The Very Useful Notion| A Rhetorical History of the Idea of Human-Made Climate Change, 1950-2000

<p> This dissertation tests an original hybrid methodology to explore the rapid spread of the idea of human-made climate change that began in the 1950s after the idea had lain dormant for half a century. It describes the 1950s rhetorical events that triggered the idea&rsquo;s diffusion, then traces how its rhetorical uses gradually gave root to the end-of-thecentury political impasse over how to respond to the societal implications of the idea. </p><p> The research methodology rests on the simple logic that an idea can only spread by being used in human discourses. It combines traditions of rhetorical historiography with a philosophical view of intellectual history as the cumulative effect of a &ldquo;natural selection&rdquo; of ideas and their spread by human individuals over time and geography. It calls for sampling and analyzing rhetorical artifacts in light of the rhetorical situations in which they originate, focusing on how the idea of human-made climate change is used rhetorically in scientific and other discourses. The analyses form the basis of a narrative giving emphasis both to rhetorical continuities and to conversation-changing rhetorical events. They also show how these rhetorical dynamics involve interactions of human communities using or attacking the idea for their communal purposes. </p><p> The results challenge science-focused understandings of the history of the idea itself and also suggest that the methodology may be more broadly useful. </p><p> As to the history, the analyses highlight how changes in the rhetorical uses of the idea made possible its 1950s breakout in climate science, then led to uses that spread it into other sciences and into environmentalism in the 1960s, attached it to apocalyptic environmentalism in the 1970s, injected it into partisan politics in 1980s and shaped the political impasse during the 1990s. </p><p> The data show that the methodology reveals elements of the discourses missed in histories emphasizing the &ldquo;power of ideas,&rdquo; suggesting that a focus on the usefulness of ideas may be more fruitful. A focus on rhetorical uses of ideas grounds the causation of intellectual change in human motivation and agency, expressed in material acts that multiply and disperse naturally through communities and populations.</p>

Contesting authority| China and the new landscape of power sector governance in the developing world

<p> Two co-constructed trends threaten to complicate global efforts to manage climate change. Electric power in developing countries is becoming more coal-intensive, while the international institutions capable of assisting lower-carbon growth paths are having their authority challenged by an emergent set of institutions under China&rsquo;s leadership. In the last decade Chinese firms and state banks have become central players in power sector development across the developing world; China has been involved in over sixty percent of Africa&rsquo;s hydropower capacity and is the single largest exporter of coal power plants globally. Statistical and qualitative evidence suggests that China&rsquo;s growing role in these power markets has contributed to re-prioritization of the power sector in U.S. bilateral development assistance, complicated negotiation and implementation of coal power finance rules among OECD export credit agencies, and influenced where the World Bank chooses to build hydropower projects. The thesis establishes a framework for understanding responses to discord in development governance by drawing inductively on these contemporary cases. Competition between established and emerging actors increases with two variables: 1) conflicting ideological, commercial and diplomatic goals (difference in interests); and 2) the degree to which the emerging actor challenges rules and norms upheld by the established actor (contested authority). Competitive policy adjustment &ndash; one actor seeking to undermine or diminish the other&rsquo;s pursuit of its objectives &ndash; has been historically commonplace when an emerging actor challenged an established actor in the regime for development assistance. China&rsquo;s growing authority in global power sector assistance has prompted competitive policy adjustment among established donors while also enabling recipient countries to leverage donors and better direct their own development pathways. The thesis shows that although contested authority increases development sovereignty among recipients, it can cause backsliding on safeguards and rules among established donors with consequences for power sector outcomes, making fragile movement away from carbon-intensive development even more tenuous. By characterizing this new and uncertain landscape of power sector governance, the thesis contributes to theorization on discord in international governance and to policy development for mitigating climate change.</p>

Biophysical causality, dual commodities, and outcome uncertainty| Implications for the stated preference valuation of coastal climate change adaptation policies

<p> This dissertation comprises of three papers that address the use of stated preference (SP) choice experiment techniques to better understand how people value the methods and consequences of alternative climate change adaptation strategies. Specifically, it addresses two fundamental issues coastal communities face when making adaptation decisions: 1) tradeoffs between natural systems and built assets and 2) uncertainty regarding future climatic conditions. These issues pose methodological challenges for SP research, with potentially significant welfare and policy implications. The first chapter explores how survey choice scenarios should be designed to generate valid and well-defined welfare estimates given the causally related biophysical processes underlying the tradeoffs between natural systems and built assets. The second chapter explores whether and how the provision of numerical probabilities associated with future climatic conditions helps respondents make more informed choices. The final chapter investigates the implications for welfare estimation of using choice scenarios that provide multiple outcomes of the risk-related attribute compared to the two-outcome approach currently standard in the literature. </p><p> Chapter 1 first presents a theoretical model that clarifies why valuation scenarios must include information on all primary ecological and protection outcomes to generate unbiased welfare estimate for coastal adaptation methods. I subsequently use valuation scenarios consistent with this theoretical model to generate welfare estimates for adaptation methods in two coastal New England towns (Old Saybrook and Waterford). This work therefore makes use of advances in the ecosystem service valuation literature to contribute to the growing SP literature that generates willingness-to-pay (WTP) estimates for climate change adaptation. I find that residents are willing to pay relatively large amounts for the protection of natural systems, even in the absence of any additional flood protection to private homes. In contrast, I find no evidence that residents are willing to pay for increased hard defenses alone, even in the absence of negative effects on natural systems. </p><p> Chapter 2 contributes to a small but growing literature which finds that embedding numerical probabilities in valuation scenarios influences welfare estimates. I argue that it is not clear whether this influence is due to numerical probabilities per se or due to increased choice task complexity. To explore whether numerical probabilities alone influence welfare estimates, presumably helping respondents make more informed choices, I compare the results of one survey which provides numerical probabilities prior to valuation scenarios to those of an otherwise identical survey that altogether omits numerical probabilities. I find that the two surveys yield statistically indistinguishable WTP values. This suggests that lay individuals may not process numerical probabilities as expected by researchers, a result consistent with numerous studies from psychology and branches of economics outside SP valuation. </p><p> The final chapter also contributes to the emerging SP literature that investigates the effects of the provision of risk information on welfare estimates. In this literature, risk-related environmental outcomes are communicated to respondents using valuation scenarios that allow for only two possible outcomes, each distinguished by a single numerical probability of occurrence (i.e., the probability of policy failure versus the probability of policy success). In reality, however, few environmental phenomena can be characterized by only two possible outcomes. To explore the effects of this reframing of real-world conditions on welfare estimates, I compare the results of a survey which presents a more complex and accurate valuation scenario to those of an otherwise identical survey that maintains the traditional two-outcome approach. Results suggest increased choice task complexity but show also that multiple risk-related outcomes provide additional information on respondents&rsquo; risk preferences and WTP values. Together with the results of Chapter 2, this suggests that a multiple-outcome treatment of risk-related attributes may represent a complementary or&mdash;depending on research objectives&mdash;an alternative way of communicating and accounting for risk and uncertainty in SP research. </p>

Past climate, modern caves, and future resource management in speleothem paleoclimatology

<p> My research focuses on reconstructing past climate in southern Arizona using cave deposits called speleothems. However, this necessitates a broader perspective than simply a geochemical time series, and therefore, I also investigate modern cave systems using a combination of modeling and observational datasets. Finally, cave deposits are fundamentally non-renewable resources, and sampling for past climate reconstruction can be destructive, unlike other cave uses. My last investigation is focused on developing possible best practice recommendations for paleoclimate scientists and other cave stakeholders moving forward. </p><p> We developed two new stalagmite records of past climate variability in southern Arizona over the past 7000 years. Past climate reconstruction from two caves (Cave of the Bells and Fort Huachuca Cave) highlights insolation control of southern Arizona hydroclimate from 7000-2000 years before present. Additionally, comparison between two stalagmites with different seasonal sensitivities uncovers a few eras of multi-decade long droughts in southern Arizona, which align with other regional reconstructions of past climates and elucidate forcings on Southwest paleoclimate as emergent from both external (insolation) and internal climate variability in the Pacific and Atlantic Ocean basins. Although the oxygen isotopic signal of cave calcite in speleothems is complex, agreement with these other records indicates that the speleothem records from these caves primarily record a climate signal. </p><p> Modeling and monitoring of modern caves both helps us interpret paleoclimate records and enhances our understanding of cave systems in their own right. Modeling of Cave of the Bells dripwaters demonstrates the effect of storage and mixing on the dripwater oxygen isotope signal; non-climate processes can imprint on dripwater variability on multidecadal timescales. Monitoring shows that on very small spatial scales, every cave is different, and even sites within the same cave respond uniquely to surface climate. Most notably, calcite oxygen isotopic composition, used to reconstruct past climate, shows seasonal variability unrelated to dripwater and surface rainfall oxygen isotope variability. Substantial oxygen isotope disequilibrium is identified at numerous caves sites in southern Arizona, and this understanding aligns with a growing number of cave studies that demonstrate the long-held assumption of isotopic equilibrium in cave systems may not always be valid or that the way in which we define isotopic equilibrium insufficiently captures the variety of processes controlling the oxygen isotopic composition of speleothems. Overall, however, monitoring can identify stalagmites that are more sensitive to surface climate and less sensitive to these in-cave processes by identifying sites with dripwater variability responses to surface rainfall variability and sites that precipitate close to oxygen isotopic equilibrium. </p><p> Finally, a major missing component in speleothem research is the fact that speleothems take thousands and sometimes hundreds of thousands of years to form. They are non-renewable resources on human timescales, and habitat for myriad microbes that have yet to be identified. Removal of speleothems for paleoclimate research is one of the only destructive uses of these deposits. With that in mind, I also analyze current methods of collecting speleothems and develop a framework based on two surveys of scientists and stakeholders to assist scientists and managers when evaluating potential methods of incorporating cave conservation into the speleothem sampling process. </p><p> Thus, I approach caves from a variety of angles and timescales, from the past through the present to the future, illuminating caves as complex scientific and social systems.</p>

Framing Climate Change: Structural Education, Individual Action

Southeast Florida is a region of the U.S. that is predicted to incur severe damage due to climate change (CC). As a result, one particular grassroots organization created a CC workshop to educate, advocate, and build resiliency locally. Social movement’s literature reveals processes of framing, resource mobilization, and organizational structure that have had successful outcomes locally while climate action literature argues that civil society has been ineffective at creating significant impacts on the global scale of climate policy. In order to expand this literature further, I conducted a research project to examine how different frames presented in CC education influence climate actions in the Southeast Florida region. Using qualitative research methods of participant observations and interviews, my analysis of the data collected suggests that organizers of the workshop used an environmental and climate justice narrative along with a collective action framework, relying on three master frames of place, justice, and power to educate members on CC. Amongst the prognoses presented to members during the education were climate action solutions primarily within the meso (community/civic engagement) level to create structural change within the region. I found that participants interpreted CC to be an issue of 2 places in Southeast Florida, one on the coast and one inland and, thus, depending on which region participants lived, their level of climate action was affected, whether at the individual or community/civic level. Therefore, some participants focused on individual behavioral and household consumer tactics, while other participants worked on community building and creating structural change. Given the unsuccessful nature of local organizations at impacting global climate negotiations and the goal of social movement processes to create change within societal structures, this case study contributes to the growing body of knowledge regarding the influence of climate education on climate actions. / Includes bibliography. / Thesis (M.A.)--Florida Atlantic University, 2018. / FAU Electronic Theses and Dissertations Collection

Assemblage and genetic structure of insectivorous bats in Peninsular Malaysia

Past climate change and recent human activity have had major impacts on the distribution of habitats as well as the community and population genetic structure of the species occupying these habitats. In temperate zones, glaciation forced many taxa into southern refugia. In contrast, little is understood about the extent to which tropical taxa and habitats were affected by colder periods. In Southeast Asia, some argue that the tropical forest was replaced by savannah at the Last Glacial Maximum (LGM), whereas others suggest that the forest persisted. Studying population genetic and community structure of forest-dependent species in this region may shed light on which of these scenarios is most likely, as well as provide crucial information on the effects of recent habitat loss. To address these issues, I studied the genetic and community structure of forest-dependent insectivorous bat species in Peninsular Malaysia. Data collected at 22 sites indicated that species richness declined with latitude, consistent with post-glacial expansion of forest. To test this further, I undertook mitochondrial DNA sequencing of a widespread species, Rhinolophus affinis, and found high haplotype diversity, little phylogeographic structure and no demographic growth. These all suggest a long population history in the region with no post-LGM range expansion. Subsequent microsatellite analyses of R. affinis and the congeneric R. lepidus showed that genetic distance followed an isolation-by-distance model, and that allelic diversity was unexpectedly higher in the northern populations. Taken together, my results from the community and genetic analyses disagree with each other. These conflicts are perhaps best explained if observed clines in species richness pre-date the LGM. I conclude that there is little evidence of forest contraction in the LGM. The fact that the highest species diversity was detected in the south, which is experiencing the most forest loss due to human activity, has important conservation consequences.

Evolutionary processes generating African biodiversity : a case study on Aedes mosquitoes

A central concept in evolutionary biology is to understand how new species arise and are maintained. Studying the temporal and spatial distribution of genealogical lineages provides insight into evolutionary processes which govern diversification while the study of disease vectors has additional implications for human health. Within Africa, medically important Aedes mosquitoes provide an interesting case in which to study evolutionary processes because they are behaviourally and morphologically diverse. These mosquitoes are also inherently dependent of forests and so provide an ideal study organism in which to test the refuge hypothesis of historical climate change, which has been suggested as a pivotal force in species evolution. Before their evolutionary history can be determined, reliable identification of target species is required. In Chapter 3, we have developed a PCR mediated method to distinguish between isomorphic species of the Simpsoni Complex and use this method to provide inferences on ecology and species distributions; findings reveal an east-west difference in the distribution of the yellow fever vector Ae. bromeliae and non-vector Ae. lilii across the African continent, while these species meet in Uganda where they use the same larval habitats. In Chapters 4 and 5 we use a standard phylogeographic approach coupled with Approximate Bayesian Computation to uncover the evolutionary history of Aedes mosquitoes. Analysis reveals common phylogeographic signals within Aedes species which show populations have been subject to historical lineage diversification, admixture and recent demographic structure, in accordance with the refuge hypothesis of climate induced vicariance and secondary contact. Findings suggest that recent climate change throughout the late Pleistocene and early Holocene was important in generating African biodiversity. We find additional differences in the population structure of species between East and West Africa which could reflect more general biodiversity patterns within Africa. As the region connecting East and West African populations, Central Africa could be an important area regarding the diversification of species, including diseases and their vectors. We have identified a putative role for ecological speciation; for example in Chapter 4 we have provided additional evidence that worldwide populations of Ae. aegypti stem from a particularly successful source, indicating these mosquitoes possessed a trait integral for range expansion. In Chapters 4 and 5 we find that historical admixture within Africa characterises populations of Aedes mosquitoes and so may have played a key role in their evolutionary success. Since admixture can combine novel combinations of genetic material and raise adaptive potential, admixture may have been selectively advantageous for Aedes mosquitoes. Similarly, climate related secondary contact is likely to have been an important force for the evolution of other forest dependent species within Africa.

Controlling Climate Change by Asia-Pacific Powers in APP and MEM

The problem of climate change is the major challenge to the world community. However, the full world community still fails to find an adequate solution to this problem. In such a situation, the mutual efforts of plurilateral institutions, such as the G8+5, MEM (now MEF), APEC and APP are major drivers of the successful solution to the problem of climate change. This study examines these informal plurilateral institutions’ role, their effectiveness in policy creation and implementation, and their potential impact on global or regional climate governance to show that the APP and MEF have been effective in inducing climate action by their members. This paper applies an analytic framework of the six dimensions of global government developed by John J. Kirton. The development of environmental initiatives of six Asia-Pacific countries(the U.S., Canada, Japan, China, Korea and Russia) have been accompanied by the introduction of energy efficient technologies policies such as building and clean coal policies.

Climate Change and Human Rights: A Case Study of the Canadian Inuit and Global Warming in the Canadian Arctic

Climate change debates have typically centred around the environmental and economic effects of rising greenhouse gas emissions. The focus, however, has recently begun to shift towards acknowledging the human impacts of global climate change, especially in vulnerable regions and communities. This thesis considers whether human rights law can compensate for the inability of traditional, state-centred, environmental law and international law to address the human impacts of climate change. By using the situation of the Canadian Inuit as a case study, this thesis focuses on 'greening' existing human rights to address the environmental damage in the Canadian Arctic as a result of climate change. This study concludes that, although international human rights regimes provide potential forums for groups such as the Canadian Inuit, substantive environmental human rights are necessary in international law in order to best address the complex intersection of environmental degradation, such as climate change, and human rights.
