Ping Tung county government leads the ¡§Blue Fin Tuna Festival¡¨ which takes the production culture to the high peak. Through the different festival¡¦s long term programs conducts by the government, various trades and professions are rising expand and development. These do help the civil life and local economic. ¡§Creative Culture Business¡¨ becomes the main strategy of global tourism, include the England, Australia, Denmark, Japan, China, Singapore, Finland and more countries even to legislate, the result is great. ¡§Culture Business¡¨¡Xthis term used by Taiwan since 1994, and that was the time when the Council for Culture Affair highly promoting the societies mass construction, and brought the idea to combine the culture and products in one, which connect with local character to excavate the development of products and helping solve the jobless problem. This attracts the focus of many.National plan for year 2008, ¡§Creative Culture Business¡¨ is the second plan on the list. Local culture business needs creative design, creative selling and creative managing. The government department drives the plan and regional people as the main body to take the responsibility, to initiate, to manage and get the benefit. Use local characteristic of literature and history, technic, natual resource as the base to build up the ¡§Creative Culture Business¡¨ The Art festival of England is the most famous and successful culture festival around the world. It has a long history tradition, human art, and injecting the new creative idea to keep the activity so long. Which last 57 years. So we take it as a case study to find out the ways of successful. Pingtung county government promotes the Kenting Wind Chimes Festival as the culture activity, the feed back from the tourism business: ¡§What amazing! The tourism business culture activity starts from purely fictitious.¡¨ Before from October to March is the low season of Heng Chung area because the strong wind blow from the mountain, but now, through the culture activity, this area become very popular and brought out the business of making wind chimes. We took last tow years Kenting Wind Chimes Festival experience as a case study and do some detail analyzing through the survey in order to find out how the activity satisfy the local development and provide some references to help future activity. The Effect of Transition on Operation of Kaohsiung Port with Their Development Strategy

Summary Taiwan is an island country. Its economic structure highly relies on the economy of the foreign trade demand. The goods of foreign trade mainly are transported by the sea. So the development of the ports has a great impact on the competitiveness of the entire country. With the trend of containerization and shipping maximization in the international ocean shipping market in recent years, every harbor faces competitions among domestic ports and challenges from neighboring foreign ports at the same time. Although the superior geographical location and the wonderful natural condition of Kaohsiung Port once made Kaohsiung the third largest container harbor in the world, it faces severe competitions from Asian-Pacific ports and the new ports in Mainland China, which have emerged in recent years. What¡¦s worse, because of the effect of the overall domestic economy and industrial structure, the ranking of Kaohsiung Port has been on the downgrade continuously: ranked eighth in the world in 2007 and would be possibly even worse as predicted. Facing the above-mentioned enormous impact, Kaohsiung Port should consider and seek a solution urgently. So this research attempts to analyze the factors of the changes in the volume of goods being transported in Kaohsiung Port, and then frame a strategy for developing the port. The main content in the study includes discussions from three levels: internal condition, external environment condition and regional factors of the port, and the analysis focuses on four aspects: development, structure, efficiency and globalization. The findings of the study are: the factors resulting in the change in the volume of goods in Kaohsiung Port include the overall economic factors, the container quantity of the transit, the emergence of the continent ports, economic and trade environment, and industrial structure. The strategy for development proposed in this research include to improve the overall economic and trade environment, to boost the increase of the transit containers, to better the facilities of the port and the efficiency of work, to increase incomes from operation and accelerate development of the area, to put emphasis on the linking among ports, global investment and management, to get rid of the excessive attention to world ranking, to advance value added and to plan for port transformation. In addition, the result of study also shows that since the port entered the fourth generation, relying mainly on containerized transport in 1990, Kaohsiung Port has been transformed slowly with the influence of international economic cultural changes. Now the harbor no longer only emphasizes on transportation but also multi-development, which pays attention to the functions of information management and knowledge economy, so the fifth generation of the port is evolving progressively.

The research of development strategies of Virtual Community ¡V a case study of i-Partment

With the continuous development of Internet technology, the mode of website operation has become much closer to users. Various types of network operation appear constantly as Web2.0 technology becomes matured, and the shiniest one is Virtual Community. The early development patterns of virtual community were BBS systems, blogs and then the recent social network and micro-blogging(or microblog). Rheingold et al. scholars also believe that virtual communities have become new methods of interaction among people, and this developing pattern is inevitable. Although virtual community is developing rapidly, the relevant domestic literatures and researches on development strategy for virtual community are still very limited. Hence, this research aims to use a systematic way to collect literatures by which we can understand the development background of virtual communities, the operation pattern of virtual community, and how to create the value which between virtual community and Internet users. In addition, this research also chooses a representative case for deep analysis by which we can understand what is the business environment for virtual community in domestic, how to find a niche market to avoid direct contention with competitors when the resources are insufficient, and we can also explore the development strategy for the case and give future recommendations. In conclusion, this study found that virtual community has the following characteristics: website members are not only consumers but also producers, and they can strengthen the interaction features and deepen website users¡¦ preference. Moreover, by combining virtual and physical mode to create win-win situations, focusing on a niche market can create a higher identification among users. Finally, how to overcome the market differences will be the key to expand overseas markets.

An assessment of the Johannesburg's Human Development Strategy and its appropriateness in dealing with HIV/AIDS in informal settlements

When HIV/AIDS first emerged from the shadows decades ago, few people could visualise how the epidemic would evolve, and fewer still could describe with any certainty the best ways of combating it. Today, we know from experience that the impact of HIV/AIDS thrives in conditions of socio-economic vulnerability and inequity. We are witnessing how HIV/AIDS is devastating regions, widening the gap between the rich and the poor, pushing the already stigmatised groups further away and destroying the sustainability of communities and their development conditions. The burden lies on local governments, National as well as regional authorities to take a more proactive role in confronting the pandemic and to prioritise activities geared towards the prevention of the spread of the disease. To fight poverty is to promote human development thus broadening people’s choices. This research project assesses the current practices that Johannesburg government has taken as an appropriate strategy to fight HIV/AIDS in Informal Settlements using the Human Development Strategy. Assessing the appropriateness of Human Development Strategy, an Informal Settlement named Sol Plaatjies, which is situated in Region 5 of Johannesburg, is used as a case study. The appropriateness of this strategy is measured against its ability to reduce the effects that are brought about by the HIV/AIDS since this strategy has been implemented in Sol Plaatjies.

Thesis (M.Dev)--University of Limpopo, 2007. / This study is the first of its kind in the Limpopo Province, consequently, much of its literature focus on Strategic Planning in general. The researcher was motivated to undertake this study due to the manner in which departments were producing Strategic Plans. Different formats were used in departments, Strategic Planning was treated as an add-on activity to personnel, and there is also the lack of alignment and integration between the Strategic Plans and PGDS. The objective of the study is to asses the existing capacity of departments to perform Strategic Planning functions that will inform growth and development in the province; to asses the level of compliance with the Medium Term Strategic Framework; and to recommend strategies to enhance Strategic Planning capacity in departments, thereby ensuring alignment with PGDS. This study, thus examines the capacity of all departments, including the Office of the Premier, to implement the objectives of the PGDS, with specific focus on the Strategic Plans, the type and number of human resources available to perform the duties of Strategic Planning. The researcher follows a qualitative approach. Questionnaires, which comprised both closed and open–ended questions, were e-mailed to 11 provincial department in Limpopo Province and the target respondents were planners, Chief Financial Officers and workstudy officers. Discussions and interviews were conducted with Heads of Departments and Planners, respectively. The results from the SPSS reconciled with the qualitative analysis on open-ended questions show that there is limited planning capacity in the majority of provincial departments in the Limpopo Province. Followinf the year of 1991, with the extensive application in the military field of new and high technology, focusing on information technology, it is a common choice for main countries in the world to build an Informationization army to promote the ability to win an information war in the future. Military information construction has already become the focus topic of military theory innovation and military practice and also an important observation indicator to assess national defense construction and military strength development all over the world. Under this background, Jiang Zemin proposed a national defence and military modernization cross-centennial ¡§three step¡¨ development strategy to promote military information construction in an all-round way and hope to build up an information-based army in 2050. The construction achievement of the first step strategy from 1991 to 2010 is a key factor to the success or failure of PLA building up an Informationization army in 2050. The main study focus and range of this dissertation is PRC's first step national defence and military modernization construction based on cross-centennial ¡§three steps¡¨ development strategy. By studying military thinking logic and law building, including fighting, building, training, we are going to observe and understand the military information construction outcome from 1991 to 2010 of PRC and assess and analyze the prospect of PLA military information construction, the domestic and foreign challenge that they may face, and its impacts on surrounding countries.

Since Taiwan joined the WTO (World Trade Organization), Taiwan¡¦s agriculture confronted with great challenges. Taiwan government plans for the fishery into three expanded directions. Those are traditional fishery, breed fishery, and recreation fishery. Recreational fishery offers a wide range of recreations, including pond angling, touring of the sea bottom, and various types of sport fishing such as trolling and angling. The ¡¥Blue High Way¡¦ is a kind of the recreation fisheries. The ¡¥Blue High Way¡¦ in Dan-shui is the first line across Taipei country, Ji-long, Yi-lan, and Hua-lian. This dissertation will discuss the sustainable development strategies for the Dan-shui blue high way. This dissertation uses the dominant-less dominant design method. The qualitative data will be taken as the main result, and the quantitative data will be an auxiliary to the main result. The qualitative data were be collected by visiting government official, blue high way businessmen, residenters, and sightseers. The quantitative data derived from mail questionnaire that use the Delphi Method.

Hosting mega events such as athletics and international exposition can brought huge tour business opportunities for the city and also accelerated constructing a modern infrastructure, even promoted a city rank into international fine reputation. Kaohsiung City becomes a host city of world games 2009 luckily which giving the city another transmutes the chance of growth. Kaohsiung City has natural condition to develop sightseeing and tourism, but attaches importance to industry and fishery development as principle over a long period of times. Although the development of light heavy industry has been bringing much employment opportunities for Kaohsiung City, the lack is molding tourism environment, modernizing city construction, internationalization, development of tourism support facilities and city cultural, and haven't had organization and programming of the tourism. The research first reviewed references including the strategic plans used in other countries and then proposed the important factors of tourism development and mega events. Next, it based on the proposal and used Delphi Method to achieve the common consensus of tourism strategy among the government, tourism industries, and the experts in order to develop the complete tourism strategy suitable for Kaohsiung City. The results reveal that the improvement in highest demand for the tourism in Kaohsiung is to integrate the service facilities, transportation services, and marketing individually and to establish cooperative relationship among them. In addition, the related tourism service systems should be well-qualified, enriched, and internationalized. It is also a crucial issue for Kaohsiung city to increase the amounts of visitors for overnight stay. Kaohsiung city government should cooperate with other nearby cities to develop local tour packages for attracting international tourists effectively.
