De Beer, Rutsch and Eliffe (1998) describe community benefits as a collection of social and economic opportunities through which people are able to improve the quality of their lives or the lives of others. This study proposes a model that can be implemented in a manner that is mutually beneficial to the forestry company concerned and its community stakeholders.

An assesssment of skills development programmes for selected employees: the case of Amathole District Municipality

Municipalities play an important role in accelerating service delivery to all communities. This study is an assessment of skills development programmes for selected employees at the Amathole District Municipality (ADM). The ADM is known as a predominantly rural district. The study revealed that the municipality is faced with a lack of proper skills to accelerate service delivery. This has resulted in the institution neglecting to invest in the development of those competencies needed to function in a constantly changing educational, training and development environment. The success of any organisation depends on its human resources, who are the most important asset. Therefore effective and efficient human resources management and training and development management play a critical role in the well-being of employees. Human resources training and development policies, practices and activities guide the institution with implementation of services and should take on a more strategic role to achieve their objectives. The researcher employed the quantitative research methodology for purposes of the empirical survey and also reviewed official documents and reports. A suitably constructed questionnaire was developed and distributed to the selected sample group from the ADM. The researcher also consulted legislation, official documents, articles, journals, policy documents, reports and books in an effort to obtain as much relevant information as possible. Based on the information gathered from the respondents and literature review the researcher proposes certain recommendations in the final chapter of the treatise.

An evaluation of selected skills development programmes in the Amathole District Municipality

Employees joining any institution for the first time are not always performing duties/tasks to the level and standard set by the management of particular organisation. Some candidates perform to their fullest potential after they are inducted. The purpose of skills development act is to assists employers to participate in leadership and development programmes as to enhance the potential of individuals and organizations. Also to encourage employees to use the workplace as an active learning site and provide opportunities to acquire new skills. Human Resource Practitioners play a critical role in the ensuring that employees are capacitated. This study undertook to evaluate selected skills development programmes in the Amathole District Municipality. ADM is challenged in coordinating various skills development programmes due to various reasons such as budget. From the literature study and information gathered from the respondents in this research it became evident that training of employees is key to the improvement of performance. In this regard it is critical that ADM creates means that will mitigate the identified findings in order to improve the performance of personnel. Emailed questionnaires were used as a method of collecting data from the respondents. In this study a qualitative method was used to analyse the data collected from the respondents. Based on the information gathered from the respondents the researcher made findings and formulated recommendations.

Analysis of municipal demarcation on financial non-viability of the Vhembe District Municipality

This study investigates whether municipal demarcation addressed the challenge of financial non-viability in the Thulamela and Makhado local municipalities and the Vhembe District Municipality. The study also seeks to establish the main causes of demarcation disputes and whether the Municipal Demarcation Board (MDB) consulted the villagers in the Vuwani and Malamulele areas. The study examines whether financial viability is the sole or core factor in determining municipal boundaries. The study opted for a mixed-methods research approach using positivism and interpretivism research philosophies, including key informant interviews with municipal officials of Thulamela and Makhado local municipalities and the Vhembe District Municipality and a survey of households in the Vuwani area (previously under Makhado Local Municipality) and the Malamulele area (previously under Thulamela Local Municipality). The data were complemented by documentary analysis, including annual reports, financial statements, literature review, and legislation pertaining to financial management and local government. The study provides empirical insights into the relationship between municipal boundary demarcation and financial viability. It suggests that municipal boundary demarcation did not address the challenge of financial non-viability in the Vhembe District. The study also provides that the MDB did consult the villagers of the Vuwani area and that the main causes of demarcation disputes were the location of the newly established Collins Chabane Local Municipality. The study recommends that the South African government and the MDB should consider other factors provided for in the Local Government: Municipal Demarcation Act when demarcation decisions are made and that financial viability cannot be used to trump other factors in the restructuring of local government. The implications of this is that the government must address service delivery challenges in the Malamulele and Vuwani areas and that municipal demarcation cannot be used as a solution for financial challenges, especially in rural municipalities. The study includes implications that the MDB can explore other methods to foster stakeholder engagement and public participation. The study contributes to the body of knowledge within the sub-area of financial viability and public participation in the discipline of Public Administration and Management. / Public Administration and Management / D. The Effects of Lowered Delivery Temperatures in District Heating : A Quantitative Study / Effekterna of sänkta framledningstemperaturer i fjärrvärmenätet

With development within district heating leading to more incorporation of decentralized production, lowered temperature levels are required to enable these possibilities. Therefore, this study was conducted in collaboration with Fortum with the purpose of investigating and quantifying the effects of lowered delivery temperatures on mass flow and return temperatures. When these effects had been determined, the limiting factors were identified as well as the adjustments needed to enable the lowering delivery temperatures. This study is divided into two sections: a modeling of four type buildings and two case studies of specific areas of the Stockholm district-heating grid. The two sections of the study both use an Excel constructed model to examine the effects of the new proposed delivery temperature levels. The first section uses four type buildings with varying internal temperature levels to display how different secondary systems react to the changes in delivery temperature. The second section contains two case studies of outer parts of the grid where actual buildings are modeled. In the case studies the pipes speeds and secondary systems are analyzed to determine limiting factors for the lowering of the delivery temperatures. Overall this study contributes with quantified results of the effects of four lowered delivery temperature profiles on different customer systems. Analysis of the delivery temperatures showed that the largest change was shifting from the actual delivery temperatures of 2011 to the delivery profile that Fortum currently promised to deliver. The pipes of the studied areas were found not to be a limiting factor even in cases where the when mass flows increased three fold. The greatest limiting factor was determined to be the internal temperatures of the buildings, which set a strict limit and cannot be altered by Fortum without the customers’ cooperation. In conclusion a range of limiting factors were identified that proved to be potential limitations depending on the circumstances of a specific case. Depending on the investment needs in a specific case the economic viability was deemed to most likely be positive. When implementing lowered delivery temperatures in reality it is vital to acquiring data on secondary systems in order to identify the specific limitations of the proposed area. In addition an area of more research on the effects of lowered temperatures on the entirety of the grid as this study only investigates isolated sections.

Techno-Economic Assessment of Thermal Energy Storage integration into Low Temperature District Heating Networks

Thermal energy storage (TES) systems are technologies with the potential to enhance the efficiency and the flexibility of the coming 4th generation low temperature district heating (LTDH). Their integration would enable the creation of smarter, more efficient networks, benefiting both the utilities and the end consumers. This study aims at developing a comparative assessment of TES systems, both latent and sensible heat based. First, a techno-economic analysis of several TES systems is conducted to evaluate their suitability to be integrated into LTDH. Then, potential scenarios of TES integration are proposed and analysed in a case study of an active LTDH network. This is complemented with a review of current DH legislation focused on the Swedish case, with the aim of taking into consideration the present situation, and changes that may support some technologies over others. The results of the analysis show that sensible heat storage is still preferred to latent heat when coupled with LTDH: the cost per kWh stored is still 15% higher, at least, for latent heat in systems below 5MWh of storage size; though, they require just half of the volume. However, it is expected that the cost of latent heat storage systems will decline in the future, making them more competitive. From a system perspective, the introduction of TES systems into the network results in an increase in flexibility leading to lower heat production costs by load shifting. It is achieved by running the production units with lower marginal heat production costs for longer periods and with higher efficiency, and thus reducing the operating hours of the other more expensive operating units during peak load conditions. In the case study, savings in the magnitude of 0.5k EUR/year are achieved through this operational strategy, with an investment cost of 2k EUR to purchase a water tank. These results may also be extended to the case when heat generation is replaced by renewable, intermittent energy sources; thus increasing profits, reducing fuel consumption, and consequently emissions. This study represents a step forward in the development of a more efficient DH system through the integration of TES, which will play a crucial role in future smart energy system. / Thermal energy storage (TES) eller Termisk energilagring är en teknologi med potentialen att öka effektivitet och flexibilitet i den kommande fjärde generationens fjärrvärme (LTDH). Studien har som mål att kartlägga en komparativ uppskattning av TES systemen, baserad både på latent och sensibel värme. Resultaten visar att lagring av sensibel värme är att föredra före latent värme när den kopplas med LTDH: pris per lagrade kWh kvarstår som 15% högre än för latent värme i system under 5 MWh av lagringsutrymme; dock fordrar de endast hälften av volymen. Utifrån systemperspektiv innebär introduktionen av TES system i nätverket en ökning av flexibilitet vilket leder till reducerade värmeproduktionskostnaderna i mindre belastning. I fallstudien nås en sparnivå av femhundra euro per år genom denna operativa strategi, med en investering av 2000 euro för inköp av vattentank. Resultaten kan också vidgas till en situation där värmeproduktionen ersätts av förnybara, intermittenta energikällor; till detta medföljer högre vinster, lägre bruk av bränsle vilket skulle innebära lägre utsläpp. Studien kan ses som ett steg framåt mot skapandet av en mer effektiv DH system genom integrationen av TES, vilket kommer att spela en betydande roll i framtida smarta energisystem.

A multiple regression analysis of six factors concerning school district demographics and superintendent tenure and experience in 2007-2008 schools relative to student achievement on the third grade Kansas reading assessments

Ross / The purpose of this quantitative study was to examine the relationship between the length of tenure of a superintendent and academic achievement as defined by the percentage of students who scored “Proficient” or better on the 2008 Third Grade Kansas Reading Assessment. To put this relationship into context, five other predictive variables were included as a part of this study: the individual’s total length of experience as a superintendent, the individual’s total length of experience in education, each district’s assessed valuation per pupil, each district’s percentage of students who qualified for free or reduced meal prices, and each district’s total student headcount. To gain the most comprehensive view possible, all 295 Kansas school districts in existence in 2008 were included in this study. The backward method of multiple regression was utilized to analyze these data. Before performing this analysis, the researcher first checked to ensure that the assumption of no multicollinearity had been met. From this analysis, all six predictive variables were retained as no relationships between them were found to be too strong. Following this check, the backward method of multiple regression analysis was performed. This method of multiple regression seeks to create the most parsimonious model, so two of the predictive variables were excluded from the final summary model based on removal criterion, the significance value of the t-test of each predictive variable. Results of this study revealed that 9.9% of the variance in the dependent variable, the percentage of students who scored “Proficient” or better on the 2008 Third Grade Kansas Reading Assessment, was accounted for by the predictive variables in the model retained. Further, multiple regression analysis tested the unique contributions of the four remaining predictive variables. Although included as one of the four predictive variables that had a significant effect on the percentage of students who scored “Proficient” or better on the 2008 Third Grade Kansas Reading Assessment, the primary focus of this study – to examine the impact a superintendent’s length of tenure has on students’ academic achievement – proved to have the least relative impact, according to beta weights.

Factors responsible for the high default rate of tuberculosis patients paticipating in direct observed treatment short course

The purpose of this study was to describe the factors contributing to high default of DOTS implementation in the Kwaebibrim district of Ghana. A quantitative, descriptive study was conducted to determine personal, health service, community and treatment factors contributing to high default of DOTS implementation in the district. Data collection was done using a structured questionnaire. Purposive sampling was done. The sample comprised of one hundred and thirty TB patients who were on DOTS implementation at the district chest clinic. The study highlighted TB patients’ knowledge about TB, socio-economic characteristics, organisation of care as well as community perceptions about the disease. The findings revealed that default to treatment is a complex behavioural issue involving multiple factors, an interaction of personal, social and health care factors as well as side effects of medication and duration of treatment. It is therefore recommended that interventions to prevent default of DOTS implementation should be designed with these factors in mind.
