Gendering Crisis Management : Examining the Role of Gender in the Report of The Parliamentary Committee on Crisis Management

The aim of this study is to gain an understanding of how gender is discussed in the context of Finnish crisis management. By utilizing the report of the Parliamentary Committee on Crisis Management as a single case study, the study seeks to examine if and how the report embodies elements of liberal feminism in its discussion on gender. Since this study is based upon liberal feminism, specific coding was applied to identify those parts of the report that discuss gender, with each coding category deriving from liberal feminist philosophy. The findings of this study suggest that the discussion on gender in the context of Finnish crisis management is strongly focused on women and especially, efforts to strengthen the presence of female experts in crisis management operations. By highlighting the need to strengthen equal gender distribution among experts employed to crisis management operations, the report embodies several liberal feminist values, such as achieving gender equality. However, as the report only discusses gender in terms of women and girls, it excludes both men and boys. Based on these findings, this study argues that the way the report embodies liberal feminist thinking is potentially problematic since its discussion on gender does not consider men and women to an equal extent.

What should be the relationship between the National Guard and United States Northern Command in civil support operations following catastrophic events

CHDS State/Local / Military civil support operations following Hurricane Katrina revealed a compelling need for improving the command and control arrangements between the National Guard, operating in Title 32 status subordinate to the governors, and U.S. Northern Command (USNORTHCOM) who controlled all of the assigned Title 10 active duty forces subordinate to the President. This details the three mutually exclusive duty statuses of the National Guard, reviews the statutory, strategy and policy environment, and examines the joint military doctrine that covers civil support. It describes the three potential command and control models with their strengths and weaknesses. There is a detailed analysis of the USNORTHCOMS's Defense Support of Civil Authority concept plan with recommended enhancements. The paper concludes that the command and control arrangement is situationally dependent and provides considerations for the commander. There is no directive authority that compels the National Guard to work with U.S. Northern Command. However, there are mutual benefits to working in partnership to create the coordination and communication model organization and procedures for future civil support operations that include the National Guard and USNORTHCOM. CHDS State/Local / Historically, the American governance system, divided into federal, state and local jurisdictions, does not provide a natural vehicle for discussing public policy issues from a regional, multi-jurisdictional perspective. The autonomy of local jurisdictions and competing priorities within and among them makes regional coordination difficult. Efforts that seek to overcome these challenges to coordinate regionally must take into account the different operational structures and civic traditions of states and municipalities. The establishment of a Homeland Security Regional Structure will support the DHS mission of leading a unified national effort to secure America. The homeland security regions will enhance the national effort to prepare for threats and hazards to the nation. The regional structure will move DHS support closer to state, and local governments that have been overwhelmed by new requirements for homeland security within their jurisdictions. Approved for public release; distribution is unlimited / The aim of the thesis is to analyze India's nuclear weapons command and control system as it has evolved since the nation's 1998 nuclear weapons tests. The small size of India's nuclear weapons arsenal does not imply that its command and control structure is simple. It requires the same infrastructure, capabilities, and operating systems possessed by countries with larger arsenals of nuclear weapons, though perhaps on a smaller scale. A small arsenal is easier to control than a large one, but it is still vulnerable to attack, and hence the issue of command and control becomes more complex. India's No-First-Use (NFU) policy states that its nuclear weapons will only be used in retaliation against a nuclear attack on Indian territory or on Indian forces anywhere. India's NFU policy makes the command and control of its nuclear weapons look simple, affordable, and easy to implement, but this policy must be examined through the prism of peacetime, crisis, and wartime situations. The smooth transition from peacetime to crisis and, if required, to wartime demands a robust command and control system. This thesis examines the requirements of such a system and provides recommendations for a command and control structure for Indian nuclear operations. The thesis investigates the U.S. command and control system and uses it as a model for a suitable option for India. While NFU has many challenges, it can be effective, provided that India adopts an operational capability of Launch After Attack (LAA), which would require a significant upgrade of command and control structure and procedures. In particular, the thesis demonstrates the role that civilians and military personnel can play to strengthen "minimum credible deterrence" within the established financial, political, and strategic parameters of India. / Outstanding Thesis

CHDS State/Local / Hurricane Katrina highlighted serious deficiencies in America's national approach to emergency management of Incidents of National Significance (IoNS). Although Homeland Security Presidential Directive Five identifies a broad, unified effort to respond to domestic incidents, barriers to the achievement of this goal exist in our culture, policies and processes. When viewing our national response from the perspective of network theory and knowledge management, specific gaps are identified in doctrine, organizational composition and technological capability. An agenda for change to the National Response Plan and National Incident Management System should integrate the strengths of the network design and address the critical role that knowledge plays in shaping response efforts at all levels. A comprehensive strategy to change the culture and approach of our response community includes streamlining organizational roles of the Unified Command and local Emergency Operations Centers, expanding the Unified Command to include the private sector and NGOs as equal partners, implementing a Knowledge Management Annex to the National Response Plan and deploying a mesh network communications system as part of the proactive federal response. / Commander, U.S. Coast Guard

In history of organizational management have crisis been an issue that has been trying to be solved for so long. A crisis can have so many faces, which makes it so hard to recognize. Crisis management is something that all deal with at some point. Which makes this area so interesting, because there is always room for improvement. That’s why the purpose of this thesis is to get more understanding on how crises can be described and what type of response they use in terms of the description. The thesis is a qualitative case study that will analyze several crises from the recent events of Kommunal.The results show huge variety of different crises Kommunal face but that they are mostly preventable and self-made. Making excuses and justify what actually happened are the most common responses for that. The results also show that Kommunal intend to choose many different ways to respond when a crisis has emerged instead of having one single strategy. / I historien av organisationsutveckling har kris varit en fråga som man har försökt att lösa allt för länge. En kris kan ha så många ansikten, vilket gör det så svårt att känna igen. Krishantering är något som alla behandlar någon gång. Vilket gör detta område så intressant, eftersom det alltid finns utrymme för förbättringar. Det är därför syftet med denna uppsats är att få mer kunskap om hur kriser kan beskrivas och vilken typ av åtgärd som de använder. Avhandlingen är en kvalitativ fallstudie som kommer att analysera flera olika kriser hos Kommunal.Resultaten visar stort utbud av olika kriser Kommunal möter men att de är oftast är möjliga att undvika på grund av att dem är skapade från egna misstag. Ursäkter och olika typer av förklaringar av vad som faktiskt hände är de vanligaste åtgärderna Kommunal använder. Resultaten visar också att Kommunal har för avsikt att välja många andra olika sätt att reagera och agera när en kris har uppstått i stället för att ha en enda strategi.
