Take as reference the one hand, the history of Brazilian cities - whose genesis lies in the process of colonization - and the emergence of urban centers following watercourses and on the other, the territorial condition of present town study, which is state and national cultural heritage. The study will focus on analyzing the urban guidelines used in the reconstruction, parameters for the recovery and preservation of the historical heritage of the city rebuilt, assessing the effectiveness of intervention decisions for improving the quality of life of its residents. To this end, as a basis, we will study the procedures proposed for situations of environmental disasters, mainly present in the international charts and critical bibliography on the subject produced over the last year, while it will be reviewed technical papers and data produced during and after the interventions. Expected to result in the creation of a framework to assess the effectiveness of policies and intervention in urban heritage in order to build a knowledge about this issue that can serve as a reference for cities suffering similar environmental occurrences or undergo major processes of reconstruction and rehabilitation. / A presente pesquisa prop?e levantar, relatar e analisar os procedimentos de gest?o urbana que se fizeram necess?rios para a recupera??o do patrim?nio urbano e arquitet?nico do munic?pio de S?o Luiz do Paraitinga, no Vale do Para?ba, no estado de S?o Paulo, destru?do por enchente ocorrida em janeiro de 2010. Toma-se como refer?ncia, por um lado, a hist?ria das cidades brasileiras - cuja g?nese reside no processo de coloniza??o e o surgimento de n?cleos urbanos acompanhando cursos d'?gua e, por outro, o da condi??o territorial atual da cidade estudada, que constitui patrim?nio cultural estadual e nacional. The objective is to trace and document the formation of popular neighborhoods, beginning with the donation of land lots and the channeling of federal and state resources to those neighborhoods, while simultaneously considering the historical connections between local political elites and the principal figures in the state and federal governments. A spatial analysis of electoral behavior in the analyzed popular neighborhoods demonstrates a strong link between the receipt of housing benefits (particularly the donation of land lots) and the preferences of voters. In addition, the research also traces the impact of housing programs and upgrades following the donation of lots. This demonstrates a continuity in the distribution of benefits through time, resulting in strong ties between the leaders of neighborhood associations and the chief executives of the city. The conclusion is that the political gains and strength of certain parties and/ or factions had its basis in the housing benefits given to the population of the popular classes and depended further on the development of bonds and networks among the representatives of the neighborhood or dwellers associations. These political gains were solidified by continuous improvements to the donated lands by all subsequent mayoral administrations from 1977 until 2004. / O estudo desenha um panorama das pol?ticas habitacionais desencadeadas, desde 1964, pelos governos federal, estadual e municipal em Petrolina/ PE. O objetivo ? verificar o processo de forma??o dos bairros populares, a partir de doa??o de lotes e do direcionamento de recursos federais e estaduais para esses bairros, em fun??o da conex?o hist?rica das elites pol?ticas locais com os cargos m?ximos dos executivos e legislativos estaduais e federais. Com a territorializa??o do comportamento eleitoral dos bairros populares analisados, a pesquisa visa demonstrar a forte vincula??o entre o benef?cio habitacional e a destina??o do voto, ressaltando a principal pol?tica habitacional municipal que ? a doa??o de lotes sem infra-estrutura, mantida ao longo das gest?es estudadas. Al?m da doa??o de lotes foram verificados alguns programas e melhorias subseq?entes ? doa??o. Esses programas e melhorias configuram continuidade de benef?cios distribu?dos no tempo, resultantes de reivindica??es dos presidentes das associa??es de moradores, feitas diretamente ao chefe do executivo municipal. A pesquisa conclui que o retorno pol?tico obtido pelas chapas tem como base o benef?cio habitacional concedido ? popula??o dos loteamentos populares e depende da constru??o de redes e de v?nculos com os representantes de associa??o de moradores. O retorno pol?tico depende, ainda, do direcionamento de cont?nuos benef?cios, realizados, principalmente, nos loteamentos doados ao longo das v?rias gest?es municipais analisadas (de 1977 a 2004).

To attempt for the modifications of its boundaries, the public policies established and the roll of his agents to social actors. We would not be able to leave off an essential discussion about historical aspects to the comprehension of as it gave the evolution of a very important metropolis in technological and scientific level. The contemporary society has the challenge of including the environmental problems created by the human action, consisting, among other things, of rethinking the relationship between environment, dwellings and urban configuration, which has direct consequences on the intra-urban areas of the city. This project aims at creating a study of the city of Americana - S?o Paulo, located in the metropolitan area of Campinas, one of the cities of the Piracicaba River basin. It consists in showing how the various urban management actions along the years (1950 - 2006) influence the environmental conditions of the poor areas of the dam which implies also the study of the involvement of the society and urban managers in the discussions about environmental preservation versus settlement location or else, the reflection on the urban configuration of the region in this period and the socioenvironmental quality of the environs of the dam. In methodological terms, it will be used the historic survey of the city, the legislation of the urban perimeter, of the division, usage and occupation of the land and the understanding of the role of the municipal and non-municipal public policies on industry, energy and water in the spatial configuration developed along the years in the region, to support the analysis that tries to relate the socio-environmental problems to the urban design. / A problem?tica dos assentamentos humanos, em ?reas de prote??o permanente (APP), tem recebido grande aten??o por parte de gestores p?blicos e da sociedade civil. A sociedade contempor?nea tem o desafio de incorporar a din?mica dos problemas ambientais desencadeados pela a??o humana, que consiste, entre outras coisas, no repensar da rela??o meio ambiente e configura??o urbana, com implica??es diretas para as ?reas intra-urbanas dos munic?pios. Esta pesquisa desenvolve um estudo no munic?pio de Americana - S?o Paulo - localizado na Regi?o Metropolitana de Campinas, uma das cidades que comp?e a Bacia Hidrogr?fica do Rio Piracicaba. Procuramos compreender como as a??es das v?rias gest?es urbanas ao longo dos anos (1950 - 2006) est?o repercutindo nas condi??es paisag?sticas das regi?es carentes da Represa, ou seja, a reflex?o sobre a configura??o urbana adquirida pela regi?o nesse per?odo e a qualidade s?cio-ambiental do entorno da represa. This dissertation discusses the problem of pedestrian mobility planning in Brazilian cities, more precisely in the city center of Campinas, area of the biggest urban pedestrian flow in the city. In addition, tries to understand the specificity of the urban drawing for pedestrian mobility in central contemporary areas to find ways to improve the public space for the pedestrian. In order to understand these impacts and the challenges for the recovery of public space for pedestrians, this dissertation presents the main transformations of the neighborhood and analyzes it based on theorists such as Jacobs (1961), Lynch (1960), (Gehl), Lamas (1993;2007). To do so, the panorama of urban mobility planning in Brazil, the legal frameworks and the technical discussion are investigated. In the case of Campinas, urban mobility interventions are not yet fully implemented. In order of this change of scenery to take place satisfactorily, planning must be carried out according to the functionality needs, comfort and safety of pedestrians, so the development of the city and the neighborhood must collaborate to serve the small scale, in which can occur the relation between man and space. / Ao longo do s?culo XX, o Centro de Campinas foi objeto de interven??es que impactaram as condi??es de mobilidade, acarretando preju?zos para o pedestre ao priorizar o autom?vel nos deslocamentos. O objetivo dessa pesquisa ? discutir a problem?tica do planejamento da mobilidade peatonal nas cidades brasileiras, mais precisamente do Centro de Campinas, local de maior fluxo peatonal urbano da cidade. Al?m disso, busca compreender a especificidade do desenho urbano para mobilidade peatonal em ?reas centrais contempor?neas para encontrar caminhos poss?veis para a qualifica??o dos espa?os p?blicos para o pedestre. Para compreender estes impactos e os desafios para a recupera??o do espa?o p?blico para os pedestres, a presente disserta??o apresenta as principais transforma??es desta ?rea central e analisa a realidade cotidiana local ? luz de te?ricos, tais como Jacobs (1961), Lynch (1960), Gehl (2013), Lamas (1993;2007). This research seeks to understand the roots of this crisis that has political, climatic and anthropic origins. For this, we use theoretical revision, documentary survey and field research with the objective of understanding conceptual and factual aspects, as well as apprehending the local reality. We investigated the relationship between the drought and the main environmental problems observed today in Brazilian cities: deforestation, pollution, occupation of environmentally sensitive areas, etc., due to the pressure on natural ecosystems. We review the environmental public policies adopted in the city of Campinas during the period of scarcity, in order to observe the cohesion and contradictions of the measures to manage this event. We also carried out field research with residents of the Anhumas and Capivari river basins, which demonstrated the environmental injustice to which certain social minorities are subject and the logic through which several marginalized social groups bear the socio-environmental liabilities of such development. With this, we seek to contribute to the debate about municipal environmental management by problematizing the strategies adopted by the local water resources policy. / La r?cente crise de l'eau connue dans le sudest du Br?sil a ?t? analys?e par plusieurs secteurs. Cependant, la p?nurie a ?t? annonc?e depuis au moins quatre d?cennies par de nombreux chercheurs et agences de l'environnement, dont les projections indiquent des extr?mes climatiques, la hausse des temp?ratures, des maladies, de la p?nurie, parmi d'autres probl?mes environnementaux mondiaux, qui ont augment? surtout apr?s la d?cennie de 1950 en raison d'activit?s anthropiques. Cette recherche vise ? comprendre les racines de cette crise qui a des origines politiques, climatiques et anthropiques. Pour cela, nous utilisons une r?vision th?orique et documentaire et une recherche sur le terrain dans le but de comprendre les aspects conceptuels et factuels, ainsi que d'appr?hender la r?alit? locale. Nous avons ?tudi? la relation entre la s?cheresse et les principaux probl?mes environnementaux observ?s aujourd'hui dans les villes br?siliennes: la d?forestation, la pollution, l'occupation de zones naturelles sensibles etc., en raison de la pression sur les ?cosyst?mes naturels. Nous examinons les politiques publiques environnementales adopt?es dans la ville de Campinas pendant la p?riode de p?nurie de l?eau, afin d'observer la coh?sion et les contradictions des mesures pour g?rer cet ?v?nement. Nous avons ?galement effectu? de recherche sur le terrain avec des r?sidents des bassins des rivi?res Anhumas et Capivari qui ont d?montr? l'injustice environnementale ? laquelle certaines minorit?s sociales sont soumises et la logique par laquelle plusieurs groupes sociaux marginalis?s subissent les consequences sociales et environnementales d'un tel d?veloppement. Avec cela, nous cherchons ? contribuer au d?bat sur la gestion environnementale municipale en probl?matisant les strat?gies adopt?es par la politique locale des ressources de l?eau. / A recente crise h?drica vivenciada no sudeste brasileiro tem sido analisada por diversos setores. No entanto, a escassez ? alertada h? pelo menos quatro d?cadas por in?meros pesquisadores e ?rg?os ambientais, cujas proje??es apontam para extremos clim?ticos, aumento de temperatura, doen?as, escassez, entre outros problemas ambientais de ordem global, os quais t?m aumentado principalmente ap?s a d?cada de 1950 em fun??o de atividades antr?picas. Esta pesquisa busca compreender as ra?zes desta crise que tem origens pol?ticas, clim?ticas e antr?picas. Para tal, utilizamos revis?o te?rica, levantamento documental e pesquisa de campo com o objetivo de compreender aspectos conceituais e factuais, bem como apreender a realidade local. Investigamos a liga??o da seca vivenciada com os principais problemas ambientais observados hoje nas cidades brasileiras: desmatamento, polui??o, ocupa??o de ?reas ambientalmente sens?veis etc., fruto da press?o sobre os ecossistemas naturais. Revisamos as pol?ticas p?blicas ambientais adotadas na cidade de Campinas durante o per?odo de escassez, de modo a observar a coes?o e as contradi??es das medidas para gest?o deste evento. Realizamos ainda uma pesquisa de campo com os moradores das bacias hidrogr?ficas do ribeir?o Anhumas e do rio Capivari que demonstrou a injusti?a ambiental ? qual determinadas minorias sociais est?o sujeitas e a l?gica atrav?s da qual diversos grupos sociais marginalizados arcam com o passivo socioambiental de um dito desenvolvimento. Com isto, buscamos contribuir para o debate acerca da gest?o ambiental municipal problematizando as estrat?gias adotadas pela pol?tica local de recursos h?dricos.

More specifically, we intend to verify the role of urban design in the consolidation of models and types of housing development, urban design and aspects related to it, directly or indirectly, such as urban legislation, the role of public and private agents, and the impact of the development on the consolidated urban fabric, among others. Through case study of implemented projects, from the mutual comparison between approved project and constructed reality, we intend to identify and analyze design practices that mediate the implementation of types of land subdivision, especially those that are characterized by control or restriction of access. / A pesquisa pretende compreender e analisar os projetos urban?sticos e o processo de aprova??o de parcelamentos do solo recentes, implantados ao longo da Rodovia Dom Pedro I, no munic?pio de Campinas/SP. Mais especificamente, pretende-se verificar o papel do desenho urbano na consolida??o de modelos e tipologias de loteamento; o projeto urban?stico e os aspectos a ele relacionados, direta ou indiretamente, tais como a legisla??o urban?stica, a atua??o dos agentes p?blicos e privados e o impacto dos empreendimentos sobre o tecido urbano consolidado, entre outros. Por meio do estudo de caso de empreendimentos implantados, a partir do cotejamento entre projeto aprovado e realidade constru?da, busca-se identificar e analisar as pr?ticas de projeto que intermedeiam a implanta??o de tipologias de parcelamento do solo, em especial as que apresentam como caracter?stica o controle ou restri??o de acesso.
