Lietuvos Respublikos įvaikinimo politikos reguliavimo nuostatų vertinimo tyrimu siekiama geriau suprasti tiriamąjį reiškinį, identifikuojant pagrindines problemas, trukdančias siekti efektyvaus įvaikinimo reguliavimo ir įgyvendinimo, nurodant priemones šios viešosios politikos gerinimui. Todėl tyrimo tikslas – išanalizuoti įvaikinimo reguliavimą ir įgyvendinimą Lietuvos Respublikoje. Siekiant tyrimo tikslo, buvo išsikelti šie uždaviniai: išanalizuoti reguliavimo ir įgyvendinimo koncepcijas, parenkant įvaikinimo reguliavimo įgyvendinimui tirti teorinę prieigą; apibrėžti įvaikinimo sampratą ir ištirtumą; išnagrinėti įvaikinimo reguliavimo ir įgyvendinimo procesą, pasitelkus ex ante ir ex poste teorinę prieigą; remiantis ekspertų ir įtėvių požiūriu, identifikuoti teisines ir socialines problemas, trukdančias siekti efektyvaus praktinio įvaikinimo reguliavimo ir jo įgyvendinimo. Siekiant atskleisti tyrimo dalyvių požiūrį į įvaikinimo reguliavimą ir jo įgyvendinimą, pasirinktas kokybinis tyrimas. Tyrime dalyvavo 9 asmenys: du seimo nariai, dvi įtėvių šeimos, ekspertas, VTAT, VTAS, NVO, VTAKĮ specialistai. Duomenims rinkti pasirinktas pusiau struktūrizuotas interviu. Tyrimo metu gauti duomenys atskleidė, jog praktiniame įvaikinimo kontekste sėkmingai pritaikyta GIMK programa, griežtai laikomasi tarptautinių įsipareigojimų bei įvaikinus suteikiamos socialinės garantijos. [toliau žr. visą tekstą] / The research deals with the evaluation of regulations and rules of child adoption in the Republic of Lithuania. It tries to explain the phenomenon while revealing the main problems that prevent from seeking effective control and implementation of adoption as well as showing how the public policy may be improved. Thus, the aim of the research is to analyze the regulating and implementation of child adoption in the Republic of Lithuania. In order to achieve the aim the following objectives have been set out: to analyze the concepts of regulating and implementation in order to choose the theoretical approach to investigate the implementation of adoption regulating; to define the concept and exploration of child adoption; to examine the process of regulating and implementation of adoption using ex-ante and ex-post theoretical approaches; to identify legal and social problems that prevent from seeking effective regulating and implementation of adoption with regard to experts and parents‘ opinions. The qualitative research was chosen in order to reveal the research participants‘ attitudes towards the regulating and implementation of child adoption. Nine participants took part in the research: two members of the Seimas, two adoptive families, an expert and specialists from VTAT, VTAS, NVO and VTAKI. A total of 146 female college students were given the Marlowe-Crowne Social Desirability Scale, the Intrinsic Extrinsic Religious Orientation Scale, a demographic questionnaire, and a Pregnancy-Resolution Questionnaire. The data were analyzed by means of the chi-square statistic and discriminant analysis.

FOR THE BEST INTERESTS OF ORPHANS: GENDER, RACE, AND RELIGION IN VIETNAMESE ADOPTION

Situated within the historiography of transnational child adoption, this dissertation explores the history of transnational child adoption from Vietnam by Americans in the Vietnam War. This story of Vietnamese adoption begins with comparing and contrasting representations of American and Vietnamese parenthood during the War. While American servicemen and women were highly praised for their humanitarianism in Vietnam and portrayed as good mothers and fathers to Vietnamese children, Vietnamese women were depicted as prostitutes, bar girls, and potential enemies in American public memory. This dissertation argues that the sexualized representation of Vietnamese women and the focus on American humanitarianism provided justifications for the transnational adoption of Vietnamese children but concealed the violence of the War that led to the displacement of Vietnamese children in the very beginning. It also shows how racial and religious relations in the U.S. complicated the picture of Vietnamese adoption. African American civil rights movement at home motivated black social workers to fight for the rights of black families to adopt black children domestically and transnationally. Meanwhile, American adoptive parents were subject to the scrutiny of Catholic orphanage directors in Vietnam and American social workers who tried to uphold religious matching in adoption. Finally, this dissertation ends with exploring controversies around Operation Babylift, a US government-sponsored evacuation of Vietnamese “orphans” to the US. Labeled as a humanitarian operation, the Babylift invoked criticism over its morality as more than 130 children were killed by an airplane crash and hundreds of children ended up being illegally brought to the US for adoption.

We considered the theoretical methodological assumptions of the Social Psychology based on the Social Representations postulated by Serge Moscovici and his followers. In order to generate the information, we used interviews which were recorded and transcribed, and its contents were submitted to the analysis through the Analyse Lexicale par Context d’un Ensemble de Segments de Texte (ALCESTE) software. It was the results from this computational analysis, particularly, which were used for the lexical and content analysis. The analysis revealed that the managers suggest educational training about adoption focusing on the relevant legislation, as well as demonstrate beliefs considering that adopted children and adolescents tend to manifest behavioural problems in the schools. Another aspect approached by the managers is the concern about the revelation of the child adoption, one factor which may favour the improvement of the behaviour considered problematic. Most of all, we understand that the social representations derive from the little involvement with the topic and from the establishment of a common ideology without reflections that allow them to comprehend the directors, assistants and coordinators functions regarding the school team training for the better welcome of these students and their families. Therefore, we must inquiry if the adoption is segregated and if the school provide objective conditions in order to promote inclusion of the adopted students / Esta pesquisa tem como objetivo analisar as Representações Sociais dos Gestores Escolares de oito escolas, públicas e privadas, a respeito da Adoção de Crianças Maiores e Adolescentes, desvelando crenças e mitos construídos no espaço educativo. Assumimos os pressupostos teórico-metodológicos da Psicologia Social fundamentados nas Representações Sociais, postulados por Serge Moscovici e seus seguidores. Para a produção das informações utilizamos entrevistas que foram gravadas, transcritas e os conteúdos submetidos à análise do software Analyse Lexicale par Context d’un Ensemble de Segments de Texte (ALCESTE). Foi justamente o resultado dessa análise computacional que serviu de material para a análise léxica e de conteúdo. As análises revelam que os gestores sugerem formações educacionais sobre a adoção, com foco na legislação pertinente, bem como demonstram crenças de que crianças e adolescentes adotados tendem a manifestar problemas comportamentais nas escolas. Outro aspecto abordado pelos gestores é a preocupação com a revelação da adoção para a criança, um fator que poderia favorecer a melhoria do comportamento considerado problemático. Sobretudo, entendemos que as representações sociais decorrem do pouco envolvimento com a temática e da construção de um ideário comum, sem reflexões que lhes permitam compreender a função dos diretores, assistentes e coordenadores pedagógicos quanto à formação da equipe escolar para o melhor acolhimento desses alunos e suas famílias. Dessa forma, cabe questionarmos se a adoção é discriminada e se os espaços escolares proporcionam condições objetivas para que os alunos adotados sejam incluídos

Perceptions of Black Heterosexual Men in an Involuntarily Childless Relationship Considering Adoption

Research on involuntary childlessness and adoption among heterosexuals is primarily focused on women's needs and perceptions. Consequently, little is known about how men view childlessness and adoption, and less is known about Black men's perceptions. The purpose of this qualitative case study was to explore Black heterosexual men's experiences of considering adoption when involved in an involuntarily childless relationship. Bronfenbrenner's ecological systems theory served as a foundation for this study. Data were derived from semi structured interviews with 7 participants and 3 adoption professionals. Transcribed and coded data were analyzed using MAXQDA 2018, a qualitative data analysis software. Initial codes were drawn deductively, by use of recurrent codes in published literature, and inductively, from an initial reading of the data. Themes were identified among codes, then placed within one of three broad categories: adoption perceptions, childlessness and adoption consideration experiences, and adoption consideration influences. The study results showed that couple difficulty in resolving adoption differences; gender nuances in the adoption decision-making journey; overwhelming social pressure to father children; limited social support; and silence, inaction, or procrastination surrounding adoption were common features of most male experiences. This study has implications for positive social change, as the findings can inform adoption recruiters' outreach program content and methodology. Family counselors will derive insight into multiple issues surrounding involuntarily childless Black couples to provide them with effective conflict resolution intervention.
