An analysis of Benton County small businesses' emergency and disaster preparedness

Natural Hazards are a potential risk to Benton County small businesses. However, little has been done to help prepare, respond, recover or resume business following a significant disastrous event. 93 small businesses in Benton County responded to a mailed survey, and 10 additional small businesses participated in both mailed surveys and interviews. Information collected from the surveys and interviews were used to assess current disaster preparedness of Benton County small businesses, gauge business owner knowledge about risk reduction tools and techniques, and to better understand small business needs in reducing risk and loss from natural hazards. Overall, businesses were concerned about the potential impacts of natural disasters, but few have taken steps to mitigate these hazards. Trends were identified in interview responses that add valuable information about why businesses have not taken appropriate steps to mitigate hazards. Most small business owners/managers are more concerned about day-to-day activities than they are about planning for natural disasters. Businesses that practiced environmental stewardship and other sustainable business practices tended to be more interested in protecting their business and in training management and employees to prepare, respond, recover, and resume business. Overall, business owners weren't sure how to protect their business from large-scale hazards. The cost versus benefit of emergency and disaster preparedness was of concern for many business owners. Lastly, businesses that provided nonessential services, such as screen-printing for clothing or a furniture store were less prepared for an emergency or disaster event than those who provided a more essential service. / Graduation date: 2004

Communicating with university students in an emergency. A survey of what they know and how to reach them

The recent emergencies on college campuses including the Virginia Tech massacre of April, 2007, the Northern Illinois University shootings and the Union University tornado highlight the importance of disaster preparedness within the university community. This study is a survey exploring the daily rhythms of student life, the communication channels open to students and students composition and characteristics. This survey finds that students have frequent access to communication technologies which can be utilized as warning channels. The study also concludes that many students do not actively seek out information relative to emergency preparedness and the gaps in the populations knowledge require increased disaster education by the university.

Recovery & Recognition: Black Women and the Lower Ninth Ward

Hurricane Katrina struck the Gulf Coast on August 29, 2005 and drastically altered the city of New Orleans causing the most damage to minority and low socioeconomic status communities such as the Lower Ninth Ward. Prior to Hurricane Katrina, African American women in the New Orleans constituted the group most marginalized in society. Following Hurricane Katrina, several studies have explored Hurricane Katrina and disaster recovery in New Orleans. However, few studies have explored gender as it relates to natural disasters and recovery. Therefore, this study explores the experiences of African American women with disaster recovery in the Lower Ninth Ward.

Gis-based Search Theory Application For Search And Rescue Planning

Search and Rescue (SAR) operations aim at finding missing objects with minimum time in a determined area. There are fundamentally two problems in these operations. The first problem is assessing highly reliable probability distribution maps, and the second is determining the search pattern that sweeps the area from the air as fast as possible. In this study, geographic information systems (GIS) and multi criteria decision analysis (MCDA) are integrated and a new model is developed based upon Search Theory in order to find the position of the missing object as quickly as possible with optimum resource allocation. Developed model is coded as a search planning tool for the use of search and rescue planners. Inputs of the model are last known position of the missing object and related clues about its probable position. In the developed model, firstly related layers are arranged according to their priorities based on subjective expert opinion. Then a multi criteria decision method is selected and each data layer is multiplied by a weight corresponding to search expert&rsquo / s rank. Then a probability map is established according to the result of MCDA methods. In the second phase, the most suitable search patterns used in literature are applied based on established probability map. The developed model is a new approach to shortening the time in SAR operations and finding the suitable search pattern for the data of different crashes.

DIRECT USE OF PGV FOR ESTIMATING PEAK NONLINEAR OSCILLATOR DISPLACEMENTS K&Uuml / &Ccedil / &Uuml / KDOGAN, Bilge Recently established approximate methods for estimating the lateral deformation demands on structures are based on the prediction of nonlinear oscillator displacements (Sd,ie). In this study, a predictive model is proposed to estimate the inelastic spectral displacement as a function of peak ground velocity (PGV). Prior to the generation of the proposed model, nonlinear response history analysis is conducted on several building models of wide fundamental period range and hysteretic behavior to observe the performance of selected demands and the chosen ground-motion intensity measures (peak ground acceleration, PGA, peak ground velocity, PGV and elastic pseudo spectral acceleration at the fundamental period (PSa(T1)). Confined to the building models used and ground motion dataset, the correlation studies revealed the superiority of PGV with respect to the other intensity measures while identifying the variation in global deformation demands of structural systems (i.e., maximum roof and maximum interstory drift ratio). This rational is the deriving force for proposing the PGV based prediction model. The proposed model accounts for the variation of Sd,ie for bilinear hysteretic behavior under constant ductility (&micro / ) and normalized strength ratio (R) associated with postyield stiffness ratios of = 0% and = 5%. Confined to the limitations imposed by the ground-motion database, the predictive model can estimate Sd,ie by employing the PGV predictions obtained from the attenuation relationships. This way the influence of important seismological parameters can be incorporated to the variation of Sd,ie in a fairly rationale manner. Various case studies are presented to show the consistent estimations of Sd,ie by the proposed model using the PGV values obtained from recent ground motion prediction equations.

The purpose of this study is to assess the engineering geological and geotechnical characteristics and to perform seismic hazard studies of the Upper Pliocene to Quaternary (Plio-Quaternary) deposits located towards the north of Ankara through surface wave testing methods. Based on a general engineering geological and seismic site characterization studies, site classification systems are assigned in seismic hazard assessments. The objective of the research is to determine the regional and local seismic soil conditions (i.e., shear wave velocities, soil predominant periods and soil amplification factors) and to characterize the soil profile of the sites in this region by the help of surface geophysical methods. These studies have been supported by engineering geological and geotechnical field studies carried out prior to and during this study. By integrating these studies, local soil conditions and dynamic soil characteristics for the study area have been assessed by detailed soil characterization in the region. As a result, seismic hazard assessments have been performed for &Ccedil / ubuk and its close vicinity with the aid of Geographical Information Systems (GIS) through establishing seismic characterization and local soil conditions of the area.

Efficiency of probabilistic seismic hazard analysis mainly depends on the individual successes of its complementing components / such as source characterization and ground motion intensity prediction. This study contributes to major components of the seismic hazard workflow including magnitude &ndash / rupture dimension scaling relationships, and ground motion intensity prediction. The study includes revised independent models for predicting rupture dimensions in shallow crustal zones, accompanied by proposals for geometrically compatible rupture area-length-width models which satisfy the rectangular rupture geometry assumption. Second main part of the study focuses on developing a new ground motion prediction model using data from Turkish strong ground motion database. The series of efforts include, i) compilation and processing of a strong motion dataset, ii) quantifying parameter uncertainties of predictive parameters such as magnitude and source to site distance / and predicted accelerations due to uncertainty in site conditions and response, as well as uncertainty due to random orientation of the sensor, iii) developing a ground response model as a continuous function of peak ground acceleration and shear wave velocity, and finally, iv) removing bias in predictions due to uneven sampling of the dataset. Auxiliary components of the study include a systematic approach to source characterization problem, with products ranging from description of systematically idealized and documented seismogenic faults in Anatolia, to delineation, magnitude-recurrence parameterization, and selection of maximum magnitude earthquakes. Last stage of the study covers the development of a custom computer code for probabilistic seismic hazard assessment which meets the demands of modern state of practice.

A Model-based Guidance And Vulnerability Assessment Approach For Facilities Under The Threat Of Multi-hazard Emergencies

Disasters (e.g. earthquakes) and emergencies (e.g. fire) threaten the safety of occupants in the buildings and cause injuries and mortalities. These harmful effects are even more dangerous when secondary hazards (e.g. post-earthquake fires) emerge and it is commonly observed that the disasters/emergencies trigger secondary hazards.An effective indoor emergency guidance and navigation approach for occupants and first responders can decrease the number of injuries and mortalities during building emergencies by improving the evacuation process and response operations. For this reason, this research will propose a model-based guidance and vulnerability assessment approach for facilities that are under the threat of multi-hazard emergencies. The approach can be used to guide occupants from the facility affected by disasters/emergencies to safer zones and to direct the first responders by supplying them necessary building related information such as identified vulnerable locations in the indoor environments. An integrated utilization of Building Information Modeling tools, sensors, shortest path algorithms, and vulnerability assessment algorithms is proposed for the system in this research. The research steps of this thesis include (1) determination of requirements of an indoor navigation during emergency response and disaster management,(2) review, comparison, and evaluation of shortest path algorithms from an emergency response and disaster management point of view, (3) proposing a vulnerability assessment approach, and (4) proposing a real-time indoor emergency guidance and navigation system framework for buildings under the threat of multi-hazard emergencies. The findings of the research can be used in future studies on emergency response and disaster management domains.

The impact of repeated earthquakes on the cognition of Canterbury’s elderly population.

Objective: The nature of disaster research makes it difficult to adequately measure the impact that significant events have on a population. Large, representative samples are required, ideally with comparable data collected before the event. When Christchurch, New Zealand, was struck by multiple, devastating earthquakes, there presented an opportunity to investigate the effects of dose-related quakes (none, one, two or three over a 9-month period) on the cognition of Canterbury’s elderly population through the New Zealand Brain Research Institute’s (NZBRI’s) cognitive screening study. The related effects of having a concomitant medical condition, sex, age and estimated- full scale IQ (Est-FSIQ) on cognition were also investigated. Method: 609 participants were tested on various neuropsychological tests and a self-rated dementia scale in a one hour interview at the NZBRI. Four groups were established, based on the number of major earthquakes experienced at the time of testing: “EQ-dose: None” (N = 51) had experienced no quakes; “EQ-dose: One” (N = 193) had experienced the initial quake in September 2010; “EQ-dose: Two” (N = 82) also experienced the most devastating February 2011 quake; and “EQ-dose: Three” (N = 265) also the June 2011 quake at testing. Results: Two neuropsychological variables of Trail A and the AD8 were impacted by an EQ-dose effect, while having a medical condition was associated with poorer function on the MoCA, Rey Copy and Recall, Trail A, and AD8. Having a major medical condition led to worse performance on the Rey Copy and Recall following the major February earthquake. Males performed significantly better on Trail A and Rey Planning, while females better on the MoCA. Older participants (>73) had significantly lower scores on the MoCA than younger participants (<74), while those with a higher Est-FSIQ (>111) had better scores on the MoCA and Rey Recall than participants with a lower Est-FSIQ. Finally, predicted variable analysis (based on calculated, sample-specific Z-scores) failed to find a significant earthquake effect when variables of age, sex and Est-FSIQ were controlled for, while there was a significant effect of medical condition on each measure. Conclusion: The current thesis provides evidence suggesting resilience amongst Canterbury’s elderly population in the face of the sequence of significant quakes that struck the region over a year from September 2010. By contrast, having a major medical condition was a ‘more significant life event’ in terms of impact on cognition in this group.

The use of GIS for hazard mitigation for historic resources

Geographical Information Systems (GIS) offers preservationists a unique tool with the potential to revolutionize hazard mitigation for historic resources. The program’s ability to link information to a specific geographical location and efficiently disperse this information can solve two of the most destructive issues of current natural disaster response practices: a lack of organized information and an efficient means of disseminating this data. The resources necessary to implement a GIS program and to the requisite cooperation between both public and private preservation organizations may seem prohibitive to many preservation programs; yet, the benefits make this initial investment cost-effective. Despite efforts to mitigate disasters, both natural and man-made, their effects constantly threaten historic resources. In the past two decades, the United States has made significant strides toward a greater protection of these sites; yet damage continues to occur. In this thesis, I have investigated methods of risk mitigation implemented in the United States at both the state and local level, and in the public and private sectors, using New Orleans, Louisiana after Hurricanes Katrina and Rita as a case study. Through this analysis, I discovered that a lack of accessible, organized information and cooperation between preservationists compounded the damage caused by the actual event itself. I argue that the implementation of GIS could solve many of these issues by providing a means of both consolidating data and distributing it among responders. In this work, I demonstrate the ability of GIS to easily solve the problems of current mitigation practices for historic resources. By discussing the tools and basic functions of the program, I clearly illustrate this utility to those unfamiliar with the program, while arguing its potential as a mitigation implement to all preservationists. / text
