Návrh udržitelné městské struktury 21.století v rámci České republiky / Design of sustainable urban structure of the 21st century in the Czech Republic

The project focuses on the design of a sustainable urban structure in the southeastern part of an area called Červený kopec, in the land of former brick factory. This urban-planning study endeavors to create a suitable structure for the brick factory brownfield. There are relevant factors which influence the proposal, such as complicated terrain due to the mining history, inconsistency of the surrounding urban structure, improper traffic accessibility, and orientation towards the city centre. The concept is based on the legacy of the area. It builds on the slopes and steep hills and preserves two building of the old factory, which aims to become the centre of the whole area. It is also important to mention the nearby National Landscape Heritage Červený Kopec, which would be connected via a forest-park to the recreational area of Mahenova stráň. The outline of this park creates a soft partition between the city and the park. The whole area is accessible by traffic from three access points, one of which is a newly constructed crossroad with traffic lights connected to the street Jihlavská. This proposal emphasizes the effectivity of the land use, traffic hierarchy, human scale, and the importance of pedestrian movement. The area is characterized by central design, with the ethos of the brick factory. It creates a cultural centre for the whole district and sets the way for new development or restructuralization towards a sustainable future for the city of Brno.

Mateřská škola v pasivním standardu / Nursery school in passive standard

Subject of this diploma thesis is a new building of nursery school in passive standards. The school has two floors. On both floors there are build two classes, each for twenty children. Structure is based on strip foundations and load-bearing walls are made from sand-lime blocks. The horizontal load-bearing structures are from cast-in-place reinforced concrete. School has green flat roof and above atrium has sloped roof. The shape of building is made by three circle segments with different radius. Ventilation of the building is ensured by heat recovery ventilation unit. Project is situated into an urban area of Brno, nearby the city center, on brownfield plot.

The diploma thesis follows up the area in the center of Náchod along the former textile factory Tepna, which is located at the transition between the historical center and the housing estate. The proposal is based on problem analysis and uses the potential, limits and quailities of the area. The concept is a new urban quarter with a residential block of buildings complemented by civic amenities and high-quality public spaces. The design preserves the existing building of the Bílá Tepna, for which a new functional use is proposed. The proposal is solved with respect to the character of the place, the connection to the surrounding buildings and the emphasis on the preference of pedestrian traffic over the automobile traffic.

The topic of this Diploma Thesis is the urban design of the structure in the town Náchod in the area of the former textile factory. Several years ago the industrial area of the textile factory in Náchod was sold out. A part of this factory has been reconstructed but bigger part has been demolished. This part is currently the center of interest. The city is trying to get it completely into its property and appropriately build up the area again. The area is located north-east from the center, near the railway station. The aim of the thesis is to design a suitable urban structure. Usefully complement existing houses with new ones. Part of the design of new buildings is a solution to the traffic service, design of functional use and public space proposal. The proposal emphasizes the appropriate connection of the current city to new streets and houses. To make this new city part an integral part of the city.

On the contrary it tries to eliminate its own minuses. The functional concept consists mainly of living function. This function is completed with daily life services. Because of bad noisy enviroment with public transport along Staňkova street it was necessary to replace block of flats with house for administrative and seniors or young couples. The main concept of this project is the idea to return to the living in communities. It tries to support social comunication and public life. And thus returning the desappearing local identity of the place. Project follows the aims of spacial planning policy in Brno by designing the leisure time centre for youth and public. That is the pivotal project of diploma thesis.

The diploma thesis deals with the future smart district at Špitálka in Brno - Zábrdovice. The smart district will serve as a pilot territory to verify the goal setting from the vision for the #brno2050 strategy. One of the main motives is the activation of the territory by means of relevant interventions, which can start the development not only of this area, but can also have a positive impact on the entire locality. The aim of the diploma thesis is to contribute to the preparations for the revitalization of the city district and to outline possible alternatives for the phasing of development, the method of activating the territory and temporary use during the realization process. Further contribute to the discussion about cooperation public sector with private, community planning in our environment and the possibility of alternative project financing. The proposed tactics correspond to the local significance, are based on current values and lead to a sustainable urbanization process of an evolving urban environment. The work is analytically based on the current criteria of the urban environment generated by the investments of capitalist society. The proposal focuses on areas related to performative planning or an experimental form of so-called bottom-up planning and supports the principles of Smart City.

Regionales Flächenmanagement im Städtedreieck am Saalebogen - Konzeption, Handhabe und Weiterentwicklung

Since formal instruments of spatial planning in Germany have turned out to be too inflexible to govern regional development, new ones are being implemented. One of them is Regional Land Management (RLM), which can be described as an application of regional management. A RLM comprises various aspects of planning, development and use of sites for industrial purposes, housing, recreation, open space et cetera. The complexity of tasks requires the cooperation between public and private actors ("public private partnership"), for instance municipalities and firms as well as different lobby groups. In most cases a Regional Development Concept contents the necessary guidelines, objectives and steps. This process has been analysed in the Municipal Network of "Saalebogen", which consists of Rudolstadt, Saalfeld and Bad Blankenburg and is situated in East Thuringia. Like elsewhere in Thuringia the "Landesentwicklungsgesellschaft Thüringen", i. e. the state development corporation, has taken considerable measures toward the revitalisation of industrial areas by acquisition, clearing, development and commercialisation. Thus, it was explored to what extent the participating municipalities undertook activities in terms of mutual coordination of industrial areas and public projects on existing sites referring to different functions within the Municipal Network. This has to take into account especially the decline of population due to the volatile economic performance of the region. The overall question is whether and how it can be managed to stimulate a development from the bottom of the region. The method of research chosen is threefold: Based on a new understanding of communicative and cooperative planning and a general concept for an RLM, the respective elements in the "Saalebogen" were defined as they can found in the urban and regional development plans and concepts. Interviews should show the motives, objectives and actions of planners, local politicians and entrepreneurs who are more or less involved in the RLM. Moreover, data on several industrial sites are evaluated in order to reflect the actual results. In the conclusion the implications of the RLM for regional planning and governance are formulated as well as improvements concerning planning system, spatial arrangement and organisation. / Die Raumplanung hat in der jüngeren Vergangenheit einen deutlichen Paradigmenwechsel vollzogen. Zunehmende Umsetzungsdefizite von formalen Plänen haben informellen Planungsinstrumenten einen erheblichen Bedeutungszuwachs beschert. Dazu gehören v.a. Regionale Entwicklungskonzepte (REK), die zur Behandlung einzelner Themenschwerpunkte bzw. Teilräume unter Einbeziehung der jeweils relevanten Akteure erstellt werden. Gerade in Ostdeutschland hat es sich als sinnvoll und notwendig erwiesen, nicht nur formale Rechtspläne in einem aufwendigen Verfahren zu erstellen, sondern im Vorgriff darauf bzw. parallel dazu Entwicklungskonzepte zu erarbeiten. Der zu untersuchende Raum des Städtedreiecks am Saalebogen stellt einen Städteverbund, bestehend aus Saalfeld, Rudolstadt und Bad Blankenburg, dar und wurde inhaltlich in einem REK verankert. Der dabei gewählte Ansatz eines Regionalmanagements umfasst zahlreiche Akteure auf den verschiedenen Ebenen (Land, Region, Kommunen, Unternehmen etc.). In diesem Zusammenhang sind planerische Überlegungen nicht zuletzt von Fragen der Flächenentwicklung (Revitalisierung, Nachnutzung, Neuerschließung) bestimmt. Nachdem die Landesentwicklungsgesellschaft Thüringen (LEG) erhebliche Leistungen in der Entwicklung gewerblicher Standorte sowie im Projektmanagement erbracht hat, stellt sich die Frage, inwieweit die beteiligten Kommunen ihrerseits eine abgestimmte, koordinierte und kooperative Flächenentwicklung betreiben. Elemente hierfür sind etwa die Bevorzugung gemeinsamer Standorte und die Rücknahme einzelner Flächen. Weiterhin soll anhand der Arbeit untersucht werden, wie mit den Rahmenbedingungen der Schrumpfung umgegangen wird. Dies betrifft v.a. die (interkommunale) (Um-) Nutzung bestimmter Standorte bzw. Flächen im Rahmen eines Bestandsmanagements. In Anbetracht der organisatorischen Form der Zusammenarbeit ist am konkreten Beispiel insgesamt von Interesse zu untersuchen, ob mit "weichen", kooperativen Instrumenten der Regionalentwicklung "harte" Standort- bzw. Flächennutzungsentscheidungen getroffen werden können. Als normative Grundlage zur Beurteilung kann dabei das Postulat einer nachhaltigen Raumentwicklung herangezogen werden, aus dem sich Kriterien einer ressourcensparenden und nutzungseffizienten Flächenentwicklung einerseits sowie einer kontinuierlichen Beteiligung von Akteuren bzw. Institutionalisierung der Zusammenarbeit andererseits ableiten lassen. In einer theoretischen Einführung werden die sich wandelnden raumplanerischen Funktionen allgemein erörtert sowie die Instrumente REK und Städtenetze im Besonderen vorgestellt. In einem nächsten Schritt erfolgt eine Begriffsbestimmung "des" regionalen Flächenmanagements anhand einzelner Elemente der Planung und deren Umsetzung bzw. Nutzung. Nach einer Beschreibung des Untersuchungsraums stehen konkrete Rahmenbedingungen (REK, Städteverbund), bisherige Aktivitäten und zukünftige Vorhaben eines regionalen Flächenmanagements im Mittelpunkt der Arbeit. Um dies differenziert beurteilen zu können, werden der (zeitliche) Vergleich von Raumordnungsplänen und REK, Gespräche mit regional bedeutsamen Akteuren sowie die Auswertung von Strukturdaten durchgeführt. Mit dieser empirischen Vorgehensweise verbunden sind neue Erkenntnisse über Entscheidungsprozesse in der Regionalentwicklung unter besonderer Berücksichtigung der Flächenentwicklung. Außerdem werden Vorschläge für die Weiterentwicklung des RFM im Städtedreieck und allgemein erarbeitet. Damit liegt der Schwerpunkt der Untersuchung auf planungspraktischen sowie umsetzungsbezogenen Fragestellungen.

Interdisziplinäre Lösungsansätze für die Wiedernutzbarmachung von Brachflächen

Öffentlich Private Partnerschaften (PPP) werden als Mittel zur Mobilisierung brach liegender Grundstücke thematisiert. Eine zentrale Rolle spielt der Begriff der „Initialbrachfläche“. Erfährt die Initialbrache einen öffentlichen Nutzungszweck mit Hilfe einer PPP, hat dies positive Auswirkungen auf benachbarte Brachen in einem definierten Umfeld. Am Beispiel des Chemnitztales mit seinem hohen Brachenbestand wurde ein PPP Projekt konzipiert. Es wird weiterhin eingegangen auf Aspekte privaten und privatwirtschaftlichen Engagements für Altstandorte und Brachen, z.B. unter dem Schlagwort Corporate Social Responsibility. Darüber hinaus wird die naturschutzrechtliche Eingriffsregelung angesprochen: Ausgleich für Flächeninanspruchnahme soll künftig verstärkt zugunsten der Renaturierung von Altstandorten erfolgen. Schließlich wird die technische Neuentwicklung eines Geokunststoff Gabions vorgestellt, bei dem Bauschutt aus Flächenrecyclingprojekten als Füllmaterial eingesetzt wird. Als Einsatzbereich des transportablen Geokunststoff Gabions wird ein mobiles Hochwasserschutzsystem skizziert.
