Európskym hlavným mestom kultúry bez tit ulu ? príbehy "druhých najlepších" / EUROPEAN CAPITAL OF CULTURE WITHOUT TITLE?

Nagy, Nina January 2012 (has links)
In pursuit of the competition for European Capital of Culture one believes, that the chosen candidate will be the best possible considering the review and selection is always subject to predetermined rules. However in the past, there were known cases, when the project - looking good on paper - failed in the difficult process. I started to wonder about two things: what if the winner city fails to sustain its victory in the end, and how do the unsuccessful candidate cities do? Is there added value in engaging in this challenging candidacy, when the outcome is uncertain? In my thesis I monitor both positive and negative impacts on unsuccessful candidates for the past years. I am presuming, that during all candidacies, new projects arise, cities and its inhabitants are mobilized and also, the surrounding communities usually perceive fundamental changes positively. The aim of this work is to demonstrate, that the ECOC project is meaningful for defeated candidates as well and also to create a set of best practices for cities, that may not succeed in the future.

This regulation will be applicable in the matters of successions with cross-border implications of people who will decease on 17 August 2015 or later. Regulation on succession unifies legislation in matters of succession with cross-border implications, both in terms of substantive law and procedural law. This regulation has been expected for a long time in the European Union because the succession matters were expressly excluded from the scope of other regulations. Also thanks to the free movement of persons, the unification of this area of law is becoming more necessary from day to day. The preparation of this regulation and the connected discussions lasted several years. Not only for the numerous differences between the national rules of the Member States but also for the intention to create a complete unification of the substantive law, the succession proceedings itself and of the recognition, enforceability and enforcement of decisions.
