However, it is close to impossible to achieve such objectives without the use of Information Technology (IT). It is correspondingly important to find proper sustainability frameworks of technology. Organisations do not only need technology for efficient public service; the constant upgrading of systems and cautious migration to the newest IT developments is also equally indispensable in today’s dynamic technological world. Conversely, countries in Africa are always lagging behind in technological progresses. Such deficiencies have been identified in the passport processing of Lesotho and South Africa, where to unequal extents, problems related to systems of passport production have contributed to delays and have become fertile grounds for corrupt practices.
The study seeks to identify the main impediments in the adoption of Management Information Systems (MIS) for passport processing. Furthermore, the study explores the impact MIS might have in attempting to combat long queues and to avoid long waiting periods – from application to issuance of passports to citizens. The reasonable time frame between passport application and issuance, and specific passport management systems, have been extensively discussed along with various strategies that have been adopted by some of the world’s first movers in modern passport management technologies. In all cases and stages of this research, Lesotho and South Africa are compared.
The research approach of the study was descriptive and explorative in nature. As a quantitative design, a structured questionnaire was used to solicit responses in Lesotho and South Africa. It was established that both Lesotho and South Africa have somewhat similar problems – although, to a greater extent, Lesotho needs much more urgent attention. Although the processes of South Africa need to be improved, the Republic releases a passport much faster and more efficiently than Lesotho. Economic issues are also revealed by the study as unavoidable factors that always affect technological developments in Africa.
The study reveals that the latest MIS for passport processing has facilitated modern, automated border-control systems and resultant e-passports that incorporate more biometric information of citizens to passports – thanks to modern RFID technologies. One can anticipate that this study will provide simple, affordable and secure IT solutions for passport processing.

Thesis (D. Tech.) - Central University of Technology, Free State, 2007 / The focus of this study is on a Model of Co-operative Education on Peace Support Operations (PSO) in Africa.
PSO are multi-functional operations involving military forces and diplomatic humanitarian agencies. They are designed to achieve humanitarian goals or a long-term political settlement, and are conducted impartially in support of a UN mandate. These include peacekeeping (PK), peace enforcement (PE), conflict prevention, peacemaking, peace building, and humanitarian operations.
Since the advent of democracy in 1994, domestic and international expectations have steadily grown regarding a new South African role as a responsible and respected member of the international community. These expectations have included a hope that South Africa will play a leading role in a variety of international, regional and sub-regional forums, and that the country will become an active participant in attempts to resolve various regional and international conflicts.
Peacekeeping is becoming more and more important as South Africa plays a vital role in African missions, mandates, deployment and restructuring. The core of peacekeeping operations in Africa is no longer about the deployment of armed forces, but the focus is shifting towards a more integrated approach including reconstruction, development, stability, civilian involvement and humanitarian aspects. While skills required for peace operations overlap with those required for war, there is increasing recognition that additional peace operations training is needed to successfully conduct these missions.
The demand, advancement and application of peacekeeping evolve worldwide, especially in Africa, where enormous funding is being poured into local research and development, testing and training.
The market for Education, Training and Development (ETD) in the field of PSO is growing, as South Africa is becoming increasingly involved in peacekeeping missions on the African continent. At present, there is no Co-operative Education programme on generic PSO on the operational/strategic level presented by any of the major universities in South Africa in order to enhance other PSO training.
The objectives of this research project are in phase one:
• To determine the need for and feasibility of a Co-operative Education Program on PSO.
• To write a instructional design (ISD) report for a Co-operative Education Model on PSO and,
• To draft possible curriculum content.
• The second phase of the project could involve the development of learning material, and the evaluation of the proposed Co-operative Education Model on PSO by running a pilot programme.
The principal product (output) of this research will consist out of an ISD report on a Model for Co-operative Education on PSO in Africa, presented by means of Correspondence Instruction with contact sessions. The key factors in production of the learning program include geo-political and security studies in order to create an understanding of the African battle space, PSO as presented by UNITAR POCI, the assessment of international practice with regards to PSO in order to relate the information to operations in Africa, PSO on the African continent, and Civil-Military Cooperation.

Radiation field shaping through low temperature thermal-spray in radiotheraphyVan der Walt, Jacobus Gert January 2009 (has links)
Thesis (D. Tech.) -- Central University of Technology, Free State, 2009 / Superficial cancerous lesions are commonly treated through low energy X-ray or electron radiation in radiotherapy. The treatment units that produce the radiation are equipped with square, rectangular and round applicators of different sizes. These applicators attach to the treatment units and define the radiation field size applied during treatment. An applicator is chosen to fit the shape of the cancerous lesion on the patient as closely as possible. Since cancerous lesions are irregular in shape, there will always be an area of healthy tissue between the edge of the lesion and the edge of the standard field shape. This healthy tissue will be irradiated along with the lesion during treatment which is undesirable since the cancer wound heals through reparative growth of the surrounding healthy tissue after treatment. Traditional techniques that were developed to shield this healthy tissue and thus shape the radiation field to the shape of the lesion present various shortcomings.
This study introduces a new thermal-spray process for producing radiation field shaping shields which overcomes most of the shortcomings encountered with the traditional field shaping techniques. Since none of the commercially available thermal-spray equipment could be used to produce field shaping shields, new thermal-spray equipment was designed and fabricated tailor made to the application. Different techniques to determine the contours of the treatment area on the patient were investigated. These included a patient contact technique using a plaster bandage impression and a non-contact technique using 3D laser scanning. From the plaster bandage impression a plaster model can be produced onto which a high density low melt material such as Wood’ s alloy can be thermally sprayed to produce a field shaping mask. A model can also be produced from the 3D laser scanning data through laser sintering (LS) in nylon polyamide powder or through computer numerical controlled (CNC) milling in a block of low density polyurethane. The thermal-spray technique was evaluated by comparing the field shaping ability of radiation shields produced through the technique to the field shaping ability of shields produced through the traditional techniques. Radiographic film was used for this purpose and the results are presented in the form of isodensity charts. The required thicknesses of thermal-sprayed field shaping masks to shield radiation of various energies were also determined. The thicknesses were determined through radiation transmission measurements of known thicknesses of sprayed sheets of Wood’ s alloy. X-ray imaging showed that there were no defects present within thermal-sprayed layers of Wood’ s alloy that may negatively affect the shielding ability of masks produced through the technique.

In some situations it is more cost effective to replace a device than to maintain it; however it is far more likely that the cost of the device far outweighs the cost of performing routine maintenance. These device related costs coupled with the profit loss due to reduced production levels, makes this reactive maintenance approach unacceptably inefficient in many situations. Blind predictive maintenance without considering the actual physical state of the hardware is an improvement, but is still far from ideal. Simply maintaining devices on a schedule without taking into account the operational hours and workload can be a costly mistake.
The inefficiencies associated with these approaches have contributed to the development of proactive maintenance strategies. These approaches take the device health state into account. For this reason, proactive maintenance strategies are inherently more efficient compared to the aforementioned traditional approaches. Predicting the health degradation of devices allows for easier anticipation of the required maintenance resources and costs. Maintenance can also be scheduled to accommodate production needs.
This work represents the design and simulation of an intelligent maintenance management system that incorporates device health prognosis with maintenance schedule generation. The simulation scenario provided prognostic data to be used to schedule devices for maintenance. A production rule engine was provided with a feasible starting schedule. This schedule was then improved and the process was determined by adhering to a set of criteria. Benchmarks were conducted to show the benefit of optimising the starting schedule and the results were presented as proof.
Improving on existing maintenance approaches will result in several benefits for an organisation. Eliminating the need to address unexpected failures or perform maintenance prematurely will ensure that the relevant resources are available when they are required. This will in turn reduce the expenditure related to wasted maintenance resources without compromising the health of devices or systems in the organisation.

The thesis was organized into three sepa- rate but interrelated studies, which together provide: a justi_cation for the method used, a theory that supports the method, and a soft- ware application that realizes the method. The _rst study looked at how modern day microprocessors utilize their hardware resources and it proposed a metric, called core density, for measuring the utilization rate. The core density is a function of the microprocessor's instruction set and the application scheduled to run on that microprocessor. This study concluded that modern day microprocessors use their resources very ine_ciently and proposed the use of subset processors to exe- cute the same applications more e_ciently. The second study sought to provide a theoretical framework for the use of subset processors by developing a generic formal model of computer architecture. To demonstrate the model's versatility, it was used to describe a number of computer architecture components and entire computing systems. The third study describes the development of a set of software tools that enable the automatic generation of application speci_c proces- sors. The FiT toolkit automatically generates a unique Hardware Description Language (HDL) description of a processor based on an application binary _le and a parameterizable template of a generic mi- croprocessor. Area-optimized and performance-optimized custom soft processors were generated using the FiT toolkit and the utilization of the hardware resources by the custom soft processors was character- ized. The FiT toolkit was combined with an ANSI C compiler and a third-party tool for programming _eld-programmable gate arrays (FPGAs) to create an unconstrained C-to-silicon compiler.

(Engineering: Electric)) -- Central University of technology, 2012 / Because power generation relies heavily on electricity demand, consumers are required to wisely manage their loads to consolidate the power utility‟s optimal power generation efforts. Consequently, accurate and reliable electric load forecasting systems are required.
Prior to the present situation, there were various forecasting models developed primarily for electric load forecasting. Modelling short term load forecasting using artificial neural networks has recently been proposed by researchers.
This project developed a model for short term load forecasting using a neural network. The concept was tested by evaluating the forecasting potential of the basic feedforward and the cascade forward neural network models.
The test results showed that the cascade forward model is more efficient for this forecasting investigation. The final model is intended to be a basis for a real forecasting application. The neural model was tested using actual load data of the Bloemfontein reticulation network to predict its load for half an hour in advance.
The cascade forward network demonstrates a mean absolute percentage error of less than 5% when tested using four years of utility data. In addition to reporting the summary statistics of the mean absolute percentage error, an alternate method using correlation coefficients for presenting load forecasting performance results are shown.
This research proposes that a 6:1:1 cascade forward neural network can be trained with data from a month of a year and forecast the load for the same month of the following year. This research presents a new time series modeling for short term load forecasting, which can model the forecast of the half-hourly loads of weekdays, as well as of weekends and public holidays. Obtained results from extensive testing on the Bloemfontein power system network confirm the validity of the developed forecasting approach. This model can be implemented for on-line testing application to adopt a final view of its usefulness.

(Engineering: Electrical)) -- Central University of technology, Free State, 2013 / The South African (SA) manufacturing industry requires developing similar levels of sophistication and expertise in automation as its international rivals to compete for global markets. To achieve this, manufacturing plants need to be managed extremely efficiently to ensure the quality of manufactured products and these plants must also have the relevant infrastructure. Furthermore, this industry must also compensate for rapid product introduction, product changes and short product lifespan. To support this need, this industry must engage in the current trend in automation known as reconfigurable manufacturing.
The aim of the study is to develop a reconfigurable assembly system with enhanced control capabilities by utilizing virtual commissioning. In addition, this system must be capable of assembling multiple different products of a product range; reconfigure to accommodate the requirements of these products; autonomously reroute the product flow and distribute workload among assembly cells; handle erroneous products; and implement enhanced control methods. To achieve this, a literature study was done to confirm the type of components to be used, reveal design issues and what characteristics such a system must adhere to. Software named DELMIA was used to create a virtual simulation environment to verify the system and simultaneously scrutinize the methods of verification. On completion, simulations were conducted to verify software functions, device movements and operations, and the control software of the system. Based on simulation results, the physical system was built, and then verified with a multi agent system as overhead control to validate the entire system. The final results showed that the project objectives are achievable and it was also found that DELMIA is an excellent tool for system verification and will expedite the design of a system. By obtaining these results it is indicated that companies can design and verify their systems earlier through virtual commissioning. In addition, their systems will be more flexible, new products or product changes can be introduced more frequently, with minimum cost and downtime. This will enable SA manufacturing companies to be more competitive, ensure increased productivity, save time and so ensure them an advantage over their international competition.

Techno-economic analysis of an off-grid micro-hydrokinetic river system as a remote rural electrification optionKoko, Sandile Phillip January 2014 (has links)

(Electrical Engineering )) - Central University of Technology, Free State, 2014 / Remote rural electrification via grid-extension is a challenging solution due to high connection costs and low electricity consumption rate. As a result, it is difficult to recover the initial investment costs. Therefore, electrification is made possible by means of the commonly used off-grid approaches such as solar, wind, diesel generator and conventional micro-hydro. However, owing to non-continuous availability of sunlight and wind, high cost of diesel fuel, and requirements for construction of diversion weirs, these off-grid approaches might not offer a cost-effective and reliable solution to low income rural residents.
There are many rural communities throughout the world without access to grid electricity and with access to flowing water. An off-grid micro-hydrokinetic river (MHR) system is one of the promising technologies to be used in remote rural areas with flowing water. It can bring sustainable improvement to their quality of life due to its high energy density and minimal environmental impact. This technology is still in the development stage and there is a lack of application, especially in rural areas. Hence, this study investigates the current status of MHR technology in rural applications.
To demonstrate the economic feasibility of an off-grid MHR system, a rural site with multiple energy sources within South Africa has been used. The economic benefit offered by this proposed system at the selected site is compared to the economic benefits offered by other commonly used standalone systems such a solar, wind and diesel generator (DG). This economic comparison has been performed by making use of a Hybrid Optimization Model for Electric Renewable (HOMER) simulation tool. Grid extension has also been used as a comparison method for obtaining an economical distance between grid lines and the remote rural site. The results highlighted the acceptable economic performance of the MHR system. Finally, most of the available modelling and simulation tools for mechanical and electrical systems are not equipped with hydrokinetic modules. Hence, an MHR system model has been developed in MATLAB/Simulink in order to study its dynamic performance as submitted to variable water resource. Its performance has then been compared to the performance of a wind system counterpart for generating the same amount of electrical power. This proved/verified that the proposed system can generate electricity markedly cheaper than a wind system even in areas with adequate wind resource within South Africa.
