Efektivita a soukromé financování v sektoru veřejného vysokého vzdělávání České republiky / Efficiency and private financing in public higher education sector of the Czech Republic

Public higher education in the Czech Republic is financed by general taxation. Due to permanent lack of financial sources in the sector, there should be sought alternative ways of financing, among which private financing is considered to be the best alternative. Nevertheless, it is important that these additional funds are managed efficiently. Thus, next to private financing, the thesis also studies efficiency of the sector as these two areas are interrelated. The results of private funding model indicate feasible realization with relatively low negative impact on private rate of return. Using DEA method, the efficiency analysis reveals that although Czech universities are teaching efficiently, they lack efficiency in research. This suggests that current financing scheme should be adjusted accordingly. Higher education is also studied from theoretical perspective and discussed are such topics as quality, mass education or the recent reform proposal.

Esta pesquisa busca trazer subsídios para a construção teórico-metológica da Educação Ambiental a partir da aproximação do pensamento de Espinosa, em especial o conceito de potência de agir do filósofo, da experiência educativa deflagrada pelo Coletivo Educador Ambiental de Campinas (COEDUCA)/SP/Brasil, que se pautou pela Política Pública de Coletivos Educadores do Departamento de Educação Ambiental do Ministério do Meio Ambiente brasileiro (DEA/MMA). A investigação foi desenvolvida com o uso de elementos da pesquisa qualitativa e procedimentos do estudo de caso. Buscou-se identificar elementos do processo educativo socioambiental supracitado que convergissem com o conceito de potência espinosano, de modo a contribuir com a edificação de processos formativos de educadores ambientais que possibilitem um aumento da potência de indivíduos e grupos ´pré-ocupados` com a sustentabilidade local, regional e planetária. / This research seeks to provide subsidies for the theoretical and methodological construction of Environmental Education, towards the approach to the Spinoza\'s thought, especially the philosopher potency of action concept, triggered by the educational experience of the Environmental Educator Collective of Campinas (COEDUCA) - SP/Brazil, which was guided by the Public Policy of Educator Collective of the Environmental Education Department of the Brazilian Environment Ministerial (DEA/MMA). The investigation was developed with elements of qualitative research and case study procedures. There was an intention of identify elements of the socialenvironmental educational process mentioned above, that could converge with the Spinoza´s concept of potency, in order to contribute to the edification of the formative processes of environmental educators, that could increase individuals and groups potency \'pre-occupied` with local, regional and global sustainability.

Raça, identidade e cidadania: uma análise dos trabalhos apresentados na Anpocs e na Anped (1988-2003)

Esta pesquisa buscou realizar uma análise de alguns trabalhos que articulavam a categoria raça ao campo da educação visando verificar a relevância do papel desempenhado pela instituição escolar no que esta se relaciona à questão étnico-racial no Brasil. Buscando atingir tal objetivo realizou-se um mapeamento dos trabalhos apresentados em duas das principais associações nacionais de pesquisa e pós-graduação das Ciências Sociais e da Educação, a Associação Nacional de Pós-Graduação e Pesquisa em Ciências Sociais (ANPOCS) e a Associação Nacional de Pós-Graduação e Pesquisa em Educação (ANPEd), no período de 1988 a 2003. A observação do mapeamento citado permitiu identificar que os conceitos identidade e cidadania apresentavam-se diretamente relacionados às questões étnico-raciais e a educação nos textos analisados. Tanto este mapeamento quanto o acompanhamento da literatura contemporânea das Ciências Sociais e da Educação, relacionadas às questões étnico-raciais, informaram a necessidade do estudo das relações que se estabelecem entre a educação formal, o movimento negro e as políticas públicas educacionais. Nesse sentido, a pesquisa teve por objetivo analisar as interconexões entre as produções teóricas que articulam raça e educação na ANPOCS e ANPEd apontando para a compreensão do espaço e da educação escolar enquanto lugares centrais na constituição e rediscussão dos parâmetros da cidadania e/ou como o lugar da construção dos processos de identificação dos sujeitos aos quais se destinam os processos educacionais por meio da pertença étnico-racial. Por fim, buscou-se uma aproximação entre os instrumentos normativos/legais que institucionalizam as políticas públicas educacionais no país: a Lei de Diretrizes e Bases da Educação (LDB), o Plano Nacional de Educação (PNE) e o Plano de Desenvolvimento da Educação (PDE) e os debates apresentados pelos trabalhos analisados. / This research aimed to conduct a few works that articulated the category race to the field of education in order to verify the relevance of the role played by the school institution as it relates to ethnic-racial issue in Brazil. Seeking to achieve this objective it is a mapping of the papers presented at two major national associations of research and graduate of Social Sciences and Education, the National Association of Graduate Studies and Research in Social Sciences (ANPOCS) and the National Association of Graduate Studies and Research in Education (ANPEd) during 1988-2003. The observation of the aforementioned mapping identified the concepts of identity and citizenship presented directly related to ethnic and racial issues and education in the analyzed texts. Both this mapping as the monitoring of the contemporary literature of Social Sciences and Education, issues related to ethnicity, race, reported the need to study the relationships established between the formal education, the black movement and educational policies. In this sense, the research aimed to examine the interconnections between theoretical treatises that articulate race and education in ANPOCS ANPEd and pointing to the understanding of space and school education as central places in the constitution and re-discussion of the parameters of citizenship and / or as construction place processes to identify the persons to whom they are intended educational processes through the racial-ethnic membership. Finally, we sought a rapprochement between the normative instruments / legal policies that institutionalize public education in the country: the Law of Guidelines and Bases of Education (LDB), the National Education Plan (NEP) and the Development Plan for Education (PDE) and discussions presented by the works analyzed.

The research problem can be delineated from the question: How was the rural school reorganization movement in Bela Vista de Goiás and what was the logic of the public policies of that time, highlighting the importance and the criteria of the creation of the Nucleus School Nicanor Gomes Pereira at Fazenda Matinha. This is a topic considered of extreme relevance in the research scenario in the area of Education, presenting itself as important to be debated and studied, considering the small number of studies carried out regarding it and the urgent need to think about and offer education of quality in the field for the rural population. The study had as its starting point historical dialectical materialism, as a conception of reality and world, assuring the principle that reality exists independent of the consciousness we have of it and that, therefore, the material conditions determine the consciousness with which we appropriate this reality. It is a qualitative research whose methodological procedures adopted were the bibliographical, documentary and empirical research. The study covers geographically the 10 microregions of the municipal. Through a semi-structured questionnaire, we obtained the perception of 44 subjects who participated in the process of which resulted in the rearrangement of rural schools. As a theoretical contribution, we used Arendt (2007, 2008), Arroyo, Caldart and Molina (2004, 2006, 2011), Bobbio (2000), Brzezinski and Santos (2015), Campos (2005), Chauí (2004), Enguita (1989), Freire (1987,1996), Gadotti (2008, 2011), Kuenzer (1990), Martins (2004), Marx and Engels (1991, 2007), Silva (2007), among others. We show that the implementation of a Field Education policy encompasses a complex process since the education offered to children, young people and adolescents residing in rural areas occurs mostly in urban schools that do not always articulate a curriculum with the reality of field. Few schools that still resist in rural areas do not offer an education in the field, but an education in the field. It became clear that education was "urbanized" in the countryside, but not with the same opportunities. The studies revealed that for most of the local community (parents and teachers), the process was authoritarian and did not consider the will of the majority, contradictorily, to what is understood as a democratic process. We find that there is legislation that guarantees the education of the countryside, with solid foundations, however, lacking public policies that concretise this right, which was denied throughout Brazilian history. / A presente Dissertação resulta de um processo de investigação e vincula-se à Linha de Pesquisa Estado, Políticas e Instituições Educacionais da Pontifícia Universidade Católica de Goiás, Programa de Pós-Graduação em Educação, cujo objetivo foi reconstruir o movimento de reordenamento das escolas rurais no Município de Bela Vista de Goiás a partir do ano de 1980 até 2006, período no qual ocorreu o fechamento das escolas. O problema da pesquisa pode ser delineado a partir da questão: Como se deu o movimento de reordenamento das escolas rurais no Município de Bela Vista de Goiás e qual a lógica das políticas públicas daquela época, ressaltando a importância e os critérios da criação da Escola Núcleo Nicanor Gomes Pereira na Fazenda Matinha. Essa é uma temática considerada de extrema relevância no cenário das pesquisas na área da Educação, apresentando-se como importante de ser debatida e estudada, tendo em vista o número reduzido de estudos realizados a seu respeito e a urgente necessidade de se pensar e ofertar educação de qualidade no campo para a população do campo. O estudo teve como ponto de partida o materialismo histórico dialético, enquanto uma concepção de realidade e de mundo, assegurando o princípio de que a realidade existe independente da consciência que temos dela e que, portanto, as condições materiais determinam a consciência com a qual nos apropriamos dessa realidade. Trata-se de uma pesquisa qualitativa cujos procedimentos metodológicos adotados foram a pesquisa bibliográfica, documental e empírica. O estudo abrange geograficamente as 10 microrregiões do Município. Por meio de questionário semiestruturado, obtivermos a percepção de 44 sujeitos que participaram do processo do qual resultou no reordenamento das escolas rurais. Como aporte teórico recorremos a Arendt (2007, 2008), Arroyo, Caldart e Molina (2004, 2006, 2011), Bobbio (2000), Brzezinski e Santos (2015), Campos (2005), Chauí (1995, 2001), Dallari (2004), Enguita (1989), Freire (1987,1996), Gadotti (2008, 2011), kuenzer (1990), Martins (2004), Marx e Engels (1989, 2004, 2007), Orso (2007), Saviani (1991, 2007), Silva (2007), entre outros. Evidenciamos que a efetivação de uma política de Educação do Campo abrange um processo complexo haja vista que a educação ofertada para crianças, jovens e adolescentes residentes no meio rural acontece, em sua maioria, nas escolas urbanas que nem sempre articulam um currículo com a realidade do campo. As poucas escolas que ainda resistem no meio rural não oferecem uma educação do campo e, sim, uma educação no campo. Ficou evidente que "urbanizou-se" a educação no campo, mas não com as mesmas oportunidades. Os estudos revelaram que para a maior parte da comunidade local (pais e professores), o processo foi autoritário e não considerou a vontade da maioria, contraditoriamente, ao que se compreende como processo democrático. Constatamos que há legislação que garante a educação do campo, com bases sólidas, no entanto faltam políticas públicas que concretizem esse direito, que foi negado por toda a história brasileira.

The objective of this research is to analyze the impact of this examination on the graduating students of Business. The study is based on official documents, references on higher education in Brazil, its quality and on the current assessment policy. The research comes from the experience of the author, who is a professor and coordinator of the Business course and investigates a group of students from a HEI. It adopts a qualitative approach, conducted like as a case study, drawing on consultation with the subject using a questionnaire with open and closed questions. Responses to the questionnaire indicate that subjects perceive the Enade as an evaluating instrument of the training received in the course, they would do it spontaneously and that, from their perspective it contributes to improving the quality of higher education in Brazil. The results obtained from the research can be added to the other researches dealing with national examinations and assessment in higher education, as well as indicate to managers and teachers of HEI, alternatives to better incorporate this type of external evaluation to their daily routine without compromising their autonomy, and better understand the challenges faced by the course that meets working students, aged between 21 and 45, who come from public schools. / A dissertação analisa o Enade (Exame Nacional de Desempenho de Estudantes), uma das avaliações externas que integram o Sinaes (Sistema Nacional de Avaliação da Educação Superior), instituído por meio da Lei 10.861, de 14 de abril de 2004, com o propósito de avaliar as IES (Instituições de Educação Superior), os cursos e o desempenho de estudantes universitários. O objetivo da investigação consiste em analisar a repercussão do Exame junto a estudantes concluintes do curso de Administração. O estudo fundamenta-se em documentos oficiais, referenciais sobre educação superior no Brasil, sua qualidade e sobre a atual política de avaliação. A pesquisa tem origem na experiência do autor, que é professor e coordenador do curso de Administração e investiga um grupo de estudantes de uma IES específica, que é confessional e comunitária. Adota abordagem qualitativa, realizando um estudo de caso de caráter exploratório, valendo-se de consulta aos sujeitos por meio de questionário com perguntas abertas e fechadas a estes estudantes. As respostas ao questionário indicam que os sujeitos percebem o Enade como instrumento avaliador da formação recebida no curso, que o fariam espontaneamente e que, sob sua ótica, contribui para a melhoria da qualidade da educação superior no Brasil. Os resultados obtidos por meio deste estudo exploratório poderão somar-se a outros que tratam de exames nacionais e avaliação na educação superior, além de indicar aos gestores e professores da IES alternativas para melhor incorporar esse tipo de avaliação externa ao seu cotidiano sem, no entanto, comprometer sua autonomia e melhor entender os desafios enfrentados pelo curso de Administração devido à origem socioeconômica e escolar de seus estudantes.

Il tema di fondo su cui si confronta la ricerca è l'esistenza di relazioni complesse - dirette e indirette, esplicite ed implicite - tra i diversi livelli di governance dell'istruzione superiore in grado di esercitare una crescente pressione sui sistemi nazionali e sulle singole università sino a modificarne le priorità. Più nel dettaglio la ricerca indaga il rapporto tra i modelli competitivi veicolati dagli organismi internazionali, nello specifico dall'Organisation for Economic Cooperation and Development - OECD, e il modo con cui ciascun ateneo interpreta i propri obiettivi di formazione - nel quadro dei vincoli e delle opportunità del sistema d'istruzione superiore italiano. L'assunto di base è che tra l'OECD e il management degli atenei ci siano delle connessioni che sono la risultante di due tendenze complementari: da una parte l'influsso dell'Organizzazione sulle politiche nazionali, locali e degli atenei; dall'altra la propensione di questi ultimi ad avvalersi, in maniera differenziata, degli studi e delle analisi statistiche e comparative prodotte dall'OECD per interpretare i fenomeni globali della higher education e supportare le proprie strategie di intervento. / The research focus upon the existence of complex relationships - both direct and indirect, explicit and implicit - between different levels of higher education governance that can exert increasing pressure on national systems and universities up to changing their priorities. In further detail, the research investigates the relationship between competitive models promoted by international bodies, specifically by the Organization for Economic Cooperation and Development - OECD, and the way in which each university interprets its strategic goals - in the framework of the constraints and opportunities of the Italian higher education system. It is assumed that between the OECD and the university management there are some connections resulting from two complementary trends. The first one refers to the influence of the Organization on national policies and local universities; the second one regards to the use by the university management of the OECD's comparative studies and statistical analysis to interpret the global higher education phenomena and support their intervention strategies.

This study examines the perceptions and operational assumptions of university representatives with regard to the new higher education policy-making in Kurdistan. It attempts to explore the development and implementation of the policy’s first priority, the aim to bridge the gap between quality and quantity in higher education. A mixed-methods case study research is employed by applying qualitative methods in a series of interviews carried out with nine faculty members from a University in the Kurdistan Region. The interviews were followed by a survey of a representative sample of 305 faculty members from all faculties of the university, with responses from 148. Both research methods explored the implementation of quality assurance initiatives under the quality teaching reforms. The aim is to identify what type of quality culture in higher education is being encouraged and if it will enable higher education to serve as a bridge for Kurdistan to the global knowledge economy.
