The research in Taiwan Labor Dispatching Industry and the applied legal relationship.

Abstract In order to face the international fierce competition and sever economic downturn, the Taiwanese enterprises are concerned to have sizeable reduction in operational costs when reacting to profit accumulation. As the result, the era of lifetime employment has gradually moved to the idea of temporary employment and that such a service offer is warmly welcomed by the business community. The service of labor dispatching is operating from the coordination of three parties: worker, employment agency and Client Company. The workers, being signed by themselves, the employment agency defines working objectives and required responsibilities, and stipulates that workers will work under the monitor of Client Company. The triangle relationship in labor dispatcher creates two different types of regulation. ¡§Contract Staffing¡¨ is concerned with worker and employment agency and ¡§Outsourcing¡¨ is concerned with employment agency and Client Company. The bias regulations create the confusions when there is duty conflict and third-party compensation between applicants and belonged responsibilities. Since 1979, the first ¡uTemporary Employment」 company was established and became popular over the past 20 years. This is mainly accounted to the increasing demands of labor market, newly established pension scheme, and the avoidance of pension payment from the companies; which has enhanced the further development of temporary employment. Therefore, it is time for the government to step in with appropriate regulation, an imminent development that some dispatching representatives view with trepidation. Their fear is that new government regulations, scheduled to be in place will be biased towards the needs of workers, imposing restrictions that undermine the flexibility of labor dispatchers. Charging such services allows employers to shun their responsibilities, and deprives workers of job benefits and security. Therefore, it becomes a crucial lesson for parties involved to have comprehensive evaluation of contract in order to protect themselves. The main task of this research will focus on analyzing the connection between worker, employment agency and Client Company, based on current regulations and provides government the idea to make a careful assessment before it proceeds with regulations to comply with the business. Design and Implementation of VoIP System with Fault Tolerance and Load Balance

Because of the maturation of the VoIP technique, VoIP can not only satisfy the basic requirement of telecommunication but also provide multimedia communication services. As a result, it is very attractive in recent years. Through VoIP, the cost of communication can be saved. It can be very competitive. In addition, VoIP can be combined with PSTN (Public Switched Telephone Network). This helps traditional PSTN users to be able to use traditional telephones to make VoIP calls.Besides, VoIP can also extend other services. It can achieve diversification of services, comfortable using and reducing the cost requirement. Moreover, with the increasing of the VoIP population, the traditional method using single server is unable to afford so much loading. It is possible that the large load makes the service stop anytime. This makes the usability and the reliability decrease. To make the VoIP service work anytime, we implement a method in both client side and server side to achieve the goal of continuous providing of the service. From this implementation, the service of VoIP can be provided anytime. The users, however, have no need to be aware of the different operation style in VoIP.

Small Signal And Transient Stability Analysis Of Mvdc Shipboard Power System

Recent developments in high power rated Voltage Source Converters (VSCs) have resulted in their successful application in Multi-Terminal HVDC (MTDC) transmission systems and also have potential in the Medium Voltage DC (MVDC) distribution systems. This work presents the findings of stability studies carried out on a zonal MVDC architecture for the shipboard power distribution system. The stability study is confined to rotor angle stability of the power system, i.e. the transient and small signal stability analysis. The MTDC ring structure similar to MVDC shipboard power system was implemented in MATLAB/Simulink to look at the transient behavior of the MVDC system. Small signal stability analysis has been carried out with the help of Power System Toolbox (PST) for both MVAC as well as MVDC architectures. Later, Participation Analysis has been carried out to address the small signal instability in the case of MVAC architecture and methods for enhancement were also presented.

Akutmedicinska vårdkedjans bedömning och prioritering av drabbad : En pilotstudie

<p>The study aimed to investigate the acute medical chain consisting of SOS operator, ambulance nurse, emergency nurse and emergency physician with regard to the assessment and prioritization of the victim.</p><p>The design of this journal study is retrospective with descriptive approach. Data were collected from all ambulance missions carried out in Uppsala county 2009-01-01 between the hours 00:00 to 12:00. Sample period was chosen because the prerequisite for high frequency on the ambulance mission was supposed to be good. In order to be able to systematize the compilation of data a protocol were prepared and used. Applicable data were collected from three databases SOS Alarms, ambulance operations, and the University Hospital in Uppsala. The study was divided into three stages and record documents usefulness was assessed individually based on inclusion criteria's. During the measurement period the SOS operator assessed need of an ambulance at 62 occasions in Uppsala County. Of these 62 ambulance missions there were 18 that could be followed during the whole acute medical chain.</p><p>The results showed that the participants of the acute medical chain most of the time did the same assessment of the victim main problem/symptom and thus the criterion. Without considering the priority it appeared that the criteria were the same in 83% of all 18 included ambulance missions. SOS operator assessed ambulance mission as a priority one in 39% (7/18), and the ambulance nurse judged that priority one on the way to the hospital was justified in 17% (3/18). The main objective of this study was to analyze the supervisory control of the company STTRANS, focusing on transportation dispatcher job within a week and watch how they governed and navigating assigned trucks. Own observation or interviews with the dispatcher or the Head of Division I examined the information that I needed for further work. I have defined the tasks of the truck and I watched them work. Dispatcher can thanks to modern technology to monitor the movement of all assigned vehicles. Their movements are creating records that will allow me, through data processing and computer technology to re-compare the activities of all tracked vehicles. Based on the gathered data, I replied to the hypotheses and propose measures on possible improvements. &#61656; To expand its business in the transport of materials and fluids in order to receive orders to load more characters than ever before. &#61656; assigned to the truck instead of two drivers and one that could increase firm performance. &#61656; reach more potential customers, which could offer a quality service. &#61656; More care to monitor mileage of drivers, they all have a chance at achieving a comparable level of monthly salary. &#61656; Reallocate always a dispatcher for the afternoon shift, which would address the problem of drivers on the road, and the dispatcher would not have to work to solve problems in their personal leisure. Interopérabilité des modèles géométriques pour les Systèmes d'Information Géographique : applications de la norme ISO 19107

Le contexte économique actuel montre que la représentation et l'analyse des données dans l'espace 3D croît de plus en plus dans les Systèmes d'Information Géographique (SIG). Le nombre d'applications SIG est en constante augmentation dans de nombreux secteurs d'activités comme par exemple la Défense, l'Aménagement du Territoire ou  la Sécurité Civile. Cependant, nous voyons l'émergence d'une forte demande pour l'analyse 3D dans les SIG. Ces développements nécessitent une standardisation des structures de données et d'échanges. Cette démarche est réalisée par l'Open Geospatial Consortium (OGC) et l'organisation internationale de normalisation (ISO). Une norme récente (ISO 19107:2003) décrit les objets complexes à prendre en compte et les traitements qu’il est possible de leur appliquer. Elle cherche à mettre en place l’interopérabilité des échanges et des analyses de données géométriques et topologiques dans les SIG. Actuellement aucune implémentation informatique complète de cette norme n’a été encore réalisée, compte tenu de son niveau d'abstraction. Une version simplifiée a toutefois été développée pour des objets uniquement 2D (ISO 19137:2007). Ce travail de thèse propose la modélisation et l’analyse d'objets complexes dans un espace tridimensionnel, et les traitements associés pour réaliser une première bibliothèque de fonctionnalités conforme à la norme ISO 19107. De plus, cette norme est actuellement portée en révision au sein du consortium OGC (Open Geospatial Consortium, www.opengeospatial.org) avec une nécessité de correction et d’évolution. Les travaux menés jusqu'à présent ont permis d’apporter une contribution pertinente avec l'ajout de nouvelles primitives géométriques, l'harmonisation de primitives par l'usage de courbes et surfaces paramétriques rationnelles. Les travaux sur cette norme ont permis également l’élaboration d'une application au sein de la société GEOMATYS, rendant possible la modélisation et l'analyse 3D d'un trafic aérien reposant sur des données SIG. / In the current economic context, the representation and the analysis of 3D data is growing more and more in the field of Geographic Information Systems (GIS). The number of GIS applications is constantly increasing in many industries, such as Defense, Regional Development and Civil Security. However, we can point out the emergence of an important request for 3D analysis in GIS. These developments require a standardization of data and exchange structures. This is carried out by Open Geospatial Consortium (OGC) and International Organization for Standardization (ISO). A recent standard (ISO 19107:2003) describes the complex objects to be taken into consideration and the associated treatments that can be used. It aims to develop interoperable exchange and analysis of geometric and topological data in GIS. Currently, no complete implementation on a computer of this standard has been done yet, regarding the level of abstraction sought. However, a simplified version was exclusively developed for 2D objects (ISO 19137:2007). This thesis proposes the modeling and the analysis of complex objects in three dimensional space, with their associated treatments. The objective is to create a first library whose the features are conform to ISO19107. Moreover, this standard is currently under review within the OGC Consortium (Open Geospatial Consortium) with a need for correction and evolution. The work done until now have enabled us to make a meaningful contribution with the addition of new geometrical primitives, the harmonization of primitives through the use of rational parametric curves and surfaces. The works on this standard also allowed the development of an application within the GEOMATYS company, making possible the 3D modeling and analysis for traffic simulation based on GIS data.

The main task of providing dispatcher-assisted first aid is to guide bystanders to giving the first aid to the victiim directly in the situation where the incident happened according to the possibilities and conditions. It's one of the basic roles of medical dispatch centre and each dispatcher working on dispatch centre has to manage this role. These basic instructions should be provide in many different situations. One of this situation is pre-hospital cardiac arrest. When the dispatcher detects cardiac arrest during the emergency call, he/she should start providing dispatcher-assisted cardiopulmonary resuscitation (DA-CPR) immediately. It means telephone assistance and guidance of bystander to perform cardiopulmonary resuscitation on the place of incident. The main aim of the research is to find out, whether the dispatchers are able to detect cardiac arrest in time and respond to it appropriately. It means iniciate the bystander to begin cardiopulmonary resuscitation, motivate him/her, instruct him/her correctly and easily, calm the situation and guide the bystander till the ambulance arrives. There are aslo set three sectional goals. Their task is to apprise with the work of the medical dispatch centre, with the dispatcher's job description and with dispatcher-assisted cardiopulmonary...
