Cieľom tejto práce je navrhnúť platformu na spracovanie a preskúmavanie blockchainu vybraných kryptomien pri použití IPFS. Na riešenie tohoto problému bolo potrobné navrhnúť vlastný decentralizovaný a distribuovaný databázový systém, ktorý podporuje pokročilé dotazy. Vytvorené riešenie poskytuje prehľadné grafické užívateľské rozhranie, ktoré slúži na vizualizáciu dát a taktiež API, vďaka ktorému sa dá systém jednoducho napojiť na iné aplikácie. Prínosom tejto práce je nový pohľad na zpracovávanie blockchainu čo otvára nové možnosti v~jeho prehľadávaní.

A critical study of the implementation of the education decentralisation process and its effect on secondary schools in Botswana: a case of the South Central region

ABSTRACT This study examines the implementation of the education decentralisation process and its effect on secondary schools in Botswana in the case of the South Central Region. This topic was chosen against the wide-scale adoption by African countries of the international policy of educational decentralization, which takes different forms in different purposes. Literature on decentralization and school monitoring and support was consulted as well as evidence from different African countries. The study uses a qualitative approach and case study of a region to collect data through interviews and document analysis. Purposive sampling was used to select participants from the Ministry of Education headquarters, national Secondary Education Department and the South Central Region Office. Six Secondary Schools were sampled for the purpose of illustrating the impact of the regional administrative decentralization on different kinds of schools. The research findings reveal that Botswana has adopted the particular form of regional administrative decentralization for the purpose of administrative efficiency and the improvement of its school monitoring and support functions. The study revealed that some benefits, such as speedier response to teachers’ welfare matters, facilitation of distribution of resources in particular, learner- support materials and teachers, did occur. However, contrary to expectations, it surfaced that the process was ridden with more problems than solutions, mainly because many of the preconditions necessary for effective administrative decentralization were not present. For example, there was a lack of common understanding of the form and extent of decentralisation, human and other resources, role clarity and proper accountability lines, resulting in duplication of effort and tension between the regional and national offices as well as misaligned decentralization functions within the education bureaucracy. The main recommendations of the study are that the Ministry of Education should revisit the strategy to take on board and empower the regions to effectively execute their mandate of monitoring and supporting secondary schools in their jurisdiction. This will require increased capacity and resources as well as strategic leadership on behalf of the region.

Realizing the Right to Education: An Evaluation of Education Policy in Six States of India

The Right of Children to Free and Compulsory Education Act is India’s most recent national-level policy in pursuit of universalizing elementary education. While some states have been successful at increasing the number of students who attend school, reducing dropout rates, and reducing the rates of out of school children, others are still struggling to make progress. The states that are successful are surprising in some instances because they are not particularly wealthy, they have large rural populations, and some face larger socio-political issues. This thesis finds that the states succeeding in meeting RTE goals are not always the states that are the best at implementing RTE norms. States are often successful when they violate the RTE norms in order to suit their communities’ educational needs. States are also successful when they introduce child welfare policies outside of education in order to address external issues that prevent children from attending school.

The study explored the condition of local governance by examining the status of the facets that underpin local governance namely participation, transparency and accountability, gender equity and efficiency. It highlighted dilemmas associated with implementing decentralisation in areas where there are no functioning local institutions and where tendencies of centralisation still loom large.

Financing peace : Examining the effects of economic decentralization within territorial power sharing arrangements

The empirical evidence and the academic literature point to the opposed directions on the capability of the territorial arrangements to extenuate conflict in ethnically divided and civil war-worn countries. Little is known about the diverse capacities of the territorial power sharing arrangements in diminishing violence in the post-conflict societies. Therefore, this thesis aims to contribute to the field through studying the conditions under which territorial power sharing arrangements reduce violence in the post-conflict settings. I argue that a resumption of violence is less likely following territorial power sharing arrangements in cases where a relatively  high level of economic decentralization is provided for a subnational entity, as it allows the rebel groups to sustain their support base among key constituencies. To test the theoretical argument, a structured, focused comparison of territorial power sharing arrangements in Aceh province of Indonesia and Mindanao province of the Philippines is conducted. The empirical findings give support to the hypothesis in the expected direction. Aceh, where the resumption of violence did not occur, also was enjoying a relatively higher level of economic decentralization. While in ARMM, where the violence resumed after five years following the peace agreement, economic decentralization was relatively low. Nevertheless, the extended analysis reveals additional factors. Transformation of the rebel organization into the political parties and inclusive peace agreements potentially may have impact on the territorial power sharing arrangements’ capability to contain violence in the post conflict environments.

In this deliberately provocative position paper, we claim that ten years into Linked Data there are still (too?) many unresolved challenges towards arriving at a truly machine-readable and decentralized Web of data. We take a deeper look at the biomedical domain - currently, one of the most promising "adopters" of Linked Data - if we believe the ever-present "LOD cloud" diagram. Herein, we try to highlight and exemplify key technical and non-technical challenges to the success of LOD, and we outline potential solution strategies. We hope that this paper will serve as a discussion basis for a fresh start towards more actionable, truly decentralized Linked Data, and as a call to the community to join forces. / Series: Working Papers on Information Systems, Information Business and Operations
