Capacity development for local participation in community based natural resource management of Namibia : the #Khoadi //Hôas conservancy experience

Namibia’s community based natural resource management program (CBNRM) integrates local participation in rural development and biodiversity conservation. This effort was launched through key legislation that devolved the right to manage wildlife and other renewable resources on communal lands from the state to community level conservancies. Local participation is dependent upon the capacity of the locals to self mobilize and establish conservancies, plan and implement their programs, and monitor and evaluate their progresses and impacts. Accordingly, this study examines the role of capacity development (CD) in CBNRM, particularly its processes, products, performance, and permanence at the individual, organizational (conservancy), and community levels. The research was carried out using interviews and participatory self-assessment exercises with various conservancy stakeholders. This study uncovers why and how capacity development has to be based on local realities and aspirations where capacity users need to have ownership of the process through partnerships with service providers in order to enhance endogenous capacity. However, such notion of “partnership” between CD stakeholders is challenging to translate into reality in the face of power imbalances, where government and NGOs are continuously influenced and coerced by donor interests, where NGOs are considered stronger than the government because they control more financial and human resources, and where conservancies tend to report upwards to NGOs and government instead of their constituents. Moreover, this research reiterates that CD has to be holistic enough to incorporate individual, organizational, and community level changes in order to create sustainable capacities and prevent problems of elitism, manipulation, and dependency on few individuals. With respect to CBNRM, the research argues that its basic premise of diversifying rural livelihoods using incentives to bring about sustainable resource management can only be achieved when conservancies have the capacity to create representative and participatory democratic processes, and when they are able to generate equitable and reliable tangible benefits with manageable costs to their constituents. As seen in this study, when such governance and benefit sharing structures are in place, they enhance local participation by promoting political empowerment, trust, ownership, and positive attitude towards living with wildlife. Relating ‘capacity development’ to other perspectives in development thinking and practice and giving an account of the concept’s genesis, the book introduces readers to recent empirical research initiatives that help to elucidate the concepts of capacity, capacity development, and capacity management. While capacity development initiatives and programmes have been used by most international and national agencies over the course of the last five decades, the term means different things to different people and especially to different major players in the international community. This weakens its effectiveness. This book therefore strives first of all to set ground rules that can be utilised by international aid providers such as UNDP, OECD, World Bank, and CIDA and practitioners alike.

Transdisciplinarity as a means for capacity development in water resources management / Transdisziplinarität als Instrument für capacity development in der Wasserbewirtschaftung

Water resources management has to deal with complex real life problems under uncertain framework conditions. One possibility for encountering such challenges is integrated water resources management (IWRM). However, IWRM is often understood as prescriptive manual, not acknowledging the need for adaptive solutions and capacity development (CD). These challenges demonstrate that sustainable water resources management requires transdisciplinarity, i.e. the integration of several scientific disciplines, as well as the collaboration between science and local actors. Transdisciplinarity is inherently related to CD since it facilitates collaboration and provides mutual learning and knowledge on complex interrelationships. This correlates with the evidence that CD can be seen as a key factor for water resources management (Alaerts et al. 1991, Alaerts 2009). Consequently, the objective of this thesis is to strengthen water resources management by connecting processes of IWRM and CD in a transdisciplinary sense, i.e. (i) interrelating disciplinary research within an interdisciplinary research team that collaborates with local actors, and (ii) conducting a political process for knowledge and capacity development. Based on general insights, an embedded case study in the Western Bug River Basin, Ukraine, was conducted to evaluate the concept. It is shown that CD is essential for shifting from IWRM theories towards implementation and accordingly advantages of harmonizing CD into the IWRM process are presented (Leidel et al. 2012). Next to capacity issues, also other coordination gaps were assessed. River Basin Organisations are frequently proposed as a response to the administrative gap; however, coordination efforts cannot be simply reduced by transferring tasks from jurisdictional institutions to a river basin authority, because they will always need to coordinate with organizations from within or outside the water sector (von Keitz and Kessler 2008). Thus, coordination mechanisms across the boundaries of relevant policy fields are essential. Therefore, a management framework is established linking technical development and capacity development that describes interrelations between environmental pressures and capacity and information gaps for different levels of water management (Leidel et al. 2014). The developed model-based and capacity-based IWRM framework combines model-based systems analysis and capacity analysis for developing management options that support water management actors. This is aligned with a political process for capacity development. It constitutes a boundary object for approaching cross-scale challenges that converges analyses, assessments and participation into one strategy. As concluded by Mollinga (2008), this can improve the performance of sustainable resources management by approaching transdisciplinarity. Within the model and capacity-based IWRM framework, the results of the integrated analysis are made explicit and transparent by introducing a matrix approach. Technical issues, institutional challenges, organizational and human resources development, and information needs are jointly assessed and interrelated by confronting pressures and coordination gaps on a subsystem basis. Accordingly, the concept supports a transparent decision making process by identifying knowledge and capacities required for the implementation of technical intervention options and vice versa. The method is applied in the International Water Research Alliance Saxony (IWAS) model region ‘Ukraine’. It could be shown that the approach delivers management options that are scientifically credible and also accepted by and relevant for the actors. The case study revealed that technical intervention measures for the urban and rural water management have to be jointly implemented with appropriate CD measures and an accompanying political process on (i) strengthening the institutional framework and interministerial collaboration, (ii) fitting RBM into the existing institutional framework, (iii) setting up prerequisites for realistic RBM (Monitoring, information management, legal enforcement), (iv) a revision of effluent standards and a differentiated levy system, (v) cost covering tariffs, (vi) association work. For the Western Bug River Basin (WBRB), the strengthening of the collaboration between actors on all levels has to be continued. For increasing the usability, the approach needs to be institutionalized and become more practice relevant, e.g. by extending it to a water knowledge management system. Developing a roadmap for establishing transboundary water management is a subsequent step. For strengthening future water management actors, IWRM curricula development at uni-versities in Ukraine was supported. And we developed the e-learning module IWRM-education that links interactively different aspects of water management to comprehend the complexity of IWRM (Leidel et al. 2013). The evaluation showed that participants under-stand the content, appreciate this way of learning, and will use this module for further activities. The case study showed that technical cooperation can be a facilitator for political processes and that it can support decision making in a transparent way. Yet, it also showed that IWRM is highly political process and that the developed approach cannot cover all obstacles. In summary, exploring and reducing simultaneously environmental pressures and capacity and information gaps is essential for water sector evolution worldwide. Accordingly, transdisciplinarity as a means for capacity development can support the implementation of real integrated water resources management.

Capacity Development within ENGOs: A case study of Swedish Society for Nature Conservation, Friends of the Earth Sweden and Keep Sweden Tidy Foundation

This thesis explores the capacities, challenges and differences of three Swedish environmental non-governmental organizations (ENGOs). It uses a case study method to examine the ENGOs Swedish Society for Nature Conservation, Friends of the Earth Sweden and Keep Sweden Tidy Foundation. The study will explore what capacities and challenges the organizations have to sustain and develop, using capacity development as an analytical framework. Qualitative methods are used for gathering data. The findings of this study indicates that all three of the organizations have several capacities that is suggested by the theory capacity development, such as monitoring and evaluating the organization, developed communication to donors and supporters, accountability, clear aim and goals, etc. These three ENGOs is well established in the society of Sweden and have been active for a minimum of three decades. However, there are always capacities and strategies that can develop and be more effective, as well as addressing organizational challenges. The challenges founded in this study that all three organizations have in common, is the issues of being dependent on external funding and donations, and the communication between branches of the organizations as well as among members of the staff. Increased communication could better unify the organization and less dependence of external funding and donations could make the organizations more stable as well as sustainable.

The Asssessment Of Institutional Performance In Izmir Development Agency

In parallel to developments around the world, regional policy issue has become an important issue in Turkey&rsquo / s agenda. However, political tools such as projects and plans were performed poorly due to the fact that these policy efforts failed to take into account bottom-up institutional setting according to own dynamics of each region. The European integration has made a positive impact on Turkey&rsquo / s highly centralized structure. Turkey displayed a series of changes within the scope of institutional reforms. Firstly, NUTS Classification in accordance with EU&rsquo / s statistical regions was introduced and then, Development Agencies were established by The Law on The Establishment and Duties of Development Agencies, based on NUTS-II regions. Thus, institutionalization at regional level was emerged for the first time in Turkish history as one of the significant movement. Following experiences gained during the institutional establishment efforts, this thesis aims to examine the existing DA&rsquo / s institutional performance in the regional plan activities. Izmir Development Agency (IZKA) was chosen as a case study topic in order to explore how Development Agencies perform regional plan in terms of institutional infrastructure. To achieve this aim, the research was formed into two stages. Firstly / factors, affecting the institutional performance were determined. Secondly / IZKA was assessed over these factors. Qualitative research method through in-depth interviews was conducted in order to assess IZKA&rsquo / s institutional performance in operationalizing Izmir Regional Plan 2010-2013. In addition, documented texts were incorporated as the secondary data.

Collaborative planning with new immigrants: A case study of Central Park in Winnipeg, Manitoba

Through a case study analysis of the Central Park placemaking initiative in Winnipeg, this Major Degree Project explores the process of collaborative planning with new immigrant communities. While existing research examines the potential of placemaking to promote physical improvements through collaborative planning, we know less about whether placemaking initiatives achieve the long-term social outcomes associated with collaborative planning theory. Located in downtown Winnipeg, Central Park is surrounded by a diverse multi-cultural community, consisting of many new immigrants. In 2008, the CentreVenture Development Corporation launched a placemaking initiative to revitalize Central Park. The community was a key collaborator in the planning and design process. This thesis examines the long-term social outcomes of this initiative. The main research methods for this project include key informant interviews, and archival and secondary source analysis of existing data. The research finds that collaborative planning processes offer the potential to promote sustainable inner city neighbourhood revitalization. Placemaking through collaborative planning can develop new institutional capacity for participants. By developing and harnessing relational, intellectual and political resources communities can mobilize co-ordinated action toward future initiatives. The findings of this research advance the literature and understanding of collaborative planning processes, particularly within the context of placemaking with new immigrant communities. This thesis adds to the literature of inner city neighbourhood revitalization and collaborative planning theory. / October 2015

An evaluation framework for educational reform projects for teacher quality improvements in developing countries : a case study of Egyptian education reform

The role of the evaluation for Official Development Assistance (ODA) enterprises including educational development has become critical after increasing “aid fatigue” experienced by the international community in the 1990s. To date, however, monitoring and evaluating outcomes of the projects has been limited to the project life. Consequently these have been mainly through the international aid agencies. Furthermore, the monitoring and evaluation led by international aid agencies have paid little attention to aspects of the sustainability of technical cooperation in educational development. To sustain the impact of technical cooperation, the reinforcement of evaluation has drawn increasing attention in light of the emerging modalities in international development. Therefore this research was inspired to investigate alternative evaluation frameworks for an educational reform project for teacher quality improvement that may increase possibilities for long term sustainability. Importantly, the new modalities in international development and educational issues provide new options. In addition, the research reviewed theoretical and practical issues surrounding evaluation in general, and highlighted the evaluation of education reform projects. The research reported explored via case studies, the evaluation processes employed by the Egyptian education reform projects implemented by the Japan International Cooperation Agency (JICA) and the United Nations Children’s Fund (UNICEF). The case studies used three data sources (archival and relevant documents, a survey questionnaire and interviews) to illuminate the contextually-embedded evaluation processes. The research found that process evaluation is a potential alternative method since it is likely to be locally institutionalised, which may yield long-term sustainability of the projects.

Researcher experiences of a long-term higher education partnership with rural schools

The purpose of the study was to explore researcher experiences of community engagement as part of a long-term higher education community engagement (HECE) partnership with rural schools. The theoretical framework that guided the study was grounded in the construct global citizenship. The instrumental case design followed the qualitative approach from a constructivist epistemology. Semi-structured questionnaires were used for data collection with purposively sampled researchers (n=16), comprising male (n=3) and female (n=13) researchers, including local (n=14) and international (n=2) researchers, who completed their research in the conveniently sampled HECE project. Following thematic analysis, two main themes emerged, namely: researcher perspectives on capacity development in higher education community engagement, and researcher perspectives on higher education community engagement as a core function of higher education institutions. Findings indicated, from researchers’ perspectives, that HECE benefits from collaborative partnerships, and that researchers have opportunities for personal and professional development. Researchers felt that such capacity development was necessary to ensure project sustainability. According to researchers, HECE project challenges or barriers need to be addressed to ensure project sustainability.
