This master's thesis Preparedness for Crisis Situations in Schools from the Teachers' Point of View deals with primary and secondary level education teachers' opinions on school safety and their experience with crisis situations in school. The main reserach matter is to carry out a survey based on questionnaires which ascertain the percentage of teachers who have had to intervene during crisis situations in their schools, find out which threats they consider most serious for their school, discover the teachers' opinion on security literacy and it's importance for their profession. Furthermore, this thesis stives to use the acquired data to design an informational poster targeted at school teachers which could help them get familiar with securiy relationships and contacts within and outside their school more easily. The theoretical part encompasses existing research on the topic of school safety in the Czech Republic and also selected foreign literature dealing with the subject. The primary method used in the theoretical part is study of scientific literature, professional journals and reliable on-line sources. La crise des finances publiques de 2008 a entrainé la multiplication de révélations publiques par les médias de comportements d'évitement de l'impôt. La mobilisation internationale démontre la limite d'une action juridique nationale.La présente thèse part du principe selon lequel la portée juridique de la fraude fiscale devient limitée et la répression pénale s'avère insuffisante. La politique publique menée est désormais axée sur la déviance fiscale qui est une notion plus extensive et représentative de la réalité du phénomène de contournement des prélèvements obligatoires. Les mesures adoptées pour lutter contre les montages fiscaux concourent au rendement budgétaire en raison de l'enjeu du comblement des déficits publics.La thèse repose donc sur la démonstration de la difficulté de détermination même des comportements répréhensibles et sur la limite de la répression pénale. Cette partie a pour point de départ la difficulté d'appréhension des textes et la faiblesse des poursuites pénales. Elle s'appuie sur les textes les statistiques, et les révélations des organisations privées.Ensuite, la démonstration de l'importance du recouvrement qui se manifeste par l'organisation de la rapidité du paiement de l'impôt et la limitation des actions contentieuses.Cette partie s'appuie plus sur les témoignages des agents, magistrats, associations. / The public finance crisis of 2008 led to a proliferation of public revelations by the media of tax avoidance behavior. International mobilization demonstrates the limit of national legal action.This thesis proceeds from the principle that the legal scope of tax evasion becomes limited and penal repression is insufficient. Public policy is now focused on tax deviance, which is a broader notion and representative of the reality of the phenomenon of circumvention of mandatory levies. Measures adopted to combat fiscal arrangements contribute to budgetary performance because of the challenge of filling public deficits.The thesis is therefore based on the demonstration of the difficulty of determining even reprehensible behavior and on the limit of penal repression. This part begins with the difficulty of apprehending the texts and the weakness of the criminal prosecution. It relies on statistical texts, and revelations from private organizations.Second, the demonstration of the importance of recovery, which is manifested by the organization of the speed of payment of the tax and the limitation of contentious actions. This part relies more on the testimonies of agents, judges, associations.

“Nothing is sure in a sea fight” : a study of the improvisational act as a necessary way to answer crisis situations when being a managerAklil, Bruno, Lalet, Benoit January 2009 (has links)
<p>Purpose</p><p>To study how improvisation allows a crisis manager to answer the crisis when it has occurred, and how the improvisational act and the environment are linked. Methodology/ApproachFirst, we led research on the concepts of crisis, crisis management and improvisation. We were able to distinguish two major characteristics of the crisis situation – uncertainty and time pressure – as well as two moments in crisis response – containment and recovery. In parallel, we studied improvisation. The improvisation act intervenes when one realizes the environment conditions, reduces the gap between thinking the action and executing the action, and increases the speed of his actual action. Also, we identified that improvisation was expressed through the use of creativity, bricolage and intuition. At last, some authors developed levels of improvisation whether based on creativity levels or on the distance between the way one acts and the procedures, the normal ways to act. From this literature review, we were able to highlight two research propositions: Proposition 1: As soon as a situation enters a crisis phase, improvisation is used. Proposition 2: The way and the extent to improvise depend on the extent of time-pressure and uncertainty.Our belief in a mainly subjective conception of reality and of our knowledge and the fact we could use enough existing knowledge to enunciate propositions led us to have a semi-inductive research approach and a qualitative strategy. Our data were collected by using recorded semi-structured interviews. Our sample was constituted of managers specialized in the management of a crisis – surgeons and high mountain rescuers.</p><p>Findings</p><p>Our data analysis allowed us to confirm the research propositions. Crisis managers improvise when responding to a crisis by being creative, aware and adaptable to the environment conditions, and by having quick decision-making processes. Their improvisation levels are dependent on the situation uncertainty/novelty levels. In fact, we could identify a “mirror effect”: the level of improvisation increases as uncertainty increases.</p><p>Limitations</p><p>Some points are factors of the limitation of this research. These limitations are essentially linked to a reduced transdisciplinary approach. The topic of this research deserves a larger sample of interviewees in order to improve the relevance of our findings and their capacity to be generalized.</p><p>Originality/Value</p><p>The value of this study comes from the relevance of the investigated fields – fields with recurrent crisis management – and from the experience of their interviewed members. This research was also led with philosophical considerations materialized by a transdisciplinary approach. Indeed, we interviewed persons from fields outside business management.</p>

In my thesis I focus on the issue of death in relation to helping the bereaved, especial when they are children. I would like to show how children perceive the death of a loved one and how does this crisis situation project into their school life. As a College of Education student I am interested in how does this matter penetrate inside the school environment, whether it is included in the content of classwork and how is it accepted by the pupils. From my position of a starting teacher I would like to find out, by means of this thesis, whether there are any practices on how to treat a pupil who finds himself in this uneasy situation. This is a very timely topic, however it is often concealed and tabooed. From my point of view we should talk about death more, the topic of death should get more into the awareness of the pupils, because not only happy moment are a part of our lives, unfortunately there are also misery and sadness.

Narušení zákonnosti ČR cizinci - migrační vlna velkého rozsahu / Law breaking by foreigners in Czech republic - the migration flow of large extent.ŠKOLKA, Michael January 2012 (has links)
In 2004, the ČR joined the European Union and in 2007 joined the Schengen area. These two historic moments were the reason for creation of legislative changes, which mainly relates to the protection of external borders of the state, public order in the ČR and the introduction of various laws and directives governing the movement of goods, among other things and stay of foreigners in the ČR. Part of the strategy to ensure public order in the Republic is among other type plan "large-scale migration wave." It is important to note that the accession to the Schengen area was to abolish national border crossings and it is now possible the free movementofpersons, includingforeigners. ČR has become a country that has the inner land borders and outer boundaries is only at international airports. Although this fact has brought for the citizens of ČRfor example great ease when traveling, but there is a large open space for international crimes, which are undoubtedly related to illegal migration and smuggling, human trafficking, narcotics and weapons. Based on the above fact, the conclusion is sufficiently justified that type plan ?wave of large-scale migration? currently has its real foundation and there is a risk that the migration wave of foreigners can come to the ČR. This assumption is supported by research of migratory flows to Europe and to the ČR, it is also influenced by the unstable political situation in African and Asian countries. This plan type governs the procedures and schedule the activities of government ministries, regional authorities and municipalities. Many tasks are performed by the Ministry of Interior, particularly the Department of Asylum and Migration Policy, and police components, particularly the Alien Police Service is currently the Foreign Police Departments included in the structure of the Regional Directorate of Police. There has been a major reorganization from 1. 1. 2011, whose components fulfill the tasks of this type plan. Until now hasn´t been established police departments that would assume the tasks after the Alien Police Service, and therefore will be created the draft update of this plan on my part.

Krizová intervence u sebevražd / Suicide Crisis InterventionLegner, Lukáš January 2013 (has links)
The diploma thesis is dedicated to suicide crisis intervention. The aim of this study was to determine what happens in crisis intervention with a suicide and what are the experiences of intervents that are members of the Czech national emergency system. The theoretical part is divided into three parts. The first chapter describes a crisis and a crisis help, including the psychological first aid and the crisis intervention. The second chapter describes suicidality in a wider context and chosen theories and suicidal risks are introduced. In the third part, possibilities of a suicide crisis intervention providing and recommended methods are discused. The empirical part is based on qualitative methodology. Semi-structured interviews were undertaken with 12 respondents, members of the national emergency system, investigating their experiences in the filed suicide crisis intervention. The interviews were analyzed by IPA methodology. The results are properly described and afterwards discussed with the available literature. Every day, the people can encounter a danger, which represents for them unexpected situations, such as various catastrophes, natural disasters, traffic accidents, or disasters accompanied by hazardous substances leakage. The emergence of crisis situations is mostly fast, unexpected, and in most cases these situations can't be averted before they hit. To alleviate the aftermaths of extraordinary events or crisis situations, the population preparedness is essential, mostly for them to know how to behave in such situations and help themselves and their close ones. The aim of the thesis was to find out the level of the preparedness of the residents of České Budějovice to survive a crisis situation and then compare the individual age categories. The level of preparedness was found out by a questionnaires and the results were then evaluated by the means of descriptive and mathematical statistics. The questionnaire consisted of 25 questions, 16 of those questions were subjects to a statistical inquiry. The research set was formed of 466 residents of České Budějovice, who were then divided into individual age categories. The evaluation of the stated hypotheses was achieved mainly by the means of descriptive and mathematical statistics. The first hypothesis, claiming that the residents of České Budějovice are prepared for surviving a crisis situation, couldn't be accepted, because from the results of the statistical inquiry is apparent, that the preparedness of the residents is on a low level. However, the least prepared are residents aged 35 years and less, so the second hypothesis could be accepted. This master thesis can serve as a study material, which could be useful for further research in the field of preparedness of the residents of České Budějovice for an extraordinary event or crisis situation.

Spolupráce orgánů krizového řízení územních samosprávných celků a nestátních neziskových organizací při řešení mimořádných událostí / The cooperation between emergency management authorities in territorial self-governing units and non-governmental non-profit organisations addressing major emergenciesMIKEŠOVÁ, Věra January 2019 (has links)
Nowadays, more and more major emergencies of natural or anthropogenic origin are occurring, which often become crisis situations. Crisis management is set up to deal with these events and has the task of providing comprehensive preparation for their management. In recent years, crisis management authorities have been using non-governmental non-profit organizations to work together to contribute to crisis management, particularly in the provision of humanitarian assistance to the affected population. The diploma thesis focuses on crisis management authorities of territorial self-governing units and on non-governmental non-profit organizations, which are part of the South Bohemian Region Panel, which is a free association of participants and is established for the purpose of their coordination in providing forces, resources and activities to the South Bohemian Region in dealing with major emergencies and crisis situations. The aim of the thesis is to analyse the possibilities of cooperation between crisis management authorities and non-governmental non-profit organizations operating in the South Bohemian Region in deploying the forces and resources needed to deal with emergencies and crisis situations and cooperation of the above mentioned entities during the floods in 2013. In order to achieve the determined objective and obtain objective results, quantitative research was applied, using a questionnaire survey. It was applied to crisis management personnel of the municipality with extended powers within the South Bohemian Region. Furthermore, a qualitative research was conducted in the form of a controlled interview with representatives of non-governmental non-profit organizations who are members of the Panel of the South Bohemian Region. The information obtained from the non-profit organizations and the evaluation of the questionnaire survey from the crisis management personnel show that the research questions are answered positively, i.e. the cooperation between the above-mentioned entities worked without major problems in 2013. The crisis management authorities used assistance from non-governmental non-profit organizations to a greater extent in monitoring the situation, material assistance and manual assistance, to a lesser extent financial and psychosocial assistance. Thanks to the experience gained by the above-mentioned entities during the floods in 2013, but especially during previous major emergencies or crisis situations, there is a constant development in the area of cooperation between them. In order to improve mutual cooperation, there are training sessions, meetings and exercises organized by the South Bohemian Region, integrated rescue system units, non-profit organizations as well as crisis management personnel of the municipality with extended powers. The results of the analysis of the thesis can serve as a basis for increasing the efficiency and improving the cooperation in deploying forces and resources by crisis management authorities and non-governmental non-profit organizations, as well as study material.
