Based on this perspective, and grounded in a purely qualitative approach, this paper aims to analyze the performance of sports managers and the education, related to management, offered in courses of Physical Education. Interviews were conducted with ten managers of various sports organizations, and analyzed the disciplines related to management in the curricula of Bachelor of Physical Education of the State of Santa Catarina. The results showed that the training relates to the management presents heterogeneously in the courses investigated; that the set of disciplines and menus addressed converges, largely with the performance of sports managers, but there are points that can be improved. The administrative and sports knowledge have been identified as fundamental to the performance of managers and organization of sports events one of its main activities. We conclude that there is no correct or incorrect model for education in Physical Education, with regard to management, because the curricular structures should be aligned to the professional profile that you want to form in each course. Education institutions, however, should consider management as an important component of training, since this is a possibility for future intervention professional. / A gestão do esporte no Brasil tem sido objeto de estudos que indicam a necessidade de aprimorar a qualificação de gestores que atuam no contexto esportivo e profissionais de Educação Física são observados ocupando cargos de gestão em organizações esportivas no país. Baseando-se nesta perspectiva e calcada em uma abordagem qualitativa, esta dissertação teve como objetivo analisar a atuação de gestores esportivos e a formação, relacionada à gestão, oferecida em cursos de graduação em Educação Física. Foram realizadas entrevistas com dez gestores de variadas organizações esportivas e analisadas as disciplinas relacionadas à gestão nos currículos dos cursos de bacharelado em Educação Física do Estado de Santa Catarina, identificando-se categorias temáticas. Os resultados demonstraram que a formação relacionada à gestão apresenta-se de maneira heterogênea nos cursos investigados; que o conjunto de disciplinas e ementas abordadas converge, em grande parte, com a atuação de gestores esportivos, mas que existem pontos que podem ser aprimorados. Os saberes administrativos e esportivos foram identificados como fundamentais à atuação de gestores esportivos e a organização de eventos uma de suas principais atividades. Conclui-se que, embora, não exista um modelo correto ou incorreto para a formação em Educação Física, no tocante à gestão pois as estruturas curriculares devem estar alinhadas ao perfil profissional que cada curso deseja formar , as instituições de ensino devem considerar a gestão como um importante componente da formação, visto ser esta uma possibilidade de intervenção do futuro profissional da área.

The number of running events has grown sharply in recent years, and the trend is to continue growing and developing. The increased competitiveness suggests that understading the consumer s decision process is important to the organizers, so they can promote events more synchronized with consumer s desires. This study aims to identify and assess the attributes of running events that influence the participants decision process. The research is fundamentally descriptive, with exploratory characteristics. The questionary is developed in the following steps: participant-observation of running events; discussion with focus group; and literature related to sports marketing, motivation for participating in sports events and event management. The instrument for data collection characterize the runner considering social and demographical characteristics, connection status with the sport, level of interest and participation in running events, and motivation to participate in these events. The sample is held for convenience and formed by 496 runners. The study identifies that the majority of Brazilian runners are classified in the attachement stage, characterized by a strong emotional connection and the self-identification as a runner; that these runners are motivated to participate in running events specially by two dimensions fitness and skill mastery; and that 58 attributes influence the decision process to participate in running events, being distance, date and price the three most influent. The 58 attributes are submitted to factor analysis, resulting in nine factors: safety, entertainment, physical characteristics, registration process, accessibility, information, reward, differentials, and basics. Significant differences of the influence generated by these attributes in the decision process are found when ANOVA is performed considering the division of runners in groups such as age, number of events concluded by year, connection stage, and degree of interest for various running events. Knowing the specifics of the behavior of diverse running groups is critical to ensure the organization of events that meet the consumers desires. / A escassa bibliografia da área de marketing esportivo no Brasil, as dificuldades práticas observadas no campo da gestão esportiva, o papel do esporte no desenvolvimento da sociedade e seu momento no país, e o caso específico das corridas pedestres como fenômeno sociocultural contemporâneo, motivam a realização de estudo que contribua com uma gestão esportiva mais profissional e focada no consumidor. Os eventos de corrida pedestre cresceram de maneira acentuada nos últimos anos, e a tendência é que continuem se desenvolvendo. A maior competitividade sugere que conhecer o processo de decisão de participação é importante para que organizadores promovam eventos mais sintonizados com os desejos dos consumidores. O objetivo desta pesquisa consiste em identificar e avaliar os atributos de eventos de corrida pedestre que influenciam o processo de decisão de participação nesses eventos. O estudo é fundamentalmente descritivo, com características exploratórias. As perguntas para a elaboração do questionário são desenvolvidas em etapas: observação participante de eventos de corrida pedestre; discussão com grupo focal; e revisão da literatura de marketing esportivo, motivação para participação em eventos esportivos e gerenciamento de eventos. O instrumento de coleta caracteriza o corredor pedestre quanto a aspectos sociodemográficos, nível de participação e interesse nos eventos de corrida pedestre, estado de ligação com a corrida pedestre, e motivação para participação nos eventos. A amostra é realizada por conveniência e formada por 496 indivíduos. Identifica-se que a maior parte dos corredores se encontra no estado de ligação com a corrida, caracterizado por forte componente emocional e auto-identificação do indivíduo como corredor; que esses corredores são motivados especialmente por duas dimensões, a melhora da condição física e o domínio das habilidades de corrida; e que 58 atributos causam influência no processo de decisão de participação, sendo a distância do evento, o preço e a data de realização do mesmo os mais influentes. Os 58 atributos são submetidos à análise fatorial, que resulta em nove fatores: segurança, entretenimento, características físicas, processo de inscrição, acessibilidade, informações, recompensa, diferenciais e básicos. Diferenças significativas da influência desses atributos no processo de decisão são encontradas quando se realiza análise de variância, considerando divisão dos corredores em grupos de idade, número de eventos concluídos por ano, estágio de ligação, e interesse por diferentes eventos. Conhecer as particularidades de comportamento dos diversos grupos de corredores é fundamental para proporcionar eventos orientados a garantir a satisfação dos desejos dos consumidores.

Were observed documents conceptually organize the project, which favored the understanding of how their managers perceive and orient such Public policy. From the extraction of arguments reasoning of such policy documents, analyzed the distortions between the theoretical discourse presented and its implementation in the practical field. The management and operational strategies presented, coupled with observing the everyday development of the Project have identified the main difficulties encountered by the implementation of the policy coordination team and failures from the process as a whole, which provided the basis for production of suggestions for adequacy and empowerment policy under review. / O objetivo desta pesquisa é analisar a experiência de gestão e operacionalização do Projeto Rio 2016, direcionando as observações à comparação entre a elaboração e planejamento da Política Pública e a sua real operacionalização. Foram observados documentos que organizam conceitualmente o Projeto, o que favoreceu o entendimento sobre a forma como seus gestores percebem e orientam tal Política Pública. A partir da extração de argumentos de fundamentação da Política de tais documentos, foram analisadas as distorções entre o discurso teórico apresentado e sua efetivação no campo prático. As estratégias de operacionalização e gestão apresentadas, somadas a observação do cotidiano de desenvolvimento do Projeto permitiram identificar as principais dificuldades de implementação da política encontradas pela equipe de coordenação e as falhas oriundas do processo como um todo, o que deu base à produção de sugestões para adequação e potencialização da Política em análise.

T he State Department of Sport and Recreation of Rio de Janeiro is responsible for the implementation and management of this program . Th e focus of this research is the individual that plays the role of the Sport Center Integrator . The Integrator is responsible for the management of these Sports Center units. Each center serves an average of 50 students in a underprivileged community in Rio de Janeiro state . This research analyzes the Integrator under a n original perspective, understanding him as an agent that acts beyond the scope of his assigned tasks . T his study considered theories of organizational bureaucracy, making use of Michel Crozi er literature 'The Bureaucratic Phenomenon' (1964), which analyzes th e relationships between people, g roups and power to understand the influence of bureaucratic organization in the individual. The term 'sociological citizen' developed by Silbey (Silbey et al. 2009) was also considered to classify the individual who proves more enthusiastic than others in attending the organizational and legal mandate. Silbey also applies the term 'relational regulation' to describe this particular form of practice of 'soci ological cit izenship', through which the agents govern the gap between expectations and required performance. ' Integrators interviewed , or at least part of them, serve the population with a critical eye at the organizational rules, fact that draws attenti on to the issues of Flexible Bureaucracies, discussed by Michael Lipsky in the late 60s (Lipsky 1980) to designate hierarchical organizations wh ere agents of the front line, at the bottom of the hierarchy, have substantial discretion. Admittedly , Lipsky fo cused more on the functions that naturally have this discretion granted by organizational hierarchy, such as sheriffs , police man and social workers. In our case, we are faced with someone working at the lowest level of the hierarchy, without formal delegat ion of power but with responsibility to manage an operational unit of the public service - the Sports Center. Therefore this study analyzes the bureaucratic actor behavior - Integrator - in their duties of managing the operation of sports activities conduc ted by physical education teachers to the students when he is subjected to the rules and procedures established by the program managers - members of the Department of Sport and Recreation State of Rio de Janeiro Government. The Sports Center s are located i n underserved communities in the state of Rio de Janeiro, including those who received the Pacifying Police Units - UPP in the state capital, and present socio economic and cultural factors that vary from one community to another. The reality peculiarities in each community require that the actions and decisions taken by the Integrator do not always follow the rules , but usually the decisions and actions are effective in their final results considering the environmental conditions when decision was taken . I n addition to public and received document analysis, this study included interviews with key players on both sides of the program, the state government managers and integrators of Sports Center. The result showed that despite the rules placed by the progra m being frequently pushed aside by the agents, the final results of the program are considered positive and promising by managers. Thus, this study contributes to the formulators of public policies who establish rules for agents t hat operate at 'Street Lev el' (Lipsky 1980) . Results presented here give formulators an incentive to focus their efforts on setting goals to be achieved by agents rather than establishing rigid and inflexible procedures for individuals faced with dynamic situations involving direct contact with people. The literary contribution of this work lies in the observation of applying these concepts in a social - sports program that is considered by m anagers as the state government greatest capillarity social program, enforced by the singular moment of major sporting events including the FIFA W orld Cup 2014 and Olympics 2016 programmed to Rio de Janeiro. / Este estudo analisa o indivíduo que atua na linha de frente do RIO 2016, um programa social do Governo do Estado do Rio de Janeiro que opera 800 unidades de atendimento no Estado, com gestão da Secretaria de Estado de Esporte e Lazer. O indivíduo analisado nesta pesquisa é denominado Integrador de Núcleo Esportivo e é o responsável pela gestão de uma dessas unidades — Núcleo Esportivo — que atende em média 50 alunos de uma comunidade carente no Estado do Rio de Janeiro. Essa pesquisa analisa o Integrador de Núcleo Esportivo sob uma perspectiva inédita, entendendo-o como um agente que atua além do seu escopo burocrático de trabalho. Para esse estudo foram consideradas teorias sobre burocracia organizacional, lançando mão da literatura de Michel Crozier ―The Bureaucratic Phenomenon‖ (1964), que analisa as relações entre pessoas, grupos e poder para entender a influência da organização burocrática no indivíduo. O termo ―sociological citizen‖,desenvolvido por Silbey (2009), também foi considerado para classificar esse indivíduo que se mostra mais aplicado que outros nos serviço de seu mandato organizacional e legal. Silbey aplica também o termo ―relational regulation‖ para denominar esta forma particular de prática da ―cidadania sociológica‖ (tradução do autor), por meio da qual os agentes ―governam a lacuna existente entre as expectativas regulatórias e o desempenho requerido‖.
