Previous issue date: 2007-03-15 / A idéia nuclear do presente estudo é revisitar a política estatuída pelo governo Vargas em 1942 e traduzida como Serviço de Alimentação da Previdência Social (SAPS). A proposta dessa autarquia era fornecer alimentação digna e barata para a classe trabalhadora através de Restaurantes Populares. Agregadas a esses restaurantes, nasceram as Bibliotecas e Discotecas Populares também destinadas às camadas mais baixas da população. Esses serviços foram extintos pelo governo ditatorial militar em 1967. Juiz de Fora, por sua característica de cidade de economia industrial, foi aquinhoada com uma unidade do SAPS, em 1948. A rememoração feita por essa pesquisa tem como objetivo compreender o sentido dado pela classe trabalhadora e comunidade juizforense a esse espaço de alimentação e cultura. O recorte histórico enfocado é justificável pelo interregno de existência da Instituição. Os fundamentos teóricos de E. P. Thompson, em sua interpretação da história como um processo dinâmico e dialético, entretecidos ao dialogismo bakhtiniano e à teoria do desenvolvimento humano de Vygotsky forneceram o necessário fulcro para análise dos dados. Devido às especificidades do tema enfocado optou-se por uma abordagem qualitativa de cunho histórico-cultural. O itinerário seguido pautou-se, substantivamente, pela metodologia da história oral complementada por fontes escritas e iconográficas obtidas em pesquisas arquivísticas. Pode-se inferir, após análise dos dados coletados que, o Restaurante do SAPS, ao acoplar uma Biblioteca Popular e uma Discoteca tornou-se relevante espaço de socialização e propiciou o incremento de atividades educativas e culturais para Juiz de Fora. / The central idea of the present study is revisiting the politics established by the government Vargas in 1942 well known as Social Secure Feeding Service. The proposition of this autarchy was providing worth and cheep food for the working class people through Popular Restaurants. It was created in association to these restaurants the Popular Library and Popular Music Hall whose destiny were also attending the poor side of the population. This service was extinguished during the military dictatorial government in 1967. Because of its characteristic of industrial economy Juiz de Fora was contemplated with one unity of the Social Secure Feeding Service in 1948.The remembrance of this research has as objective trying to understand the meaning of this cultural an feeding space for the working class people and also for the Juiz de Fora community. The historical period and its focus are justifiable by the interregnum of the institution during its existence. The theoretical fundaments of E. P. Thompson on his interpretation of the history as a permanent dialectical movement interweaved with the dialogism by Bakhtin and the human development theory by Vygotsky provide the necessary fulcrum of the data analysis. Because of the specifics of the theme in focus it has been opted for a historical and cultural approach. The itinerary that has been followed was guided by the methodology of oral history complemented by written and iconographic sources available from files research. It can be concluded after data analysis that the Popular Restaurant of the Social Secure Feeding Service because of the addition to its structure of a Popular Library and a Popular Music Hall had turned into a relevant space of socialization and had also promoted the increment of educational and cultural activities in Juiz de Fora.

La incorporación de las Tecnologías de la Información y la Comunicación (TICs) en bibliotecas populares : el caso de la Biblioteca Popular Bernardino Rivadavia en Bahía BlancaColubri, María Cristina 06 March 2014 (has links)
Las bibliotecas populares son organizaciones sin fines de lucro cuya
importancia está dada por los servicios que presta y en particular por su misión
cultural y educadora. Han sido creadas, en nuestro país, en el siglo XIX con la
finalidad de proporcionar a toda la población el acceso a la lectura de libros que
posibilitan abrir las puertas a un mundo de conocimiento. Precisamente, con el
transcurso del tiempo, las tecnologías de la información y comunicación han
facilitado extraordinariamente el acceso a un vasto universo y las
organizaciones han desarrollado diversas estrategias para incorporar esas
herramientas tecnológicas.
Las bibliotecas populares de la ciudad de Bahía Blanca constituyen
instituciones que cuentan con el reconocimiento de la comunidad a la que dan
sus servicios y tratan de satisfacer las necesidades educativas de todos los
segmentos sean niños, jóvenes o mayores. La herramienta informática le
permite a estas organizaciones la comunicación interna y externa , la mejora de
los sistemas de administración y el acceso a la base de datos de otras
bibliotecas.
En mi tesis abordo el proceso incorporación de las tecnologías de
información y la comunicación en las bibliotecas populares de Bahía Blanca
realizando un estudio sobre la Biblioteca Popular Bernardino Rivadavia. En este
trabajo se ha investigado cuáles han sido las tecnologías incorporadas, cómo
se llevó adelante la capacitación y cuál ha sido la percepción que sobre la
misma han tenido los empleados de la biblioteca, durante el período 2004-2010.
Luego del análisis de la información recolectada, tanto de documentos
como de las expresiones de los entrevistados he llegado a la conclusión general
de que la Biblioteca Rivadavia ha desarrollado un estrategia de incorporación
de la TICS, con la colaboración de instituciones públicas y privadas. La política
de capacitación ha tenido un nivel de aceptación satisfactorio en un gran
número de empleados. Puedo afirmar, después de analizar la información
obtenida, que una institución de la complejidad de la Biblioteca Rivadavia
requiere de un alto grado de compromiso por parte de todos sus miembros para
poder cumplir con su misión. / The popular libraries are nonprofit organizations which importance is
related to the services that they give and particularly for the its educational and
cultural mission. These libraries have been created, in our country,during the
XIX century with the purpose of bringing access to read books in order to open
the doors to knowledge for all people. Nowadays, the information technologies
have been an useful tool that facilitate the access to a wide universe to many
organizations.
The popular libraries located in the city of Bahia Blanca are institutions
which have been acknowledged by the community because of the services they
provide to it trying to satisfy the educational needs of either kids or young and
old people. The electronic resources let organizations have better internal and
external communication. In the same way they may improve the information
management and have access to other libraries database.
In my thesis, I aproach the process of introduction of the information
technologies in the popular libraries of Bahía Blanca, focussing on one of them,
the Biblioteca Popular Bernardino Rivadavia. In this research I studied which
technologies have been introduced, the way the training was performed and the
perception the employees have about this training, along the period 2004-2010.
After analisying the information gathered from documents and interviews I
have arrived to a general conclusión that the Biblioteca Rivadavia has
developed an strategy for introducing the information technologies with the
collaboration of prívate and public organizations. The training policy has been
well received by the employees. We may say that an organization of such a
complexity as Biblioteca Rivadavia has, needs employees with high
commitment to accomplish its mission.
