Urban Development in Central and Eastern Europe: Between Peripheralization and Centralization?

The paper provides a theoretical account of the terms peripheralization and polarization, which are used as conceptual contexts. The authors examine whether spatial development in Central and Eastern Europe can be described as a process of polarization and whether this can be seen as the result of current regional and national spatial policies. Empirically, the paper explores ongoing research projects in Ljubljana, Slovenia and Poznan´ , Poland in relation to the less dynamic parts of these countries in order to identify further research needs. Viewing spatial development in Slovenia and in the Poznan´ region from the viewpoint of polarization and peripheralization has opened alternative viewpoints on spatial development. A process-based and dynamic approach to investigating disparities should reflect views on the periphery and the center and their specific interrelationships. The perspective of seeing the processes of centralization and peripheralization as related and the combination of structural and socio-political aspects in the constitution of peripheral and central spaces will advance the current state-of-the-art research on spatial development issues in Central and Eastern Europe.

NATO and the West - the discursive myths of salvation and conspiracy: a post-communist analysis of the Romanian case

This thesis provides a critical cultural analysis of the discursive myths of salvation and conspiracy, using as a case study the North Atlantic Treaty Organization (NATO) during the transition period in Romania, from 1989 to 2007. The study offers an answer to the questions: how do NATO myths change? Why and with what discursive implications for the Romanian audience? The thesis uses a combination of methodological tools from three different disciplines - history, mythology, and rhetoric - with the intent of showing how the Romanians' public attitudes toward NATO change in four different political contexts: during the integration period until Romania's admission into the alliance, during the Kosovo war, after 9/11 events and during the installation of NATO troops on Romanian territory. This study demonstrates that NATO myths are effective operational strategies that offer Romanians a sense of identity in the critical period of transition. &lsquo / The reconstruction of Europe&rsquo / is a subject covering a quite long period that has seen various outstanding historical events changing the geography and power distribution in Europe, and in the politics of international relations within a general framework. This study underlines the impact of geopolitical setting in the post-WW II and the post-Cold War periods to understand the acts of actors and related outcomes in the reconstruction of Europe. By the comparison of reconstructive acts and ingredients of the foreign policy strategies in both periods, this study attempts to reach the conclusion that &lsquo / the geographical position&rsquo / and the &lsquo / capability to implement&rsquo / defines states&rsquo / foreign policy structuring. The policy choice and instruments of the US in the post-WW II period for the reconstruction of Europe and the policy choice and instruments of West European countries for the reconstruction of Central and Eastern Europe, via the EU and enlargement strategy, in the post- Cold War period has been the focal point of this study to support the argument mentioned above.
