<p>Abstract</p><p>The aim of this thesis is to investigate an experimental work in the region of Kronoberg and to study, from the actors’ point of view, what possibilities there are for cooperation when it comes to hastening the introduction for newly arrived immigrants on the labour market, and also what possibilities the cooperation entails for the newly arrived immigrants to integrate on the labour market. The thesis employs the following research questions to answer the purpose:</p><p>How do the actors in the project work to fasten the introduction to the Swedish labour market?</p><p>Which opportunities and obstacles do the actors experience for cooperation in the project?</p><p>Which consequences do the actors experience that cooperation in the project bring for the newly arrived immigrants’ opportunity to integrate on the labour market?</p><p>In order to answer the questions, ten actors involved in the project have been interviewed. Also written documents have been used.</p><p>The conclusion of the study is that explicit goal and explicit division of the responsibilities in the project have made the cooperation easier. The project has been developed to domain consensus which presumably makes it possible to a more effective work.</p>

Medling vid anledning av brott: En behandling i skymundan : En kvalitativ studie om medlarnas erfarenheter kring samarbetet med polisen samt möjliga lösningar för verksamhetens utmaningar / Victim-Offender Mediation in Sweden: A treatment that has been sidelined : A qualitative study on collaboration between VOM-practitioners and the police

Victim-Offender Mediation (VOM) is a common measure to handle criminal behaviour among the youth. The treatment has however encountered some difficulties in Sweden given its inefficient implementation and organisation. Swedish mediators must collaborate very closely and continuously with the police authorities, which many mediators are unable to do due to budgetary reasons and the work hours allotted for inter-agency cooperation specifically. The purpose of this thesis is to examine the experiences of VOM-mediators in what amounts to a vital collaboration with the police. 11 mediators were interviewed using a thematic analysis. Two main themes emerged from the interview sessions. The first theme showed the challenges associated with mediator-police cooperation, such as separate institutional theories between the two agencies. The second theme indicated how some mediators had managed to find a different approach to maintaining and cultivating a functioning cooperation with the police.The framework of new institutional theories was applied in order to explain the causes behind inefficient collaboration. The interviews showed that mediators and municipalities had handled these said difficulties in different ways. One successful measure was to integrate the social service mediator in the police building, causing friction to lessen and VOM to integrate more effectively within the police.The possibility to spend valuable work hours on collaboration mattered significantly. Municipalities which had provided mediators with sufficient time for mediation supported the development of a frictionless inter-agency collaboration. There was a vast difference between mediators who were actively supported by their organizations in this regard than those who were not. / Medling vid brott är en vanlig insats inom internationell ungdomsvård. Samtidigt har medlingen i Sverige problem med sin ineffektiva implementering och organisering. Svårigheterna beror delvis på hur samarbetet mellan polis och socialtjänst ser ut. Syftet med den här studien har därför varit att undersöka hur medlare upplever samarbetet med polisen. För att undersöka detta har nio semistrukturerade intervjuer genomförts med 11 yrkesverksamma medlare.Med hjälp av en tematisk analys framkom två huvudteman i resultatet. Det första temat berörde medlarnas upplevelser av samverkan och organisatoriska utmaningar för den svenska medlingen. Det andra temat behandlade kommunernas hantering av svårigheter kring samarbete med polisen. Medlare angav också möjliga lösningar för att få till stånd ett fungerande samarbete med polisen både på lokal nivå och nationellt. Resultatet har analyserats utifrån den nyinstitutionella organisationsteorin. Det som är framträdande i resultatet är polisens och medlingsverksamhetens skilda institutionella logiker som påverkar vilka ärenden som anses vara möjliga att medla i. För flera av de berörda kommunerna har detta resulterat i en relativt låg ärendetillförsel till medlingsverksamheten. Detta trots att medlare själva beskriver att medlingen kan bistå vid många olika typer av brottsärenden och inte bara ”småbrotten”.Många svårigheter kopplade i materialet till kommunens egna satsningar på insatsen. Medlarnas möjlighet att avsätta tid för medling och att kunna interagera med polisen påverkar möjligheterna till samverkan. Det framgick att en kommun placerade medlare och polis i en gemensam byggnad vilket har lett till en samsyn och ett välfungerande samarbete. Samtidigt visar resultatet att medlare möter fortsatta svårigheter att tillämpa sitt yrke i samverkan med polisen. Detta är en konsekvens av bristande kunskaper om insatsen samt skilda institutionella logiker mellan verksamheterna. Detta har sammantaget fått konsekvenser för den hjälp som den unge gärningspersonen och brottsutsatte kan ta del av i krisen efter brottet.
