The thesis deals with the theme of procurement of supplies in the Czech Republic from its beginnings to the present in the context of legal and economic developments. The current situation is analyzed on the basis of the Public Procurement Act, in connection with monitoring the preparation and adoption of new legislation. Legal issues will be extended by an overview of relevant laws and evaluate the problems in the formation of tender documents for the conclusion of framework agreements for the supply and reviewing compliance with the principles of the Act on financial control in public administration. Theme in the application of profiling on public procurement, focusing on a framework agreement designed to capture recurring delivery. The study is supplemented with practical experience in the field of public procurement for the conclusion of framework agreements, provides an analysis of the positive and negative aspects of this method of procurement, including proposed solutions. The practical part is elaborated on the basis of a comparison of the specific tender documents with the statutory legislation, qualitative research and secondary data analysis of tender documents for contracts to supply a valid framework contracts signed by the selected organization in the years 2012-2016.

In the present work we strive to describe those political phenomena which influenced, directly or indirectly, Radiojournal Ltd., the only radio broadcaster in Czechoslovakia during 1923 - 1939. However, it is the period of the so-called 'second republic' that can be approximately set between the conclusion of the Munich Pact at the end of September 1938 and the occupation of the rest of Czechoslovakia on 15th March 1939, which is in the centre of our attention. At that time, the system of politics, power and social situation underwent a reconstitution marked above all by centralising efforts hand in hand with the suppression of liberal and democratic principles. Sometimes we talk about the so-called 'authoritative democracy'. Radiojournal could not escape these changes. Formally, it was a private company with 51 % of shares owned by the state. And civil servants or politicians themselves were members of the managing and supervisory bodies of this institution ever since 1925. The main objective of this thesis is to point out to situation of Public finance in Czech Republic and analyse it from perspective of institutional framework of budgeting system to find weak its weak points. Simultaneously the similar analysis is compiled for institutional framework and budgeting procedures of EU budget in an effort to find such components, which would be usefull for solving recognized problems in Czech parallel. Theoretical background is provided throught description of particular budgeting systems based on so called Interinstitutional Treatment in case of EU Budget and by Budgeting rule law in case of Czech institutional framework. For better comprehension of Bugeting system in Czech Republic there is incorporated part dealing its evolution since 1918 with accent to recent decades, when the distinctive changes in budgeting rule law were ammended.

Diplomová práce pojednává o zahraniční politice pomnichovské republiky. Pomocí teorií mezinárodních vztahů vysvětluje předválečný vztah Československa k velmocem. Dále se zabývá slovenskými autonomistickými snahami, které následně Hitler využil ke konečnému rozbití Česko-Slovenska. Rozebírán je i základní problém vnější politiky, a to garance a zabezpečení hranic pomnichovské republiky. Závěrem práce detailně analyzuje Tisovu a pozdější Háchovu návštěvu v Berlíně a důsledky vyhlášení Protektorátu pro zahraniční politiku.

The main target of my thesis is to examine the recent integration development in North America from the point of view of three member countries of NAFTA. I examine their strategies towards this agreement and their impact on the three economies and on north american integration as a whole.

The thesis is concerned with the international position of Czechoslovakia between the years 1918 and 1938. Its aim is to explore possibilities and chances of a small state to survive and to prosper. The thesis analyses Czechoslovak journey to independence during the World War I, its activities at the Parisian Peace Conference, its performance in the League of Nations, development of mutual relations with powers and succesion states of former Austria-Hungaria and foundation of Petite entente. The thesis also pays attention to events that preceded signing of the Munich Agreement in September 1938 and tries to answer the question if it had been possible to prevent it and if there were any other ways how to react.

1. Plea of Guilty as a Diversion in Criminal Proceedings 1.1.Abstract The plea of guilty has been one of the most discussed topics polarizing the Czech professional and lay public. In 2019, the plea of guilty celebrated seventh anniversary of its existence in the legal framework of the Czech Republic, but it could be hardly described as "lucky" seven within its existence. What are the reasons for the failure of the plea of guilty is the essential task of this thesis. First of all, the thesis deals with forms of diversions in criminal proceedings and their history. Nevertheless, even after seven years of application practice, the professional community is not in a position to agree whether to place the plea of guilty in diversions in criminal proceedings or whether the institute is so specific that it should be assigned to another group of proceedings or perhaps be perceived entirely independently. Given the not entirely simple process of negotiating the plea of guilty in the environment of the Czech Criminal Procedure Code, the thesis also deals with the individual steps of the negotiation process and the formal and material features of the plea of guilty in general. Legal regulation of climate protection after the Paris Agreement adoption Abstract Since the early 1990s, most of the world countries have been cooperating to create a common climate protection system, which would be effective and would help to protect the Earth ecosystem for future generations without severe and irreversible changes. After more than 20 years of difficult international negotiations without any particular outcome, the ambitious Paris Agreement on climate change was adopted in December 2015. The main aim of this thesis is to evaluate whether the Paris Agreement is a suitable instrument for climate protection and if it leads to the goals set in it. The first part of the thesis analyses the international climate protection development previous to the Paris Agreement adoption. The thesis describes the development since the cornerstones of the climate protection, over the first meteorological conferences, to the adoption of the UN Framework Convention on Climate Change and the subsequent Kyoto Protocol. It deals with the Kyoto Protocol and disappointments caused by it.
