Role obstrukčního jednání v českém legislativním systémů / The role of obstructions in the Czech legislative system

Sedláček, Martin January 2017 (has links)
The main goal of this thesis is to describe the use of obstruction mechanisms in the Czech legislative system, where in the Chamber of Deputies of the Parliament of the Czech Republic, as key legislative institutions of the parliamentary system, has been making massive damages in the form of blocking the negotiation of draft laws for many years. The reasons that led to the Rules of Procedure of the Chamber of Deputies permitting the existence of this phenomenon are not quite obvious, but they are an integral part of the parliamentary culture of our country, which existence is mainly used by the legislative minority. Even though the Rules of Procedure have a clear wording, which allow the existence of obstructions, their use is often considered as unconstitutional, as their use often exceeds the affordable limit. The main objective of this theses is to introduce to the reader all the instruments that help to obstructions and subsequently to show their use in practice during the meetings of the Chamber of Deputies within the last three parliamentary term, including the period in progress.

Power, civil society and contentious politics in post communist Europe

Cruickshank, Neil A. January 2008 (has links)
This dissertation examines how contentious collective action in two post communist states, Poland and the Czech Republic, has broadened to include European and international actors. It identifies the emergence of new opportunities for contention brought about by recent episodes of institutional change, specifically EU accession, and questions how they benefit materially or politically weak NGOs. With the intention of determining how three interrelated processes, democratization, Europeanization and internationalization, affect the nature and scope of contentious politics, this dissertation carries out an investigation of several concrete episodes of political mobilization and contention. As shown these 'contentious events' involved a myriad of national, European and international actors, mobilizing to challenge national policy. Data from NGO questionnaires, interviews and newswire/newspaper archives are used to discern the nature and scope of contentious collective action. This dissertation assesses the extent to which transnationalization of advocacy politics has disrupted existing power arrangements at the national level between NGOs and government. Hypothesizing that European Union accession in 2004 changed the nature and scope of contentious collective action in post communist Europe, this dissertation undertakes a comparative empirical examination of three sectors, environment, women and Roma, and twenty-nine representative NGOs. My research identifies three important developments in the Polish and Czech nonprofit sector: first, European advocacy networks and institutions are helping national NGOs overcome power disparities at the national level; second, issues once confined to national political space have acquired a European dimension, and; third, despite Europeanization, a few notable policy issues (i.e. reproductive rights, nuclear energy and domestic violence) remain firmly under national jurisdiction. This dissertation contributes to existing collective action/post communist scholarship in three ways. It applies established theories of contention/collective action to several recent episodes of political mobilization; it confirms that post accession institutional change does offer new political opportunity structures to national NGOs, and finally; it presents new empirical research on post communist collective action.

Právní a ekonomické aspekty přímých zahraničních investic a jejich historický vývoj / Legal and economic aspects of foreign direct investment and historical evolution

Merenda, David January 2011 (has links)
The aim of the present thesis is to introduce the topic of foreign direct investment (FDI) from the multiscience (multidiscipline) perspective. FDI is a phenomena that cuts across many fields of human activity. It is of major significance for the national economies and an important factor for the global economic growth. Although these characteristics of FDI are widely known today, it was not always the case in the past. Since the sixties, it has been a focus of deeper studies and an object of interest especially for the international organizations that supervise the global economy. As each socio-economic phenomena, the issue of FDI has its historical background and this thesis seeks to comprehend this subject and further tracks the emergence of the business climate and economical processes that show the characteristics of later defined FDI. The historical formation of FDI is related to qualitative and quantitative development of the phenomena, and to its temporal and geopolitical context. The thesis presents the most relevant factors and causes of the present state of FDI, and monitors the crucial moments of the elements contributing to the evolution of the international investment environment. A more detailed study is devoted to Central European countries, since their specific development after...

Rozšíření kočky divoké (Felis silvestris) v ČR / geomatické modelování a ekologický přístup / Distribution of wildcat (Felis silvestris) in Czech Republic / geomatic modelling and ecological approach

Pospíšková, Jana January 2015 (has links)
Population of the European wildcat (Felis silvestris) are slowly recovering after a severe decline in the 18th century. The wildcat was a rare species already on the beginning of 19th century on the territory of Czech Republic. During the 20th century the species was considered to be extinct and the scarce records to be individuals dispersed from Carpathian or West-European population. Furthermore there was lack of evidence to this observations. With the expansion of photo monitoring methods, there comes pictures of wildcats from the Beskid Mountains, Bohemian Forest, The upper Palatine Forest and Doupov mountains. After more than 60 years there is finely a proof for the presence of wildcats in Czech Republic. To understand its space requirements and dispersion context, and to know if there is a place for wildcats to live in Czech Republic, we made a habitat model in ArcGIS. This rule-based model works with attributes like land cover type, duration of snow cover, aspect and the vertical heterogeneity of terrain. The model was applied also for Slovakia, because the evaluation data only comes from Slovakia. We found out that the occurence of wildcats in the model territory relate to broad-leaf forests, duration of snow cover (>20cm) not exceeding 50 days and the southern exposure. In Czech Republic there is...
