Pol?tica, gest?o e cidade: pol?tica habitacional e voto em Petrolina, Pernambuco

The objective is to trace and document the formation of popular neighborhoods, beginning with the donation of land lots and the channeling of federal and state resources to those neighborhoods, while simultaneously considering the historical connections between local political elites and the principal figures in the state and federal governments. A spatial analysis of electoral behavior in the analyzed popular neighborhoods demonstrates a strong link between the receipt of housing benefits (particularly the donation of land lots) and the preferences of voters. In addition, the research also traces the impact of housing programs and upgrades following the donation of lots. This demonstrates a continuity in the distribution of benefits through time, resulting in strong ties between the leaders of neighborhood associations and the chief executives of the city. The conclusion is that the political gains and strength of certain parties and/ or factions had its basis in the housing benefits given to the population of the popular classes and depended further on the development of bonds and networks among the representatives of the neighborhood or dwellers associations. These political gains were solidified by continuous improvements to the donated lands by all subsequent mayoral administrations from 1977 until 2004. / O estudo desenha um panorama das pol?ticas habitacionais desencadeadas, desde 1964, pelos governos federal, estadual e municipal em Petrolina/ PE. O objetivo ? verificar o processo de forma??o dos bairros populares, a partir de doa??o de lotes e do direcionamento de recursos federais e estaduais para esses bairros, em fun??o da conex?o hist?rica das elites pol?ticas locais com os cargos m?ximos dos executivos e legislativos estaduais e federais. Com a territorializa??o do comportamento eleitoral dos bairros populares analisados, a pesquisa visa demonstrar a forte vincula??o entre o benef?cio habitacional e a destina??o do voto, ressaltando a principal pol?tica habitacional municipal que ? a doa??o de lotes sem infra-estrutura, mantida ao longo das gest?es estudadas. Al?m da doa??o de lotes foram verificados alguns programas e melhorias subseq?entes ? doa??o. Esses programas e melhorias configuram continuidade de benef?cios distribu?dos no tempo, resultantes de reivindica??es dos presidentes das associa??es de moradores, feitas diretamente ao chefe do executivo municipal. A pesquisa conclui que o retorno pol?tico obtido pelas chapas tem como base o benef?cio habitacional concedido ? popula??o dos loteamentos populares e depende da constru??o de redes e de v?nculos com os representantes de associa??o de moradores. O retorno pol?tico depende, ainda, do direcionamento de cont?nuos benef?cios, realizados, principalmente, nos loteamentos doados ao longo das v?rias gest?es municipais analisadas (de 1977 a 2004).
