A Qualitative Study to Examine The Effectiveness of a Citizen Advisory Committee

The question of advisory group effectiveness continues to be a topic for discussion and research. As these groups have been organized to study and give recommendations on a diversity of issues, questions have arisen in relationship to their ability to impact educational decision making. The purpose of this research was to examine the perceptions of effectiveness held by members of a Citizen Advisory Committee and by members of a school board in relationship to the committee's ability to complete tasks as requested by the school board. Data were gathered from members of the Citizen Advisory Committee and the school board through the use of a questionnaire and individual interviews. Data analysis revealed concerns in relationship to the clarity and number of tasks assigned by the school board, membership on the committee, feedback from the school board, and the future of the advisory committee. In conclusion, citizen advisory councils can be an effective avenue to involve the community in the operation of schools when given appropriate education and support. / Ed. D.

This study investigated the question: Have the Amathole District Municipality Schools and higher education institutions established and successfully run Health Advisory Committees (HACs) in accordance with stipulations of the National Policy on HIV/AIDS for Learners and Educators in Public Schools Act No.27 0f 1996 (DoE, 1996). The main focus of the study was to determine the existence and the performance of HIV/AIDS Health Advisory Committees in 16 senior secondary schools selected from the Amathole District Municipality in the Eastern Cape Province of South Africa. The two main research questions which the study seeks to interrogate are: Does any of the selected 16 secondary schools have HIV/AIDS Health Advisory Committees? And if HIV/AIDS Health Advisory Committees had been established in any of the schools, are they managed in accordance with the stipulated guidelines of the national education policy? The decision to investigate this phenomenon stemmed from the researcher’s observation that schools might have failed to establish and to effectively manage the HAC. This assumption was based upon the fact that in rural schools located among the less educated and illiterate rural masses, semi-educated and illiterate parent members of the school governing bodies are more likely to be poorly informed about HIV/AIDS and might not be aware of the importance setting up committees and running them efficiently. The study used a survey as its research design. Surveys typically rely on large scale data, e.g. from questionnaires ,test scores, attendance rates results of public examinations etc., all of which would be enable comparisons to be made over time or between groups. Data was collected by means of questionnaires which were analysed using SPSS. The findings produced evidence that backed the above assumption. The study revealed that Data and the findings indicated that some schools in the Amathole District do not have HAC. Instead of HACs, they have other health advisory structures. However, parents believed that there was the need for HIV/AIDS HACs in their school communities as they were considered capable of addressing health related challenges/ problems such as teenage pregnancy HIV/AIDS diseases, hygiene and healthy living style among the school stakeholders. The study concluded that the existence of the HIV/AIDS HAC is essential and necessary in all schools as it ensures a healthy living in the school communities as suggest by the findings of this study.

Bakgrund: I mötet med vården upplever många patienter att kommunikationen och bemötandet brister. Den nya Patientlagen är avsedd för att förbättra situationen. Patientklagomål som har skickats in till patientnämnden kan hjälpa till att förstå faktorer och hinder som finns och vilka delar av Patientlagen som behöver implementeras bättre för att förbättra kvalitet av vården för alla. Syfte: Att granska klagomål om kommunikation inkomna till en patientnämnd vad gäller bakgrundsfaktorer bland patienterna, analysera anmälningarna utifrån Patientlagens bestämmelser samt undersöka vilka åtgärder de har lett till. Metod: En empirisk studie med beskrivande design med en kvantitativ ansats användes. Materialet samlades in från en patientnämnds databas i Sverige. Alla ärenden som handlade om kommunikation på ett sjukhus i Mellansverige och som kom in under 2015 inkluderades. Resultat: I de flesta fall anmälde patienten själv (72,7 %) händelsen och de var ofta kvinnor (61,7 %). Medelåldern på de som anmälde var 44 år. Det verksamhetsområde som gav flest anmälningar var ortopedi (13,7 %). Anmälningarna visade problem med att uppfylla Patientlagens kapitel om inledande bestämmelser, information, samtycke och delaktighet. Patientnämnden hade kontakt med vården i över hälften av fallen samtidigt som en femtedel av anmälningarna inte ledde till någon åtgärd. Slutsats: I vården finns det brister på hur Patientlagens krav uppfylls för till exempel information, samtycke och delaktighet. Mer uppmärksamhet borde ges till att utveckla fungerande kommunikation mellan vården, patienten och anhöriga. / Background: There is a lot of room for improvement in how patients experience their communication with the health care providers. The new Patient Law is intended to improve the situation. Patient complaints that are submitted to the Patient Advisory Committee can help to understand the factors and barriers that exist and which parts of the Patient Law that need more implementation to make health care better for all. Objective: This study examined complaints about communication that had been sent in to one Patient Advisory Committee in Sweden. From the complaints the study examined who makes the complaint (patient/relative, gender and age), in which care unit most of the complaints occur in and to which paragraphs of the Patient Law the complaint could be classified into. Finally the study examined what measures had been taken because of the complaints. Method: An empirical study with descriptive design with quantitative approach was used. The complaints were gathered from one Patient Advisory Committees database. All complaints concerning communication in one hospital in Sweden that were sent in during 2015 were included. Results: In the majority of all cases the patient reported the complaints themselves (72,7 %) and they were mostly women (61,7 %) The average age of those whom the complaints were about was 44 years. The care unit that got most complaints was orthopedics (13,7 %). The reports showed problems implementing Swedish Patient law’s chapter on initial regulations, information, consent and participation. The Patient Advisory Committee had contact with the health care providers in over 50 % of the cases but in 20 % of the cases the complaints did not lead to any measures. Conclusion: There are a lot of deficiencies in adhering to the Patient Laws requi,,rements for instance for information, approval and participation and more attention should be given to developing a well-functioning communication between the health care personnel, the patient and the relatives.

Evolution of stakeholder knowledge, attitudes, and opinions throughout a participative process to develop a management plan for black bears in Virginia

Wildlife management requires understanding resources and involving stakeholders. The process Virginia Department of Game and Inland Fisheries (VDGIF) and Virginia Tech used to develop a black bear (Ursus americanus) management plan during 1999-2001 provided me with opportunities to understand diverse stakeholders and examine influences of participation on stakeholder knowledge, attitudes, and opinions concerning bear management. I used focus groups (with 5 key stakeholder groups), pre- and post-planning surveys, and interviews. I surveyed VDGIF biologists and managers (N = 21), members of a stakeholders advisory committee (N = 15), and members of 3 constituent groups representing bear hunters (N = 459), beekeepers (N = 442), and environmental interests (N = 500). I interviewed advisory committee members to validate survey results and evaluate the bear management plan. Participation apparently improved constituents' knowledge about bear management and their image of VDGIF bear management, and increased their support for controversial management options (e.g., lethal methods), but did not affect their opinions about bear hunting. Participation apparently had little effect on VDGIF staff opinions about bear management. Knowledge varied widely among constituent organizations. Bear hunting continues to be one of the most central, yet divisive, bear management issues in Virginia. Advisory committee members and VDGIF staff expressed satisfaction with the bear management plan and the planning process. Recommendations for wildlife decision-making processes include: balance science and public values in management, use multiple public involvement techniques, establish collaborative forums among stakeholders, reach out to all stakeholders, and nurture relationships with constituents during implementation. / Master of Science
