Thesis (MTech (Public Management))--Cape Peninsula University of Technology, 2016. / Cape Town has an extremely unequal society characterized by increased unemployment, and a lack of adequate and affordable service delivery for communities living on the Cape Flats including townships. Is the service delivery demand too big or doesn’t the City of Cape Town municipality have the capacity to cater for all communities within the municipal boundaries? Or is the municipal staff not performing as they are supposed to perform? The Integrated Development Plan can be described as the pivot upon which all development activities in a municipality revolve. The research project investigates the performance of the City of Cape Town Municipality’s IDP. The study further investigates the powers and duties given to people elected and appointed to implement this new South African local government vision of a free and prosperous South Africa for all to enjoy under the African sun. The most important tool in the municipality’s hands is the IDP. The IDP of a municipality is a map that a specific municipality wants to travel in that five-year period while they are in control of that municipality. The vehicle that drives human beings into a specific direction must be strong and able to succeed in pursuing the municipal vision.

Challenges faced by the Eastern Cape Provincial Department of Local Government integrated development planning unit in supporting municipalities to deliver credible integrated development plans, using Sundays River Valley Municipality as a case studySalman, Lindile Andrew January 2013 (has links)
This Research was undertaken to explore the challenges faced by the Eastern Cape Department of Local Government and Traditional Affairs Integrated Development Planning Unit to support municipalities to deliver credible Integrated Development Plans (IDPs), using Sunday’s River Valley Municipality as a case study. The legal obligation of the Department of Local Government is to support Municipalities to able them to perform their function and execute the duties allocated to them. This mandate originates from the Constitution of the Republic of South Africa, Act 108 of 1996. The Provincial Department of Local Government Integrated Development Unit is therefore obliged to support and guide municipalities in the development of IDPs by mobilizing and coordinating sector departments to participate in IDP processes, and to identify and allocate funds for projects. It is suggested that the DLGTA IDP Unit is not doing enough to support municipalities so as to deliver credible IDPs, hence the wide-spread violent service delivery protests. The study aimed at establishing whether there is a direct link between the efforts or not of DLGTA to help the municipality to develop a credible IDP and service delivery protests. The IDP may be credible, but the implementation may be flawed, or funding does not flow as expected, or the people on the ground may not understand that it may take years to deliver services. The study targeted senior managers of coordinating Departments, the Sunday’s River Valley Municipality (SRVM) and IDP Managers of SRVM and the Cacadu District Municipality (CDM). The study discovered that sector departments do not participate meaningfully in IDP processes mainly because: (1) SRVM does not extend invitations to all sector departments to attend IDP meetings; (2) There is no legal obligation to participate at local level; (3) There appears to be no commitment shown by senior managers of SRVM on IDP Processes. The DLGTA IDP Unit efforts to assist SRVM to deliver credible IDPs cannot be deemed successful, because the SRVM IDP continued to receive medium rating score for four years in succession. The DLGTA IDP Unit never paid attention to the issues cited above as the cause of stagnation of SRVM IDP. The DLGTA IDP Unit was not aware that the issues cited above were the cause for the poor SRVM IDP until the researcher brought it to their attention. It is therefore recommended that the culture of participation in the IDP processes by top management of both SRVM and DLGTA should be included in the performance contracts of top management officials. It is also recommended that the Inter Governmental Relations (IGR) Framework Act be reviewed to recognize IGR IDP Structures at local level such as IDP Representative Forums. The Act currently is silent on those structures at local level.

The key focus area of this research study is the evaluation of the impact of Public Participation on the formulation and implementation of the Integrated Development Plan in the Nelson Mandela Bay Municipality for the period 2004 – 2008. This research study has two aims that are related to public participation in the Nelson Mandela Bay Municipality and they are: - To evaluate the impact of public participation in the Integrated Development Plan in the Nelson Mandela Bay Municipality and whether public participation is seen as a vehicle to enhance policy formulation and implementation or not especially with respect to community ownership of the Integrated Development Plan. To provide strategies/mechanisms to remedy the situation. The research study is people focused and the methodogical approach that is used in this investigation is qualitative and quantitative. The target groups for this research is the Community residing in the jurisdiction area of the Nelson Mandela Bay Municipality, Metro Councillors and Municipal Officials.

Spatial analysis of the effects of revitalization on crime in the Jeffrey-Lynne community in Anaheim, CaliforniaConley, Jamie Erin 01 January 2004 (has links)
Over the last few years the city of Anaheim has undertaken several significant redevelopment projects designed to revitalize some of the older, more run down areas of the city. One of these projects was the redevelopment of the Jeffrey-Lynne neighborhood, an area that had been plagued by crime. The redevelopment involved the complete remodeling of the existing housing structure into lower density housing within a gated community. This study examines the impact of the redevelopment on the crime rate in this neighborhood; it employs location quotient analyses for six geographic levels on four crime categories (property, violence, disorder, drug) and five crime types (disturbance, robbery, burglary, assault, auto theft). The results reveal that the effects of the redevelopment on the crime rate were mixed.

Quelle(s) réalité(s) ?Quelle(s) relation(s) ?<p>Pour les deux villes industrielles, le XIXe siècle a notamment été celui de l’expansion urbaine, au-delà des limites séculaires. Ce développement s’est matérialisé par des nouvelles voies de communication et des nouvelles bâtisses, dont les autorités publiques ont vu la nécessité de planifier l’organisation. Elles ont alors mis en place les moyens législatifs, humains et financiers pour maîtriser cette extension.<p>En partant de la fonction administrative appelée « inspecteur voyer des faubourgs de Bruxelles », une première partie de l’étude montre qu’à Bruxelles, capitale de la jeune Belgique, le service, le territoire, la mission de cet agent public, constituent une réelle particularité dans l’appareil administratif de la Province de Brabant. <p>En s’intéressant à l’évolution de cette fonction depuis son institution jusqu’à sa suppression, on découvre, non seulement un renforcement de cette originalité, mais on trouve aussi les rôle(s) et influence(s) qu’ont pu avoir les titulaires successifs. Parmi ceux-ci, il en est un qui a œuvré sur une longue période, de 1858 à 1904 :c’est Victor Besme. Il est bien connu des urbanistes comme auteur d’un plan d’ensemble qui a structuré le tissu urbain de la première couronne bruxelloise. Il est moins connu comme « électron libre » du « système voyer » qui s’est installé et confirmé dans la seconde moitié du XIXe siècle. Il est quasi inconnu comme ayant contribué à l’agrandissement de Verviers, à son « âge d’or ».<p>La notoriété acquise par l’inspecteur Besme à Bruxelles a conduit les autorités verviétoises à faire appel à ses services pour débloquer une situation devenue inextricable dans la cité lainière. En peu de temps, son analyse et le projet qu’il dépose font taire les dissensions et ouvrent la voie à la réalisation des rues d’un premier quartier, celui de l’Immobilière. Les relations qu’il noue à Verviers, la connaissance qu’il a des arcanes administratifs belges, permettent à Besme de déployer ses compétences également dans d’autres quartiers (Hanlet-Peltzer, Ile Adam) et de porter plusieurs casquettes, le plaçant parfois en équilibre entre la défense de l’intérêt général et celle de l’intérêt particulier, si pas de son intérêt personnel. C’est ainsi que le dossier des tramways verviétois fait en quelque sorte la synthèse de ces multiples postures.<p>Au final, on aura découvert deux villes différentes mais néanmoins comparables et même à rapprocher à certains égards, notamment pour ce qui est des préoccupations publiques de l’époque (assainissement, communication, extension). En examinant plus attentivement les éléments factuels, on aura appris à mieux connaître un homme multi-facettes, un « célèbre inconnu », dont l’itinéraire dans ces deux villes nous instruit sur la complexité qui se cache derrière des raccourcis. Three Indiana women's clubs: a study of their patterns of association, study practices, and civic improvement work, 1886-1910Owen, Mary Elizabeth January 2008 (has links)
Indiana University-Purdue University Indianapolis (IUPUI) / Springing up in the last quarter of the nineteenth century, Indiana women's study clubs provided generations of women with the opportunity to improve their educations in a friendly environment. They also brought culture to their communities by hosting art exhibits, musical entertainments, and lectures, building libraries and museums, and participating in community improvement endeavors. The activities of urban clubs in big cities have been documented in histories of the women's club movement, but small towns have recieved little attention even through they were vital parts of their communities. This study considers the characteristics, organization, study practices, and civic improvement work of three small-town Indiana women's clubs in the Gilded Age and Progressive Era. The Zerelda Reading Club (Warsaw) studied a wide variety of subjects, while the Ladies' Piano Club (Salem) and Florentine Club (Lebanon) limited their studies to art and music, respectively. All three clubs participated in community improvement efforts that helped their towns achieve urban amenities. The Zerelda Reading Club helped to establish a ladies' rest room, the Ladies' Piano Club worked with other community organizations to build a Carnegie public library, and the Florentine Club raised money to beautify Oak Hill Cemetery. Forming in decades of tremendous growth in popularity of club activity, the organization of all three clubs shows influences of those associations already in existence. This study argues that the individual circumstances of members and their communities resulted in the organization of three women's clubs that prospered under the guidance of extant clubs, but served their members and their communities by adapting activities to suit local needs.
