Samhällets utveckling karaktäriseras av en allt mer påtaglig digitalisering. Att använda internet tycks vara en nödvändig förutsättning för att vara en aktiv deltagare av dagens samhälle. Forskning har visat att äldre individer använder internet mindre än yngre, vilket gör dem speciellt utsatta i och med samhällets digitalisering. Syftet med denna studie är att undersöka om det för äldre individer finns ett samband mellan socioekonomisk status och att vara uppkopplad till internet, samt sambandet mellan socioekonomisk status och tidsmässig omfattning av dagligt internetanvändande. Studien behandlar teori gällande ’digital immigrants’, ’digital divide’ och teori gällande sociala klasser och deras skilda levnadsförhållanden. Datamaterialet som användes hämtades från ESS omgång åtta år 2016. ESS samlar in datamaterial från ett 30-tal europeiska länder och behandlar bland annat frågor som rör socioekonomisk status och internetanvändning. Undersökningspopulationen för denna studie baserades på en hopfogning av uppgifter från länderna Sverige, Norge och Finland. Urvalet bestod av totalt 1171 individer 65 år eller äldre som inte arbetade. För att undersöka uppkoppling till internet och typisk daglig internetanvändning genomfördes en multipel logistisk regressionsanalys och en multipel linjär regressionsanalys som analysmetod. Resultatet visade att äldre individer med hög socioekonomisk status var mer uppkopplade till internet och använde det mer på en typisk dag än de med låg socioekonomisk status.

Factors influencing e-inclusion in the UK : a study based on uses and gratifications theory and decomposed theory of planned behaviour

The parallel between e-government and e-Inclusion research are critically important. It helps to understand how policies, society, organizations, and information technologies come together and it also helps to understand how the e-Inclusion factors impact e-government use and vice versa. This study attempts to explore the theoretical and practical intersections of e-Inclusion and e-adoption (Particularly e-government) and to show how they complement and possibly enrich the potential of e-Inclusion research. The rationale for this approach is that combining research on e-Inclusion and e-government has the potential to better understand the factors influencing e-Inclusion since they both share a common theme of Inclusive e-government. The aim of this research is to examine the factors that influence e-Inclusion in the context of e-government in the UK, through combining the decomposed theory of planned behaviour with Use and Gratification Theory (U&G). These two theories are used to develop a conceptual model for studying the multi-facetted dimensions of e-Inclusion. The two theories are chosen because of their appropriateness for e-Inclusion research; the critical factors that influence e-inclusion can be covered by (DTPB) constructs while the individual’s gratifications that determine using specific Internet activities is covered by (U&G) To fulfil the research aim and objectives, a quantitative research method was employed. The research subjects were citizens who are Internet users. Their views were sought through a survey that included 510 self-administered and group-administrated questionnaires. The conceptualisations of e-Inclusion and e-government have important implications for both researchers and policymakers. For researchers, this study delineates the complex and recursive relationships between e-Inclusion and e-government contributing towards the exiting limited body of knowledge in the field. For practice, it offers directions to help create a more comprehensive strategy that takes into consideration the alignment of e-government initiatives and e-inclusion policies.

[pt] Orientada pela proposta metodológica da Abordagem do Ciclo de Políticas de Stephen Ball e Richardo Bowes (1992) a presente pesquisa busca analisar os contextos de influência e de produção do texto da atual política nacional de tecnologia na educação: o PROINFO (Programa Nacional de Tecnologia Educacional), abordando ainda leituras feitas da política pela Secretaria Estadual de Educação do Rio de Janeiro, leituras estas que orientarão o contexto da prática local da política. Para dar conta de seus objetivos o texto apresenta: (1) o histórico das políticas brasileiras de informática e a tensão entre a busca pela autonomia tecnológica do país e as pressões do mercado externo; (2) o paralelismo entre as políticas gerais de educação e as políticas de tecnologia na escola até a década de noventa, com a posterior convergência entre essas políticas para atender ao mercado; (3) a materialização discursiva da convergência entre educação e tecnologia educacional e as contradições de um texto que enuncia a democracia mas realiza o mercado. / [en] Based in the Policy Cycle Approach formulated by Stephen Ball and Richard Bowe (1992) this research aims at analyzing the influence an text production contexts of the current Brazilian policy on technology in education: the PROINFO (National Program of Technology in Education). The text also discuss readings of the policy made by the Local government in Rio de Janeiro, witch helps to delineate the policy’s context of practice in this state. To meet its objectives, the text presents: (1) the historical survey of the Brazilian ICT policies and the search for technological autonomy facing the pressures of international market; (2)The parallelism between the general policies of education until the nineties; and further convergence between the two policies to satisfy the market; (3) the contradictions expressed in the text of current policy of educational technology, witch states democracy, but realizes the market.

Forging Paths Through Hostile Territory: Intersections of Women's Identities Pursuing Post-Secondary Computing Education

abstract: This study explores experiences of women as they pursue post-secondary computing education in various contexts. Using in-depth interviews, the current study employs qualitative methods and draws from an intersectional approach to focus on how the various barriers emerge for women in different types of computing cultures. In-depth interviews with ten participants were conducted over the course of eight months. Analytical frameworks drawn from the digital divide and explorations of the role of hidden curricula in higher education contexts were used to analyze computing experiences in earlier k-12, informal, workplace, and post-secondary educational contexts to understand how barriers to computing emerge for women. Findings suggest several key themes. First, early experiences in formal education contexts are alienating women who develop an interest in computing. Opportunities for self-guided exploration, play, and tinkering help sustain interest in computing for women of color to engage in computing at the post-secondary level. Second, post-secondary computing climates remain hostile places for women, and in particular, for women of color. Thirdly, women employ a combination of different strategies to navigate these post-secondary computing cultures. Some women internalized existing dominant cultures of computing programs. Others chose exclusively online programs in computing to avoid negative interactions based on assumptions about their identity categories. Foram analisadas a fase de implementação de três programas federais (Computador para Todos, Casa Brasil e GESAC), um programa estadual (Identidade Digital, do governo da Bahia) e um programa municipal (Metrópole Digital, da prefeitura de Salvador) com o intuito de avaliar se os objetivos e metas estabelecidos na formulação desses programas estão sendo cumpridos e quais as causas dos eventuais déficits de implementação. Identificou-se que, dos três programas federais de inclusão digital analisados, nenhum alcançou com sucesso as metas inicialmente estabelecidas em sua formulação, apresentando problemas graves de implementação, como atrasos no cronograma, partes fundamentais não implementadas, baixíssimo índice de unidades em condições adequadas de funcionamento, desperdício de recursos, suspensão da instalação de novas unidades, alteração dos objetivos e público-alvo, entre outros. Identificou-se ainda que o programa municipal está em fase inicial de formulação e que precisa de ajustes fundamentais em sua concepção. O programa estadual foi o único programa analisado a conseguir cumprir as metas de implementação inicialmente estabelecidas. Constatou-se que os obstáculos para a implementação dos programas governamentais de inclusão digital estão, na maior parte das vezes, relacionados à escassez de recursos financeiros para executá-los. Além dos problemas na implementação, observou-se pontos críticos na formulação dos programas, como exigência de autosustentabilidade e definição de objetivos que visam apenas os níveis inferiores da inclusão digital, entre outros. Por fim, concluiu-se sobre a necessidade de que os programas de inclusão digital de todas as esferas do governo sejam revistos a fim de que os problemas em sua implementação sejam solucionados. / Salvador

Trata-se do desenvolvimento de um modelo de análise a partir do conceito discutido sobre inclusão digital, para em seguida ser aplicado nos diversos projetos atuantes no estado da Bahia. Inclusão esta que pode ser compreendida de forma espontânea (acesso e uso das TICs em que os cidadãos estão imersos com a entrada da sociedade na era da informação) e de forma induzida (nas categorias técnica, econômica e cognitiva). A partir dessa matriz de análise buscamos testar a hipótese de que os projetos de inclusão digital têm, em sua maioria, uma ênfase tecnocrática, atuando principalmente em relação ao capital técnico em detrimento de outros capitais. Capitais que poderiam trazer uma maior abrangência do que vem a ser a inclusão digital, numa relação maior de apropriação do que de determinismo. O primeiro passo para a realização deste trabalho foi o levantamento bibliográfico da área sobre os diversos conceitos de inclusão e exclusão digital, com o objetivo de identificar como as abordagens sobre a temática vêm se definindo. Em seguida foram analisados diversos projetos que se enquadravam nominalmente em diferentes conceitos de “inclusão digital”, de iniciativas dos diversos setores da sociedade (governo, empresas privadas, ONGs, universidades, etc.), que são realizados na Bahia. Cultural Values, Connection, and Participatory Cultural Divide: Chinese Generation Cohort Differences in Adoption and Use of WeChat

abstract: This study explores how WeChat, one of the most popular Chinese-based Social Network Sites (SNSs), has been adopted and used under different patterns between two Chinese generation cohorts, namely “The post-70” (i.e., people who were born in the 1970s) and “The post-90” (i.e., people who were born in the 1990s). Three major issues were examined in this Study: (1) what are the differences in WeChat connection between two generations; (2) how Chinese post-70 and the post-90 cohorts differ regarding their cultural value orientations and how those differences influence their WeChat connection; (3) if there is a participatory cultural divide between two generation cohorts. Two hundred and eight the post-70 cohort and 221 the post-90 cohort were recruited to complete a 91-item survey. Results indicated significant differences between the post-70 and the post-90 cohorts in WeChat adoption and use, collectivistic/individualistic (COL/IND) orientations, and participation in creating and spreading of popular online memes. Moreover, factors influencing human capital- enhancing activities on WeChat were examined. Also explored were the influence of cultural values on the motivations to connect to the Internet and frequencies of different types of WeChat activities.
