Šis darbas skirtas Italijos verslininkų pasitenkinimo darbu analizei, naudojantis kokybinių požymių daugiamatės statistikos metodais. Duomenys yra iš Italijos Veneto regiono verslininkų tyrimo, kurį 2006 metais pradėjo Padujos universiteto Statistikos departamentas. Imtį sudaro 1216 stebėjimų iš beveik 113000 Veneto regiono (Šiaurės rytų Italija) verslininkų populiacijos. Priklausomasis kintamasis, t.y. pasitenkinimas darbu, išmatuotas ranginėje keturių taškų Likert skalėje su šiomis kategorijomis: „nepatenkintas“, „nei patenkintas, nei nepatenkintas“, „pakankamai patenkintas“ ir „patenkintas“. Paaiškinamuosius kintamuosius sudaro demografinės, firmos charakteristikos, tapimo verslininku motyvus, darbą, laisvalaikį ir ateities perspektyvas atspindintys kintamieji. Beveik visi kintamieji, taip pat ir priklausomasis, yra kategoriniai. Todėl pagrindinis šio darbo tikslas yra išsirinkti geriausiai tokio tipo duomenims tinkantį modelį. Aptariama galimybė naudotis tiesine regresija, atlikus optimalųjį matavimo skalės transformavimą (optimal scaling), logistine regresija, prieš tai apjungus priklausomojo kintamojo rangus, daugianariu logit modeliu, analizuojant kiekvienos kategorijos tikimybę atskirai ir rangine regresija su logit ir cloglog sąryšio funkcijomis. Data are taken from Veneto region (North-East part of Italy) businessmen research started by Department of Statistics of Padova University at 2006. Sample consists of 1216 observations (real population is almost 113 000 entrepreneurs at this region). The outcome variable for the job satisfaction is measured on an ordered, categorical, four-point Likert scale – „dissatisfied‘“, „neither satisfied nor dissatisfied“ , „quite satisfied“ and „satisfied“. Explanatory variables include demographic items, firm characteristics, variables representing the reasons of having started the own business, items associated with work, leisure activities and future perspectives. Quite all variables, as well as the dependent one, beeing categorical, the main objective of this work is to select an appropriate model for such type of data among possible alternatives. Discussions are made on possibility to applicate linear regression with optimal scaling, binary logit for dichotomized dependent variable, multinomial logit for analysis of every single category and ordinal logistic regression with several link functions (logit and cloglog). Šiame magistro darbe išanalizuota Lietuvos eismo įvykių apskaitos sistema, sudaryta iš duomenų rinkimo, įvedimo ir teikimo proceso, kurį atlieka policijos įstaigų darbuotojai. Darbe išsamiai išnagrinėti Lietuvos norminiai dokumentai, reglamentuojantys eismo įvykių apskaitos procesą. Analizės rezultatams apibendrinti yra skurti pirminių veiksmų, duomenų pasiskirstymo ir teikimo bei ikiteisminio tyrimo medžiagos panaudojimo grafiniai modeliai. Taip pat išsamiai išnagrinėtas Europos Sąjungoje atliekamas eismo įvykių apskaitos procesas. Darbe pateiktas eismo įvykių duomenų apskaitos programinės sistemos detalus vertinimas su rekomendacijomis, kaip patobulinti sistemą siekiant užtikrinti išsamesnius, tikslesnius oficialios statistikos eismo įvykių duomenis. Baigiamojo darbo apimtis – 81 psl. teksto be priedų, 19 lentelių ir 13 paveikslų. / In this Master Thesis analysis of Lithuanian road accident management system, which consists data collecting, adding and provision process have been done. Lithuanian normative documents which governs road accident management process are purely explored in this Master Thesis. To generalize analysis results have been created primary respond, data distribution and provision, data usage of pre-trial process graphical models. Also a part of the work reveals detailed analysis of accident data management of European Union countries. In this paper is provided detailed evaluation of road accident data management software system and recommendations to ensure more detailed road accidents data of official statistics by improving system. In work are discussed the state‘s institutions privacy policy in internet. Also in the work is analyzed court practice in cases related with the violations of personnel data security in the state‘s institutions; disputed new project of Personnel data law and given suggestions how to solve problems related with personnel data security in the state‘s institutions. The regulation of personal data is one most important nowadays social phenomenon. Majority of state’s institutions personnel uses, plans to create and administer computerized personal data accumulation, transmission and etc. systems. Hospitals and other health supervision institutions accumulate and regulate personnel data of patients. Tax administration institutions accumulates information about inhabitant income and govern a huge personnel data bases, which systematizes information not only about resident income but also about their work place, family status and etc. Last year practice display that personnel data are related with personal life of a resident becomes a service, which helps commercial structures to increase profit. Understanding the value of such personal information majority of commercial subjects is inclined to neglect demands to honor the individual right to privacy. Šio magistro darbo tema yra „Asmens duomenų apsauga elektroninių ryšių sektoriuje“. Pagrindinis dėmesys šiame darbe yra skiriamas ES lygmeniu galiojančiam reguliavimui. Taigi pirmoje šio darbo dalyje yra aptariamos 1995 m. spalio 24 d. Europos Parlamento ir Tarybos direktyvos 95/46/EB Dėl asmenų apsaugos tvarkant asmens duomenis ir dėl laisvo tokių duomenų judėjimo nuostatos. Apibrėžiama sąvoka „asmens duomenys“. Taip pat vertinami direktyvoje įtvirtinti reikalavimai teisėtam asmens duomenų tvarkymui. Antroje šio darbo dalyje nagrinėjami reikalavimai srauto duomenų ir vietos nustatymo duomenų, nesudarančių srauto duomenų, tvarkymui. Todėl detaliai aptariamos bei įvertinamos 2002 m. liepos 12 d. Europos Parlamento ir Tarybos direktyvos 2002/58/EB Dėl asmens duomenų tvarkymo ir privatumo apsaugos elektroninių ryšių sektoriuje (Direktyva dėl privatumo ir elektroninių ryšių) (toliau – „Direktyva 2002/58/EB“) nuostatos, apžvelgiamos bei apibendrinamos įvairios 29 straipsnio Duomenų apsaugos darbo grupės rekomendacijos, nuomonės, darbo dokumentai. Trečioji šio darbo dalis taip pat nagrinėja srauto ir vietos nustatymo duomenų, nesudarančių srauto duomenų, reglamentavimo ypatumus. Taigi šioje dalyje yra išsamiai aptariami tiek Direktyvos 2002/58/EB reikalavimai dėl duomenų saugojimo pagal 15 straipsnio 1 dalyje įtvirtintą išimtį, leidžiančią ribotą laikotarpį saugoti minėtus duomenis. [toliau žr. visą tekstą] / The theme of this master paper is ‘Personal Data Protection in the Electronic Communications Sector‘. The major attention in the paper is granted to the regulation that is effective on the level of the EU. Therefore, the first part of this paper deals with the provisions of the Directive 95/46/EC of the European Parliament and of the Council of 24 October 1995 on the protection of individuals with the regard to the processing of personal data and on the free movement of such data. The concept of ‘personal data’ is analyzed. As well as the requirements settled for the lawful personal data processing are provided. The second part of the paper deals with such spheres as the requirements settled for the processing of traffic data and location data. Thus, the provisions of the Directive 2002/58/EBof the European Parliament and of the Council of 12 July 2002 concerning the processing of personal data and the protection of privacy in the electronic communications sector and different notions, working documents of the Article 29 Working Party on the Protection of the Individuals are discussed and summarized.
