Instrumental Justifications of Popular Rule

Ordinary citizens are rarely charged with making consequential decisions in representative democracies. Almost all consequential decisions are delegated to elected representatives or political appointees. On what basis should we judge whether decisions should be placed in the hands of ordinary citizens or delegated to political elites? I argue that decision-making authority should be allocated in whatever way an assembly of randomly selected citizens would choose, given reasonable beliefs about the consequences of their possible choices. The standard I defend is a variation of the principal-agent model of political representation, in which the people are viewed as a principal and officeholders as their agents. As it is usually formulated, the objectives of the people are defined by the preferences of the majority. I draw on this formulation in chapter 4 to explain why the majority might rationally prefer to delegate authority to a citizens’ assembly instead of an elected legislature and why they might rationally view citizens’ assemblies with distrust, when they are organized and administered by elites. But the standard formulation of the principal-agent model does not provide a coherent standard when the will of the majority is not well-defined. Several chapters on social choice theory explain this problem and why political theorists’ previous responses to it have been unconvincing. In light of this problem, I argue for a revisionary understanding of the principal-agent model, according to which the people and its will are identified not with the preferences of the majority but rather with the decisions of a citizens’ assembly. To motivate this approach I offer a critique of the recent literature on “epistemic democracy,” which describes an alternative form of justification for empowering ordinary citizens. Appeals to expertise and knowledge have historically figured prominently in justifications of political exclusion and hierarchy, but epistemic democrats put them to use in defending participatory forms of democratic politics. Epistemic democrats claim that decision processes in which inexpert, ordinary citizens participate can exhibit greater “collective wisdom” than elite- or expert-dominated decision-making. Utilization of nucleobase pairing to develop supramolecular polymers, electron transfer systems, and interaction with biological molecules

Hydrogen bonding is seen extensively in Nature. It is manifest in DNA/RNA nucleic acid (nucleobase) pairing, the defining feature of the double helix, as well as in secondary structures in protein folding such as hairpin loops. This importance, thus coupled with the aesthetic appeal of nucleobase hydrogen-bonding interactions, has inspired us to design and synthesize new hydrogen-bonded assemblies that make use of Watson-Crick and Hoogsteen interactions. Currently, novel supramolecular architectures are being developed for the formation of supramolecular polymers via Watson-Crick hydrogen bonding of guanosine and cytidine. Supramolecular polymer formation occurs through hydrogen bonding, electronic interactions, and metal chelation, and allows for a highly thermodynamic system that can easily be broken and reformed through external stimuli. By synthesizing linear, metal-nucleobase, and functionalized guanosine entities, a variety of new “monomers” have been obtained. Their use in construction of main chain and side chain polymers, and G-quartet hydrogels are now being explored. The hydrogen bonding motifs used to develop supramolecular polymers are also attractive for developing through bond electron transfer systems. One inspiration for developing artificial donor-acceptor systems (i.e., linked through non-covalent interactions) comes from the light harvesting systems found in Nature. Triggered by a pulse of UV light, electron transfer across bridges, including charge separation and charge recombination processes can occur and the rates can be determined. As one part of this study, collaborators Igor Rubtsov and David Beratan studied how perturbing the vibrational modes of the bridge via IR pulse excitation, affected electron transfer. Mid-IR excitation of the donor-acceptor systems slowed the rate of electron transfer, likely because the molecular vibrations either disrupted the bridging hydrogen bonds or distorted the electronic interactions of the bridge. This observance could lend itself to the possibility of designing IR-controlled molecular switches and other devices Another mode of hydrogen bonding, Hoogsteen interactions, was explored in the context of developing a guanosine-quadruplex binder. Specifically, a pyrrole-based inosine was designed to direct hydrogen bonding via an extended Hoogsteen interaction in order to bind to quadruplex DNA. Quadruplex DNA has been studied as a folded form of DNA and, if stabilized, can inhibit gene replication especially amongst cancer strands. In summary, the candidate’s research efforts have focused on exploiting hydrogen bonding in nucleobases to construct novel supramolecular assemblies that could see eventual applications in materials chemistry, nanotechnology, and gene therapy. / text

STRUCTURAL BEHAVIOUR OF PLASTERED STRAW BALE ASSEMBLIES UNDER CONCENTRIC AND ECCENTRIC LOADING

The use of plastered straw bale walls in residential construction is growing as builders and owners seek environmentally friendly alternatives to typical timber construction practices. Straw has excellent insulation properties and is an agricultural bi-product which is annually renewable, and is often considered a waste product of grain production. This thesis presents new models for predicting the compressive strength of plastered straw bale assemblies subjected to concentric and eccentric load. A constitutive model for lime-cement plaster is adapted from a stress-strain model for concrete, available in the literature. Twenty-two cylinder tests on plasters typically used for straw bale construction were used to verify the constitutive model. The models for plastered straw bale assemblies were verified by testing plastered straw bale assemblies under concentric and eccentric compressive loads. An innovative steel frame test jig was designed to facilitate fabrication and testing of the specimens. Using this jig, 18 specimens of height 0.33 m, 0.99 m, 1.05 m or 2.31 m were subjected to concentric or eccentric compressive load until failure. The experimental strengths of the assemblies ranged from 23 kN/m to 61 kN/m, depending on the eccentricity of the load, the plaster strength, and the plaster thickness. Results indicated that the specimen height did not significantly influence the strengths of the specimens. The models predicted the ultimate strength of the assemblies to be, on average, 6% less than the experimentally determined strengths, with a standard deviation of 13%. The models were also used to predict the theoretical ultimate strengths for a number of plastered straw bale wall assemblies described in the literature. The fabrication techniques for these specimens were more representative of conventional straw bale construction techniques, and it was found that the experimental results were 30% of the theoretical strengths for assemblies with plaster strength less than 10 MPa and 6% of the theoretical strengths for assemblies with plaster strength greater than 10 MPa. Thus, to account for construction imperfections and potential alternative failure mechanisms, a reduction factor of no more than 0.3 for plaster less than 10 MPa is suggested in order to predict the strength of plastered straw bale walls constructed using conventional construction techniques. The results presented herein provide support for the use of plastered straw bale walls in residential construction and indicate the applicability of models based on the compressive behaviour of lime-cement plaster for modelling the behaviour of plastered straw bale walls under eccentric and concentric compression. / Thesis (Ph.D, Civil Engineering) -- Queen's University, 2009-05-29 13:34:53.867

Pentecostalism is well known for its active involvement in evangelism. But it is true to say as well that questions have been asked about the social upliftment dimension of the Pentecostal mission. This study will focus on the Assemblies of God church. The main reason for this is that, of all the Pentecostal churches in South Africa, the Assemblies of God has probably had the biggest impact in the rural black communities. To undertake the study I will do the following: • Outline the problem that necessitated commencement of this study, formulate hypotheses and identify methods of research in this first chapter. • Attempt, in chapter two, to outline the historical background of the Pentecostal mission in general and the AOG in particular, describing its theology and evangelism and their impact on the socio-political situation in South Africa. • Conduct in-depth Case Studies, in chapter three, of a range of individuals who are converts of the AOG mission. • The fourth chapter will ask whether the Redemption and lift hypothesis throws any light on the study. • The last chapter will consider how other theological models consider the issue of mission. / Thesis (M.A.)-University of Natal, Pietermaritzburg, 2003.

Gamma Spectroscopy and Gamma Emission Tomography for Fuel Performance Characterization of Irradiated Nuclear Fuel Assemblies

Gamma spectroscopy and gamma emission tomography are two non-destructive measurement techniques for assessing the performance of nuclear fuel which have been investigated in this thesis for existing and novel applications through theoretical studies and experimental demonstrations. For assessment of individual fuel rods using gamma spectroscopy, fuel assemblies are dismantled so that the fuel rods may be measured separately, which is time-consuming and may cause damage to the fuel. Gamma tomography is more seldom used, but its application on complete fuel assemblies would enable the assessment of individual fuel rods without the need to disassemble the fuel. Both techniques are based on recording gamma rays, emitted at characteristic energies from decaying radioactive products in the fuel. The feasibility of measuring short-lived fission gasses in the gas plenum of fuel rods with short cooling time was experimentally investigated. Based on the feasibility demonstration, a method was proposed and experimentally demonstrated for determining the fission gas release fraction of 133Xe in fuel rods with short cooling time. Additionally, a method for investigating the origin of released fission gasses based on the measured ratio of 133Xe/85Kr in the fuel rod gas plenum was demonstrated. These methods may be employed at research reactors, where fuel with short cooling time is available for measurement. A gamma emission tomography instrument has been designed, constructed and experimentally demonstrated on a Halden Reactor fuel assembly. Simulation studies showed that the instrument and the tomographic reconstruction methods employed may be useful for: identifying a leaking fuel rod in an assembly by its lack of fission gas content; reconstruction of the rod-wise fission product distributions in the fuel stack and plenum regions of the assembly; and determining the rod-wise fission gas release fractions. In the experimental demonstration, the rod-wise distributions of the fission products 137Cs and 85Kr in the fuel stack and plenum regions of the assembly were reconstructed, as well as the distributions of the activation products 60Co and 178mHf in the plenum region, revealing the plenum springs and tie rods, respectively. The reconstructed data was in the form of images, useful for qualitative assessment of the fuel.
