Este estudo se torna relevante na medida em que nos levou a identificar os limites e as possibilidades da proposta de acesso a Educação Profissional e ao emprego a partir deste Programa. Todo o estudo teve como objetivo compreender os motivos pelos quais, em tempos de crise, como a crise de ordem estrutural do capitalismo, que se manifesta na crise de desemprego estrutural, surgem programas como solução ao desemprego, a exemplo do Programa Nacional de Acesso ao Ensino Técnico e Emprego (Pronatec). Na primeira parte desta dissertação realizamos a revisão da literatura pertinente e a produção acadêmica de estudiosos e pesquisadores das áreas de Sociologia e Economia do Trabalho e Trabalho e Educação. Nessa revisão,identificamos os reflexos da crise que, afetaram e afetam o mundo do trabalho e por isso, a classe trabalhadora. Na segunda parte desta dissertação tratamos da própria trajetória da educação profissional e dos Planos e Programas para qualificação dos trabalhadores, dos quais se destacam o Programa Intensivo de Preparação de Mão-de-Obra (PIPMO) - 1963 - 1982, o Plano Nacional de Qualificação do Trabalhador (Planfor) -1996 - 2002 e o Plano Nacional de Qualificação (PNQ) - 2003 - até os dias atuais, situando-os em seus determinados momentos históricos, portanto imersos em uma determinada conjuntura. Da análise do Programa, que constitui a última parte desta dissertação reafirmamos a necessidade de um debate que lance luz sobre a evidência de um ajuste estrutural da educação profissional em determinados momentos históricos, enquanto mecanismo de desenvolvimento de capital humano e, além disto, como estratégia de submissão da classe trabalhadora e seus filhos à precariedade do mercado de trabalho, resultante da reação da burguesia à crise estrutural do capital e por conseqüência a crise estrutural do emprego. Concluímos que, assim como o PIPMO, Planfor e PNQ, que foram também programas de qualificação profissional, o Pronatec não garante a inserção do trabalhador em postos de trabalho socialmente protegidos. Ao contrário, a qualificação profissional desenvolvida no Pronatec responsabiliza o próprio trabalhador pelo seu desemprego e, ou, pelo seu auto-emprego em postos de trabalho precarizados. / ABSTRACT This dissertation aimed the investigation of the proposal of the National Program for Access to Technical Education and Employment, established by the Law 12.523/2011. This study becomes relevant as it will lead us to identify the limits and possibilities of the access proposal to Professional Education and employment based on this program. The whole study was guided aiming the understanding of the reasons why in times of crisis, as the crisis of structural order of capitalism manifested in structural unemployment crisis, some programs arise as a solution to unemployment, such as the Pronatec. The first part of this dissertation includes a review of relevant literature and academic production of scholars and researchers in the fields of Sociology and Labor Economics and Labor and Education. In this review we identified the reflexes of the crisis which affected and still affects the world of work and therefore the working class. The second part of this dissertation deals with own the trajectory of the vocational education and the Plans and Programs for the qualification of workers, among which are the Intensive Plan Preparation of Manpower (PIPMO) - 1963 - 1982, the National Plan for Worker Qualification (Planfor) - 1996-2002 and the National Qualification Plan (PNQ) - 2003 - until today, situating them in their particular historical moments therefore immersed in a given situation. From the program’s analysis, which is the last part of this dissertation we reaffirm the need for a debate that will shed light on the disclosure of a structural adjustment of vocational education in certain historical moments as a mechanism of development of human capital and, moreover, as a strategy submission of the working class and their children to the precariousness of the work resulting from the reaction of the bourgeoisie to the structural crisis of capital and hence the structural crisis of unemployment market. We conclude that, like the PIPMO, Planfor and PNQ, who were also professional qualification programs, the Pronatec does not guarantee the participation of workers in jobs socially protected. On the contrary, the qualification developed in Pronatec blames the worker and their unemployment, or by self-employment in precarious jobs.

L’évolution de la surqualification en emploi au Québec, 1971-2016

Ce mémoire analyse l’évolution de la prévalence de la surqualification en emploi au Québec à l’aide des données des recensements de 1971 à 2016. Les travaux portant sur l'évolution de la surqualification au Québec n’ont traité au plus que de la période allant de 1990 à 2012 et ont peu pris en considération certains facteurs de différenciation importants (niveau de diplôme, domaine d’études, âge, cohorte, genre, immigration). Ce mémoire cherche à combler ces lacunes pour mieux comprendre de quoi relève cette évolution. L’étude des dynamiques de la surqualification se révèle particulièrement riche dans la mesure où elle permet de mettre à l’épreuve un large spectre de théories concernant les rapports entre l’éducation et l’emploi. On analyse d'abord les évolutions respectives et conjointes de la structure des diplômes au sein de la population active et de la structure de la qualification des emplois. Alors qu’en 1971 le nombre d’emplois hautement qualifiés dépassait le nombre de travailleurs disposant d’un niveau de diplôme correspondant, ce rapport s’est inversé au fil du temps. Dans le contexte d’une hausse rapide des niveaux de scolarité et d’une hausse moindre de la qualification des emplois, le nombre de diplômés du postsecondaire a dépassé le nombre d’emplois qualifiés correspondants, si bien que la surqualification apparaît de plus en plus comme une situation d’emploi structurellement inévitable pour une partie des travailleurs. Au fil des dernières décennies, les taux de surqualification au sein de la population active ont augmenté, en partie sous l’effet mécanique de la hausse de la diplomation et donc du nombre de travailleurs susceptibles de connaître une situation de surqualification, mais aussi comme résultat d’une hausse des chances de surqualification à niveau de diplôme égal. Les dynamiques derrière cette hausse des chances de surqualification varient selon le niveau de diplôme. Dans l’ensemble, en ce qui a trait à l’accès à l’emploi qualifié, le diplôme devient de plus en plus nécessaire, et de moins en moins suffisant. Des modèles âge-période-cohorte sont utilisés pour estimer les effets respectifs des différentes dimensions de l’évolution dans le temps. Des effets de cohorte influençant les probabilités de surqualification des travailleurs sont observables. Les effets de l’âge prennent une forme en « U », les plus jeunes et les plus âgés étant les plus à risque de connaître une situation de surqualification. Les différences dans les évolutions de la surqualification en fonction du genre et du fait d’être né au Canada ou hors du Canada sont aussi examinées. / This thesis analyzes the evolution of the prevalence of overqualification in Quebec using census data from 1971 to 2016. Until now, studies on the evolution of overqualification in Quebec have covered at most the period from 1990 to 2012 and have paid little attention to certain important factors of differentiation (education level, field of study, age, cohort, gender, immigration). This thesis seeks to fill this gap. Studying the dynamics of overqualification is particularly valuable in that it allows us to test a wide variety of theories regarding the relationships between education and employment. I first analyze changes over time in the structure of educational qualifications in the workforce and in the structure of the skill levels of jobs, as well as in the overlap between these structures. Whereas in 1971 the number of high skilled jobs was higher than the number of workers holding corresponding degrees, this situation was reversed over time. Due to the rapid rise in educational attainment and the slower rise in the skill level of jobs, the number of postsecondary graduates has outpaced the number of corresponding jobs, meaning that overqualification is increasingly becoming structurally inevitable for some workers. Over the past decades, overqualification rates in the labour force have increased, in part simply as a result of the increase in educational attainment and therefore of the number of workers for whom it is possible to experience overqualification, but also as a result of an increase in the risks of overqualification among graduates with the same level of education. Overall, when it comes to access to high skilled jobs, educational credentials are becoming both more necessary and less sufficient. Age-period-cohort models are used to estimate the respective effects of these different dimensions of change over time. Cohort effects on the probability of overqualification are observed. Age effects take a "U" shape, the youngest and oldest workers showing the highest risks of overqualification. Differences by gender and place of birth (Canada or outside Canada) are also examined.

The impact of different reading/writing media on the education and employment of blind persons

Particularly in recent years, prompted by the need to gain greater independent access to a wider range of information, many persons who are blind make extensive use of screen access technology, optical character recognition devices, refreshable Braille displays and electronic notetakers in a variety of contexts. These reading and writing media have proved to be so useful and effective, raising debates in the literature on whether there is a decline in the use of Braille, or whether Braille as a reading and writing medium would become obsolete. Following a discussion on the development of tactual reading and writing media as part of an historical background to blindness, as well as an evaluation of the various reading and writing media used in South Africa by persons who are blind, this study, using a quantitative approach with a survey design, aimed to determine the impact of the various reading and writing media on the education and employment of persons who are blind. Based on the findings of the study, what emerges forcefully with regard to the preference of a medium for reading or writing is that a greater number of persons who are blind prefer Braille and computers with speech output. Notwithstanding this, there is support for the need to provide instruction in the use of the various reading and writing media, highlighting the critical value and role of the various media. Additionally, while persons who are blind appear to be convinced that computers will not replace Braille, they were, however, divided on whether there is a decline in the use of Braille, and whether computers would replace audiotapes. Finally, conclusions, based mainly on the findings of the study are drawn, and recommendations, both for future research, and for an integrated reading and writing model, are made. / Educational Studies / D.Ed.(Special Needs Educstion)

Academic life under occupation : the impact on educationalists at Gaza's universities

This sociological study explores the past and current higher education (HE) experience of educationalists at Gaza’s universities and how this experience may be evolving in the shifting socio-political context in the Arab World. The thesis is motivated by three questions: 1. What are the perspectives of academic staff in the Faculties of Education at Gaza’s universities on their own past HE experiences? 2. What are the perspectives of students and their lecturers (academic staff) in the Faculties of Education at Gaza’s universities on students’ current HE experiences? 3. How do educationalists in the Faculties of Education at Gaza’s universities perceive the shifting socio-political context in the Arab World, and what current or future impact do they think it will have on the education context at Gaza’s universities? To examine these questions, I conducted an inductive qualitative study. Using 36 in-depth, semi- structured interviews which lasted between (90-300 min), I collected data from educationalists (15 academic staff; 21 students) at two of Gaza’s universities. Due to difficulties of access to the Gaza Strip, the participants were interviewed via Skype from Cambridge. Informed by the literature review, and triangulated with other research activities, such as reviewing participants’ CVs, browsing universities websites, and keeping a reflective journal, a thematic analysis was conducted on the interview data. Theoretically, although this study has benefited from conceptual insights, such as those found in Paulo Freire’s Pedagogy of the Oppressed and in Pierre Bourdieu’s work on symbolic violence, it is a micro-level study, which is mainly data driven. The findings of this research show that in the past, educationalists were relatively more passive in terms of shaping their HE experiences, despite efforts to become resilient. In the present, students and their lecturers continue to face challenges that impact negatively on their participation and everyday life at Gaza’s universities. However, how the HE experience will evolve out of this context in the future is uncertain. The Arab Spring revolutions have had an influence on Gaza HE institutions’ campuses as they have triggered more awareness of students’ grievances and discontent. Because of some political and educational barriers, however, students’ voices are a cacophony; they remain split between “compliance” and resistance (Bourdieu, 1984, p. 471; Swartz, 2013, p. 39). Previously, Sara Roy (1995) rightly indicated a structure of “de-development” in the Gaza Strip (p.110). The findings from this research show that the impact of occupation and of the changes in the Arab World on the educational context in Gaza are more complex than previously thought. There is a simultaneous process of construction and destruction that is both external and internal to educationalists and which undermines academic work at Gaza’s universities. Based on this, the study concludes by explaining six implications of this complex structure for academic practice at Gaza’s universities, offering nine policy recommendations for HE reform, and highlighting six areas for future research.
