The role of traditional leaders in rural local government : a case of Vulindlela and Impendle traditional areas.

Approximately three-quarters of the population in South Africa live in rural areas and are under the governance of traditional leadership, whose practice has been the source of controversy in the post-apartheid era. The institution of traditional leadership has been historically regarded as the main ruling system closest to and accepted by the people at grassroots level. The aim of this research is to investigate the role of traditional leaders in local government in the Vulindlela and Impendle areas, Pietermaritzburg. The objective is to present a historical overview of the role of traditional leaders and to analyse the role traditional leaders have to play in development. The research examines whether the tension between traditional leaders and municipal councillors hinder development to the masses in Vulindlela and Impendle areas. The methodology adopted for this study was a qualitative research approach, which was used to analyse the roles played by traditional leaders in rural local government development. The main findings of the study reveal that traditional leaders and authorities are essential political, social and economic structures for maintaining the socio-political order that is a prerequisite for rural development. Any endeavor to create a full democratic society in South Africa must utilize the intrinsic strengths of traditional leaders. The institution of traditional leaders should be transformed to move with the times. Many traditional leaders accept the role they have to play as part of the new order as well as the resulting challenge associated with the process of transformation. In principle, traditional authorities should not be drawn into party politics and their role should remain one of neutral leadership. The role of traditional leadership in governance and rural development: a case study of the Mpumalanga traditional authority

This study examines how well the Mgwalana Traditional Authority (MTA) is performing its role of governing and developing its area and the municipal area of Nkonkobe in the Province of the Eastern Cape. The Chief of the MTA is one of the 2400 traditional leaders in South Africa who are responsible for giving leadership and development services to approximately 16 million people living in the rural areas. This study tries to find answers to two research questions: 1) What role does the Mgwalana traditional council play in governance and development? 2) Has the South African government managed to add traditional leadership to the local government structures? The study shows that the MTA is finding it difficult to do much socio-economic development because the Nkonkobe Local Municipality considers governance and development as its own role, and the traditional leadership is supposed to join only in customary and cultural activities. The research concludes that these two bodies could move out of the cross-road if they were to follow the Traditional Leadership and Governance Framework Act, 2003 (Act 41 of 2003), and if the municipality were to work with local stakeholders, including the MTA, to achieve the goals for local government laid down in section 152 of the Constitution of the Republic of South Africa, 1996.

This study investigates the role of traditional leaders in enhancing service delivery in Mbhashe Local Municipality. The aim is to examine the involvement of traditional leaders in the provision of services to traditional communities. To achieve this goal, it was necessary to review literature on traditional leadership to advance an argument that by utilising the existing channels of communication such as traditional councils, government programmes could be more efficiently advertised. A secondary objective was to examine the relationship between traditional leaders and democratically elected councillors in the delivery of services. The problem in Mbhashe Local Municipality is that traditional leaders and the democratically elected leaders do not work together for service delivery. In order to address this problem, face-to-face interviews were conducted with the identified sample and conclusions drawn from their responses. The research revealed that if properly utilised and capacitated traditional leaders can indeed play a pivotal role in the enhancement of service delivery in Mbhashe Local Municipal area and in South Africa as whole.

An Afrocentric exploration of South Africa's homeland policy with specific reference to VhaVenda Traditional Leadership and Institutions, 1898-1994

Thesis (Ph.D. (History)) -- University of Limpopo, 2020 / The subject of traditional leadership has been, and will always be, the subject of academic debate in various disciplines and varying objectives throughout the years. However, it is in South Africa to a large extent, but Venḓa specifically, that this study focuses on the discussion on the controversial subject of vhuhosi (traditional leadership) within the homeland system. This study specifically identifies vhuhosi and institutions of Vhavenḓa as a topic for research given its muddied history during the dark days of colonial subjugation and apartheid oppression and suppression. It is for this reason that this study explores South Africa’s homeland policy with specific reference to vhuhosi of Vhavenḓa and institutions (1898-1994). In order to do this the study starts by describing the nature of the relationship between the South African government and vhuhosi of Vhavenḓa on the eve of homeland policy as a way of setting the tone of the Afrocentric exploratory paradigm. The objective is to expose the gradual political and socio-economic changes that vhuhosi and institutions of Vhavenḓa were subjected to during South Africa’s political development. The study then analyses the development of ethnicity vis-à-vis the influence of ethnic identity during the period surrounding the establishment of Vhavenḓa homeland. Given this background it then describes the changing power relations between the South African government and mahosi within the Venḓa homeland. Significantly, the study examines the impact of Vhavenḓa homeland on the internal relations among mahosi of Vhavenḓa as well as Vhavenḓa’s cultural conception of royalty and governance. The current researcher identifies the Afrocentric theory as a vehicle to embark on the explorative nature of this study. Unlike other theoretical paradigms that conducted research on vhuhosi and institutions for colonial and apartheid objectives, the Afrocentric approach was preferred as it puts African values at the centre. Therefore the Afrocentric theory was preferred as a way of debunking the Eurocentric/Western and liberal research on African subjects such as vhuhosi and institutions. Hence oral interviews played an important role to complement the written and archival material available.

The Foods And Crops Of The Muisca: A Dietary Reconstruction Of The Intermediate Chiefdoms Of Bogota (bacata) And Tunja (hunza), Colombia

The Muisca people of the Eastern Cordillera of Colombia had an exceptionally complex diet, which is the result of specific subsistence strategies, environmental advantages, and social restrictions. The distinct varieties of microclimates, caused by the sharp elevations in this part of the Andes, allows for a great biodiversity of plants and animals that was accessible to the native population. The crops of domesticated and adopted plants of the Muisca include a wide variety of tubers, cereals, fruits, and leaves that are described in detail in this thesis. The Muisca used an agricultural method known as microverticality where the different thermic floors are utilized to grow an impressive variety of species at various elevations and climates. This group also domesticated the guinea pig, controlled deer populations and possibly practiced pisiculture, patterns that are also described in this text. Some of the foods of the Muisca were restricted to specific social groups, such as the consumption of deer and maize by the chiefly classes and the consumption of roots and tubers by the lower class, hence the complexity of their dietary practices. The utensils utilized in the preparation and processing of foods, including ceramics and stone tools were once of extreme importance in the evolution of the Muisca diet and form an important part of this research as well as the culinary methods that are described in the Spanish chronicles and by contemporary experts. The majority of food products utilized by the Muisca in antiquity are still part of the diet of contemporary Colombians and the current uses of these foods can allow us to understand how these products were used by this pre-Columbian society. On the other hand, knowledge of the practices used by the Muisca can facilitate the preservation of these foods in the modern diet and avoid the introduction and replacement of these foods by nonnative products, which can be less nutritious.

Towards effective participation of chiefs in Ghana’s decentralization process: the case of Wenchi District

This study explores the interactive process between decentralized structures and traditional authorities in Wenchi district, with a view to generating lessons and insights that can guide the recommendation of a more appropriate decentralization framework to tap the strengths of traditional authorities towards accelerated rural development. Within the framework of action research methodology, mixed-methods were used to triangulate findings and enhance research rigour. Specific methods employed were focus group discussions (FGDs), in-depth interviews (IDIs), and observation, complemented by context analyses of relevant documents. It was found that the interactive processes between traditional authorities and decentralized structures are characterized mainly by competition for power and legitimacy, leading to mistrust and an inability to take advantage of the synergy effect between the two systems of local governance in accomplishing accelerated rural development. Key recommendations are that traditional authorities should not be fused with the decentralized structures, but should remain as countervailing institutions to check the misuse of power by the decentralized structures. However, traditional authorities should be given the ceremonial role of the right to address meetings of the District Assembly and the Area Councils. Cette thèse propose une analyse des projets intégrant la conservation de la nature et le développement en République Démocratique du Congo sur la partie orientale du Kivu, dans la mouvance des approches participatives qui se sont développées à partir des années 1980 au sein des projets de coopération multilatérale. Nous mettons en évidence les espaces à enjeux de conservation qui font l’objet d’une conservation intégrée et concentrent une diversité d’acteurs autour de la gestion des ressources naturelles. Ces articulations se focalisent sur les espaces riverains aux parcs nationaux des Virunga et de Kahuzi Biega particulièrement dans les chefferies de Bwisha et de Kabare. Toutefois, ces régions font face à plusieurs situations aggravantes : la forte densité démographique, les difficiles conditions socioéconomiques dans lesquelles les populations vivent, caractérisées par le manque de terres et la pauvreté. Les acteurs de la conservation doivent prendre en compte ces facteurs puis les différentes formes de conflits qui peuvent concerner les périphéries et les espaces protégés. La conservation est organisée autour d’une opposition de type centre/périphérie entre les espaces naturels protégés à conserver, et les zones riveraines propices aux activités humaines. Cependant, elle engendre des modalités de gestion, de développement parfois en décalage avec les populations, et notamment les pratiques foncières locales, ce qui peut être à l’origine de rapports de force, de conflits dans la gestion des espaces protégés et constituer des obstacles à la participation des populations locales aux activités de conservation. L’étude de la conservation intégrée mise en valeur dans les parcs nationaux et des dispositifs d’aménagement qui en découlent sont au coeur de cette recherche. / This thesis proposes an analysis of projects integrating nature conservation and development in the Democratic Republic of Congo on the eastern part of Kivu, in the movement of participatory approaches which have developed since the 1980s within multilateral cooperation projects. We highlight the areas with conservation issues that are the object of integrated conservation and focus a diversity of actors around the management of natural resources. These articulations focus on the waterfront areas of the Virunga and Kahuzi Biega national parks, particularly in the Bwisha and Kabare chiefdoms. However, these regions face several aggravating situations: high population density, difficult socio-economic conditions in which people live, characterized by a lack of land and poverty. Those involved in conservation must take into account these factors and then the various forms of conflict which may affect the peripheries and protected areas. Conservation is organised around a central/peripheral opposition between protected natural areas to be conserved, and riparian areas conducive to human activities.However, it engenders methods of management, of development sometimes out of step with the populations, and in particular local land practices; this can be at the origin of power relations, conflicts in the management of protected areas and constitute obstacles to the participation of local populations in conservation activities. At the heart of this research is the study of integrated conservation in national parks and the associated management arrangements.

Traditional leadership and the use of cultural laws in land administration: implications for rural women's land rights in a transforming South Africa

This dissertation critically examines how traditional leaders use cultural laws to allocate land to women and to allow women to participate in land administration in communal areas. Given the government's commitment to gender equity in all spheres of life as stipulated in Section 9 (3) of the South African Constitution (Act 108 of 1996), the dissertation examines whether related legislation and policy (such as CLARA and TLGFA) alone can guarantee equitable access to land for women and their participation in land administration structures in communal areas where patriarchy dominates. In essence, the study interrogates whether state intervention through formalizing laws that govern land matters do achieve gender equity while cultural laws still exist in communal areas. Based on the view that land in communal areas is held by the state and administered by traditional leaders who have historically discriminated against women, the dissertation employs a case study method to examine whether cultural laws are exercised when women apply for a piece of land at the three levels of traditional authority viz: village, sub-village and traditional council levels in the Matolweni village of the Nqadu Tribal Authority. Although women are often the de facto rights holders in rural areas as a result of male migration to urban areas, findings seem to indicate that it is difficult and/or sometimes impossible to translate paper laws into practice while cultural laws are still operating. For effective transformation to occur, the study recommends that unless a strong women's rural movement emerges, coupled with a socialist feminist position that advocates for a radical transformation of rural society to defeat the patriarchal norms and standards, traditional leaders will continue to discriminate against women in land issues.
