Communicating affirmative action during transformational change : a South African case study perspective

South Africa is often described as a nation in transition since the societal and political transformation is an ongoing process. The South African employment environment is one area that now boasts a number of laws that are interrelated and aimed at achieving transformation of the workplace, as well as the economic empowerment of those who had previously been victims of racial segregation. The Employment Equity Act No. 55 of 1998 is regarded as central to the appreciation of equality of individuals in the workplace, irrespective of race, gender and/or disability. The management of communication is central to the process of corporate transformation as a result of this Act. (This fact is confirmed by the emphasis in the Act itself on organisations’ duty to inform and consult with stakeholders and several guideline documents.) Since previous research had pointed to broadly defined communication problems, the overarching research question of this study is: “How do South African organisations manage communication about Affirmative Action (within the context of Employment Equity)?” Chaos theory (a postmodern perspective) serves as the theoretical framework from which organisations’ approach to the duty to inform and consult with stakeholders, transformational change management, the management of communication and transformational leadership were investigated. A conceptual framework for the management of communication in this context, which is based on the ideas of the chaos perspective, is also proposed. Empirical evidence regarding the research question was gathered by means of a qualitative, multiple case study investigation. The most senior Communication, Human Resources and Employment Equity practitioners were interviewed in each of the three organisations, while the Employment Equity communication strategy of each organisation was compared to the theoretical framework by Thomas and Robertshaw (1999). The unique corporate philosophy of each organisation influences the manner in which Employment Equity strategies are implemented. The term “Affirmative Action” is not utilised in any of the organisations. Communication has strategic value in the external arena, while internal communication about Employment Equity is not satisfactory in two of the organisations. All types/levels of leaders have communication responsibilities in this context, while one organisation also relies on the philosophy of self-directed leadership. Only one organisation is currently managing communication according to a formalised strategy. Recommendations regarding the management of communication in this transformational context can be summarised with the overarching requirement that transformation should be approached as a “thinking science”. Cloud execution environment for real-time media applications

Smartphones and other Internet of Things devices have become a rapidly growing topic. Along with the growth comes new technologies, likeWeb Real- Time Communication (WebRTC), that enables richer services to be built for the devices. These kind of services are typically consumed on-demand, in shorter periods at a time. Likewise have cloud computing exploded in popularity during the last years. Cloud computing offers compelling advantages, such as rapid elasticity and on-demand usage, that allow servers' resource utilization to be more effcient. The flexibility of allocating and releasing resources swiftly as they are required, enables services that run in the cloud to adopt to ephemeral workloads. The research in this thesis targets a real-time video streaming service that is based on WebRTC. Incoming streams are handled by Multipoint Control Units (MCUs) that have the responsibility to redistribute the incoming streams to the consumers. Scaling horizontally aligns well with the idea of cloud computing. The work in this thesis is based on the extreme case where each of the incoming streams are handled by a separate MCU. The thesis presents the process of finding a exible Cloud Execution Environment (CEE) for the streaming service. The process includes an analysis of the streaming service's requirements, an evaluation of existing solutions, and an implementation. Moreover, the thesis includes a discussion about the capabilities of the implemented system. The result of the thesis is a CEE upon which the streaming service can be deployed and managed. The developed CEE allows any workload that is encapsulated within a Docker container to be orchestrated, not exclusively the streaming service, which makes the implementation viable to other cloud computing projects. / Användandet av smartphones och andra "Internet of Things"-enheter ökar snabbt. I takt med ökningen, så släpps nya tekniker som möjliggör utveckling av mer avancerade tjänster. Ett exampel är Web Real-Time Communication (WebRTC). Den här typen av tjänster konsumeras oftast sporadiskt under kortare tidsintervall. även cloud computing har drastiskt ökat i popularitet under de senaste åren. Hög elasticitet samt möjligheten att allokera datorresurser på begäran har medfört att utnyttjandegraden av datorers kapacitet kan höjas. Flexibiliteten att snabbt kunna allokera och frigöra resurser möjliggör att tjänster kan utvecklas för att utnyttja upp- och nerskalningsm öjligheterna bättre, även för kortvariga lastökningar. Forskningen i rapporten riktar in sig på ett system för videoströmning mellan användare i realtid baserat påa WebRTC. Inkommande strömmar hanteras av Multipoint Control Units (MCUs), som har som uppgift att vidaredistribuera strömmarna till andra användare som vill spela upp strömmen. Horisontell skalning och cloud computing har mycket gemensamt. Det underliggande arbetet till den här rapporten fokuserar på ett extremfall, där varje inkommande videoström hanteras av en enskild MCU. Den här uppsatsen presenterar den process som användes för att ta fram en lämplig molnlösning för strömningssystemet. Processen beståar av en kravanalys av strömningssystemet, en jämförelse av befintliga lösningar samt en implementation av en molnlösning. Slutligen så innehåller uppsatsen en utvärdering av implementationen. Resultatet av uppsatsen är en molnlösning som videoströmningssystemet kan driftsättas och köras på. Molnlösningen är inte begränsad till videoströmningssystemet utan klarar av att hantera alla applikationer som paketerats inuti Docker-kapslar. Molnlösningen är så pass generell att den kan användas till andra projekt inom cloud computing.

O comentário esportivo contemporâneo no rádio de Porto Alegre : uma análise das novas práticas profissionais na fase de convergência

Esta pesquisa pretende analisar novas práticas dos comentaristas esportivos no rádio de Porto Alegre dentro da chamada fase de convergência do rádio brasileiro (FERRARETTO, 2012). Considera-se como parâmetro teórico a economia política da comunicação, dando conta do predomínio, no Rio Grande do Sul, do rádio como empresa em busca de lucro, cuja programa-ção interfere na sociedade gaúcha (FERRARETTO, 2007). Parte-se da hipótese de que há uma transformação nos modos de produção de conteúdo dos comentaristas esportivos. Com isso, analisa-se estas práticas a partir do campo do radiojornalismo esportivo (ALCOBA LÓPEZ, 2005) e do futebol (DAMATTA, 1982), dentro de um cenário de convergência (JENKINS, 2008) e da vigência de uma fase da multiplicidade da oferta (BRITTOS, jul.-dez.2002). Com o pressuposto de que o rádio se transfigura também pela influência de outras mídias (FIDLER, 1998), entende-se que os comentaristas esportivos atuam, em sua contemporaneidade, sob o prisma de novas práticas profissionais, provocadas pela convergência. Com isso, propõe-se o problema fundamental: como este novo modelo opera no rádio esportivo de Porto Alegre? O objetivo do trabalho é analisar esta nova configuração no modelo das práticas profissionais dos comentaristas esportivos no rádio de Porto Alegre, visto que este tipo de conteúdo ocupa boa parte da programação das emissoras analisadas: Bandeirantes, Gaúcha, Grenal e Guaíba, as quatro rádios que realizam a cobertura sistemática de futebol. Utilizando a análise de conteúdo (BARDIN, 2016) como metodologia principal, o foco se dá em quatro eixos, propostos em artigo que serve como embrião deste estudo, produzido por Guimarães e Ferraretto (2016). Tratam-se das características propostas como fundamentais para o comentário contemporâneo: audiência criativa, utilização de dados para a análise, aproximação com o campo do desporto e pluralidade de gêneros jornalísticos no conteúdo do comentário. Faz-se, a partir desta análise de conteúdo, um cruzamento com entrevistas realizadas com os profissionais, através da meto-dologia da história oral. O resultado aponta para a existência destas novas práticas e a presença das características em boa parte dos profissionais que servem como corpus da pesquisa. Visual Communication between Truck Drivers and the Surroundings : - A Master’s Thesis Project for Increasing Communication and Reducing Accidents between HGV and VRUs

In recent years, accidents between trucks and other vehicles have decreased while accidents be-tween trucks and vulnerable road-users have increased. The reason for this is unknown, which is why this Master’s Thesis project was initiated. The project is a co-operation between two students from two different universities, LTU and KTH, done for Volvo GTT in Gothenburg. A user study containing interviews and co-rides has been executed with truck drivers in the Gothenburg area during the autumn of 2017. A survey was also sent to different organizations for cyclists, motorcyclists, car drivers and to Facebook groups for the two universities. Critical situations mentioned by the truck drivers were chosen with the help of the survey answers from other road-users. Right hand turns with a truck that crosses a bike lane and intersections with a zebra crossing were the situations the project focused on, based on the Volvo Trucks Safety Report 2017 which stated those situations as the most dangerous. Serious accidents occurring when a truck turns right is when vulnerable road-users end up under the truck’s back wheels, which cuts corners. This made the project focus on trying to find a solution that could reduce this type of accident. The project also concentrated on increasing the commu-nication at intersections, based on the survey comments where it became clear that eye contact is insufficient, which led to focus on communication between trucks and fellow road-user instead. Through benchmarking, literature reviews and idea generation the final concept solution was cre-ated and developed after a workshop. The final concept solution is a turning projection that visualizes the dangerous area when a truck is turning and a light matrix in the front grille for increasing the understanding, visually, of the truck driver’s intentions of slowing down or speeding up. The final concept solution contains a zebra crossing projection in the front of the truck to facilitate the communication today, and in the future to even replace eye contact and gestures done between truck driver and fellow road-users at crossings. Further development of the concept solution includes choices and adaption of available technology and research concerning legislation for color usage on lights and projections to the front and sides of the trucks.

This thesis constitutes an analysis and instructions for use of the Communi-crate resources, the 'communication crate' which is a set of specific practical tools used in working with vulnerable children and families as used in the United Kingdom of Great Britain and Northern Ireland and are being introduced in practice in the Czech Republic. The tools contained in this thesis are designed for use by special educators and social workers in direct work with vulnerable families, children, young persons, or even adults. All of these tools have actually been tested and proven in practice and some have been adapted from their original language versions for use in the Czech Republic. In this thesis, the resources contained in the Communi-crate are divided into logical groups and each of them is described structured into chapters accordingly. Each tool is described in more or less detail, including tips for use. Most resources are also illustrated. The case studies described have been collected from practice in the Czech Republic and in the United Kingdom of Great Britain and Northern Ireland. This thesis has been compiled from materials gathered by the author during foreign study visits and in seminars conducted by foreign experts in the Czech Republic in 2009 through 2014.
