Development of Public Health Indicator Visualization Tool

As the public and government officials become aware of the impact of public health on communities, it is important that relevant public health statistics be available for decision making. Existing web resources have limited visualization options, cannot visually compare a county to all others in the US, and cannot compare the counties in an arbitrary region to all others in the US. The College of Public Health Indicator Visualization Tool (CPHIVT) is a web application providing visualization and ranking for a county in the US in comparison to all counties for a specific health indicator. An iterative development methodology was used to complete major features and refine the features over time. Features divided into small tasks that could be completed within two-week cycles. After the first version of the web application was completed and presented to the client, client feedback on the application was used to refine specifications and was incorporated into planning for future iterations. Iterative development was adopted with a focus on improving and expanding existing features and making the application publicly available online. A suite of automated user interface tests is being developed to verify the application’s functions. Making a complete version of the application publicly available involves significant research and software configuration to deploy the web application in a secure and performant manner. The web application has two major components corresponding to its two major user groups. The first component allows authenticated users from the Department of Public Health to upload and manage sets of data for various health indicators. Tools are included to automatically process uploaded data points. This allows the information presented on the web site to be expanded and kept up to date over time with minimal effort. The second component is accessible to anyone and allows a user to choose to a state or county with text search or hierarchical navigation. The application then provides graphical charts showing that location’s standing for various health indicators compared to all other counties nationally. This is accomplished by applying percentile rankings to the counties and plotting the percentiles against the values for a selected indicator. A user can save a generated chart to a variety of export formats including PNG image or PDF document. The application is expected to serve as a tool for many community members. Staff and students at the College of Public Health will use this tool for presentations and research. County health departments will be able to use the tool when planning community programs. County government leaders can use this tool to determine areas of need in the community. Decision makers will have the ability to visualize their county or region as compared to the nation, not just to neighboring counties or within a state.

Магистерской диссертация анализируются дискуссии в ООН по вопросу способов и методов стимулирования экономического развития стран, получивших независимость в ходе процессов деколонизации. Отношения между индустриально развитыми и освободившимися обострились на фоне биполярного противостояния. В работе характеризуется деятельность ООН в рамках декады развития, а также работа Конференции ООН по торговле и развитию (ЮНКДАД). Автор формулирует причины неудач и ограничений в деятельности ООН по стимулированию развития в 1950-1960-е гг. и обстановку зарождения инициативы Нового мирового экономического порядка, которая предусматривала слом существующей системы. Автор анализирует дискуссию о НМЭП на специальной сессии Генеральной Ассамблеи и на заседаниях Экономического и социального совета ООН, а также характеризует попытки реализации Хартии экономических прав и обязанностей государств. Опираясь на численное большинство, развивающиеся страны смогли в целом добиться принятия необходимых резолюций, однако развитые страны, обдающие экономическим влиянием, успешно блокировали их реализацию. С началом неолиберальных преобразований в США и странах Западной Европы проект НМЭП потерял свою актуальность. / The master's thesis gives an overview of the discussions at the UN on the issue of stimulating the economic development of countries that emerged due to the process of decolonization. Relations between the developed and the developing countries constantly deteriorated because of a bipolar confrontation. The first part of the work focuses on the activities of the United Nations in the framework of the UN development decade, as well as the initiatives of the UN Conference on Trade and Development (UNCTAD). The author formulates the reasons for the failures and limitations in the UN activities to stimulate development in the 1950s-1960s and the setting in which the New International Economic Order (INEO) initiative was born. The author analyzes the discussion about the INEO at a special session of the General Assembly and at meetings of the UN Economic and Social Council and also characterizes attempts to implement the UN Charter of Economic Rights and Duties of States. Due to the numerical majority, developing countries were able to generally achieve the adoption of the necessary resolutions, but developed countries, possessing economic influence, successfully blocked implementation of the INEO initiatives. Start of neoliberal transformations in the United States and Western Europe had led to the decline of interest to the INEO project.

Analysis of storm surge impacts on transportation systems in the Georgia coastal area

Many Climate Scientists believe that global warming will produce more extreme weather events such as tropical storms, hurricanes, intense rainfall, and flooding. These events are considered to be the most catastrophic natural events for transportation systems especially in coastal areas. Due to the severe damage from storm surge and flooding. Evaluating the magnitude of possible storm surges and their impacts on transportation systems in coastal areas is fundamental to developing adaptation plans and impact assessments to mitigate the damage. This thesis focuses on existing transportation systems in the Georgia coastal area that could be affected by several storm surges. An existing storm surge model is used to estimate the storm surges and the surge heights based on the category, direction, and forward speed of a storm. The ground elevation of the ports, interstates, state roads, railroads, and the principal airports on the Georgia coast are identified through a GIS analysis using the national elevation data set. Having the storm surge elevation and the elevation of the existing infrastructure, a GIS study is performed to identify those parts of the transportation system that will be affected by each type of storm giving results such as the length or sections of transportation assets under or above the surge elevation. A literature review of storm surge, rising sea levels, and their impacts on coastal bridges, roads, airports, ports, and railroads is presented in the thesis. Also, a description of the software used to analyze and estimate the impacts of climate change on transportation systems is described.
