Supporting re-sourcing decisions : the case of maintenance in Uganda's downstream oil industry

A re-sourcing decision is a sourcing decision subsequent to an outsourcing arrangement. Effective management of re-sourcing decisions is vital in ensuring the stability and continuity of organisational operations supported by outsourced critical activities. However, despite the importance of this stage in the outsourcing cycle, most outsourcing research has focused on outsourcing determinants and outsourcing process control stages. The study reported in this thesis set out to explore maintenance re-sourcing decisions in an asset-intensive service organisation operating in a capital constrained economy. The objectives of the study were to determine the factors that influence the management of maintenance re-sourcing decisions in asset intensive service organisations and to propose a management model for guiding maintenance re-sourcing decision making processes in such organisations. In order to achieve these objectives, a qualitative style oriented in-depth case study was adopted. Results from a thematic data analysis revealed that the management of re-sourcing decisions is impacted by factors that fall into three categories: the purchasing organisation s structural elements, external structural elements and boundary spanning elements. However, of the three categories, boundary spanning elements were found to have a greater bearing on the effectiveness of the most critical stages, incumbent supplier performance evaluation and incumbent to alternative supplier comparison. In addition to the recognised role that outsourcing models play in guiding sourcing decisions, this study has revealed the importance of three more key enablers. These include: recruiting qualified and experienced individuals into boundary spanning roles, developing and maintaining enabling environments for boundary spanners to engage in behaviour that supports the purchaser s goals and values, and, developing information management systems targeted at enhancing regular capturing of incumbent and alternative supplier capability and capacity before re-sourcing decision time. The results from this study will primarily benefit sourcing managers in asset-intensive service organisations operating in capital constrained economies that have outsourced or intend to outsource maintenance.

Public sector procurement as strategic tool for black economic empowerment at Sedibeng District Municipality / Paulos Moeketsi Motsiri

The central objective of this study was to establish the extent to which public procurement, as applied at Sedibeng District Municipality, contributes to the development of designated suppliers. Previously, procurement was considered just another function of government responsible for purchasing and receiving goods. Currently, procurement is considered a strategic function that can be utilized by government to achieve certain policy objectives, such as Black Economic Empowerment (BEE) and Local Economic Development (LED).If implemented properly, without favoritism, nepotism and corruption, public sector procurement will promote the empowerment of designated groups. In this way, it will address socio-economic imbalances of the past. The study's hypothesis implied that Sedibeng District Municipality has laudable objectives to promote black economic empowerment through procurement. However, the implementation procedures and processes showed considerable constraints. Academic literature and government procurement documents were reviewed; and interviews were conducted at Sedibeng municipal area. The literature study was based on best procurement practices both in government and private sector. Empirical research was conducted on Sedibeng District Municipality's procurement unit practices, Small, Medium and Micro Enterprise development and the benefits of procurement to designated suppliers. The purpose was to determine the role that procurement policies play in promoting black economic empowerment. Eventually, a number of models and systems were recommended to improve procurement policies and procedures at Sedibeng District Municipality. These methods include: Management Assessment System; Realistic Objectives System; Departmental Evaluation Plan; Contract Progress Report Form; and Checklists. Vientamese suppliers in Swedish apparel value chains : a focus on insertion and upgrading

This thesis aims to contribute to global value chain studies by examining an empirical case of vietnamese apparel firms in Swedish clothing value chains with a focus on insertion and upgrading issues . we apply mixed method of  both qualitative and quantitative tools from a holistic approach researching from both vietnamese suppliers and Swedish buyers perspective. Our findings show some progressive improvements of Vietnamese suppliers in GVC especially of private sector. In swedish value chain trust and long term cooperative business realtions for mutual benefits are among the key points for insertion and ugrading. On Vietnamese suppliers side, lack of information serves as the main reson for their reluctance in approaching Swedish market . Willingness to listen to buyer's advice or suggestions and management strategic Vision of development are critical for upgrading sucess of suppliers.

Gerenciamento da cadeia de suprimentos : análise dos fatores críticos de sucesso nas relações da empresa Focal e seus fornecedores

Este trabalho tem como objetivo analisar os fatores críticos de sucesso no gerenciamento da cadeia de suprimentos, tendo como centro as relações da empresa focal e seus fornecedores. A amplitude dos assuntos tratados direciona a pesquisa para uma área com boas possiblidades de ganho, tanto em termos de custos, quanto em melhoria de processos, uma vez que as estratégias envolvidas neste contexto podem estabelecer grande diferencial competitivo no mercado atual (SCHOREDER, 2007). Para a construção do modelo de pesquisa e do instrumento de coleta de dados, foram utilizados como ponto de partida os estudos de Roldan, Hansen e Dalé (2011) e Teixeira e Lacerda (2009). O primeiro identifica e pesquisa doze dimensões que são consideradas fatores críticos de sucesso para a cadeia de suprimentos, o segundo é uma revisão bibliográfica dos principais assuntos abordados em pesquisas sobre cadeias de suprimentos e apresentados em um modelo que classifica, também, as revistas internacionais onde os artigos são publicados. Como forma de estruturar os constructos no instrumento de coleta de dados, foram agregados elementos retirados do referencial teórico e que servem como base para cada uma das questões. Para a verificação dos fatores utilizados, realizou-se uma pesquisa tipo survey com 159 gestores e analistas de logística de empresas do setor metal mecânico da Serra Gaúcha. As confirmações dos atributos do instrumento de coleta de dados e dos constructos utilizados foram realizadas por meio de análise fatorial exploratória e confirmatória. A análise de dados foi feita através de estatística descritiva, sendo verificado cada constructo separadamente e as questões de forma individual. Nesta etapa da pesquisa foram identificadas as percepções dos respondentes, onde resultados apontam como sendo, a agilidade nos processos, o fator mais importante para o sucesso da cadeia de suprimentos. Na sequência, os assuntos ligados ao compartilhamento de informações, confiança nos fornecedores e integração de métodos, também aparecem com destaque na opinião dos respondentes. Foi realizada ainda uma comparação entre duas amostras destacadas a partir dos perfis de entrevistados. Assim, analisou-se a percepção dos respondentes para as variáveis da pesquisa, sendo separados os indivíduos que trabalham em empresas de grande porte e empresas de porte inferior. Nesta análise observou-se que os respondentes vinculados às empresas de menor porte percebem os fatores apresentados na pesquisa com maior importância, do que os das empresas de grande porte. / This paper aims analyze the success critical factors in managing of the supply chain management, centered on the focal company actions and their suppliers. The range of treated subjects directs the search to an area with good possibilities of gain, both for terms of costs, as for processes improvement, since the involved strategies in this context may provide great competitive advantage in the current market (Schroeder, 2007). For the construct research model and the instrument of data collection constrution, as a first point the studies Roldan, Hansen and Dalé (2011) and Teixeira and Lacerda (2009) were used. The first identifies and researches twelve dimensions that are considered success critical factors for the supply chain, the second is a literature review of the main topics in research on supply chains and presented a model that also classifies international magazines where articles are published. As a way of structuring constructs in the instrument of data collection, elements taken from the theoretical reference were added and serve as basis for each of the questions. For the verification the factors used, a survey research with 159 managers and logistics analysts companies from the metal mechanic from Serra Gaúcha was conducted. The confirmations of the attributes of the data collection instrument and the used constructs were performed by means of exploratory and confirmatory factor analysis. The data analysis was performed using descriptive statistics, with each issue and construct checked individually. At this stage of the research were the perceptions of the respondents identified, where the results point the agility process, as the most important factor for the success of the supply chain. Then, other the issues related to information sharing, trust in suppliers and integration methods, also featured prominently in the respondents opinion. It was also performed a comparison between two samples detached from the profiles of respondents. So, the perception of respondents to the survey variables was analyzed, with individuals from large and small companies separated. It was observed that respondents from to smaller companies perceive the factors presented in the survey with greater importance than those from large companies.

Assim, como o relacionamento da empresa com seus clientes é importante para os resultados desta, o relacionamento com seus fornecedores também se mostra vital. As empresas têm buscado um melhor desempenho de seus fornecedores, para estar mais bem preparadas para competir em seus mercados. Este trabalho discute a importância de compras e, principalmente, do papel decisivo que os fornecedores estão exercendo nas organizações, através de um estudo de caso. Também se busca analisar os quesitos adotados por uma empresa (modelo estudado) para medir o desempenho dos fornecedores em compras, de forma a tornar-se um referencial na tomada de decisões da empresa, de modo que esta possa melhorar seus indicadores quanto à performance de seus fornecedores. / The increasing competition between companies has led to the search of the excellency in various areas inside the organizations. As well as the relationship of the company with its customers it is important, for the results of the first, the relationship with its suppliers that also reveals vital. The companies have searched for one better performance of its suppliers, to be well prepared to compete in its markets. This work mainly argues the importance of purchases and of the decisive paper that the suppliers are exerting in the organizations. Also it searchs here to analyze the questions adopted for a company (model studied here) to measure the performance of the suppliers in purchases, in way that it can be a referencial for the taking of decisions on the part of the company, in way that this can improve its pointers to contribute to the performance of its suppliers.

As organizações em toda parte do mundo estão investindo em Tecnologia da Informação (TI) e aproveitando as vantagens dos sistemas de TI para alterar a conduta do negócio tanto no mercado interno como externo. Os recursos encontrados na TI podem aperfeiçoar o desempenho das organizações e aumentar a competitividade, sendo esta uma alternativa para enfrentar os desafios apresentados pelo mundo empresarial. É neste contexto que o impacto dos benefícios da utilização de um Sistema de Gestão de Transporte (TMS) é estudado neste trabalho. O objetivo geral da pesquisa é avaliar o impacto dos benefícios do uso do sistema de gestão de transporte e sua relação no desempenho das operações de transporte das empresas e na relação com fornecedores de serviço de transporte na percepção dos usuários. Para atingir este objetivo foram identificados na literatura, fatores relevantes sobre o tema para a elaboração de um instrumento de pesquisa sobre o impacto dos benefícios de um TMS. O método utilizado foi a pesquisa survey e um modelo conceitual foi elaborado e validado, por meio de testes estatísticos. Obteve-se um total de 118 respostas válidas para análise dos dados. Esta análise utilizou modelagem de equações estruturais para a avaliação do modelo conceitual e das hipóteses de pesquisa. O resultado indica que os benefícios de um TMS têm impacto positivo no desempenho das operações de transporte, que, por sua vez, têm impacto positivo na relação com fornecedores de serviço de transporte. Na percepção dos usuários participantes da pesquisa, esse impacto positivo tem mais força para os benefícios voltados aos processos operacionais do que para os benefícios gerenciais de um TMS. / Organizations around the world are investing in Information Technology (IT) and taking advantage of IT systems to change the conduct of business in both domestic and overseas market. The resources found in IT can improve organizational performance and increase competitiveness. This has been an alternative to deal with the challenges presented by the business in the world. In this context, the benefits impact of using a Transportation Management System (TMS) are studied in this research. The main purpose of this research is to evaluate the TMS benefits impact and its relation to the transport operations performance and to the transport service suppliers relationship through users’ perception. To achieve this goal, factors to measure the benefits were identified on literature to develop a survey instrument about the TMS benefits impact. The method used was a survey and a conceptual model was developed and validated by statistical tests. A total of 118 usable questionnaires were obtained. The data analysis used structural equation modeling to evaluate the conceptual model and research hypotheses. The result indicates that the TMS benefits have a positive impact on the transport operations performance and the transport operations performance has a positive impact on the transport service suppliers relationship. The users’ perception indicates that the positive impact is stronger for the operational process benefits than for the management benefits of a TMS.
