CONCEPÇÕES DE ENSINO, APRENDIZAGEM E ADMINISTRAÇÃO EM PROJETOS PEDAGÓGICOS DOS CURSOS DE ADMINISTRAÇÃO EM GOIÁS

In Brazil and, more specifically in Goiás State, there have been significant increases in the offerings of administration courses, especially in the last few decades. This situation raises the question of whether qualitative changes in teaching concepts, of learning habits, and in administrative endeavors themselves have been occurring together with this quantitative growth in course offerings and how these concepts are being expressed in classrooms designed to develop competent administrators. The present research sought to identify which concepts of teaching, learning, and administration are currently being offered in Administration courses in Goiás State. Our general objective was to analyze the pedagogic projects of these courses to: 1) determine if the pedagogic projects offered were structured according to the National Curriculum Directives for Administration courses; 2) describe the formation objectives and the profile of their graduates; 3) analyze the explicit conceptions of teaching, learning, and administration involved. The research was based on Andrade and Amboni (2002; 2004), Covre (1991), Imbernón (2012), Libâneo (2009), Lima (2003; 2009), Nicolini (2003), and Veiga (2001, 2003, 2007). A research bibliography covering the period between 2001 and 2011 was used, and we examined the pedagogic projects of seven courses that had been selected according to the following criteria: 1) they were offered in Goiás State; 2) their students participated in the National Student Performance Test; 3) the courses had already obtained recognition by INEP; 4) a pedagogic course outline with integral project information was available on the site of each institution of higher learning. Quantitative analyses of the pedagogic courses examined indicated that all of them fulfilled the requirements of the National Curriculum Directives for administration courses. The teaching objectives as well as the profiles of the graduating students indicated a distinct concern for providing professionals for the labor market and producing reflective and critical administrators. However, these student profiles and course objectives were observed to be at odds with traditional pedagogical education goals. As such, it was determined that the Administration concepts that predominated in the pedagogic projects of these schools were of a scientific, technological, and efficiency-oriented nature while behavioral approaches that defended a more humanistic, social and cultural comprehension of Administration were adopted with much lower frequency. / Desde seu surgimento, a Administração, seja concebida como ciência ou como atividade profissional, vem apresentando forte vínculo com a racionalidade técnica, com o eficientismo e com o controle, em função do modelo capitalista. No Brasil, e mais especificamente, em Goiás, é possível registrar o aumento significativo da oferta de cursos de Administração, sobretudo, a partir das últimas décadas. Tal afirmação possibilita questionar se ao lado do crescimento quantitativo da oferta dos cursos de Administração estariam ocorrendo mudanças qualitativas expressas nas concepções de ensino, de aprendizagem e da própria Administração? Ademais, de que forma essas concepções estariam expressas nos cursos que formam os administradores? A presente pesquisa buscou esclarecer quais concepções de ensino, de aprendizagem e de administração estão presentes nos cursos de Administração, ministrados no estado de Goiás. O objetivo geral foi analisar os projetos pedagógicos desses cursos a fim de: 1) verificar se os projetos pedagógicos estão estruturados de acordo com as Diretrizes Curriculares Nacionais para os cursos de Administração; 2) descrever os objetivos de formação e o perfil dos egressos; 3) analisar as concepções de ensino, aprendizagem e administração explicitadas. A pesquisa fundamentou-se em Andrade e Amboni (2002; 2004), Covre (1991), Imbernón (2012), Libâneo (2009), Lima (2003; 2009), Nicolini (2003), Veiga (2001, 2003, 2007). A investigação foi realizada por meio de pesquisa bibliográfica abrangendo o período de 2001 a 2011, e de pesquisa documental em projetos pedagógicos de sete cursos, selecionados mediante alguns critérios, a saber: 1) a oferta do curso no estado de Goiás; 2) a participação dos alunos no Exame Nacional de Desempenho do Estudante; 3) o curso já ter obtido reconhecimento pelo INEP; 4) a disponibilidade do projeto pedagógico do curso em texto integral no site da instituição de ensino superior em que ele é oferecido. A análise qualitativa dos projetos pedagógicos permitiu mostrar que todos os projetos pedagógicos analisados contemplavam as exigências das Diretrizes Curriculares Nacionais para o curso de Administração. Os objetivos de formação e o perfil dos egressos indicaram a preocupação em atender o mercado de trabalho e ao mesmo tempo a formação de um profissional reflexivo e crítico. Esse perfil e mesmo os objetivos, no entanto, mostraram-se contraditórios em relação às concepções pedagógicas tradicionais de ensino e aprendizagem. Assim, verificou-se que a concepção de administração que mais predominou nos projetos pedagógicos fora a de verve científica, tecnicista e eficientista. A abordagem comportamental, que defende uma compreensão humanista, social e cultural da Administração, não obstante, fora adotada com menor frequência.

Etické kodexy ve státní správě: případová studie / Ethical Codes in State Administration: Case Study

This Diploma thesis deals with the topic of ethical codes in the state administration of the Czech Republic. This issue is very important for good and efficient functioning of the state administration, but it is still neglected and under-discussed. The diploma thesis aims at explaining the importance of ethical codes in the state administration and conducting a research probe of a specific ethical code. The theoretical grounding of the text is based on the concept of good governance and its principles, the principles of ethics, the definition of the principles of an effective ethical code and the approximation of the current state of functioning of ethical codes in the Czech republic´s administration. The practical part - research probe of a specific ethical code, analyses its quality and effectiveness. The Czech Republic is actively committed to the concept of good governance and its governing bodies are very active in adopting specific ethical codes. However, as the diploma thesis explains, the individual ethical code is not always effective, up-to-date and specific.
