We defend the thesis that since 1930 there within the Brazilian Pentecostalism positions and interventions in the world of politics. In both the 1930-1945 period and the 1978-1988 our analyzes will be carried out from the time frames discussed by Giorgio Agamben: chronos, Aion is kairos. With regard to the first period 1930-1945, research almost always binding on the eschatological discourse of Pentecostalism alienation processes and not involved with party politics. However, it is believed that the eschatological narratives were not sure because of remoteness of the Brazilian public sphere, but the effect of the exclusion of processes to which men and women belonging Pentecostal been circumscribed. Doctrines such as eschatology and pneumatology were potentiating processes that here we call biopotency. In the second period, from 1978-1988, the position and political action that prevailed in Pentecostalism were related to biopolitics. Methodologically, we did our analysis from articles published in the official communication of the religious denomination concerned, the Messenger Journal of Peace. If biopolitics is the power over life, biopotency is the power of life. Pentecostalism was a movement that promoted the human dignity of subaltern subjects. / A presente pesquisa analisou a posição e ação política nas Assembleias de Deus do Brasil nos períodos 1930-1945 e 1978-1988. Defendemos a tese de que desde 1930 há no interior do pentecostalismo brasileiro posições e intervenções no mundo da política. Tanto no período de 1930-1945 como o de 1978-1988 nossas análises serão realizadas a partir das temporalidades discutidas por Giorgio Agamben: chronos, aiôn e kairos. No que diz respeito ao primeiro período 1930-1945, as pesquisas quase sempre vinculam o discurso escatológico do pentecostalismo a processos de alienação e não envolvimento com a política partidária. Entretanto, acredita-se que as narrativas escatológicas não foram causa de certo afastamento da esfera pública brasileira, mas sim efeito de processos de exclusão aos quais homens e mulheres de pertença pentecostal estiveram circunscritos. Doutrinas como a escatologia e a pneumatologia foram potencializadoras de processos que aqui denominamos de biopotência. Já no segundo período, de 1978-1988, a posição e a ação política que predominaram no pentecostalismo estiveram relacionadas com a biopolítica. Chamamos de capítulo intermedário ou de transição o período correspondente às datas 1946-1977. Nele descreveremos e analisaremos personalidades pentecostais de destaque no campo da política brasileira. Metodologicamente, fizemos nossa análise a partir de artigos publicados no órgão oficial de comunicação da denominação religiosa em questão, o jornal Mensageiro da Paz. Esse periódico circula desde 1930. Além dos artigos, destacamos também as autoras e os autores, todas elas e todos eles figuras de destaque no assembleianismo. Ao longo da pesquisa questionamos a ideia do apoliticismo pentecostal. Defendemos a tese de que desde 1930, que é o início de nossa pesquisa, há posição e ação política nas Assembleias de Deus. Como resultado disso, questionamos a ideia do apoliticismo pentecostal. Nossa hipótese é de que no período 1930-1945 o pentecostalismo foi um polo de biopotência. Se a biopolítica é o poder sobre a vida, a biopotência é o poder da vida. Doutrinas como a escatologia e pneumatologia contribuíram para que nos espaços marginais onde se reuniam os pentecostais fossem criados novos modelos de sociabilidade e de cooperação; eram também espaços de criação de outras narrativas e de crítica a modelos hegemônicos e excludentes. O pentecostalismo foi um movimento que promoveu a dignidade humana de sujeitos subalternos.

Functional relevance of inhibitory and disinhibitory circuits in signal propagation in recurrent neuronal networks

Cell assemblies are considered to be physiological as well as functional units in the brain. A repetitive and stereotypical sequential activation of many neurons was observed, but the mechanisms underlying it are not well understood. Feedforward networks, such as synfire chains, with the pools of excitatory neurons unidirectionally connected and facilitating signal transmission in a cascade-like fashion were proposed to model such sequential activity. When embedded in a recurrent network, these were shown to destabilise the whole network’s activity, challenging the suitability of the model. Here, we investigate a feedforward chain of excitatory pools enriched by inhibitory pools that provide disynaptic feedforward inhibition. We show that when embedded in a recurrent network of spiking neurons, such an augmented chain is capable of robust signal propagation. We then investigate the influence of overlapping two chains on the signal transmission as well as the stability of the host network. While shared excitatory pools turn out to be detrimental to global stability, inhibitory overlap implicitly realises the motif of lateral inhibition, which, if moderate, maintains the stability but if substantial, it silences the whole network activity including the signal. Addition of a disinhibitory pathway along the chain proves to rescue the signal transmission by transforming a strong inhibitory wave into a disinhibitory one, which specifically guards the excitatory pools from receiving excessive inhibition and thereby allowing them to remain responsive to the forthcoming activation. Disinhibitory circuits not only improve the signal transmission, but can also control it via a gating mechanism. We demonstrate that by manipulating a firing threshold of the disinhibitory neurons, the signal transmission can be enabled or completely blocked. This mechanism corresponds to cholinergic modulation, which was shown to be signalled by volume as well as phasic transmission and variably target classes of neurons. Furthermore, we show that modulation of the feedforward inhibition circuit can promote generating spontaneous replay at the absence of external inputs. This mechanism, however, tends to also cause global instabilities. Overall, these results underscore the importance of inhibitory neuron populations in controlling signal propagation in cell assemblies as well as global stability. Specific inhibitory circuits, when controlled by neuromodulatory systems, can robustly guide or block the signals and invoke replay. This mounts to evidence that the population of interneurons is diverse and can be best categorised by neurons’ specific circuit functions as well as their responsiveness to neuromodulators.

Interfaces fonctionnelles pour l'immobilisation de protéines membranaires : concept, caractérisation et applications / Functional interfaces for the immobilization of membrane proteins : concept, characterization and interactions

Cette thèse est consacrée au développement d'assemblages supramoléculaires, qui miment la nature amphiphile des membranes cellulaires. A cette fin, des bicouches lipidiques supportées (SLB) ont été conçues pour l'insertion de la FhuA (protéine de membrane externe d’E. coli). L'interaction de FhuA présente dans la SLB, avec le pb5 (la protéine du bactériophage T5) a ensuite été étudiée par QCM-D. De plus, des bicouches lipidiques suspendues (tBLM) ont été construites sur des monocouches auto-assemblées (SAM) d'un nouveau thiol d'ancrage. Dans cette étude, la formation de tBLM a été minutieusement étudiée par différentes techniques telles que la QCM-D, l'AFM et l'EIS, afin de déduire le rôle du thiol d’ancrage dans le processus de formation de tBLM. En outre, un amphipol biotinylé (B-PCApol), a été employé pour l’immobilisation des protéines membranaires, par exemple la FhuA et de l'intégrine avß3 (humain) sur des surfaces contenant la streptavidine. Avec leurs assemblages respectifs, la constante de dissociation du complexe FhuA-pb5 a été déterminée, tandis que les interactions de l'intégrine avec vitronectine (son ligand naturel) ont été étudiées par SPR. La dernière partie de cette thèse est dédiée à l'étude d'événements de reconnaissance biomoléculaire entre une lectine (ConA) et des sucres multivalents présentés sur un châssis moléculaire, RAFT. / This thesis is dedicated towards the development of supramolecular assemblies, which are capable of mimicking the amphiphilic nature of the cytoplasmic cell membranes. To this effect, Supported Lipid Bilayers (SLB) was designed to incorporate FhuA (an E.coli outer membrane protein). The interaction of FhuA present in the SLB, with pb5 (the bacteriophage T5 protein), was then studied using QCM-D. Further, Tethered Lipid Bilayer Membranes (tBLM) were constructed on Self-Assembled Monolayers (SAMs) of a novel synthetic anchoring thiol. In this study, the tBLM formation was elaborately investigated using a host of techniques such as QCM-D, AFM and EIS, to infer upon the role of the anchoring thiol in the tBLM formation process. Further, a biotinylated Amphipol (B-PCApol) was employed to immobilize membrane proteins such as FhuA and the human αvβ3 integrin on streptavidin containing surfaces. Using their respective assemblies, the dissociation constant of the FhuA-pb5 complex was determined, whereas the interactions of integrin with its ligand vitronectin were studied by SPR. The last part of this thesis, deals with the study of biomolecular recognition events between a lectin (ConA) and multivalent sugars presented on a RAFT scaffold.

Processos participativos nas assembleias legislativas : estrutura, dinâmicas e limites

Esta tese trata da análise da participação das organizações sociais nas assembleias legislativas no período 2003-2010. Em todos os parlamentos estaduais há previsão, nos seus regimentos internos, de mecanismos e instâncias participativas, os quais são classificados em dois grupos. O primeiro é integrado por instâncias voltadas para propiciar a manifestação das organizações sociais e mesmo de indivíduos. Fazem parte desse grupo as audiências públicas, fóruns temáticos, seminários, discurso em tribunas populares durante as sessões legislativas e participação em reuniões de comissões legislativas. O segundo grupo de processos participativos incorpora a apresentação de proposições, incluindo projetos de lei de iniciativa popular, propostas e sugestões legislativas. Em 2002 inicia o processo de criação das comissões de legislação participativa nos parlamentos estaduais dos estados do Acre, Alagoas, Amazonas, Mato Grosso do Sul, Rio Grande do Sul, Santa Catarina, Paraíba, São Paulo e Minas Gerais. O estudo também abrange a análise do conteúdo da produção legislativa dos deputados estaduais das assembleias legislativas do Rio Grande do Sul, Santa Catarina, São Paulo e Minas Gerais, nos quais houve o registro de proposições enviadas às suas respectivas comissões de legislação participativa, incluindo o período anterior à formação das comissões (1995-1998 e 1999-2002) e o período após o início das suas atividades (2003-2006 e 2007-2008). A apresentação de proposições pelas organizações sociais, mesmo após a formação das comissões de legislação participativa, não se efetivou. Mesmo no caso da Comissão de Legislação Popular de Minas Gerais, onde ocorre um grande número de proposições, mais da metade, entre 2003 e 2010, tem origem em estruturas coordenadas pelo Poder Executivo. O conteúdo da produção legislativa, nos estados com as comissões, também não mudou de maneira efetiva. / This thesis is an analysis of the participation of social organizations in the legislative assemblies in the period 2003-2010. In all state parliaments is forecast in its internal rules, and participatory mechanisms, which are classified into two groups. The first is composed of instances aimed at providing the manifestation of social organizations and even individuals. This group of public audiences, thematic forums, seminars, popular discourse on tribunes during legislative sessions and attending meetings of legislative committees. The second group of participatory processes incorporates the presentation of proposals, including bills of popular initiatives, legislative proposals and suggestions. In 2002 starts the process of creating commissions participatory legislation in state parliaments of the states of Acre, Alagoas, Amazonas, Mato Grosso do Sul, Rio Grande do Sul, Santa Catarina, Paraiba, Sao Paulo and Minas Gerais. The study also includes an analysis of the content of legislative output of the state representatives of the legislatures of Rio Grande do Sul, Santa Catarina, São Paulo and Minas Gerais, where there was a record of proposals sent to their respective commissions participatory legislation, including period before the formation of committees (1995-1998 and 1999-2002) and the period after the beginning of its activities (2003-2006 and 2007-2008). The presentation of proposals by social organizations, even after the formation of committees of participatory legislation, failed to materialize. Even in the case of the Committee on Legislation Popular de Minas Gerais, where there is a large number of propositions, more than half between 2003 and 2010 originated in structures coordinated by the Executive Branch. The content of legislative production in states with commissions also did not change effectively.

New supramolecular assemblies of toxic metal coordination complexes

Search the library catalog for the location and call number. / Supramolecular chemistry is a relatively new and exciting field offering chemists simplistic approaches to generating complex assemblies through strategically designed ligands. Much like the many spectacular examples of supramolecular assemblies in nature, so too are chemists able to construct large, elegant assemblies with carefully designed ligands which bind preferentially to target metal ions of choice. An important concept of supramolecular chemistry, often subtle and overlooked, is secondary bonding interactions (SBIs) which in some cases, act as the glue to hold supramolecular assemblies together. This dissertation examines SBIs in a number of systems involving the pnictogen elements of arsenic and antimony as well as aromatic interactions in self-assembled monolayers. The first half of this dissertation is an introduction to the concepts of supramolecular chemistry and secondary bonding interactions and how they are used in the self-assembly process in the Darren Johnson laboratory. Chapter I describes how secondary bonding interactions between arsenic and aryl ring systems and antimony and aryl ring systems assist with the assembly process. Chapter II is a continuation of the discussion of SBIs but focuses on the interactions between arsenic and heteroatoms. The second half of this dissertation will describe work performed in collaboration with Pacific Northwest National Laboratory (PNNL) in Richland, WA. This work was performed under the guidance of Dr. R. Shane Addleman in conjunction with Professor Darren W. Johnson of the University of Oregon. This portion describes novel systems for use in heavy metal ion remediation from natural and unnatural water sources. Chapters III-V describe functionalized mesoporous silica for use in heavy metal uptake from contaminated water sources. Chapter V describes a new technology invented during this internship at PNNL which utilizes weak bonding interactions between aryl ring systems to produce regenerable green materials for toxic metal binding. This work is ongoing in the Darren Johnson lab. The aim of this research was to understand how a shift in the Assembleian leadership happened as far as formal theological education is concerned, as they started to admit it as a requisite for pastoral ministry. This research starts in the year 1943 as in that year the first official discussions about formal theological teaching had place in the Assemblies of God, and it was decided not to create theological seminaries. The shift happened slowly, due to a several facts, such as the decreasing of influence of Swedish missionaries, the creation of a publishing house, the coming of American missionaries and the rising of pastors who defended a formal theological education. Forty years later, in 1983, the General Convention of the Assembleyan leaders decided for recommending theological formation as a requirement for pastoral ministry. The methodology used in this thesis was bibliographical research. In order to do an explanatory study it was done a research on historical data from the official newspapers of the AoG, and also of documents that speak about the subject of this research. / Este texto é resultado de uma pesquisa, do ponto de vista histórico e sociológico, sobre a política eclesiástica da Assembleia de Deus brasileira com respeito à formação teológico-pastoral. Buscou-se entender como se deu a mudança de postura da liderança assembleiana, que, de uma objeção inicial quanto à educação teológica formal, passou a reconhecê-la como requisito ao ministério pastoral. O marco cronológico que delimita o tema explica-se pelo fato de que, em 1943, ocorreram as primeiras discussões oficiais sobre o ensino teológico formal, ocasião em que a Assembleia de Deus rejeitou a criação dos seminários teológicos. A mudança ocorreu gradativamente, mediante uma série de acontecimentos, dentre eles, a diminuição de influência dos missionários suecos junto às Assembleias de Deus, a criação da Casa Publicadora, a chegada de missionários norte-americanos e à ascensão de pastores apoiadores de uma educação formal. Quarenta anos depois, em 1983, a Convenção Geral dos líderes assembleianos decidiu recomendar a qualificação teológica, como exigência ao ministério pastoral. A metodologia adotada foi de uma pesquisa bibliográfica. Visando um estudo explicativo, foi feito um levantamento de dados históricos a partir dos periódicos oficiais da AD, além de documentos que retratam o assunto proposto neste trabalho.

Esta Tese investiga a constituição de sujeitos-jovens assembleianos na contemporaneidade, ancorando-se nas interlocuções dos referenciais teóricometodológicos dos Estudos Culturais em Educação, dos estudos sociológicos e antropológicos sobre juventudes e religião. A primeira parte da Tese permite compreender a juventude enquanto categoria contingencialmente construída, colocando em pauta como irrompe uma série de discursos e práticas que passam a assumir os jovens como front de diferentes investimentos, inclusive religiosos. Traz um panorama do campo religioso, percebendo a emergência ou re-apropriação de valores éticos e morais em tempos de encurtamento das fronteiras e alargamento da diversidade de opções que impulsionam sucessivos fluxos migratórios e movimentos de missionação evangélico. O tema assume relevância de estudo diante do crescimento da população evangélica e de seu promissor mercado cultural, os quais criam investimentos sobre os jovens a fim de interpelá-los em seus discursos. A segunda parte da Tese analisa a constituição de sujeitos-jovens mediante suas trajetórias de inserção à crença que, resguardadas suas especificidades, parte das seguintes condições: crescer no Evangelho ou converter-se ao longo da vida. As análises incidem sobre dois eixos centrais: os investimentos institucionais da igreja e, no caso dos crescidos no Evangelho, da família na orientação de determinados modos de viver e se constituir como sujeito imbricado a crença; concomitantemente, analisa os investimentos dos próprios sujeitos sobre si, interpelados por outras formas de experimentar a condição de ser/estar jovem presentes em tempos de fluidez e provisoriedade. Metodologicamente, a pesquisa desenvolveu-se mediante a inserção etnográfica junto a jovens da Igreja Evangélica Assembleia de Deus no município de Novo Hamburgo, no Estado do Rio Grande do Sul, Brasil, entre os anos de 2011 e 2012. Desdobrou-se junto a jovens da comunidade assembleiana de Lisboa, Portugal, em 2013. Foram realizadas observações-participantes em espaços institucionais com forte investimento sobre jovens e dos próprios jovens – como congressos, encontros de louvor e oração, cultos e demais espaços de estudos – e nas incursões em outras instâncias do cotidiano, buscando aproximação às culturas, sociabilidades, lazeres, consumos, relações nos espaços escolares, trabalho – em seus trajetos e projetos de vida. A Tese infere que há reconfigurações nos modos de constituição dos sujeitos na contemporaneidade, percebidos nos modos de pertencimentos e sentidos de vivenciar a condição de ser evangélico, o que não remete a formas de resistência juvenil, mas novos modos de existência evocados pela condição de ser/estar jovem, afinal, ao mesmo tempo em que buscam se manter portadores da promessa de salvação, os jovens ensejam ser portadores da condição juvenil. / This PhD thesis investigates the constitution of the young at Assemblies of God church in contemporary world, based on interlocutions of theoretical and methodological references of Cultural Studies in Education and sociological and anthropological studies in youth and religion. The first part displays the concept of youth as a category built contingently, and tables the origin of a series of discourses and practices that assume youth as a front of different investments, even religious ones. It brings a view of the religious field through the awareness of the emergency of regaining ethical and moral values in times of shortened frontiers and enlarged diversities of options that impulse successive migratory flows and evangelical missionary movements. This subject assumes the relevance of the study in the face of the growth of evangelical population and its promising cultural market that has invested in the young in order to be able to question their discourses. The second part of the thesis analyses the constitution of the young through the insertion trajectories to their faith that arise out of the following conditions considering their specificities: being raised according to the Gospel truth or being converted along their lives. The analyses incur two central topics. The first focuses on the institutional investments of the Church. And the second focuses on the faithful who raised according to the Gospel truth and on the guidance of their families on how to live and constitute themselves as individuals committed to their faith. Concurrently it analyzes the investments of the individuals in themselves, who are tempted by other ways of experiencing the condition of being young in a time of fluidity and temporariness. The research was developed methodologically through the ethnographical insertion next to the youth of Evangelical Assemblies of God church in Novo Hamburgo, a city located in the state of Rio Grande do Sul, Brazil, in 2011 and 2012. Another part of the research was developed in the Assemblies of God community in Lisbon, Portugal, in 2013. Participant observations have been done in institutional spaces with a strong investment in the young, who have also been agents in this process – such as conferences, worship and prayer meetings, services and other study meetings – and in other kinds of daily incursions. These observations aim the approximation of culture, sociability, entertainment, consumption, relationships in scholar environments and work in the life trajectories and projects of the faithful. The thesis infers that there are reconfigurations in the ways of the constitution of subjects in contemporary world, perceived in the ways of belonging and experiencing the condition of being evangelical. This fact does not remit the ways of juvenile resistance, but new ways of existence evoked by the condition of being young, since the young aim to live according to their juvenile condition and, at the same time, to keep on being carriers of the salvation promise.

Para tanto, dispusemos de um córpus de estudo formado por atas de assembleias traduzidas (nomeado por nós CTTJ = Córpus de Textos (atas de assembleia) Traduzidos sob a forma Juramentada). Esse córpus nos foi cedido por tradutores públicos inscritos na Junta Comercial do Estado de São Paulo (JUCESP). Para análise dos termos extraídos no CTTJ e verificação em seu contexto natural de uso, utilizamos também outros dois córpus: um formado por atas originalmente escritas em português (CTOP = Córpus de Textos (atas de assembleia) escritos Originalmente em Português) e o outro formado por atas originalmente escritas em francês (CTOF = Córpus de Textos (atas de assembleia) escritos Originalmente em Francês). Também procedemos ao levantamento de termos com base no CTOP para completação de nossa lista de termos, já que nosso intuito era dispor o resultado da análise em forma de glossário direcionado a tradutores. Esses levantamentos foram realizados com o auxílio do programa Hyperbase, por meio do qual obtivemos uma lista em ordem alfabética das palavras do córpus acompanhadas de seus cotextos (listas de concordâncias). Da análise do conteúdo conceptual dos termos recorrentes e da busca pelos seus equivalentes em francês surgiram reflexões sobre os graus de equivalência terminológica bilíngue. Neste trabalho ficou comprovado que, mesmo se tratando de um domínio relativamente restrito, a equivalência entre termos de duas línguas nem sempre é total, ocorrendo também parcial e ausência de equivalência. (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: The present work has as main objective to present the results obtained in the Master's Degree research about the Terminology recurrent on minutes of assemblies submitted for sworn translation from French to Portuguese. Thus, we employed a corpus of study composed by translated minutes of assemblies (named by us CTTJ, Corpus of Translated Texts by Sworn form). This corpus was conceded to us by public translators registered in the Sao Paulo State Commercial Registry (JUCESP). In order to analyze the terms extracted from CTTJ and their validation in the natural context of use, we also used other two corpora: one formed by minutes originally written in Portuguese (CTOP, Corpus of written Text Originally written in Portuguese) and the other formed by minutes originally written in French (CTOF, Corpus of written Texts originally in French). We also preceded a survey based on CTOP for completing our term list, whereas we are aimed to display the results of the analysis in a glossary form focused for translators. These surveys were accomplished with help of Hyperbase software through which an alphabetical order list of the corpus' words was obtained followed of their co-text. Reflections about the bilingual terminological equivalence emerged from the analysis of the conceptual content of the recurrent terms and the search for their French equivalents. It was proven in the work that, even broaching a relatively restrict domain, the equivalence among terms of two languages it is not always total, also generating partial equivalence and non equivalence. Through the research, questions emerged about the way of treating the terminological data and these differences among terms of both languages in a bilingual glossary. Sua poss?vel fun??o foi inferida a partir da an?lise das varia??es das respostas induzidas por um est?mulo localizado fora do CRF de neur?nios individuais. Mesmo sendo muito prov?vel que estas conex?es tenham tamb?m um impacto tanto na atividade conjunta de neur?nios envolvidos no processamento da figura quanto no potencial de campo, estas quest?es permanecem pouco estudadas. Visando examinar a modula??o do contexto visual nessas atividades, coletamos potenciais de a??o e potenciais de campo em paralelo de at? 48 eletrodos implantados na ?rea visual prim?ria de gatos anestesiados. Estimulamos com grades compostas e cenas naturais, focando-nos na atividade de neur?nios cujo CRF estava situado na figura. Da mesma forma, visando examinar a influ?ncia das conex?es laterais, o sinal proveniente da ?rea visual isot?pica e contralateral foi removido atrav?s da desativa??o revers?vel por resfriamento. Fizemos isso devido a: i) as conex?es laterais intr?nsecas n?o podem ser facilmente manipuladas sem afetar diretamente os sinais que est?o sendo medidos, ii) as conex?es inter-hemisf?ricas compartilham as principais caracter?sticas anat?micas com a rede lateral intr?nseca e podem ser vistas como uma continua??o funcional das mesmas entre os dois hemisf?rios e iii) o resfriamento desativa as conex?es de forma causal e revers?vel, silenciando temporariamente seu sinal, permitindo conclus?es diretas a respeito da sua contribui??o. Nossos resultados demonstram que o mecanismo de segmenta??o figurafundo se reflete nas taxas de disparo de neur?nios individuais, assim como na pot?ncia do potencial de campo e na rela??o entre sua fase e os padr?es de disparo produzidos pela popula??o. Al?m disso, as conex?es laterais inter-hemisf?ricas modulam estas vari?veis dependendo da estimula??o feita fora do CRF. Nossos resultados tamb?m s?o compat?veis com a hip?tese que conex?es laterais de longo alcance tamb?m fazem parte deste mecanismo / Since Hubel and Wiesel s pioneer finding a vast body of literature has accumulated describing neuronal responses in the primary visual cortex (V1) to different visual stimuli. These stimuli mainly consisted of moving bars, dots or gratings which served to explore the responses to basic visual features such as orientation, direction of motion or contrast, among others, within a classical receptive field (CRF). However, in the last two decades it became increasingly evident that the activity of V1 neurons can be modulated by stimulation outside their CRF. Thus, early visual areas might be already involved in more complex visual tasks like, for example, the segmentation of an object or a figure from its (back)-ground. It is assumed that intrinsic long-range horizontal connections within V1 as well as feedback connections from higher visual areas are actively involved in the figure-ground segmentation process. Their possible role has been inferred from the analysis of the spike rate variations induced by stimuli placed outside the CRF of single neurons. Although it is very likely that those connections also have an impact on the joined activity of neurons involved in processing the figure and on their local field potentials (LFP), these issues remain understudied. In order to examine the context-dependent modulation of those activities, we recorded spikes and LFPs in parallel from up to 48 electrodes in the primary visual cortex of anesthetized cats. We stimulated with composite grating and natural scene stimuli focusing on populations of neurons whose CRFs were situated on the foreground figure. In addition, in order to examine the influence of horizontal connections we removed the inter-hemispheric input of the isotopic contralateral visual areas by means of reversible cooling deactivation. We did so because i) the intrinsic horizontal connections cannot be easily manipulated without directly affecting the measured signals, ii) because inter-hemispheric connections share the major anatomical features with the intrinsic lateral network and can be seen as a functional continuation of the latter across the two hemispheres and iii) because cooling causally and reversibly deactivates input connections by temporarily silencing the sending neurons and thus enables direct conclusions on their contribution. Our results demonstrate that the figure-ground segmentation mechanism is reflected in the spike rate of single neurons, as well as in their LFP power and its phase-relationship to the spike patterns produced by the population. In addition "lateral" inter-hemispheric connections modulate spike rates and LFP power depending on the stimulation of the neurons CRF surround. Further, we observe an influence of this lateral circuit on field- field coherences between remote recording sites. In conclusion, our findings support the idea of complex figure-ground segmentation mechanism acting already in early visual areas on different time scales. This mechanism seems to involve groups of neurons firing synchronously and dependent on the LFP s phase. Our results are also compatible with the hypothesis that long-range lateral connections contribute to that mechanism

Processos participativos nas assembleias legislativas : estrutura, dinâmicas e limites

Esta tese trata da análise da participação das organizações sociais nas assembleias legislativas no período 2003-2010. Em todos os parlamentos estaduais há previsão, nos seus regimentos internos, de mecanismos e instâncias participativas, os quais são classificados em dois grupos. O primeiro é integrado por instâncias voltadas para propiciar a manifestação das organizações sociais e mesmo de indivíduos. Fazem parte desse grupo as audiências públicas, fóruns temáticos, seminários, discurso em tribunas populares durante as sessões legislativas e participação em reuniões de comissões legislativas. O segundo grupo de processos participativos incorpora a apresentação de proposições, incluindo projetos de lei de iniciativa popular, propostas e sugestões legislativas. Em 2002 inicia o processo de criação das comissões de legislação participativa nos parlamentos estaduais dos estados do Acre, Alagoas, Amazonas, Mato Grosso do Sul, Rio Grande do Sul, Santa Catarina, Paraíba, São Paulo e Minas Gerais. O estudo também abrange a análise do conteúdo da produção legislativa dos deputados estaduais das assembleias legislativas do Rio Grande do Sul, Santa Catarina, São Paulo e Minas Gerais, nos quais houve o registro de proposições enviadas às suas respectivas comissões de legislação participativa, incluindo o período anterior à formação das comissões (1995-1998 e 1999-2002) e o período após o início das suas atividades (2003-2006 e 2007-2008). A apresentação de proposições pelas organizações sociais, mesmo após a formação das comissões de legislação participativa, não se efetivou. Mesmo no caso da Comissão de Legislação Popular de Minas Gerais, onde ocorre um grande número de proposições, mais da metade, entre 2003 e 2010, tem origem em estruturas coordenadas pelo Poder Executivo. O conteúdo da produção legislativa, nos estados com as comissões, também não mudou de maneira efetiva. / This thesis is an analysis of the participation of social organizations in the legislative assemblies in the period 2003-2010. In all state parliaments is forecast in its internal rules, and participatory mechanisms, which are classified into two groups. The first is composed of instances aimed at providing the manifestation of social organizations and even individuals. This group of public audiences, thematic forums, seminars, popular discourse on tribunes during legislative sessions and attending meetings of legislative committees. The second group of participatory processes incorporates the presentation of proposals, including bills of popular initiatives, legislative proposals and suggestions. In 2002 starts the process of creating commissions participatory legislation in state parliaments of the states of Acre, Alagoas, Amazonas, Mato Grosso do Sul, Rio Grande do Sul, Santa Catarina, Paraiba, Sao Paulo and Minas Gerais. The study also includes an analysis of the content of legislative output of the state representatives of the legislatures of Rio Grande do Sul, Santa Catarina, São Paulo and Minas Gerais, where there was a record of proposals sent to their respective commissions participatory legislation, including period before the formation of committees (1995-1998 and 1999-2002) and the period after the beginning of its activities (2003-2006 and 2007-2008). The presentation of proposals by social organizations, even after the formation of committees of participatory legislation, failed to materialize. Even in the case of the Committee on Legislation Popular de Minas Gerais, where there is a large number of propositions, more than half between 2003 and 2010 originated in structures coordinated by the Executive Branch. The content of legislative production in states with commissions also did not change effectively.
