Bearing witness : an analysis of the reporting and the reception of news about distant suffering in the light of John Howard Yoder's work on witness

In this thesis I analyse the reporting and the reception of news about distant suffering in the light of John Howard Yoder‘s work on witness. Studies of news reporting about foreign wars, genocide and disasters commonly conclude that the practice of bearing witness to distant suffering contributes to a context where both journalists and spectators appear to have limited moral agency. I argue that the practice of bearing witness has ethical significance for those actively engaged in bearing witnessing. In his work on Christian witness, Yoder demonstrates how witness can be understood as a method for moral reasoning. I assert that Yoder‘s argument presents a fruitful approach for interdisciplinary consideration of the ethical significance found in the practice of bearing witness to distant human suffering. In chapter one, I lay the foundation of my investigation into the ethical agency involved in bearing witness. John Howard Yoder‘s theological approach to social ethics provides that foundation. Central to Yoder‘s claim that witness is a form of ethics, is the premise that presence testifies. Yoder calls this the 'phenomenology of social witness‘. Yoder‘s work opens new ways in which to ask questions about the practice of bearing witness as a form of social ethics. It is from this foundation that I begin to ask questions about the news media practice of bearing witness to distant suffering, the subject of chapter two. Media practices are social practices that involve a dense interaction of many layers of society. In the media practice of witnessing distant suffering, governments, charities, news media organisations, and audiences are all involved in what I call the social formation of the Global Samaritan. The foundational work on Yoder in chapter one allows me to ask the question: How is the Global Samaritan a presence, and to what does this presence testify? In chapters three and four, I focus on two of the prominent groups which contribute to the formation of the Global Samaritan: audiences and foreign correspondents. News audiences as moral agents already seem a problem for Yoder‘s claim that presence testifies. Do audiences who bear witness to distant suffering have moral agency? How can the amorphous and fleeting presence of television, internet, or twitter audiences testify? In the chapter on audiences, the initial claim regarding presence makes for an important investigation into how audiences can potentially move beyond mere spectatorship and towards participation in care for the suffering. Foreign correspondents bearing witness to distant suffering do not face the same obstacles to testifying as audiences do. After all, foreign correspondents are often live, on-the-scene of extraordinary circumstances of suffering. The danger and risks foreign correspondents face in order to report live from scenes of devastation and disaster testify to the fact that the situation is indeed dangerous and causing suffering. Yoder‘s claim that presence testifies is a claim strongly paralleled within the tradition of investigative journalism. In chapter four, I investigate the ethical function of foreign correspondent presence. I consider the foreign correspondent‘s dual role as the proxy 'eyes and ears‘ of the public and the proxy voice for those without a voice. Through these two roles, I explore major concepts involved in the practice of investigative journalism. One prominent issue I explore is the tension between the principles of a liberal democratic press and the practice of frontline reporters live, on-the-scene of extraordinary and extreme situations. In the final chapter, chapter five, I focus on the experience of three frontline reporters bearing witness to human suffering. BBC [British Broadcasting Company] reporter John Simpson‘s reflections on his coverage of the beginning of the Iraq War illustrate the importance of bearing witness as involving real presence on location. Norwegian freelance reporter Ǻsne Seierstad‘s reflections on covering the Iraq War from Baghdad further contributes to the concept of 'being there‘ as central to bearing witness. Focus on Seierstad also furthers discussion on women reporters bearing witness to war. The third reporter I highlight is BBC reporter Fergal Keane. I focus on his reflections covering the Rwandan genocide to illustrate how the claim to bearing witness involves more than spectatorship, but often involves participation. I conclude with an analysis of the media practice of bearing witness, involving the range of reporter presence to the quasi-presence of the audience, in the light of John Howard Yoder‘s claim that bearing witness is a form of social ethics.

O objetivo geral deste trabalho é apresentar um modelo de implantação de serviços de correspondentes bancários em instituições financeiras, com foco na inclusão social e na rentabilidade. Partindo do levantamento de requisitos, baseado em levantamento bibliográfico e pesquisa junto a especialistas do sistema bancário, foi estabelecida uma sistemática para implantação desse serviço em uma instituição financeira. O trabalho é desmembrado em três artigos: O primeiro artigo apresenta um levantamento de experiências de serviços bancários para inclusão social por meio de uma revisão das publicações com o objetivo de entender as melhores estratégias e práticas utilizadas em experiências similares passiveis de aplicação no serviço de correspondentes bancários. Para essa pesquisa foi utilizado o método de revisão sistemática nas bases de Periódicos Capes, Plataforma Scielo e Google Acadêmico, com artigos publicados entre os anos de 1999 e 2013. O segundo artigo apresenta o levantamento e análise dos requisitos para o processo de implantação do serviço sob o ponto de vista dos correspondentes. Utiliza-se para a análise dos requisitos o método de QFD (Desdobramento da Função Qualidade). O terceiro artigo propõe a criação de um modelo para implantação de um novo serviço bancário. Nessa parte do trabalho foi utilizado como referência modelos para desenvolvimento de novos serviços. Como principais resultados destacam-se a identificação das estratégias utilizadas para correspondentes bancários, a economia financeira gerada na utilização deste canal de distribuição, a análise dos requisitos necessários para a implantação do modelo de negócios, os procedimentos necessários para a inclusão de novos serviços com a oportunidade de rentabilidade e atendendo questões de cunho social. Por fim, desenvolve-se um plano de implantação que pode servir de conhecimento para outras instituições bancárias que possuam os mesmos objetivos de lucratividade, bancarização e inclusão social. / The general objective of this paper is to present a model of deploying banking correspondents services in financial institutions, with a focus on social inclusion and profitability. Starting from the requirements survey based on literature and research with banking system experts, it was established a system for implementation of the service in a financial institution. The work is divided into three articles: the first article presents a gathering of experiences of banking services for social inclusion through a review of publications in order to understand the best strategies and practices used on similar experiences able to be used on banking correspondents services. For this research the method of systematic review was used in the foundations of Capes Periodicals, SciELO platform and Google Scholar, with articles published between the years of 1999 and 2013. The second article shows the gathering and analysis of the requirements for the service implementation process from the point of view of the correspondents. Is used for the requirements analysis the QFD (Quality Function Deployment) method. The third article proposes the creation of a model for implementation of a new banking service. As main results stands out the identification of the strategies used for banking correspondents, the financial economy in using this distribution channel, the analysis of the requirements needed for the business model, the procedures needed for the inclusion of new services with the opportunity of profitability and serving socially oriented issues. The Effects of the Correspondent Banking Network on the Real Economy

There is a longstanding academic debate regarding the role of financial networks. There is a tradeoff between improving the flow of funds and acting as a channel for contagion. This paper investigates the impact of banking networks on the real economy during the Great Depression. Building permit values are used as a proxy for real economic activity as implemented in previous research. A simple linear regression model estimated by ordinary least squares is used such that locational networks are differentiated from networks links to money centers and non-money centers. The results demonstrate that financial networks have both positive and negative effects on real economic activity and building permits. Positive network effects are observed when linkages to money centers are supported by strong locational networks.

Securing home and correspondent registrations in mobile IPv6 networks

The Mobile IPv6 (MIPv6) protocol enables mobile nodes (MNs) to remain connected to other correspondent nodes (CNs) while roaming the IPv6 Internet. Home and correspondent registrations are essential parts of the MIPv6 protocol, whereby MNs register their care-of addresses (CoAs) with their home agents (HAs) and with their CNs, respectively. Security provision for home and correspondent registrations is a fundamental part of the MIPv6 protocol and has been an open research issue since the early stages of the protocol.This thesis examines state-of-the-art protocols for securing home and correspondent registrations in MIPv6 networks. The strengths and weaknesses of these protocols are discussed. The investigation of these protocols leads to the proposal of an enhanced home registration protocol and a family of correspondent registration protocols. The Enhanced Home Registration (EHR) protocol extends the basic home registration protocol defined in MIPv6 to support the location authentication of MNs to their HAs. The EHR is based on novel ideas of segmenting the IPv6 address space, using a symmetric CGA-based technique for generating CoAs, and applying concurrent CoAs reachability tests. As a result, EHR is able to reduce the likelihood of a malicious MN being successful in luring an HA to flood a third party with useless packets using MIPv6. In addition, EHR enables HAs to help in correspondent registrations by confirming MNs' CoAs to CNs. Simulation studies of EHR have shown that it only introduces a marginal increase in the registration delay, but a significant increase in the signalling overhead as a cost of supporting the location authentication of MNs.The thesis also proposes a family of correspondent registration protocols. These protocols rely on the assistance of home networks to confirm the MNs' ownership of the claimed HoAs and CoAs. The protocols consist of three phases: a creation phase, an update phase and a deletion phase. Informal and formal protocol analyses have confirmed the protocols' correctness and satisfaction of the required security properties. The protocols have been simulated extensively and the results show that they produce lower registration delay and a reduction in the signalling overhead during update and deletion phases. This is at the cost of a varying increase, depending on the protocol variant, in the registration delay and signalling overhead during the creation phase.

O Brasil sediou dois megaeventos esportivos com repercussão global nos anos de 2014 e 2016: a Copa do Mundo FIFA e os Jogos Olímpicos. A grandeza de ambos, juntamente com uma série de acontecimentos políticos e econômicos relevantes, fez com que o país estivesse presente frequentemente no noticiário mundial. Tal cobertura jornalística foi realizada, em parte, por correspondentes estrangeiros fixados em território brasileiro. Esta dissertação teve por objetivo o estudo da atual conjuntura da profissão e a análise de conteúdo do material jornalístico produzido por correspondentes estrangeiros vivendo no Brasil durante os dois anos em questão. Foram estudados 214 textos publicados nos sites dos jornais The Washington Post, The Guardian e Clarín. O estudo extrapolou o âmbito esportivo e analisou as publicações independentemente do assunto tratado, com o objetivo de compreender o que foi escrito sobre o Brasil e quais mensagens foram propagadas internacionalmente a respeito do país / Brazil hosted two mega-events with global repercussion in 2014 and 2016: the FIFA World Cup and the Olympic Games. Their greatness, along with a series of relevant political and economic events, made the country frequently present on the world news. Such journalistic coverage was made, in part, by foreign correspondents established in Brazilian territory. This dissertation aimed to study the current situation of the occupation and to do a content analysis of the journalistic material produced by foreign correspondents living in Brazil during those two years. We studied 214 texts published on the websites of The Washington Post, The Guardian and Clarín. The study extrapolated the sporting scope and analyzed the publications independently of their subject, in order to understand what was written about Brazil and which messages were propagated internationally about the country.
