Analysis of the Use of Probe Vehicles for Road Infrastructure Data Analysis

This thesis explores the concept of using sensors found in normal vehicles, also known as probe vehicles, to collect road infrastructure data. This concept was demonstrated by measuring vertical acceleration using in-vehicle sensors in order to describe road ride quality. Data collection was performed at the Virginia Smart Road using two instrumented vehicles. The gathered information was compared to road profile data collection, which is the current state-of-the-practice in ride quality assessment. Following the concept validation, the acceleration measurements were further analyzed for repeatability and effect of various independent variables (vehicle speed and type). A network-level simulation was completed using the robust set of measurements from the experiment. In addition, methodology for identifying rough sections and locations were established. Results show that under controlled testing conditions, roadway profile can accurately be estimated using probe vehicle acceleration data and may provide a more practical way to measure road smoothness. The analysis also showed that vertical acceleration data from a fleet of probe vehicles can successfully identify poorly-conditioned pavement areas. This suggests that instrumented probe vehicles might be a viable and effective way of implementing a network level roadway health monitoring program in the near future. / Master of Science

The degree of formalization of collection development(the dependent variable) in selected medium-sized academic libraries and six independent variables believed to be related to the dependent variable were examined. The formalization of collection development was measured by an index of five dimensions. The six independent variables examined were age of the library, number of graduate degrees offered by the parent institution, estimated years of growth potential in terms of available shelf space, attitude of the library director toward cooperation, number of memberships held by the library in cooperative endeavors, and percentage of increase in the materials budget, from 1972 to 1982.

L’art de collectionner a traversé les siècles, les collections privées sont notamment à l’origine de notre patrimoine culturel. Pourtant, malgré l’importance du rôle de la collection, cette dernière reste encore un ensemble de choses mal identifié par le droit. En tant qu’ensemble de choses créé par la volonté de l’Homme, la collection n’est pas définie, et seules certaines collections sont encadrées par quelques dispositions. Par ailleurs, les collections privées sont des ensembles fragiles, elles relèvent de la propriété privée de leur collectionneur qui est libre d’en disposer comme il le souhaite. Le risque majeur de ces ensembles réside dans leur dispersion et dans l’atteinte à leur intégrité. Souvent soucieux de préserver l’intégrité et la cohérence de son ensemble, le collectionneur doit pouvoir bénéficier d’outils juridiques protecteurs adaptés à la collection. Finalement, qu’est-ce qu’une collection ? Que signifie cette notion de collection et quel(s) droit(s) peuvent s’en saisir ? Notre droit est-il en mesure de protéger efficacement une réunion de choses comme la collection privée ? En d’autres termes, la problématique consiste à répondre à la question suivante : quelle appréhension juridique pour les collections privées ? Partant, l’objectif de la thèse est de tenter de dégager une qualification juridique de la collection pour mieux adapter sa protection. En effet, la recherche se donne pour but de définir les fondements théoriques et juridiques susceptibles d’être adaptés à l’œuvre du collectionneur, pour tenter d’aboutir à un régime de protection efficace. / The art to collect crossed the centuries, the private collections are in particular at the origin of our cultural heritage. Nevertheless, in spite of the importance of the role of the collection, it still remains a set of things badly identified by the right. As together of things created by the will of the Man, the collection is not defined, and only ones certain collections are supervised by some measures.Besides, the private collections are fragile sets, they are a matter of the private property of their collector who is free to have it as he wishes it. The major risk of these sets lives in their dispersal and in the infringement on their integrity. Often worried of protecting the integrity and the coherence of his set, the collector must be able to benefit from protective legal tools adapted to the collection.Finally, what a collection? Means what this notion of collection and which right(s) can seize with it? Is our right able of protecting effectively a meeting of things as the private collection? In other words, the problem consists in answering the following question: what legal apprehension for the private collections?Therefore, the objective of the thesis is to try to identify a legal qualification of the collection to adapt better its protection. Indeed, the search gives for purpose to define the theoretical and legal foundations susceptible to be adapted to the work of the collector, to try to end in a regime of effective protection.

The findings of this study fail to support hypotheses one, three, four, and six. The relationship between the number of memberships in cooperative endeavors (hypothesis five) is weak, but significant. Hypothesis two is not supported when the total group is considered, but it is supported only when publicly-supported libraries are considered. A positive relationship between size of collection and level of collection development formalization was found to be significant, as was the relationship between number of graduate degrees and size of collection.

An analysis of revenue collection in Capricorn District Hospitals in Limpopo from 2001-2006

Thesis (MBA.)-- University of Limpopo, 2007 / The Department of Health and Social Development in Limpopo endeavors to efficiently and effectively manage revenue collection. The study analyzed the revenue collection for the Capricorn district hospitals from 2001 to 2006 by identifying problems and possible solutions related to revenue collection. A quantitative analysis of data has been obtained from in- depth structured interviews and revenue records. An analytic retrospective study design was used. All revenue records from 2001/2002 to 2006/2007, financial managers, revenue clerks, and clients /patients who came to request credit from each hospital constituted the population of the study. The findings were that in 2001/2002 none of the hospitals were able to attain the revenue targets. In 2005/2006 revenue targets were increased by almost double the amount however all hospitals were able to attain the revenue targets as prescribed. It implies that the hospitals were able to collect more revenue than in the previous financial year. It has been noted that the appointment of CEOs has brought a tremendous change in revenue collection. It has been identified that revenue is the life blood for a country or institution. The institutions need commitment of all stakeholders to collect revenue.

Applying the Integrated Solid Waste Management Framework to the Waste Collection System in Aguascalientes, AGS, Mexico

The design of a waste collection system affects public health, the extent of participation in the system by residents, the recovery of resources from waste, and the cost of collection. Many developing countries use communal container collection [CCC] systems in which large containers are dispersed throughout neighbourhoods for the storage of waste until collection. These systems tend to have limited success as they often do not garner viable amounts of participation and containers are prone to being overfilled. The communal container waste collection system in the city of Aguascalientes, AGS, Mexico was assessed according to the Integrated Solid Waste Management [ISWM] principles of social acceptability, environmental effectiveness, economic affordability and effective management. Information was collected through seven interviews with waste-related managers, 282 residential questionnaires, and 12 informal collector questionnaires. The collection system garners a high participation rate (99%) attributed to: non-burdensome one-way distances from residences to containers (mean 114+/-71m); thorough, daily collection; and a culture of cleanliness. Factors of adherence to waste collection regulations were found to be public knowledge, social acceptability, convenience and perception of importance. The collection system was assessed by rational-intuitive consideration of all indicators and principles, to be mostly acceptable from an ISWM framework due to: a high collection rate (~100% daily) which is enabled by effective monitoring and efficient operation; a high participation rate; similarity of the resource recovery rate to that of other developing and developed countries; and long-term affordability. Areas for improvement in equality of service provision, collaboration with informal collectors, and communication were identified. Lessons learned about communal container collection are applicable to lower-middle and upper-middle income countries.

Methodology for collecting vehicle occupancy data on multi-lane interstate highways: a ga 400 case study

A before and after comparison of vehicle occupancy distributions for the Atlanta, GA I-85 HOV to High Occupancy Toll (HOT) lane conversion scheduled for summer 2011, will assess the changes in vehicle and passenger throughput associated with lane conversion. The field deployment plans and data collection methodologies developed for the HOT evaluation were the result of a comprehensive literature review, an examination of previous data collection methods, an evaluation of the physical characteristics of the I-85 corridor, and the testing of a variety of equipment/manpower strategies. The case study in this thesis evaluates the established vehicle occupancy methodology for consistency across multiple observers during parallel data collection efforts. The differences noted in exact matches and consistency across the use of the "uncertain" values developed for field implementation is specifically assessed. Results from this study are the first step in assessing the validity of the data collection methods used on the HOT corridor and will yield recommendations for improving the methodology for future occupancy studies. A separate assessment of the accuracy of the methodology is also being conducted by the research team and will be published under a separate cover.
