de motivação e limiar para a ação dirigida, alterando funções executivas, inclusive linguagem. Crianças com TDA/H apresentam distúrbios da linguagem, mostrando baixo rendimento nos testes de vocabulário, sintaxe, fluência, memória operacional e discurso. OBJETIVOS: avaliar tipo e freqüência das alterações da linguagem oral em crianças com TDA/H; verificar a evolução desses distúrbios após dois meses de tratamento com metilfenidato; correlacionar produção do discurso do tipo recontagem com memória operacional. MÉTODOS: trinta e seis pacientes de sete a 14 anos de idade com diagnóstico de TDA/H pelos critérios do DSM-IV, QI 85, sem co-morbidades definidas, sem déficits sensoriais e com avaliação neuropsicológica prévia foram submetidos à seguinte avaliação fonoaudiológica: anamnese; avaliação clínica do sistema estomatognático; função respiratória; discriminação auditiva; praxias orais; teste de imitação do protocolo ABFW; teste de vocabulário Boston Naming test; discurso narrativo e análise da recontagem de estória (gramática da história, número de frases, freqüência e tipo de erros). A avaliação fonoaudiológica foi aplicada antes do início do tratamento com metilfenidato sendo que seus resultados foram comparados com o grupo controle. Após dois meses de tratamento medicamentoso as crianças foram reavaliadas e os resultados foram comparados com a avaliação inicial. Verificou-se evolução da linguagem falada após dois meses de tratamento com medicamento estimulante. RESULTADOS: Os pacientes mostraram comprometimento no sistema estomatognático, na respiração, na discriminação auditiva, no acesso lexical, na fluência, na compreensão e na organização do discurso narrativo em tarefa de recontagem de estória. Na reavaliação os resultados mostraram melhora significante nos seguintes aspectos da linguagem falada. CONCLUSÃO: nos pacientes com TDA/H, os distúrbios da linguagem falada são freqüentes, podendo estar diretamente associados às dificuldades de aprendizado, já que o desenvolvimento da linguagem falada é pré-requisito importante para a aquisição da linguagem escrita. / OBJECTIVE: ATTENTION-DEFICIT HYPERACTIVITY DISORDER (ADHD) exists alone in approximately 30-40% of the children diagnosed with it , and frequently are documented high rates of one or more comorbidities, pointing out the language disabilities. The patients present poor performance in tests of vocabulary, syntax, fluency, working memory and speech. The present study evaluate the type and incidence of oral language disabilities in children with ADHD. MATERIAL AND METHOD: Thirty and six children (aged 7-14) with ADHD, IQ 85, without psychiatric comorbid conditions or sensorial deficits are matched for age and level of education to thirty and four control subjects. The two groups were assessed by a speech pathology evaluation including: history, clinical examination of stomatognathic system; respiratory function; hearing discrimination; oral praxis; imitation for the protocol of the Test of Childlike Language ABFW; vocabulary for the Boston Naming Test; narrative speech in a task of recounting of story - analysis of the grammar of the history, of the number of sentences, of the frequency and of the types of mistake and, of the fluency for the ABFW. RESULTS: The children with ADHD showed compromising in the stomatognathic system, in the breathing, in the hearing discrimination, in the lexical access, in the fluency, in the understanding and in the organization of the narrative speech in task of recounting of story. Compared with the control group, the patients with ADHD perform significantly slower and were less efficient . CONCLUSION: The presence of faults in several areas of the language spoken in patients with TDAH is a frequent find and this fact can be straightly associate with learning disabilities, which are frequent in these patients, since the development of the well-known language is essential for fully acquiring written language.
