Diplomová práce je zaměřena na problematiku přeshraniční spolupráce, která je v Evropské unii stále velmi aktuální. Popisná část práce osvětluje její souvislost s regionální politikou, ze které přeshraniční spolupráce vychází. Věnuje se také ostatním iniciativám Společenství v EU a detailně popisuje iniciativu INTERREG IIIA. České republice se v oblasti přeshraniční spolupráce otevřely nové obzory a možnosti právě se vstupem do EU. Cílem práce je demonstrace těchto nových možností na konkrétním způsobu podpory prostřednictvím programu Iniciativy Společenství INTERREG IIIA v Euroregionu Nisa. Euroregion Nisa se nachází v příhraniční oblasti na severu republiky, sousedí s Německem a Polskem, a proto úzce spolupracuje s přilehlými regiony právě těchto dvou zemí. Předmětem analýzy jsou projekty vycházející z programu Iniciativy Společenství INTERREG IIIA ČR ? Svobodný stát Sasko a ČR ? Polsko.

Farmers’ markets are increasingly promoted for their potential to improve access to healthful foods. University campuses are strategic settings for farmers’ markets, because they could improve access to fresh, local produce for large and diverse communities—including college students, who are at risk for poor dietary intake. Universities also offer resources that facilitate farmers’ markets, such as built-in communication channels, common areas, and student volunteers. However, literature describing how to establish campus-based farmers’ markets is limited. We describe the process of developing and operating a student-driven, campus-based farmers’ market at a public university in the Appalachian region of the United States.

Over the past few decades, there has been a shift in crime control discourses, from an almost exclusive focus on traditional criminal justice objectives and practices, to attention to ‘community’ and a range of strategies that seek to prevent crime and increase safety. Overall, evaluations of the community mobilization approach to crime prevention and safety conclude that these initiatives have generally demonstrated limited long-term impacts on ‘crime’ and safety at the local level. Through the ‘what works’ lens, the limits of the approach have typically been attributed to implementation challenges related to outreach and mobilization, and inadequate resourcing. Through a more critical lens, using studies on governmentality as a starting point, this study examines the mechanisms through which crime prevention and community safety became thinkable as sites of governance in Canada, and more specifically within the Community Development Framework (CDF) in Ottawa (ON). To this end, I conducted an ethnography using a triangulation of data collection methods, including extensive fieldwork and direct participant observation within the CDF. The findings of this ethnography describe in detail how the CDF emerged and unfolded (from 2008 to 2010) from a variety of perspectives. These findings show that the CDF encountered a number of common challenges associated with program implementation and community-based evaluation. However, the lack of progress made towards adhering to CDF principles and reaching CDF goals cannot be reduced to these failures alone. The CDF highlights the importance of locating the community approach to crime prevention within its wider socio-political context, and of paying attention to its numerous ‘messy actualities’. These include the dynamics and repercussions of: governing at a distance and of the dispersal of social control; the neoliberal creation and responsibilization of choice-makers; relations of power, knowledge and the nature of expertise; the messiness of the notion of ‘community’; bureaucratic imperatives and professional interests; the words versus deeds of community policing; and processes relevant to resistance within current arrangements.

Covid-19 pandemic, Swedish Crisis Management and The Shopping Needs of Home-quarantined : Measures taken by authorities, the interaction between State, Humanitarian Actors and Communities; and the Neo-liberal ParadigmAsgari, Alireza January 2021 (has links)
The focus of this research is upon the measures that Swedish Crisis Management System carried out during the Covid-19 pandemic toward the shopping needs (i.e., food/groceries, medicines) of home-quarantined individuals (those who should stay at home according to the authorities’ recommendations because they were either elderly or regardless their ages, were in risk groups or had symptoms of disease). The research identifies the immediate responsible authority concerning this need and examines how this actor behaved and what measures took to address the shopping needs of home-quarantined. The interaction between this responsible actor and other social parties (e.g., humanitarian actors/civil society, and/or Local Communities), explored to illustrate whether the responsible actor had carried out its immediate duty or not. The outcomes of various operations that different social actors performed are analyzed and compared. For assessing the Swedish Crisis Management System and the measures carried out during the Covid-19 pandemic, five case studies conducted; the action of the municipalities in four cities (Örebro, Staffanstorp, Uppsala and Umeå) and one Community Initiative in Örebro (named Coronahjälpen, which launched and operated via a Facebook group) examined and compared. Additionally, the pattern exercised in more than a hundred cities explored. The relationship/interaction between state agents (mainly municipalities) from one side and Civil Society organizations or Community Initiatives is illustrated by applying one practical categorization of the relationship between state and Civil Society and one politico-economic categorization. For the latter, the Neo-liberal paradigm applied for such an analysis toward the relationships. Based on the primary and secondary data and the discussion upon them, the failure or success of the Swedish Crisis Management System during the Covid-19 pandemic regarding shopping needs of home-quarantined individuals was examined. In the conclusion part of the paper, a recommendation for such a system is provided.

Through the development of sustainable communities, a transformation process can be incited towards a more sustainable way of life. An important prerequisite of this transformation process is behavioural change. This thesis is based on the supposition that participation can contribute to behavioural change. Behaviour which supports the functioning of sustainable systems, is essential in the long term success of sustainable communities. To sustain this behaviour and create a sense of ownership, participatory processes need to encompass the initial phases of development (planning) as well as the implementation and management phase (governance). To secure the participatory involvement in the implementation phase anchor points need to be created in the planning phase, which enable participation of community members in the implementation phase.
By means of a case study this thesis has analysed the role of participation in the pilot project in Grabouw, a medium-sized town in the Western Cape, South Africa. The key objective was to establish whether and in what manner, the participatory planning process anticipated the involvement of community members in the implementation phase. Research shows that in some occasions, participation is defined as an instrument to effectively manage contingencies and facilitate the implementation of government decisions. However, the case studies of Grabouw and Porto Alegre, illustrate that community participation can also be organised in such a way that it enables community members to be involved in a meaningful way in decision-making processes, enabling them to shape their own environment. Defined this way active participation is not merely an instrument but an integral part of a complex system encompassing opportunities for social learning. Active participation can incite a process of „conscientization‟ and empowerment, stimulating people to become aware of sustainable challenges and adapt their behaviour accordingly. This viewpoint on participation is in line with the multi-dimensional nature of sustainable development and based on the need to facilitate a continuous evolving learning system. Furthermore it supports the notion that sustainable development is not a fixed objective but a moving target. Within this perspective sustainable communities need to be flexible entities able to evolve in accordance with increased understanding of the complex interrelated issues of sustainable development. / AFRIKAANSE OPSOMMING:
‟n Transformasieproses, gerig op ‟n meer volhoubare lewenswyse, kan deur die ontwikkeling van volhoubare gemeenskappe aangemoedig word. ‟n Belangrike voorvereiste vir so ‟n transformasieproses is gedragsverandering. Gedragsverandering is nie ‟n individuele oefening nie, maar is stewig veranker in sosiale prosesse en word daardeur beïnvloed. Om gedragsverandering op groter skaal te stimuleer, is dit nodig dat individue as katalisators van gedragsverandering optree. Deelname speel ‟n vername rol om volhoubare gemeenskappe as platforms vir volhoubare gedragsverandering op te stel. Die bestaande verskeidenheid tussen die verskillende vlakke van deelname bemoeilik die opstel van een duidelik omlynde definisie van deelname. Die regering en ander gemeenskapsrolspelers het die waarde van deelname besef en dit het algemene gebruik geword om lede van die gemeenskap by die beplanning en/of beheer van volhoubare stedelike ontwikkeling te betrek. Kompleksiteit-teorie bied ‟n waardevolle perspektief in die strewe na dieper verstandhouding rondom die geleenthede en beperkinge van deelname. Hierdie verhandeling het deur middel van ‟n gevallestudie die rol van deelname in die loodsprojek op Grabouw, ‟n medium-grootte dorp in Wes-Kaapland, geanaliseer. Die navorsing wat vir dié verhandeling gedoen is, het deel uitgemaak van ‟n evaluasiestudie wat deur die Ontwikkelingsbank van Suider Afrika bekend gestel is en deur die Omgewingsevaluasie-eenheid aan die Universiteit van Kaapstad (UK) uitgevoer is.
Die navorsing het getoon dat in sommige gevalle deelname gedefinieer word as ‟n instrument om omstandighede doeltreffend te beheer en die toepassing van regeringsbesluite af te glad. Die gevallestudies van Grabouw en Porto Allegre wys egter daarop dat deelname ook op so ‟n manier georganiseer kan word dat dit lede van die gemeenskap in staat stel om op betekenisvolle wyse by besluitnemingsprosesse betrokke te raak en sodoende hulle eie omgewing rangskik. Aktiewe deelname wat so gedefinieer word, is nie ‟n instrument nie, maar ‟n integrale deel van ‟n komplekse stelsel wat geleenthede vir sosiale leer omsluit. Aktiewe deelname kan ‟n proses van „gewetensprikkeling‟ en bemagtiging aanmoedig, wat mense stimuleer om bewus te word van volhoubare uitdagings en hulle gedrag dienooreenkomstig aan te pas. Hierdie siening oor deelname is in lyn met die multi-dimensionele aard van volhoubare ontwikkeling en gebaseer op die behoefte om ‟n voortdurende ontwikkelende leerstelsel te fasiliteer. Voorts ondersteun dit die denkwyse dat volhoubare ontwikkeling nie ‟n vasgeankerde doelwit is nie, maar wel ‟n bewegende teiken.
