Teacher Candidate Diversification Through Equity-based Admission Policy

This research responds to the problem of minority teacher under-representation within North America’s increasingly diverse urban school systems. It weaves together what is known about educational equity, teacher education admission policy, and policy implementation to explore the research question, “How did equity-based admission policy shape candidate diversification in an urban Canadian teacher education program?” The conceptual framework grounds this study within organizational culture and describes how culture both shapes and is shaped by interactions between structure and agency. The conceptual question asks, “How did institutional norms and individual will work to support or constrain equitable candidate diversification?” Data collection occurred during private interviews with members of three organizational groups: Policymakers, policy implementers, and policy beneficiaries. Policymakers were senior administrators with several years’ experience in their respective positions. Policy implementers were admission personnel, ad hoc faculty, and field-based educators. The policy beneficiaries were candidates who self-identified as future French and Physics teachers, and as members of Aboriginal, Disabled, Gendered/Invisible, and Racialized/Visible minorities. Data analysis was an iterative process of applying demographic, thematic, and editorial coding to the interview transcripts. Discussion highlighted several themes that shaped the admission process: External admission policy context, Faculty of Education Equity Policy, admission policy instrumentation, qualification precedence and weighting, academic qualifications, non-academic identity-based and experience-based qualifications, admission policy gaps, and last-minute Policy disclosure. It also addressed admission personnel recruitment, training, and performance during candidate personal information form assessment. Significant findings emerged in the areas of preservice program partnerships, candidate support services, qualification transparency, labeling of identity-based candidate characteristics, and admission personnel training. Research applicability extends to consecutive and concurrent teacher education programs, other tertiary professional licensing programs, and multi-site qualitative research projects. Recommendations for policy and practice target teacher education admission, policy implementation, and equity policy development.

Affirmative action policy in higher education: impact and perceptions of the use of race as part of the criteria for admission at the University of Cape Town

Magister Artium (Development Studies) - MA(DVS) / After the first democratic election in South Africa in 1994, the new democratic government harnessed all its resources towards establishing a non-racial society based on a constitution that embodies equal rights. One of the enduring legacies of apartheid is the extreme socio-economic disparities that emerged in the South African society. Higher education in the context of South Africa is also a means of bridging the inequality gap created during the colonial and apartheid periods (Reddy, 2004). Moreover, apartheid education, as with other sectors of society was racialised in favour of whites creating a drought in skills within the other race groups. The need to establish an equitable and efficient higher education thus became one of government’s pivotal priorities. The adoption of affirmative action policies that have prioritised university access by underprivileged black students has been pointed to as one of the means to address racial inequalities in education. The thesis postulates that that the use of race in implementing affirmative action policy is neither a sufficient means to, nor an end of, redressing the ills of apartheid. Through qualitative and quantitative methods, the present study analyses the impact of affirmative action policies at the University of Cape Town (UCT) and gauges the level of transformation as a result of the use of race as a proxy for admission into UCT. The study examines the equality of access and enrolment of first time entering undergraduate students into UCT through race based admission. Despite government and institutional (for example UCT) efforts to pursue a transformatory agenda, affirmative action policies continue to cause ruptures both within university communities and beyond. This research is going to use both quantitative and qualitative designs. The quantitative approach will be used where necessary – such as in reviewing racial split of enrolment over time – to glean on the figures. Such figures will however not be generated by the study itself but from officials from UCT. On the other hand, the qualitative approach will be used through the analyses of debates occurring in the UCT community in order to gauge perceptions on the policy.

Refugees and underdevelopment in Africa : the case of Barundi refugees in Tanzania

Using an empirical study of the Barundi refugee settlements of Ulyankulu, Mishamo, and particularly Katumba in Western Tanzania, this study argues that the causes and consequences of the African refugee problem must be examined outside the normative humanitarian framework. It postulates that the refugee problem can be understood only in the historical context of the integration of African communities into the capitalist system and their resultant underdevelopment. Furthermore, that the neo-colonial state, its class character, and ethnic divisions, aggravated by economic crisis, fosters a climate of repression - prompting forced migration. The unequal relationship between western capital and Tanzania is exemplified in the microcosm of the refugee phenomenon, where international/ regional policy, legislation, security considerations, and aid not only demobilize a potential political force, but usurp the authority of the national and local state. Donor/state/refugee relationships are further discussed in the context of the settlements. The schemes, located in remote areas and with tight restrictions on mobility, while providing a humanitarian solution, act as mechanisms for the control of the Barundi refugees. Utilization of their labour is intentionally part of Tanzania's development strategy. Settlement and integration are discussed in relation to the contribution of Barundi people to the development of commodity production in Tanzania both historically and with regard to their current potential. While dismissing the notion of an undifferentiated mass of refugees, this study reveals how donor activities and the objective material conditions of the rural areas contribute to commodity production and mercantilist activities with increasing inequalities. It concludes that large groups of refugees in rural areas will inevitably heighten local tensions, and that only through greater x political liberalization' - removal of restrictions on mobility and political representation, will Barundi refugees gain control of their lives, and Tanzania's long-standing goal of the liberation of African peoples be realized.

School admissions and principals' craft-competency and craft-literacy in case law compliance

In the post apartheid state, education is viewed as an important tool for rapid socio-economic development. The economic, ecological, technological and political conditions that characterized the South African crisis were assumed to be a result of inadequate education partly due to Bantu education. Accordingly the new democratic government with the view of revamping the education system in compliance with the provisions as stipulated in the Constitution and other subordinate laws endeavoured to decentralize power and authority to School Governing Bodies (governance) and administrative management of schools to principals. It must be appreciated therefore that some among those who were appointed to positions of school principals lacked the craft-literacy and craft-competency skills to devise effective and efficient administrative management processes needed to produce functional schools in a constitutional democracy. The research therefore seeks to determine the levels of craft-competency and craft-literacy of public school principals in administering case law in schools as required by the Constitution of South Africa, 1996, the Employment of Educators Act, 76 of 1998 and The Promotion of Administrative Justice Act (PAJA), 3 of 2000 to mention but a few legislative instruments. In principals’ exercise of power and authority during the process of administering their schools, the administrative actions must be lawful, reasonable and procedurally fair in line with the relevant empowering provisions in their disposal. The qualitative case study used was meant to interpretively test the impact of the admissions policy as amended by The Education Laws Amendment Act, 50 of 2002 in public schools. It appears that only craft-competent and craft-literate principals are better positioned to adopt correct administrative actions that ensure that the rights of learners are not infringed upon and that their interests are taken care of at all times. Effectiveness of a University Bilingual Degree Program Among Overseas Chinese

The language and communication skills of foreign students have long been a concern in U.S. universities. The majority of U.S. universities require foreign students for whom English is not their native language to take English language proficiency tests such as the Test of English as a Foreign Language (TOEFL) as part of admission requirements. Some universities have included interventions to increase the success of Chinese students against their struggle to understand English course content. One such program is the Gateway to Successful Tomorrow Bilingual Degree Program (GST). The gap to be addressed on this study was that the effectiveness of GST has not been formally evaluated among foreign students particularly overseas Chinese students studying at U.S. universities. The purpose of this study was to examine the effectiveness of the GST among overseas Chinese students studying at U.S. universities as measured through students' grade point averages (GPA) and TOEFL scores. The theoretical framework that guided this study was the Vygotsky's sociocultural theory. The quantitative study used a causal comparative design to gather quantitative data from student achievement records and TOEFL scores. Pearson's correlation analysis and analysis of variance were conducted to predict if underlying relationships exist among variables. Key findings of the analyses showed that GST students had a significantly higher GPA than non-GST student. However, results also indicated that there was no evidence that the GST program significantly improved TOEFL scores. The GST program had an overall positive impact on the international Chinese students' academic performance and with continued research international students stand to gain even more from this program.

Exploring the experiences and challenges faced by school governing bodies in secondary schools in the province of KwaZulu Natal

The aim of the study was to investigate the experiences and challenges of the SGBs in secondary schools in KwaZulu-Natal. The research study focused mainly on the following key areas: the handling of learner discipline, the management of school finances, the formulation of the admissions policy and finally, the appointment of staff. The South African Schools Act promulgated in 1994 was committed to ensuring democracy in education through the active involvement of all stakeholders such as parents, learners (in secondary schools), educators and principal in the decision-making processes in schools. However, the evolution of school governance within the South African context during the past sixteen years has gone through many challenges in its determination to create an equitable society. Many School Governing Boards (SGBs), especially those in rural and previously disadvantaged schools do not adhere to the practices stipulated within the South African School Act of 1996 and as a result fail in their mandate. The empirical approach, namely qualitative research was successful in obtaining information from participants about the challenges they faced in school governance. The study revealed that SGBs faced immediate challenges and were not adequately capacitated to handle these challenges. Findings on learner discipline included cases such as stabbings, bullying, theft, alcohol and substance abuse, gang fights, school violence and learner fights. Findings on the handling school finances included cases such as the misappropriation of funds and the lack of proper financial planning. The adoption of discriminatory admissions practices by schools was also evident. In particular, cases of discrimination against age, religion and the use of admission tests were reported. A high level of corruption, nepotism, personal preferences and the abuse of power was common in the staff appointments vii made by the SGBs were also reported. Finally, the study made a number of recommendations with regard to the research findings for all stakeholders in South African education to consider. / Educational Leadership and Management / D. Ed. The impact of the education management system on the effectiveness of secondary schools in Lesotho

The primary purpose of the study was to investigate the factors that cause most Lesotho secondary schools to perform poorly in the Cambridge Overseas School Certificate examinations. The findings of the study show that the problems that contribute to the ineffectiveness of most secondary schools are multiple and interrelated. These problems can be identified at the macro or policy-making level at the Ministry of Education, and at the micro or the individual school level. At macro level, there appears to be a lack of adequate capacity among the senior management staff to perform the management and governance functions effectively, so that substantive improvement could be realised in the day-to-day operations, and academic results of schools. An upshot of this is that the professional support that the Ministry of Education provides to secondary schools is inadequate. Furthermore, despite the deepening poverty in Lesotho, the state does not provide textbooks to learners in secondary schools. Consequently, many learners do not have all the textbooks, and this affects their learning negatively. At micro level, the problems that contribute to the ineffectiveness of most secondary schools include teacher tardiness, teacher absenteeism and a lack of learner determination. It is contended that these factors indicate that the management of the school principals is weak. Moreover, because of poverty, many parents fail to pay school fees for their children on time. As a result, many learners are frequently sent back home by the principals to fetch money, and this reduces their academic learning time. The study also revealed that prior academic achievement of learners in primary schools is, to a large extent, a major predictor of their achievement in secondary schools. In this regard, the highly effective schools, which have selective admission policies and accept mainly Form A applicants, tend to consistently outperform the average and less effective schools, which have open admission policies. In order to improve the academic performance of secondary schools, it is recommended that the Ministry of Education officials, principals, teachers and learners should work more diligently and refocus their efforts on the core business of schools, namely, teaching and learning. / Teacher Education / D.
