Previous issue date: 2006-08-30 / This study focus on the social responsibility of companies in the vicinity of the Mare
Complex located in Rio de Janeiro city and formed by 16 low-income communities.
The area human development index ranks as one of the worst. Companies such as Linha
Amarela S/A and Petrobras Research Center are located in the surroundings of the
Complex and their study emphasizes social responsibility as the duty of the whole
society, including governments, NGOs, legal entities and people in general. The
purpose here is to study the companies activities in favor of the nearby communities
residents' needs, taking into account their expectations and priorities. The study was
based on samples provided by the residents and other data supplied by the companies.
The literature revision focused on the comprehensiveness, concepts, evolution and
history of social responsibility, social balance and the integration between external
social responsibility and the companies strategic planning by emphasizing the
relationship with the community. The methodology used in this study was the case
study , through semi-structured interviews with companies representatives.The
outcoming of the research showed that there is a tendency of alignment between the
residents' objectives and the social strategies developed by both companies. / Este estudo trata da responsabilidade social de empresas com vizinhan?a do Complexo
da Mar?. O bairro Mar? est? localizado no munic?pio do Rio de Janeiro e ? constitu?do
por 16 comunidades distintas que formam o Complexo, o qual apresenta um dos piores
?ndices de desenvolvimento humano. As empresas Linha Amarela S/A e Centro de
Pesquisas da Petrobras est?o no seu entorno. O estudo enfatiza a responsabilidade social
como dever de toda a sociedade: governos, ONGs, pessoas f?sicas ou jur?dicas. Objetivo
geral ? o estudo das a??es dessas empresas em favor dessas comunidades ao entorno
face ?s necessidades e expectativas dos moradores e suas prioridades como foco da
gest?o social empresarial, por interm?dio de uma amostra dos moradores e outros dados
fornecidos pelas empresas. A revis?o da literatura enfocou a abrang?ncia, conceitos,
evolu??o, hist?rico da responsabilidade social e ainda o balan?o social e a integra??o
entre a responsabilidade social externa e o planejamento estrat?gico das empresas,
enfocando as rela??es da empresa com a comunidade. A metodologia utilizada foi o
estudo de caso, por meio de entrevistas semi-estruturadas com representantes das
Organiza??es. Os resultados da pesquisa mostraram que h? uma tend?ncia ao
alinhamento dos objetivos dos moradores e as estrat?gias sociais desenvolvidas por
ambas empresas.

Commitment socio-environmental. The objective of the Social Balance is to present the
application of company resources on socio-environmental investments internally and
externally. The research was developed based on the Balance Social and Sheet from Alumina
North Brazil S / A, ALUNORTE, for fiscal years 2008 and 2009, with the purpose of
describing the finding of the Balance Social and Sheet from ALUNORTE about social
responsibility. To validate the proposal were doing comparisons between accounting and
financial datas from Alunorte and Y.Yamada, in order to highlight what they say and
indicators confirm the privileges of the first against second / O Balan?o Social tem se constitu?do em um dos instrumentos capaz de identificar o
compromisso s?cio-ambiental das organiza??es. O objetivo do Balan?o Social ? apresentar a
aplica??o de recursos da empresa, em investimentos s?cio-ambientais internos e externos. A
pesquisa se desenvolveu com base na an?lise do n?vel de responsabilidade social, da empresa
Alumina do Norte do Brasil S/A ALUNORTE, em rela??o aos exerc?cios sociais de 2008 e
2009, com a finalidade de descrever o que revelam os Balan?os Social e Patrimonial a
respeito da responsabilidade social. Para validar a proposta foram realizadas compara??es
entre os dados cont?beis e financeiros das empresas ALUNORTE e Y YAMADA, sendo a
primeira uma ind?stria extrativa e de transforma??o mineral, pertencente ao grupo VALE,
com acionistas nacionais e internacionais, e a segunda, um grupo empresarial de lojas de
departamentos e supermercados, eminentemente local. O intuito foi de evidenciar o que dizem

Previous issue date: 2007-12-28 / Today, the society itself charges sistematically an ethical and coherent posture on the part from
the companies and its managers, because is even stronger the feeling that the organizations are
inserted in a social context which envolves its various stakeholders. In past times, an accident
which had caused environmental damages could be unseen. The child work or massive
demissions did not fill many space in the media or in the popular mind. It means that, questions
that long ago did not conect with the decision-making process and were irrelevant to the business
sucess became crucial. On this panorama, concepts of social and environmental responsibility
gains notoriety e consolidates itself even more. In this context this research is inserted. It is made
a study of a comparative behavior, during the years of 2003, 2004 and 2005, among six major
companies from the Brazil siderurgical sector, using Data Envelopment Analysis (DEA), with the
aim to verify the social and environmental performance of the companies. It is searched what
efficiency of each company in the conversion of investment capacity (input), measured by the net
income or the operational result, in social and environmental benefits (outputs), measured by the
internal and external social indicators. The study logics is to observe the relation between
investment capacity and social and environmental benefits, in a way that the higher the benefits
to a lower investment capacity, the higher will be the efficiency and, therefore, the company
social and environmental performance. Besides, a top social and environmental performance is
direclty associated in generate the maximum of social and environmental benefits, comparativily,
given to the investment capacity of the company. The results the study show that Gerdau (top
benchmark) and CSN are the best ones and Acesita is the worst in terms of social and
environmental performance. Besides, the environmental investment is the variable which needs
more increases / Hoje, a sociedade cobra sistematicamente uma postura ?tica e coerente por parte das empresas e
de seus gestores, pois ? cada vez mais forte o sentimento de que as organiza??es est?o inseridas
num contexto social que envolve seus diversos stakeholders. Em ?pocas passadas, um acidente
que causasse danos ambientais poderia passar despercebido. O trabalho infantil ou demiss?es em
massa ocupavam pouco espa?o na m?dia ou no ide?rio popular. Ou seja, quest?es que outrora n?o
entravam no processo de decis?o e eram irrelevantes para o sucesso do neg?cio se tornaram
cruciais. Neste cen?rio, conceitos de responsabilidade socioambiental ganham notoriedade e se
consolidam cada vez mais. ? neste contexto que se insere esta pesquisa. Realiza-se um estudo do
comportamento comparativo, nos anos de 2003, 2004 e 2005, entre seis grandes empresas do
ramo de siderurgia no Brasil, utilizando An?lise Envolt?ria de Dados (DEA), com o objetivo de
verificar o desempenho socioambiental das mesmas. Procura-se verificar qual a efici?ncia de
cada empresa na convers?o da capacidade de investimento (input), medida pela receita ou pelo
resultado operacional, em benef?cios s?cio-ambientais (outputs), medidos pelos indicadores
sociais internos e externos e pelos indicadores ambientais. A l?gica do estudo ? observar a
rela??o entre capacidade de investimento e benef?cios s?cio-ambientais, de forma que quanto
maiores forem os benef?cios para uma menor capacidade de investimento, maior ser? a efici?ncia
e, por conseguinte, o desempenho socioambiental da empresa. Logo, um desempenho
socioambiental superior est? diretamente relacionado em gerar o m?ximo de benef?cios s?cio-
ambientais, comparativamente falando, dado a capacidade de investimento da empresa. Os
resultados do estudo mostram que a Gerdau (principal benchmark) e a CSN s?o as melhores e a
