Assessing the capacity of small independent providers to deliver improved sanitation at scale in low income urban settlements

More than half of the human population will be living in urban areas in 2008, of which 81 percent will be in poor areas of towns and cities of the developing world. Governments of most African cities are unable to provide the urgently needed sanitation facilities amongst other services. The informal sector (small independent providers) rather than externally supported efforts provide the majority of household sanitation facilities. The commonly held assumption amongst sector professionals is that partnership with the informal private sector to develop the sanitation market is a sustainable way of increasing access to improved sanitation in low-income urban areas. This research assesses the capacity of small independent providers of sanitation services (SIPS) to up scale and accelerate the delivery of improved sanitation. The thesis adds to an · improved understanding of the capacity of small independent sanitation providers to upscale the delivery of improved sanitation and answers the following questions: what is their level of knowledge, skills and experiences of various sanitation options?; what are house owners' preferences?; and what are their experiences of obtaining sanitation services from small independent providers?. The research adopted a mix of qualitative and quantitative research methodologies in order to ensure the validity and reliability of the findings. The field work was conducted in the three municipalities in the city of Oar es Salaam, Tanzania. The thesis concludes that small independent providers have the potential to upscale the delivery of improved sanitation facilities but not without capacity building, particularly in the areas of developing appropriate sanitation technologies; appropriate enabling environment (infrastructure to support hygienic emptying and sludge disposal, and effective policy and regulatory framework) and support with demand generation. The implications of the research highlight the need to integrate any SIPS capacity enhancement and 'official' involvement in sanitation provision as part of an urban improvement programme. The recommendations from the thesis outline key support areas for the respective SIPS typologies, and the responsibilities of the various stakeholders (government, NGOs, donors) and SIPS. Potential areas of further research include development of appropriate sanitation technology for low-income urban settlements and creating an effective enabling environment.

Management of faecal sludge in the urban areas of low-income countries : a case of Tamale, Ghana

Effective management of the excreta or faecal sludge (FS) emptying, transport and disposal mechanisms from the on-plot latrines in urban areas of many low-income countries is critical for the sustainability of urban sanitation. However the literature mentions the lack of an effective management system for urban FS emptying, transport and disposal in the low-income countries. The current management of FS has been fragmented and improper with attendant poor health and environmental pollution problems. In particular, no substantive information was found relating to how far the excreta or sludge removed from the latrines is transported to the disposal points. Also information on household financial needs and their perceptions regarding emptying and transport services was lacking. No study had been done regarding the effects of disposal distance and accessibility on the cost of emptying and transport; neither has work been done on FS reuse implications for emptying, transport and disposal mechanisms. Based on these issues, the research questions and hypothesis were formulated to guide the study. Qualitative and quantitative research techniques were used to triangulate and ensure the reliability and validity of the findings and analysis. From the analysis of the findings, the thesis concludes on these key issues: i) Emptying, transport and disposal mechanisms of the excreta and FS as well as the costs of these depend on the type of latrines, latrine use and the technology available for emptying and transport. ii) Owing to the nature of latrines and the emptying methods used the disposal of the FS was indiscriminate and much was found closer to its source of generation. iii) FS was in high demand for reuse but lacked appropriate marketing strategy that could match supply with the demand. iv) The Household Centred Environmental Sanitation (HCES) approach was found to be limited in content and capacity to effectively address the urban excreta and FS emptying, transport and disposal without the active and full involvement of the municipal and local authorities with clear roles and regulations that address the key processes, linkages, and capacity development issues. Thus, the HCES approach needs periodic review and modifications to take care of the new developments and peculiarities of each urban setting. The study also recommends the need to look at streamlining technologies and developing capacity to address cross-cutting issues in urban sanitation. It further recommends the need for households, the sanitation authorities and practitioners to understand the links between latrine technology in terms of type, size, use and location vis-à-vis the required emptying, transport and disposal mechanisms in the urban areas of the low-income countries.

Working Towards Improved Facilitation of Research Capacity Development at Walter Sisulu University (WSU) Using Action Research (AR) Methodology

This study was originally undertaken to change and improve the way I do my practice at Walter Sisulu University as a Research Associate whose responsibility is to facilitate research capacity development and research excellence within the University, amongst academics and postgraduate students. The success of the Research Resource Centre that I manage depends on the way I promote research culture and research productivity amongst academics and postgraduate students. According to Leedy and Ormrod (2013, p. 2), research is a systematic process that is used to collect, analyse, and interpret data in order to increase my understanding of the phenomenon about interest and concern about a given/identified phenomenon. In this case my own practice changed and improved for the better. The main objective of this study, therefore, was to examine the reasons behind the decline in research productivity in terms of research output and how this could be reversed through action research study intervention in order to enhance research productivity at Walter Sisulu University (WSU). The Department of Higher Education and Training’s (DHET) allocation of research output units for WSU indicated that there was a decline in research output from 2005 to 2010. The extent to which my practice improvement could contribute towards changing or improving research productivity was a question which this study addressed through a quantitative, qualitative and self-reflective action research cyclic inquiry. I organized sample strategies of this study as follows: For quantitative data, I used 120 lecturers as my respondents through questionnaires (females = 47 and males = 73) who were randomly selected; For qualitative data, I used 24 lecturers as respondents who were randomly selected with whom I conducted interviews; and For self-reflective action research cyclic inquiry I used 7 Transformative Education/al Studies (TES) project group members as my focus group. My research findings concluded that the heavy teaching workload at WSU was problematic and lecturers/academics could not devote time to do research. My recommendation is that research should be made compulsory so that academics become aware that at least one or two published articles are required from them, for the benefit of annual university research productivity. Some research participants also recommended that the Research Resource Centre must include programs that focus directly on active participation in research in order to increase the capacity of individual researchers so as to build a critical mass of competent researchers, perhaps by even including incentives as a reward for doing research. According to Koshy (2010), action research is a specific method of conducting research by professionals and practitioners with the ultimate aim of improving practice. My new knowledge, therefore, in respect of how a concerned Research Associate, from a Historically Disadvantaged Institution (HDI), provided the impetus to create a collaborative practice in a higher education institution which was forced to merge with two former technikons (which lacked understanding of what a university means by research productivity and research output). I consequently developed the Nkosinathi Sotshangane’s cyclic practice improvement model through self-reflective action research, from which I believed other research practitioners could learn by doing something similar in their own context.

A Sub-Sahara African Army's Perspectives of Security Force Assistance Training Effectiveness

Past research and government reports document that Security Force Assistance (SFA) provided by the United States to partner nations often failed to achieve the desired impact of developing the capacity and capability of the partner to defeat an insurgency and maintain security. A lack of research and available data inhibit the identification of reasons SFA programs fail. In this qualitative phenomenological study, the perspectives of recipients of training were explored to understand the factors that impact the development of capability and capacity as a result of SFA training. The agency theory was applied as the theoretical framework in the study to examine possible conflicting objectives between the United States and the partner nation. The research questions addressed the training effectiveness by exploring the perspectives of Sub-Sahara African soldiers that received training and senior leaders of their army that was engaged in counterinsurgency operations. Data from interviews with 17 soldiers that received training and 5 senior leaders were coded and compared to developed major themes. The results showed evidence of limited capability development but no capacity development as a result of SFA training. The primary reason for the lack of development was that the training provided skills the recipient army was not able to incorporate in its operations or sustain. The results of this study indicated issues that practitioners could address to improve SFA programs and achieve the desired impact. Creating more effective SFA programs will help develop partner nation security forces that can maintain security for their civilian populations in which human development can thrive and eliminate safe havens for terrorist organizations that threaten the United States and its allies.

Empowering Community Resilience to climate Change in Cameroon using Technology-enhanced Learning

Located in Central Africa, Cameroon is considered the driving force of the sub-region due to its strategic location in the center of the African continent. During the last five years, the country has been under the constant threat of a large range of disasters like floods, droughts, landslides, epidemics, etc. In such a context, the government is implementing several strategies for Disaster Risk Reduction in the country. Under the lead of the Ministry of Territorial Administration and Decentralization, the Directorate of Civil Protection, coordinates Disaster Risk Reduction activities through a network of over 379 decentralized institutions and international partners (Ayanji, 2004). Despite a high level of deployment, these activities still prove to have a low level of efficiency on the field. Results from the literature review suggest that this may be due to strategies for public education and public awareness that do not mirror stakeholders’ needs, capacities, and background. There is a need to: (1) identify the failures of the pre-existing public education and public awareness strategy, (2) assess the educational needs and capacities of each category of actors, (3) select adequate instructional methods and tools and (4) ensure the effectiveness and sustainability of the newly proposed strategy. The aim of this work, which is a three-year PhD project funded by the AXA Research Fund, is therefore to propose a public education and public awareness model adapted to the Cameroonian context, using Technology Enhanced Learning to strengthen capacities and competencies of stakeholders involved in the problem of climate change. The study makes use of a mixed method approach. From the literature review, four categories of actors involved into the climate change education process in the country have first been identified namely (1) government, (2) educational institutions, (3) Non-Governmental Organizations and (4) communities. A sample population has been driven from each category using the Respondent Driven Sampling method. Then data were collected during a six-month field trip in Cameroon, using semi-structured interviews (McNamara, 1999), qualitative survey (Fowler, 2009), direct observation (Bernard, 2006) and focus group discussion (Krueger & Casey, 2009). Findings from data analyses, performed using Epi info software for quantitative data and MAXQDA software for qualitative data show that: the educational strategy is not clearly defined; there is a lack of adequate infrastructures; technologies available are not properly used: either they are not evenly accessible, or when accessible they do not match learners’ capacities and competencies. Finally, quality criteria for the evaluation of the existing educational strategy are not met, thus failing to ensure it sustainability. The conceptual solution proposed in this work makes use of the concept of learning communities, especially Community of Practice as proposed by Lave and Wenger (1991) to develop an information and knowledge sharing community system to establish best practices for improving community resilience to climate change impact. This Community of Practice will operate essentially offline with a selected domain, a well-defined and structured community, and a practice that makes use of identified technologies already available among communities and, most importantly, that mirrors the Cameroonian socio-cultural context. One unexpected factor that had to be taken into consideration while determining adequate technology tools, is the actors’ perception, or rather say actors’ (un)acceptance of “new technologies”, which render the design of the instructional model quite challenging. / Kamerun ist ein Land in Zentralafrika. Aufgrund seiner strategischen Lage in der Mitte des afrikanischen Kontinents, gilt das Land als die treibende Kraft der Sub-Region. Während der letzten fünf Jahre wurde Kamerun Opfer von ständigen Bedrohungen einer Vielzahl von Katastrophen wie Überschwemmungen, Dürren, Erdrutsche, Epidemien, usw. In diesem Kontext hat die Regierung eine Reihe von Strategien zur Verringerung der Katastrophenrisiken imstande gebracht. Dies wurde unter der Leitung vom Ministerium der territorialen Verwaltung und Dezentralisierung und vom Amt für Katastrophenschutz durchgeführt. Diese Arbeit stammt aus einem dreijährigen Promotionsprojekt finanziert von der AXA Research Fund. Das Ziel der Arbeit ist der Vorschlag eines Awareness-Modells, das an dem kamerunischen Kontext angepasst ist, und das die Bildungstechnologie zur Stärkung der Kapazitäten und Kompetenzen der beteiligten Akteure des Klimawandels nutzt. Ziel ist es, ein Informations- und Wissensaustausch Community-System zur Förderung bewährter Verfahren im Sinne der Verbesserung der Gemeinschaft gegenüber Auswirkungen des Klimawandels zu schaffen. Diese Community of Practice wird offline mit einer ausgewählten Domäne, eine gut definierte und strukturierte Gemeinschaft, und eine gut gestaltete Praxis funktionieren. Ein unerwarteter Faktor, der bei der Bestimmung der angemessenen Technologie-Tools berücksichtigt werden müsste, ist die Wahrnehmung der Akteure oder besser gesagt die (Un-)Akzeptanz der "Neuen Technologien" durch die Akteure. Dies macht das Design des Instruktionsmodells zu einer richtigen Herausforderung.

Human resource development : an assessment of capacity development initiatives of World Bank projects in Ghana

The significance of capacity development programmes, as key driver for sustaining development goals, is anchored in all international fora. This research complements and extends our present understanding of the contribution of capacity development approaches to development and achievement of the SDGs. This is achieved by critically assessing the impact of capacity development initiatives sponsored by the World Bank. This thesis has focused on analysis of implementation strategies and critical assessment of the impact of the projects using multidisciplinary approach, utilising a range of quantitative and qualitative methods. It provides a sound empirical basis for assessing the complexities of these projects. This empirical investigation has identified a wide range of disparities of implementation strategies utilised for capacity development initiatives among the major international players (World Bank and UNDP). These findings clearly indicate that there is no single strategy for the implementation of capacity development initiatives. Thus, based on empirical evidence, as well as a critical review of the literature, the study proposes a model for achieving critical sustainable capacity development based on broad and long-term strategies; input, process, output, and outcome which defines the appropriateness of policies and practices that support sustainable development. It is concluded that capacity development initiatives are relevant and essential ensuring national development and sustainable results. The recommendations include the focus on individual, organisational, and societal factors when planning, developing and adopting strategies for implementing all government/national programmes.

Developing peacebuilding skills among civil society organisations in Zimbabwe

Submitted in fulfilment of the requirements of the Degree of Doctor of Philosophy: Management Sciences (Peace Studies), Duban University of Technology, 2017. / Local peacebuilding practices require a systematic and reflective analysis in order for them to bring an impact. Successful peacebuilding pivots on the development of a set of skills to attend to the challenges presented by the conflict. The study was inspired by an observation that the emergence of CSOs working on peacebuilding in Zimbabwe was happening in a context where there was no proper training and organisational capacity development. Using an action-research design, and a case study of two CSOs operating in Bindura and Mazowe Districts in Mashonaland Central Province in Zimbabwe, the study involved a sample group of fifty-seven participants, and included a core Action Research Team (ART) of twelve participants to initiate the process of capacity development related to peacebuilding in Zimbabwe. Interviews, Focus Group Discussions, Document studies were used in a triangulation approach to enhance validity and reliability of the process. The preliminary assessment revealed that the peacebuilding environment in the two districts is highly polarised. There is a combination of both direct and indirect violence in the area. The state as well as traditional institutions are active perpetrators of both direct and indirect violence in the two district. The use of Local Peace Committees and the workshop method has not reaped the desired outcomes owing to the polarization. After a preliminary assessment of the peacebuilding environment in the area as well as a critique of the peacebuilding models being used by the two organisations, we then set out on a process of identifying strengths and weaknesses in both the programming as well as the delivery of the projects in the communities. A series of focus group discussions and organisational document analysis of the two organisations, we eventually agreed on the development of a training module for the Action Research Team. Five thematic issues were identified as forming the basis of the intervention programme. The five thematic issues were on the conceptual issues of conflict, violence and peace in a local context, conflict analysis skills, conflict sensitive programming, culture, conflict and change and lastly basic counselling skills for peacebuilders. A three-day training workshop was then held in order to develop capacity relating to the thematic issues. The short term evaluation of the intervention showed that the training was successful as the participants had already started implementing some of the new knowledge and skills. / D

Aus der Literatur sind vier Kategorien von Akteuren identifiziert worden: Die Regierung, Bildungseinrichtungen, nationale und internationale Organisationen, Gemeinschaften. Die Studie folgt einer Mixed-Method Forschung. Eine Stichprobe wurde aus jeder Kategorie von Akteuren mit Schneeballauswahl-Methode gezogen. Dann wurden Daten während einer 6-monatigen Studienreise in Kamerun gesammelt. Diese wurde in Begleitung mit semi-strukturierten Interview (McNamara, 1999), qualitativen Erhebung (Fowler, 2009), direkter Beobachtung (Bernard, 2006) und Gruppendiskussion (Krueger & Casey, 2009). Die Daten wurden analysiert mit Epi-info Software für quantitative Daten und MAXQDA Software für qualitative Daten. Die Ergebnisse zeigen Folgendes: - Die pädagogische Strategie ist nicht klar definiert - Mangel an angemessenen Infrastrukturen - Die verfügbaren Technologien sind nicht vorhanden und teilweise falsch eingesetzt. Sie sind entweder nicht gleichmäßig verwendet oder sie stimmen mit den Fähigkeiten der Lernenden nicht überein. - Qualitätskriterien für die Bewertung der bestehenden Ausbildungsstrategie sind nicht erfüllt Die vorgeschlagene konzeptionelle Lösung, die in dieser Arbeit verwendet wird, benutzt das Konzept der Learning Communities, insbesondere "Community of Practice" wie von Lave und Wenger (1991) beschrieben. Ziel ist es, ein Informations- und Wissensaustausch Community-System zur Förderung bewährter Verfahren im Sinne der Verbesserung der Gemeinschaft gegenüber Auswirkungen des Klimawandels zu schaffen. Diese Community of Practice wird offline mit einer ausgewählten Domäne, eine gut definierte und strukturierte Gemeinschaft, und eine gut gestaltete Praxis funktionieren. Ein unerwarteter Faktor, der bei der Bestimmung der angemessenen Technologie-Tools berücksichtigt werden müsste, ist die Wahrnehmung der Akteure oder besser gesagt die (Un-)Akzeptanz der "Neuen Technologien" durch die Akteure. Dies macht das Design des Instruktionsmodells zu einer richtigen Herausforderung.
