A study of the Dan-shui Blue High Way and it's sustainable development strategy

Since Taiwan joined the WTO (World Trade Organization), Taiwan¡¦s agriculture confronted with great challenges. Taiwan government plans for the fishery into three expanded directions. Those are traditional fishery, breed fishery, and recreation fishery. Recreational fishery offers a wide range of recreations, including pond angling, touring of the sea bottom, and various types of sport fishing such as trolling and angling. The ¡¥Blue High Way¡¦ is a kind of the recreation fisheries. The ¡¥Blue High Way¡¦ in Dan-shui is the first line across Taipei country, Ji-long, Yi-lan, and Hua-lian. This dissertation will discuss the sustainable development strategies for the Dan-shui blue high way. This dissertation uses the dominant-less dominant design method. The qualitative data will be taken as the main result, and the quantitative data will be an auxiliary to the main result. The qualitative data were be collected by visiting government official, blue high way businessmen, residenters, and sightseers. The quantitative data derived from mail questionnaire that use the Delphi Method.

Bakalauro baigiamajame darbe nagrinėjama Nacionalinės darnaus vystymosi strategijos įgyvendinimas institucinės dimensijos aspektu, remiantis Lietuvos hidrometeorologijos tarnybos prie Aplinkos ministerijos (toliau - LHMT) atvejo analize. Pagrindiniai darbe nagrinėjami probleminiai klausimai: Kokie yra Nacionalinės darnaus vystymosi strategijos ypatumai? Kokios yra institucinės Nacionalinės darnaus vystymosi strategijos įgyvendinimo prielaidos? Koks yra LHMT vaidmuo Nacionalinės darnaus vystymosi strategijos įgyvendinimo kontekste? Probleminiams klausimams atsakyti nagrinėjami darnaus vystymosi strategijos įgyvendinimo teoriniai aspektai, kurie atskleidžiami apibūdinant darnaus vystymosi koncepciją viešojo valdymo kontekste bei identifikuojant strateginio valdymo vaidmenį jai. Taip pat probleminiams klausimams atsakyti buvo atliekamas Nacionalinės darnaus vystymosi strategijos įgyvendinimo institucinės dimensijos aspektu tyrimas. [toliau žr. visą tekstą] / Bachelor's thesis has investigated the implementation of the National Sustainable Development Strategy in the aspect of the institutional dimension based on the study of the case of the Lithuanian Hydro Meteorological Service under the Ministry of the Environment (LHMS). The main work dealt with problematic issues: What are the peculiarities of the National Sustainable Development Strategy? What are the preconditions for the implementation of the institutional National Sustainable Development Strategy? What is the role of the LHMS in the context of the National Sustainable Development Strategy implementation? To answer all the issues the theoretical aspects of the implementation of the sustainable development strategy are investigated and disclose the concept of sustainable development in the context of public management and identifying strategic management role for her. Also, to answer all the problematic questions the research of implementation of the National Sustainable Development Strategy in the aspect of institutional dimension was carried out. A sustainable agriculture strategy for Farm Frites in Belgium, Egypt, the Netherlands and Poland : A study on how to develop a strategy building method / En hållbar jordbruksstrategi för Farm Frites I Belgien, Egypten, Nederländerna och Polen : En studie i utvecklandet av en metodstrategi

The Corporate Agriculture division dealing with the procurement and growing of potatoes for Farm Frites in all production locations worldwide is in need of a strategy to initiate sustainable development. The scope of the project is limited to the activities in Belgium, Egypt, the Netherlands and Poland. A strategy for sustainable agriculture is developed, with goals and key performance indicators, and the methodology that led to this strategy is described as well. The methodology consists of seven steps, with an initial zero-measurement step. The zero- measurements is to describe the current status of sustainable agriculture (0), then the business priorities are identified (1), followed by setting of goals and key performance indicators (2). This leads to a strategy proposal (3), the strategy is then adopted by the general management (4), and integrated in the farming business operations (5). The progress on the strategy is reported on (6), and if need be, regularly revised and updated (7). The developed strategy on sustainable agriculture consists of four main strategic goals; Health and safety of workers first; Ensuring a safe and sustainable potato product; Using of farm inputs in the most responsible way; Sharing of best sustainable farming practices. The level of sustainable agriculture in Belgium and the Netherlands is more or less the same, where progress is made, mostly following requirements from laws and regulations. There are sustainable agriculture initiatives where best practices are shared. Sustainable agriculture in Poland is most advanced in the Farm Frites organisation, where Farm Frites Poland is actively collaborating with farmers to become more sustainable. Sustainable agriculture in Egypt has still a lot to improve, where the first priorities should be to follow and implement some basic good agriculture practices. The strategy building methodology of seven steps with an initial zero-measurement has been proved effective, resulting in a description of the level of sustainable agriculture and a strategy to further increase the sustainability of agriculture in Belgium, Egypt, the Netherlands and Poland. However, only steps zero till three have been carried out, and the strategy is still to be adopted (step four).

nÃo hà / O desenvolvimento socialmente sustentÃvel comeÃou a fazer parte dos programas governamentais cearenses quando, em 1995, o governo do Estado do Cearà elaborou e implementou seu Plano de Desenvolvimento SustentÃvel (PDS) que tinha como objetivo a melhoria na qualidade de vida com uma visÃo prospectiva para o ano 2020. Para alcanÃÃ-lo, contemplou os seguintes vetores que reuniria programas estruturantes direcionados ao alcance do desenvolvimento sustentÃvel: proteÃÃo ao meio ambiente; reordenamento do espaÃo; capacitaÃÃo da populaÃÃo; geraÃÃo de emprego e desenvolvimento sustentÃvel da economia; desenvolvimento cultural, cientÃfico, tÃcnico e inovador; e melhoria da gestÃo pÃblica. Dessa forma, essa pesquisa propÃe uma anÃlise, apÃs 14 anos da criaÃÃo do PDS. Para tanto, foram construÃdas, para os cento e oitenta e quatro municÃpios cearenses, matrizes de indicadores englobando quatro vetores: proteÃÃo ao meio ambiente; reordenamento do espaÃo; capacitaÃÃo da populaÃÃo; e geraÃÃo de emprego e desenvolvimento sustentÃvel da economia. In order to fulfill it, the government gathered the following programs branches toward the accomplishment of the sustainable development: protection of the environment; relocation of public area; improvement of the population proficiency; creation of jobs and cultural, scientific and technical development; sustainable development of the economics; and enhancement of public management. Considering all of that, this research aims at analyzing the SDS after 14 years since its creation. For that, indicating matrices, for the one hundred and eighty four counties from Ceara state have been developed, which comprises four vectors: environmental protection; relocation of public space; improvement of the population proficiency; and creation of jobs, as well as sustainable development of the economics. For better results, each indicating group was submitted to factorial analysis, being also developed four partial indexes, according to each one of the vectors. Right after that, grouping analysis was used to divide the counties into five classes: very good, good, fair, undesirable, and very undesirable according to their comparable characteristics. The sustainable development index was established throughout the averages taken from the four partial indexes mentioned above. Fortaleza and Maracanaà counties qualified as the most developed, while presenting the highest urban index, basic sanitation, education, access to public transportation and services, industrialization as well as the highest gross income per capita. It may be concluded, also, that 84,24% of the counties qualified as fair, undesirable and very undesirable, urging the adjustment or implementation of brand new programs concerning the environment, education, public health, home, and creation of jobs and income sources improving, thus, the developmental indexes

Dilemmas of China's Modernization: Population Problem and the Strategy of Sustainable Development.

By reexamining the process of China's modernization centered on its population in the past half century, this paper explores the grim situation of China's population, historical factors, the relationship between population, resources and environment. Also, focused on controlling the size and improving the quality of China's population, this paper discusses how China's population policy coordinates with the sustainable development strategy. Based on statistics and preliminary data released by the Chinese government and international organizations, this paper analyzes specific problems and implication found under the framework of Western modernization theory, and concludes that China faces a dilemma on population problem and the sustainable development of society: China cannot improve its socioeconomic status and retain growth in population. Both the lower quality and higher quantity of China's population are the major causes of the vicious cycle of "huge increase in population -- shortage of resources -- environmental degradation".

Darbo temos aktualumą lemia tai,kad neformalusis darnaus vystymosi švietimas vieno rajono savivaldybės lygmeniu dar mažai tyrinėtas. Kadangi pokyčiai visose gyvenimo srityse reikalauja atitinkamų išsilavinimo pkyčių, švietimo sistemos institucijos turi siekti naujos tiek formaliojo, tiek neformaliojo ugdymo kokybės.Darbo tikslas – išanalizuoti neformalų ugdymą Mažeikių rajono švietimo institucijose darnaus vystymosi kontekste. Nagrinėjama tema nėra kol kas teoriškai pakankamai pagrįsta: nėra tinkamos tyrimo metodikos, kuri leistų nustatyti neformaliojo ugdymo kokybę ir jo tiekėjų kompetenciją. Darbe bandoma pagrįsti neformaliojo ugdymo uždavinius, stiprybes ir galimybes ekonominio sunkmečio sąlygomis. Galiausiai išryškinamos silpniausios neformaliojo ugdymo sritys ir pabrėžiama, kad daug dalykų būtina pakeisti tam, kad netolimoje ateityje neformalusis švietimas taptų pripažinta visos švietimo sistemos sritimi. / The relevance of the work is determined by the fact that non-formal and proportional development of education has not been explored enough on the level of municipality of only one district. Since the changes in all spheres require variations of appropriate background, education institutions must aspire after new training of both formal and non-formal quality. The goal of the work is to investigate the process of informal education and to reveal the factors that determine its quality and expansion. Unfortunately, the analyzed theme is not motivated enough in the abstract: there are not any appropriate methodology of providing the research that enable to estimate the quality of informal training and the competence of its providers as well. Moreover, according to the circumstances of this economical crisis, the problems, positive sides and potentialities of non-formal training are attempted to validate in brief in this research. Finally, the weak areas of non-formal training are clearly defined and it is emphasized that plenty of things should be changed in purpose to admit that informal education must become an established part of all education system in the nearest future.

Baigiamojo darbo aktualumą lemia tai, kad kiekvienam iš mūsų turi rūpėti kaip mūsų žmonės ir valstybė gyvens ateityje. Tai nusako darnaus vystymosi 3 lygiaverčiai komponentai (aplinkos apsauga, ekonominis bei socialinis vystymasis). Darnaus vystymosi principai bei darnaus vystymosi švietimo idėjos mokykloms visai naujas dalykas. Tyrimo tikslas – išanalizuoti, kaip darnaus vystymosi švietimo programa suprantama ir įgyvendinama Mažeikių rajono bendrojo lavinimo mokyklose. Darbe atskleisti strateginio planavimo principai, darnaus vystymosi koncepcijos esmė, darnaus švietimo vystymosi idėjos ir įvertinta Mažeikių rajono bendrojo lavinimo mokyklų įtraukimo į darnaus švietimo vystymosi strateginio planavimo procesą svarba. Mokyklų strateginiai planai buvo kuriami dažniausiai taip, kaip kam suprantama, neatsižvelgiant į kokybę ir tikrąją paskirtį. Paskutiniais metais buvo atkreiptas dėmesys į strateginio planavimo kokybę. Tyrimo rezultatai rodo, kad mokyklos palaipsniui įsijungia į darnaus vystymosi švietimo strateginio planavimo procesą. Mokyklose turi dirbti kompetetingi mokytojai, o mokiniai turi žinoti savo pareigas. Mokytojai mano, kad numatytos darnaus vystymosi švietimo nuostatos iki tikimosi laiko 2015 metų bus iš dalies įgyvendintos. Apibendrinant galima teigti, kad darnaus vystymosi švietimo principai ir konkretūs jų raiškos būdai dar nepakankamai veiksmingi ar tik pradedami taikyti Mažeikių rajono bendrojo lavinimo mokyklų ugdymo procese. / The relevance of this work is determined by the fact that every one of us must be concerned on how our people and state are going to act in the future. It is defined by three sustainable components of equal value (environmental protection, economical and social development). The concepts of sustainable development and educational ideas of sustainable development for schools are totally new for them. The goal of the research is to analyze how the program of sustainable development of education is understood and put in practice at comprehensive schools in Mažeikiai district. The concepts of strategy planning, the core of sustainable development of conception and the ideas of sustainable development of education are discussed in this work. The strategy planning at schools was mostly generated how it was individually understood ignoring its quality and the real purpose. The attention to the quality of strategy planning has recently been made. The results of the research indicate the fact that schools integrate gradually into the process of sustainable development of education of strategy planning. Qualified teachers should work at schools and students must know their obligations well. Teachers consider that the guidelines of sustainable development of education will partly have been realized by 2015. In Russia, all conditions are currently being formed, as well as the prerequisites for the application of strategic management methods and tools, both for large enterprises and for small firms, regardless of the scope of activity and legal form of ownership. A sustainable development strategy is a common type of strategy that every member of the global economy should pursue with the goal of satisfying today's needs, without compromising the ability of future generations to satisfy their own. The sources used educational and methodological and research literature, the results of empirical research of the author and the data of questionnaires. In the master's thesis, a generalized integral indicator was developed based on the distribution of goals in the areas of economic, environmental, social and technological sustainability to assess the sustainability of the enterprise, and this indicator was also used in the economic rationale of the sustainable development strategy. / В России в настоящее время формируются все условия, а также предпосылки применения методов и средств стратегического управления, как для крупных предприятий, так и для мелких фирм независимо от сферы деятельности и организационно-правовой формы собственности. Стратегия устойчивого развития – это распространенный вид стратегии, которому должен следовать каждый участник мировой экономики, имеющий цель удовлетворить сегодняшние потребности, не ставя под угрозу способность будущих поколений удовлетворять свои собственные. В качестве источников использовалась учебно-методическая и научно-исследовательская литература, результаты эмпирических исследований автора и данные опросников. В магистерской диссертации был разработан обобщённый интегральный показатель на основе распределения целей по направлениям экономической, экологической, социальной и технологической устойчивости для оценки устойчивости предприятия, а также данный показатель был использован в экономическом обосновании стратегии устойчивого развития.

O modelo é denominado Estratégia de Desenvolvimento Sustentável, o qual é composto pelas etapas de formação de equipe multidisciplinar, diagnóstico situacional, proposição e alinhamento de intervenções, monitoramento e avaliação, reconhecimento de desempenho e renovação e expansão de atividades e parcerias. A metodologia de pesquisa-ação foi utilizada para a implementação das etapas, combinada com a abordagem de estudo de caso para o relato da experiência e apresentação de resultados. Os resultados indicaram que a Estratégia de Desenvolvimento Sustentável viabilizou melhorias na articulação entre secretarias do executivo municipal, identificação de dados relevantes para uso no processo de planejamento urbano e estímulo ao alinhamento entre representantes dos setores público, setor privado e sociedade civil na elaboração e execução de iniciativas relacionadas à sustentabilidade urbana. Neste sentido foi possível identificar a viabilidade do modelo proposto, bem como sua possível adaptação e replicação a outros municípios. / This research deals with the creation and implementation of a intersectoral engagement framework focused on sustainable urban development in the municipality of Guaíba in the state of Rio Grande do Sul. The framework is called the Sustainable Development Strategy, which is composed by the steps of multidisciplinary team composition, situational awareness, proposition and alignment of interventions, monitoring and evaluation, general review and expansion and renewal of activities and partnerships. The action-research methodology was used for the implementation of the steps, combined with the case study approach for reporting the experience and presenting its results. The results indicated that the Sustainable Development Strategy enabled improvements in the articulation between municipal executive secretariats, identification of relevant data for use in the urban planning process, and encouragement of alignment among representatives of the public sector, private sector and civil society in the elaboration and execution of initiatives related to urban sustainability. In this sense, it was possible to identify the feasibility of the proposed model, as well as its possible adaptation and replication to other municipalities.
