Previous issue date: 2017-02-18 / Sem bolsa / A preocupação com o desenvolvimento do tema governança tem progredido a cada dia, tendo em vista a busca constante de uma gestão com maior eficácia nas mais variadas organizações, sendo incluídas, portanto, as cooperativas. Baseado nisso, e buscando o aprimoramento da supervisão das cooperativas de crédito, o Banco Central do Brasil (BACEN) realizou uma pesquisa entre 2006 e 2009, a partir da qual foi definido o conceito de governança cooperativa. Sendo assim, o presente trabalho analisou, a partir da teoria institucional, como ocorre a aplicação dos mecanismos da governança cooperativa em cooperativas de crédito de livre admissão após a padronização das práticas de governança pelo Banco Central do Brasil. Para atingir esse objetivo, foi utilizada a abordagem qualitativa com a estratégia de estudo de caso em uma cooperativa de crédito de livre admissão na cidade de Pelotas/RS. Dessa forma, foram somadas sete entrevistas semiestruturadas, utilizando-se a técnica snowball e a amostragem por saturação. Além disso, também foram feitas observações in loco e pesquisa documental na unidade de análise. Os resultados mostraram que uma das principais mudanças após a divulgação das diretrizes de boas práticas de governança pelo BACEN (2009) foi com relação à definição dos papéis, o mesmo sendo exclusivamente estratégico para o Conselho de Administração e somente operacional para a Diretoria Executiva. Outra modificação relevante percebida nesta pesquisa foi a utilização dos Coordenadores de Núcleo como representantes dos seus grupos na votação da Assembleia Geral, levando o voto do que foi decidido anteriormente nas Assembleias de Núcleo, nas quais foi constatado um aumento das taxas de participação dos associados. Em síntese, uma limitação deste estudo foi com relação à pesquisa ter sido feita com alguns colaboradores de dentro da cooperativa, não agregando a opinião de outros stakeholders. Consequentemente a isso, sugere-se como estudo futuro pesquisar a percepção dos associados quanto às estruturas de governança utilizadas pelas cooperativas. Por fim, destaca-se que este trabalho resultou em contribuições teóricas e gerenciais para o embasamento do tema governança cooperativa. / The concern surronding the development of the governance has progressed every day, bearing in ming the constant search for a more effective management in the most varied organizations, therefore, the cooperatives are being included in this niche. Based on this, and seeking to improve the supervision of credit cooperatives, Brazil’s Central Bank (BACEN) conducted a survey between 2006 and 2009, where the concept of cooperative governance was defined. On that account, the present study has analyzed how the application of cooperative governance mechanisms occurs in cooperatives of free credit admission after the standardization of governance practices by Brazil’s Central Bank, from the perspective of the institutional theory. To achieve this goal, the qualitative approach was used among the strategy of case study in a cooperative of free credit admission in the city of Pelotas / RS. That way, seven semi-structured interviews were used, using the snowball technique and the saturation sampling. In addition, in loco observations and documentary research were also carried out in the unit of analysis. The results showed that one of the main changes after the disclosure of good governance practices by BACEN (2009) was regarding the definition of the roles, which is exclusively strategic for the Board of Directors and only operational for the Executive Board. Another relevant modification perceived in this research was the use of the Centre Coordinators as representatives of their own groups in the General Assembly voting, taking the vote of what was decided previously in the Centre Assemblies, in which an increase among the members was founded in the participation rates. In summary, the downside of this study was that the research was done with some employees within the cooperative, not adding the opinion of others stakeholders. Consequently, it is suggested as a future study to investigate the members' perception on the governance structures used by the cooperatives. Finally, this work resulted in theoretical and managerial contributions to support the cooperative governance theme.

The role of local government in disaster risk management: a case of the City of Cape Town in the Western Province of South Africa.Paundi, Jackson P January 2012 (has links)
Masters in Public Administration - MPA / Much has been said about the continued escalation of disasters, impacting negatively on the people’s livelihoods; mostly the poor. However, not enough is done to minimise or reduce the vulnerability of the people to risks as evidenced by the increasing numbers of disaster victims locally, nationwide and globally (Sahoo, 2005; Humby, 2012, Niekerk, 2005; Heijmans, 2008 and Cannon, 1994). The increasing disaster strikes in the City of Cape Town remain a major challenge to the surrounding communities (Cape Argus, 27 August 2012; Radar, 2010; Pillay, 2012 and Humby, 2012). Despite the expiry of the United Nations’ declaration of the period 1990-99 as ‘the decade for natural disaster risk reduction in 1999, the years after the declaration were characterised by increased disaster strikes globally (Niekerk, 2005; GTZ, 2002; UNDP, 2004 and Alexander, 2006). Although, new global commitments such as the 2005-15 Hyogo Framework for Action (HFA) which targeted to minimise disaster risks by 2015, very little has changed as people are increasingly becoming more vulnerable to risks than before (Niekerk, 2005; Heijmans, 2008; Alexander, 2006 and Radar, 2010). South Africa’s statistics on past recorded disaster events from the eighties to the present, show the same increased trend in the loss of property and human capital. For example, in South Africa, the period from 1980 to 2010 recorded 77 disaster strikes with a total of 1869 people being killed and negatively affecting 18 million livelihoods nationwide (Humby, 2012). Given such high figures of casualties, the negative impact of disaster remains one of South Africa’s major challenges as it curtails sustainable development. It is against this background that the study embarked on an investigation to establish the effectiveness and efficiency of the City of Cape Town Metro Municipal local government’s approaches to disaster risks. The principal objective of the study was to determine the effectiveness and efficiency of the City of Cape Municipal Government in addressing the persistent disaster risks through a proper implementation of the core disaster principles of risk reduction, prevention and mitigation, as well as the post-disaster activities of preparedness, rehabilitation, response and recovery. The specific objectives of the study are: (i) to assess whether incorporating disaster risk management into the integrated developing plan (IDP) has the potential to mitigate or prevent disasters; (ii) to examine the extent to which the City of Cape Town can make use of the principle of co-operative governance and assistance in disaster risk management; and (iii) to evaluate the impact of public participation in disaster risk mitigation, prevention and reduction. The study employed an integrated approach to data gathering. Sources of data included government acts, policies, internet sources and journal articles were included. These sources were supplemented by individual interviews with disaster officials and community members. From the investigation, the study found that neither government nor the community can successfully manage to reduce, prevent or mitigate the impact of disasters. The study found out that collaboration between communities, and the government would help resolve the situation, with the private sectors taking a facilitative role than working separately. The study then emphasizes that a collaborative approach by different stakeholders would work well only if public participation and co-operative governance are institutionalised in the various sectors of the City of Cape Town.

Masters in Public Administration - MPA / The study is based on intergovernmental fiscal relations in South Africa. The focus area is on the current fiscal arrangements. The equitable sharing of nationally collected revenue - the manner in which finances are transferred from central to sub-national governments; vertical and horizontal division, conditional grants are explored. Sub national governments' fiscal capacity; their tax base and borrowing powers are also examined. Various legislation, institutions and structures as well as practices in the intergovernmental fiscal system are explored in order to evaluate the effectiveness and efficacy of the emerging fiscal system. Historical developments of intergovernmental financial relations in South Africa are explored in order to explain why certain things in the current fiscal system are done and others not; where other practices originated and what prompted the current system. Cooperative governance is discussed, as fiscal arrangements are impossible if the three spheres of government do not co-ordinate their functions and Legislation. The study employs both the qualitative and quantitative method of data collection, including secondary sources, which comprise library books, journal articles, policy documents and newspapers and news bulletins. Primary sources used, are interviews with personnel from the Financial and Fiscal Commission, provincial and local governments as well as members of the general public. The study concludes th.at the emerging intergovernmental fiscal system in South Africa is still in a state of flux, in the light of enabling legislation still outstanding and some institutions and structures. of promoting cooperative government lacking teeth, it will take a while for the system to reach a state where it could be declared effective and efficient

As cooperativas agrícolas são estruturas econômicas intermediárias que possibilitama criação de condições mais favoráveis de relacionamento com os mercados. Conforme Cook (1995), estas organizações apresentam direitos de propriedade difusos ou vagamente definidos acarretando em dificuldades de gestão e ineficiência econômica.A partir dos aspectos mencionados,esta dissertação propôs-se a analisar e discutir a existência do problema do horizonte e do carona em cooperativas de produtores de leite familiares do Rio Grande do Sul, cooperativas estas com perfil diferenciado das organizações analisadas por Cook (1995) e posteriormente por autores brasileiros. Para tanto, utilizou-se de uma amostra intencional não probabilística onde foram pesquisadas 2 cooperativas de produtores de leite familiares.Foram aplicados 31 roteiros de entrevistas semiestruturadas aos produtores de leite cooperados, funcionários e presidentes das organizações selecionadas para o estudo. As entrevistas foram realizadas no segundo semestre de 2016. Os resultados apontam que os produtores possuem uma visão de curto prazo quanto ao empreendimento, ou seja, os produtores não estão dispostos a assumir riscos na organização e estão mais preocupados com sua propriedade agrícola do que com a organização cooperativa. Com relação às estratégias usadas para minimizar estes problemas, constatou-se que estas se apresentam de maneira diferenciada das estratégias propostas por Cook (1995). Percebeu-se ainda que os respondentes não possuem clara percepção das estratégias que são usadas na organização. Além disso, os cooperados não possuem visão clara de seu papel dentro da organização, esta indefinição gera espaço para ações oportunistas prejudicando a gestão das cooperativas. Pode-se considerar que os problemas oriundos dos direitos de propriedade difusos interferem e podem gerar ineficiências na gestão das organizações cooperativas de produtores de leite familiares no estado do Rio Grande do Sul. <p>The study seeks to investigate the perceived lack of coordination, integration, and coherence among units of government as related to eGovernment. The nature of the study is qualitative with a focus on the use of eGovernment in the public sector and whether it can facilitate intergovernmental forums business processes in an effective and efficient manner. The scope of the study is confined to the intergovernmental fiscal system but focused on eGovernment, intergovernmental relations, and cooperative governance. The primary objective of the study is to explore the use of eGovernment whether it can facilitate, coordinate, and integrate intergovernmental relations. Some studies portray that there are challenges in the coordination of intergovernmental forums which have resulted into a disintegration of services. The study further investigates options that could mitigate these challenges through acknowledging the effective application of ICTs (eGovernment) in government services. The study has found that South Africa has a functioning system of intergovernmental which are not effectively coordinated in terms of engaging each other in matters of mutual interest. On the other hand, eGovernment promised to bring about cohesion and transparency when they are effectively employed. The study revealed that the application of eGovernment in the intergovernmental forums has the capability to improve their operations, respond to its ineffective coordination and improve delivery of services. In a nutshell, the study has found that there is a need for a radical planning outlook that recognises proper utilization of eGovernment in the intergovernmental forums to promote cooperative governance.</p>
