Identities at work—narratives from a post-bureaucratic ICT organization

Abstract The purpose of this research is to study identity construction in an ICT organization, which is generally seen as a flexible environment to be employed. The demise of a bureaucracy is generally seen as a positive thing. In new organizational forms employee participation is considered a central factor. The lack of boundaries in work brings not only freedom but also challenges. Organizations, tasks and people change constantly and employees find that they have to reconstruct their identities. This study is inductive, meaning that any theoretical frame was not chosen before doing the empirical analysis. The paradigm underlying narrative research is similar to constructivism in that human knowledge is not regarded as a coherent view of reality but as a plurality of small narratives, local and personal in nature, which are always under construction. The constructivist paradigm is based on the idea that social reality is socially constructed. This study contributes to identity narrative discussion and is thus current. Four different identity narratives are produced within this study: nostalgic, future-oriented, instrumental and chameleon narrative. Hence, the analysis resulted in four separate identity narratives. The relationship between the individual and the organization vary in each of the identity narratives. The empirical results also show that older employees produce more coherent identity stories and appear to be more committed to the organization. For younger employees the company is not as important, instead are more committed to their own career, family or something else. This is a significant result both theoretically and empirically. Theoretically it is interesting because it shows that in constructing identity, the organization does not have a central role. Empirically it means that the skilled employees might easily leave the organization if they feel they are not respected or if the organization does not support their personal careers. The present study provides evidence of narrativity supporting the construction of identity in a post-bureaucratic organization. Maintaining open dialogue requires open communication, which is not present in traditional, bureaucratic, top-down management. A post-bureaucratic organization allows for open dialogue in principle, but the time and space needed for narration in this environment is fragmented.

Sustaining power-sharing : the bureaucracy, the bureaucrat and conflict management

The management of conflict has long been of concern to social scientists, urban planners and community-minded citizens. While differing mechanisms of managing ethno-national or ethno-linguistic tensions exist, few studies advance our understanding of how conflicts are actually managed – in other words, the study of ethnic peace. In this study I draw on the experiences of two differing examples of ethnic peace: Belfast and Brussels in the expectation that other contested cities such as Kirkuk, Jerusalem, Nicosia or Mostar, who may one day consider power-sharing as a form of governance, may learn from what have been categorised as sites of successful power-sharing. While there are few studies of ethnic peace, fewer studies again seek to understand the role of the elite level bureaucrat in sustaining this peace. This dissertation fills this gap in the literature, investigating the politician-bureaucrat relationship within the contested urban environment of two differing mechanisms of consociationalism. The dissertation ascertains the extent of discretion available to the bureaucratic elite and further, through determining core beliefs of interviewees, establishes how this discretion is employed. Methodologically, the dissertation draws on a multi-method approach, consisting of semi-structured interviews and a method well established in Psychology but relative new to Political Science: Q Methodology. The empirical findings show that the bureaucratic elite influence the conflict management process. While bureaucrats are found to share a number of core governance beliefs, a number of categories of association can also be identified. These categories are not based on a primary identity, but a secondary learned identity. The findings therefore also propose that a professional or societal attachment can supersede a primary attachment within the public administration of a contested society. In a number of instances, bureaucrats are found to actively represent these secondary learned attachments over their primary identities. The findings define bureaucratic activity in two instances of ethnic peace, as well as contributing to the literature on active representation. Moreover, it is suggested that the role of the bureaucrat in the conflict management process requires much more scholarly attention if political level power-sharing agreements are to be sustainable.

Techno-bureaucratic governance in a neo-patrimonial society : one-party dominance and the developmental state in Nigeria (1999-2014)

Philosophiae Doctor - PhD / Most African states today are facing the serious challenge of socio-economic development. This is a problem not generated by the paucity of material and natural resources, but rather by challenges arising from mismanagement of these resources. Nigeria is in fact, a good example of a country in Africa facing socio-economic development challenges not as a result of lack of resources, but rather the mismanagement of abundant resources at its disposal. This mismanagement is associated with the culture of prebendal, clientelist and neo-patrimonial politics which have made it extremely difficult for technocrats and bureaucrats to contribute adequately to the development of the country. In fact, as will be demonstrated in this thesis, technocrats in Nigeria are not allowed to occupy sensitive economic development positions for a sustained period of time and are never the driving forces in the formulation of socio-economic development policies and initiatives. In this country bureaucrats and technocrats have not been a stable force for development- given the constant changes of these groups by the political leadership and the splitting of sensitive ministerial portfolios for political reasons. Instead, political offices are captured and used for the benefits of office holders and those of their associated factions, class and ethnic groups. This negatively affects the insulation of appointed technocrats and bureaucrats from vested political interests. Therefore, instead of appointing or employing technocrats and seasoned bureaucrats to occupy relevant positions, appointments and employments are done in order for people to share from what is commonly referred to as ‘national cake’ in the parlance of Nigerian politics. Central to the argument of this thesis is that one-party dominance and authoritarianism does not necessarily undermines techno-bureaucratic governance, as the cases of countries like Japan, South Korea, Taiwan, Singapore in Asia as well as Botswana and South Africa in Africa suggest, but when such system is associated with politics of prebendalism, clientelism and neo-patrimonialism techno-bureaucratic governance becomes difficult and the achievement of state’s led development becomes more daunting. This work therefore investigates why attempts at promoting prebendalism, clientelism and neo-patrimonialism under Nigeria’s one-party dominant system undermines techno-bureaucratic governance. It also unravels how these have impacted negatively on socio-economic development of the country from 1999 to 2014. This study will contribute to the understanding of how the insulation of technocrats and bureaucrats from vested political interests can contribute to the development of the underdeveloped countries, using the developmental state argument as a basis of analysis.
