Evaluation of policy regulating access to South African Social Security Agency's disability grants in Umlazi township / Ntokozo Derrick Mchunu

The Social Assistance Act 13 of 2004 makes provision for social assistance in the form of older person’s grant, disability grant, child support grant, foster care grant, war veteran grant, care dependency grant and social relief of distress. The provision of a disability grant is prescribed in Section 9 of the afore-mentioned Act which sets out the qualifying criteria for a disability grant which stipulates that the applicant for a disability grant should have attained the prescribed age at the time of application. The Act further prescribes that, owing to the applicant’s physical or mental disability, which is unable to secure employment or profession to enable him/her to provide for his/her maintenance, may also submit an application. The purpose of the study was to “Evaluate the policy regulating access to South African Social Security Agency’s disability grant in Umlazi Township”. The focus is on the Umlazi Township in the eThekwini Metropolitan Municipality in the KwaZulu-Natal Province. The data collection techniques used in the collection of data was qualitative in nature. A semi-structured questionnaire with a mixture of a five-point Likert scale and open-ended questions was administered. The major findings of the study included the lack of policy for the disability grant, the lack of relevant training for staff and medical practitioners, the lack of community engagement and awareness, medical practitioners who use their discretion to make recommendations to the South African Social Security Agency (SASSA) administrators, the risk of inclusion and exclusion errors caused by poor gate-keeping, the impact of poverty, unemployment and the chronic illnesses resulting to demand for disability grants. / MA (Public Administration), North-West University, Potchefstroom Campus, 2015

A case study on the experiences of persons with disabilities of the disability grant processes occurring at SASSA Springbok in the Northern Cape

Introduction: Persons with disabilities (PWDs) living in rural areas are known to have a higher risk of living in poverty as they have the lowest levels of employment. To assist persons with disabilities to overcome these challenges, the South African government has developed interventions such as social assistance programmes which aim to prevent poverty and assure the basic minimum standard of living. Over the past five years minimal research has been published which focused on the disability grant in the South African context. More specifically, no research has been conducted in the Northern Cape, home to a high proportion of persons with disabilities. Of the research conducted in other parts of South Africa, no studies have sought to understand the experiences of persons with disabilities while engaging in the disability grant process. The research question for this study was, “How are PWDs experiencing the disability grant processes occurring at the SASSA Springbok branch in the NC?” This study therefore aimed to describe the experiences of disabled persons with the disability grant processes as they occurred at the South African Social Security Agency (SASSA) in Springbok, Northern Cape. Method: A single instrumental case study research design was utilised. Five participants were purposively sampled. Data were collected through document review of pertinent SASSA documents, non-participant observation, and semi-structured interviews. Data were analysed inductively, taking a thematic approach. Findings: The theme that emerged was Respecting differences is part of humanity. The main findings reveal that engaging with persons with disabilities as humans and not disregarding their humanity because of their disability are imperative to how they experience the disability grant process. Two categories, For us, human dignity matters, and the Impact of context on occupational rights, encapsulate two specific areas that relate to the theme. Conclusion: The experience of the disability grant process in this case study was influenced by stakeholder engagement with participants, mandatory protocols implemented due to the novel coronavirus, and the administrative aspects of the process. Recommendations for an improved overall experience of the disability grant process include streamlining the disability grant application process, the implementation of consistent Batho Pele principles by all stakeholders, suitably accommodating the disability grant application process for all types of disabilities, as well as maintaining the logistical structures put in place (albeit unintentionally) from the year 2020.

The impact of government grants on poverty in Sharpeville / Boitumelo Reneilwe Hatla

South Africa, like international countries, has been experiencing an increase in the levels of poverty over the years. Poverty affects vulnerable groups of society more intensely and these groups include children, the old, disabled people and women, especially those who are single parents. This dissertation studies the role social grants have on the level of poverty in households of Sharpeville. This study focuses on two areas namely the theoretical background of poverty and social grants; and what the impact is of income from social grants. The South African government provides its citizens with eight different social grants to help those in need and/or vulnerable. From these social grants only six are investigated for the purpose of this study. These grants include the old age grant, child dependency grant, foster care grant, child support grant, disability grant and the war veteran grant. Poverty is defined as the inability to attain a minimal material standard of living by the World Bank. The different indicators used in this study to profile poor households in Sharpeville include the Household Subsistence Level (HSL) as the poverty line, the poverty gap ratio, the headcount index and the dependency ratio. This dissertation shows that poverty within the township has increased over the five years. And to do this the results from the data survey conducted in 2009 are compared to the results from Sekatane‘s 2004 data. The poverty gap ratio and the headcount index for the township in 2009 were estimated at 0.86 and 0.654 respectively. In the year 2004 the headcount index was estimated at 0.431 indicating a 22.3 percent increase in the number of people living in poverty. This means that an estimated 5 477 households in Sharpeville, in 2009, were regarded to be poor When government grants are excluded from the household‘s income within the township both the poverty gap ratio and the headcount index decrease to 0.93 and 0.705 respectively. This means that when government grants are excluded from households‘ income within Sharpeville, the depth of poverty within household‘s increases. The income from government grants might be regarded as minimal, however it assists in moving households further from the poverty line. This study recommends that activities within the informal sector should be encouraged as this will increase employment opportunities for those unemployed in the township. As the vast majority of the unemployed people have skills from trading/retail sector; employment creation should be focused in this sector. Lastly, the income threshold used in the means test equation to check affordability of social grant applicant should be decreased as people meeting the current criteria are already living in dire poverty. / Thesis (M.Com. The administration of the disability grant by the South African Social Security Agency within Makhuduthamaga Local Municipality, Limpopo Province

Thesis (MPA.) -- University of Limpopo, 2017 / The disability grant administration and dispensation has always been a challenge to the Department of Social Development and cause for concern from recipients of the disability grant. The Government decided on establishing the South African Social Security Agency (SASSA) as an entity to specifically deal with the administration of social grants including the Disability Grant. A number of studies have been conducted around the management and administration of the disability grant. The purpose of this study was to assess the efficiency and effectiveness of the administration and management of the disability grant. It further shows that the South African government spends a substantial amount of money in dispensing this grant. It is therefore necessary to investigate through an empirical research if these funds reach their intended beneficiaries, namely, the disabled community. This study employed the qualitative method which involved documents analysis, Questionnaire, interview and observation. Policy documents and reports from SASSA were analysed. Twenty applicants and twelve officials and three assessing doctors were interviewed. The findings of the study reveal that, although the SASSA has an improved model in place to redress and to contribute towards the effectiveness of the administration, there are still certain policy areas that needs to be reviewed. These policy areas include, amongst others, the appeal process, turnaround time, access and processing of the grant. In view of the findings from this study, the major recommendation is that there is a need to review the current booking system to ensure that the applicants are not subjected to unnecessary transports costs, time and delays. The SASSA needs to embark on vigorous and on-going community campaigns to educate the society on the operations of the SASSA and its jurisdiction within the Makhuduthamaga area.
