Para tal, procura compreender de que maneira o atual paradigma tecnológico baseado na modularização representa o principal elemento estrutural para o estabelecimento de plataformas tecnológicas dominantes, as quais se configuram como as responsáveis pela determinação da dinâmica concorrencial e inovativa destas atividades. Em relação à indústria de equipamentos de informática, concluiu-se que o estabelecimento de parcerias tecnológicas, os ganhos de escala e a agilidade na introdução de inovações apresentam-se como as principais fontes de assimetrias competitivas. Destacou-se também que a dinâmica inovativa neste segmento é condicionada pelos processos de design modularizados na indústria de semicondutores. O avanço tecnológico destes, por sua vez, decorre da compatibilização entre a evolução I) no número de transistores disponíveis em um único circuito e ÍI) na capacidade de se gerar padrões de design aptos a integrá-los neste único chip. Em relação à indústria de software, concluiu-se que, dado sua organização em torno de plataformas tecnológicas, a geração de externalidades de rede, o alto dinamismo tecnológico e os retornos de escala são os principais determinantes de sua dinâmica concorrencial e inovativa. Além disso, destacou-se que as capacitações fundamentais para o processo inovativo do software estão relacionadas com as atividades de concepção e design / Abstract: This master thesis aims to describe and analyse the competitive and innovative patterns of Information Technology (IT) industries, mainly computer equipments and software. It intends to analyse how the technological paradigm characterized by modularity configures itself as the major element to the creation of leading technological platforms, which influence and coordinate the competitive and innovative dynamics in IT industries. By analysing the computer equipments industry, it concludes that technological cooperation, scale effects and the time-tomarket are the main sources of competitive advantages. It also stresses that the innovation in computer equipment industry is a function of the evolution of the process of design modularization in semiconductors industry. By the other side, the technological upgrading derives from evolution (i) in the number of transistors avaiable in a circuit and (ii) in the capacity of creating design standards enabled to integrate more circuits in a single chip. By analysing the software industry, this document concludes that due to the industry organization in technological platforms, the network externalities, the high tecnological dynamism and the scale effects are the main forces that determines its competitive and innovative dynamics. No entanto, observa-se que o segmento de montagem de computadores tem uma forte presença de empresas privadas nacionais, porém estas empresas não conseguem se inserir internacionalmente. A partir deste fato, é elaborado o objetivo desde estudo: ao analisar a evolução da indústria mundial e nacional de computadores procura-se examinar se os elementos que conferem competitividade à indústria nacional de computadores no mercado interno são suficientes para promover sua inserção no mercado internacional. A indústria mundial de computadores pode ser divida em dois grupos de empresas: as empresas que dominam as competências ligadas ao núcleo do paradigma - no caso atual, a Microsoft e a Intel- e que são responsáveis por deslocar a fronteira tecnológica da indústria; e as empresas cujas competências são focadas em elementos complementares do paradigma. No segundo grupo, apesar do direcionamento de competências a elementos complementares, a competitividade das empresas é mantida por meio de suas inovações. A indústria nacional de computadores sempre teve sua consolidação pautada somente na exploração do mercado interno, fato que não se alterou ao longo dos anos. Este fato tem como conseqüência a geração de uma competitividade localizada somente no âmbito nacional e independente de competências tecnológicas. Ao analisarmos a Positivo, que é utilizada para ilustrar toda a indústria nacional de computadores, percebeu-se que os elementos que lhe geram competitividade não estão embasados em competências tecnológicas. Um primeiro ponto a ser destacado é que a competitividade da Positivo está restrita aos desktops, produtos tecnologicamente menos avançados. Um segundo ponto é que os elementos que mantém a indústria competitiva são oriundos da expansão do consumo das classes mais pobres e da extrema focalização da empresa nestas classes. Por fim, conclui-se que, no Brasil, a indústria de computadores consegue se manter competitiva sem o desenvolvimento de competências tecnológicas, mas não tem capacidades para se adequar à mudanças de paradigma que vêm ocorrendo na indústria mundial, com destaque para a expansão de notebooks, de conteúdo mais intensivo em tecnologia / Abstract: Since the beginning of the seventies, Brazil has been trying to build a national computer industry, the several attempts conducted by the Brazilian State has been failing in internalize the stages of the value chain, that can generate more value. Nevertheless the computer making segment has a strong presence of Brazilian enterprises, but none of them can insert itself internationally. Based on this fact the objective of this study was traced. Through the world and national computer evolution, is discussed if the elements that root the Brazilian industry's competitiveness are enough to leverage the international insertion of the national computer industry. The world computer industry can be divided in two kinds of enterprises: the first group is composed by the companies that had technological competences related to the paradigm core, nowadays Microsoft and Intel, these enterprises move the industry's technological frontier. The other group of enterprises had their technological capabilities devoted to the secondary elements of the paradigm, even focused on these secondary elements the competitiveness of these companies are based on their innovations. Since the Brazilian computer industry birth, its settlement has been based on the internal market exploration, this characteristic has not yet been altered. Nowadays when Positivo is analyzed, as a representative model of the Brazilian computer industry, it is possible to infer that the competitiveness of the national industry is not rooted on technological competences. First the industry is settled in the desktop segment, which is a less technologically advanced product. Second and most important point, the competiveness of the Brazilian computer industry is maintained by the consumption expansion of the poorer population and on the highly specialization of the Brazilian enterprises in those classes.
