The effectiveness of computer-aided feedback on nutrition-related practices of EFNEP homemakers

A Food Behavior Checklist (FBC) was developed, validated, and pilot-tested with homemakers in Virginia's Expanded Food and Nutrition Education Program (EFNEP). The FBC was designed to measure nutrition-related practices that are taught in EFNEP, but cannot be measured by the 24-hour recall. During development, 20 EFNEP paraprofessionals in Virginia and 20 randomly selected state EFNEP coordinators helped to identify items that are most important in evaluating the overall effectiveness of EFNEP, and which could be used to establish content, face, and construct validity of a behavior assessment instrument. The Food Behavior Checklist contained 30 items, and responses were recorded on a Likert scale with four response levels: 0 = "never or seldom", 1 = "sometimes",2 = "usually", and 3 = "almost always". Cronbach-alpha revealed a reliability coefficient of 0.86. During the field test phase of this study, the FBC was used before and after EFNEP intervention to collect data on the nutrition-related practices of 147 low-income homemakers in three rural counties and one urban area in Virginia. In this phase, the experimental group, which consisted of 79 homemakers, received computer-aided feedback on their dietary practices, via a Diagnostic Report, which was used as a teaching tool. Paraprofessionals thoroughly explained the content of the diagnostic report to the homemaker at program entry and program exit. The control group, which consisted of 68 homemakers, did not receive computer-aided feedback on their dietary intakes, in that no mention was made of the computer print out to them. Results indicated that this instrument (FBC) may be useful in evaluating the overall effectiveness of EFNEP nationwide and may be useful in other nutrition programs. No significant differences were observed in the nutrient intake or Food Behavior Checklist practice change scores between the group who received computer-aided feedback and the group who did not received computer-aided feedback. The author concluded that the dietary analysis contained in the computer generated Diagnostic Report needs to be simplified if it is to become an effective tool with EFNEP homemakers. More research is needed on the use of computerized diet analysis as a teaching tool with low-income homemakers. / Ph. D.

Effectiveness of farmer groups as tools of extension service delivery : The case of Makhuduthamaga-Sekhukhune (Limpopo Province)

Therefore, the formation of farmer groups needs to be encouraged in most rural areas as tools of extension delivery. The value of farmer groups for quality decision making and generating of new ideas is well known, and therefore, the use of group contact may accelerate capacity building and empowerment to subsistence farmers. The problem under investigation is the effectiveness of farmer groups as tools of extension delivery in Makhuduthamaga in Sekhukhune District. The investigation seeks to establish the factors that influence the effectiveness of the farmer group in Makhuduthamaga local municipality. This study was conducted in the Makhuduthamaga local municipality in Sekhukhune District. Data was gathered through two questionnaires, one for farmers and one for extension workers. The study applied quantitative methodology, cluster sampling and non-probability sampling methods, and used field interviews with structured questionnaires. The study found that there are many stakeholders involved in the formation of farmer groups, such as NGOs, social welfare and extension workers, and the initiation by the different stakeholders has an influence on the development of the groups. Most of the farmer groups were initiated by NGOs, the reason being the financial support offered. The effectiveness of the selected farmer groups on Makhuduthamaga municipality is influenced by group dynamic factors. These factors include group size and gender composition, updating of the constitution, and the frequency of group meetings. The respondents highlighted the fact that there is a poor relationship within the groups, poor leadership, misuse of funds, lack of knowledge and division in the groups. There is a culture of not believing and/or not trusting the local people, and it is difficult to disclose information. The number of extension workers is still small in relation to the size of the farming population to be served. Stakeholders will learn from the study that the formation of farmer groups should serve the interests of the farmers, not of the institutions. The training institutions should base the training of extension workers on the needs of the farmers. The farmers should strive for self-reliance in order to sustain their farming enterprises. Extension workers should be formally trained on group dynamics, because agriculture in rural areas is about people working together. Government should minimise the top down approach and institutionalise the participatory extension approach methodology.

Effectiveness of agricultural extension organisation in rural areas: the case of Amathole District Municipality (Eastern Cape)

The study was prompted by the escalating levels of poverty in Amathole District Municipality of the Eastern Cape Province despite the poverty alleviation programmes that have been established since 1994. The main objective of this study was to identify the underlying factors and challenges that affected agricultural extension organisations in the Amathole District Municipality and explore the role and the prospects of extension organisations as a strategy for development and growth in the district municipality. Data was collected through interviews and with the use of structured questionnaires. The questionnaires were administered to 300 farmers and 20 extension practitioners that had been selected by the systematic random sampling technique in the Amathole District Municipality. After data collection, questionnaires were coded, captured and analysed using MS Excel (2010) and SPSS version 22 (2014). Descriptive statistics were used to summarise the data. Results indicated that although extension officers indicated that they had a positive relationship with the communities they services, farmers indicated that extension policies did not favour them. Conclusions were therefore drawn that agricultural extension organisation was not effective in accelerating development in the Amathole District Municipality. Evaluation of nutritional, chemotherapeutic and educational approaches to manage gastrointestinal nematodes and improve small-scale goat farming.

Small-scale goat farmers from south-western KwaZulu-Natal Province, South Africa, identified gastrointestinal helminths, dry-season feed scarcity and poor reproductive performance as major production constraints and highlighted the paucity of information on goat health and management. The research and extension processes adopted to address these problems comprised on-station experimentation, followed by on-farm validation combined with the participatory dissemination of both study findings and relevant information on goat health care. The approach included the use of the FAMACHA© system to assess anaemia, a characteristic symptom of infection with the gastrointestinal nematode, Haemonchus contortus (Rudolphi, 1803). On-station experimentation indicated that urea-molasses block supplementation during the dry, winter season was a cost-effective option. Unfortunately, when tested on-farm, the value of such supplementation proved inconclusive, possibly due to low block consumption and further research into alternative and palatable protein supplements for goats is suggested. However, tactical anthelmintic treatment with ivermectin effectively reduced faecal egg counts and is recommended, as is concurrent symptomatic anthelmintic treatment, as determined by the FAMACHA© system, since this practice appeared to improve reproductive capacity. Investigations to better adapt the FAMACHA© system to goats is, however, recommended. A flexible training framework was developed with the collaboration of the farmers, providing them with advice on goat health and management. This ‘hands-on’ approach encompassed regular meetings geared to the farmers’ current expertise and exploited the on-farm experimentation as a training vehicle. The process nurtured local farmer ‘champions’, strengthened the extension skills of researchers and technicians and incorporated the development of a Goatkeepers’ animal health care manual. Indications are that the use of such an approach has considerable potential for the development of goat farming. Moreover this process, which is relatively novel for South Africa, is equally applicable to other similar agro-ecological zones. Access to veterinary and agricultural inputs in areas where communal grazing is practised could be vastly improved and a case is made for universities, researchers, extensionists and farmers to collaborate to encourage the long-term sustainable development of these communities. / Thesis (Ph.D.)-University of KwaZulu-Natal, Pietermaritzburg, 2007.

Towards an understanding of the relationships between homestead farming and community gardens at the rural areas of Umbumbulu, KwaZulu-Natal.

This study explores the perceptions of the value of community gardens by members and the relationship between this activity and homestead farming activities in Ogagwini, Umbumbulu District, KwaZulu-Natal. Establishing and supporting community gardens is consistent with the strategies adopted by South African national and provincial government to alleviate poverty, address food security and improve livelihoods for rural people. However, there is a lack of literature available on why rural people choose to involve themselves in community garden projects and whether these reasons are those intended by policy makers. There is abundant research on community gardening – most of it either urban or not specific as to setting. This literature is useful for the generic information it provides, but does not provide the scope of understanding that is unique to rural community gardening in South Africa. Thus this study contributes to understanding rural community gardens and possible adjustments needed by extension workers and development strategies to ensure effective food gardening practices in rural KwaZulu-Natal. The first extension facilitated community garden activities in Ogagwini were established in 1993 with the support of the provincial DAEA. Some community garden members are also members of the Ezemvelo Farmers Organisation (EFO), a group of farmers engaged in commercial small-scale farming. This research attempted to find out how community gardening activities were related to small-scale commercial homestead activities. Specifically, the study sought to investigate issues such as preferences among farmers between community gardens and homestead farming; the social and economic benefits derived from community gardens; and perceptions around environmental/ecological issues surrounding community gardens and homestead farming. A survey questionnaire on community garden activities and perceptions was given to EFO members and used to identify participants for this study. Committee members of the EFO (also members of community gardens) arranged for five gardens to be investigated. In-depth data was collected at the actual garden sites using semi-structured focus group discussions and participant observation. The data from the survey questionnaire was verified and clarified by semi structured probing during these discussions. A spiral approach was used to organise responses and make sense of the data within social, economic, and environmental themes. After three garden visits, no new knowledge was forthcoming and due to time constraints the study was limited to these three groups. The study found that there were no distinct linkages between homestead farms and community gardens, but that the systems operated on different principles. Community gardens were used to produce cabbages, carrots, beetroot, onions, green peppers and spinach mainly for consumption, whereas homestead farms produce field crops such as maize, amadumbes (taro), sweet potato, potatoes, pumpkins and peanuts. The study further identified social and economic benefits and environmental impacts and reinforces the importance of knowledge sharing amongst participants. The main benefits identified were income generation, sharing of knowledge and technical support The Department of Agriculture should carefully address sustainability issues when planning and implementing community gardens. This would include being able to carry on in the absence of an agricultural extension officer. Training programmes need to ensure that learning is transferable; that it is not overly commodity or technology specific and includes promotion of environmental awareness. This study has highlighted a number of potentially valuable issues for further situated research in the area of farming protocols, markets and the social value of community gardening within rural communities.

Agricultural extension and natural resource management in Mozambique with particular reference to Cabo Delgado Province.

The Agricultural Extension, within the context of Mozambique, is an important force· towards agricultural and rural development. Practically, the agricultural policy and programme of the government is implemented through these services. Mozambique has accepted agriculture as the foundation for the development of the country given that this activity sustains the livelihoods of almost the entire population. Moreover, Mozambique is a potential natural resource country, in where, its potential ranges from terrestrial to marine resources. For the purpose of this study, natural resource management refers mainly to the adequate management of the land, water, forests and wildlife by local communities. These facts imply that if the policy goals of the government are the agricultural and the rural development, than the Agricultural Extension role must be redefined to include promoting natural resource management. A most effective way of redefining this role is through supporting the relationship between agricultural extension and natural resource management. This relationship would provide stakeholders involved in the agricultural development scenario in Mozambique with a clear picture of the environment surrounding the Agricultural Extension service for future sound decisions. The relationship between Agricultural Extension and natural resource management was investigated through a survey conducted with extension workers and farmers in Cabo Delgado province in north of Mozambique. Key informants at district, provincial and national level assisted the study. The survey results are presented as three articles submitted for publication in the South African Journal of Agricultural Extension. It became evident that the relationship between agricultural extension and natural resource management is a prerequisite for agricultural and rural development in Mozambique. An evaluation of the perceived benefits and constraints of community gardens established by the KwaZulu-Natal Department of Agriculture and Environmental Affairs.

This study provides feedback from the Extension Officers and community garden members involved in community garden projects of the KwaZulu-Natal Department of Agriculture and Environmental Affairs, by investigating the contribution of community gardens to household food security. The investigation included interviews with 61 Extension Officers from the Bergville, Hlanganani, Eshowe, Vryheid and Mbumbulu districts and 106 community garden members from 31 community gardens in the Bergville and Hlanganani districts. It was found that the people involved in community gardens were older persons, with little or no education. Those involved in community gardens were unemployed and relied on pensions, remittances and selling handicrafts to purchase garden inputs. The average household dependency ratios were 4, 5 and 5, 5 persons per active household member in Hlanganani and Bergville, respectively. Community garden members were mostly females, but most community garden members’ households were male-headed. The community garden members indicated that the most important reason for producing vegetables was for household use. Extension Officers were not satisfied with the state of community gardens and the relationship between the regional and district offices. Community gardens do not reflect the effort put in by the Extension Officers. The Extension Officers want to be involved in determining research priorities and be regularly informed about research findings and policy changes made at the regional level. The Extension Officers would like to see all government departments working together towards the development of communities. Extension Officers believe that if the government departments pool their resources, they would be able to serve the communities better than when each department works alone on community garden projects in the same community. Despite the initial funding of community gardens by the KwaZulu-Natal Department of Agriculture and Environmental Affairs, there were many factors limiting production of vegetables in community gardens. The limiting factors included poor soil fertility; small garden plot sizes; low water availability; high start-up costs and poor management of the community garden finances. The community garden members were positive about the contribution of community gardens to their lives. The benefits were in the form of information about vegetable production, cropping practices and the availability of fresh vegetables that provided nutritious food and allowed them to buy other household requirements instead of vegetables. Community garden projects have a potential role to play in the lives of many rural people if the following concerns raised by the Extension Officers are addressed: the relationship between the offices at district level and the regional level improves; the establishment and maintenance of sound channels of communication between the district field staff and the regions; research support is received from the regions; and government departments work together. The KwaZulu-Natal Department of Agriculture and Environmental Affairs should not only focus on providing infrastructure for projects but should also ascertain that the proposed project achieves the objectives of both the community garden members and the Department of Agriculture and Environmental Affairs and that the beneficiaries are trained before the project is handed over. / Thesis (M.Sc.)-University of KwaZulu-Natal, Pietermaritzburg, 2008.

Challenges in implementing the National School Nutrition Programme for achieving educational objectives: a case study of schools in Vhembe District, Limpopo, South Africa

DEd (Curriculum Studies) / Department of Curriculum Studies / Although on its introduction the focus of the National School Nutrition Programme (NSNP) was to improve health and nutritional status of South African school children, it was put in place to improve school attendance, curb absenteeism and drop-out by children of school going age as a result of hunger and poverty. It was also meant to improve the learning capacity of children since access to nutritious meals has the potential to improve their concentration levels during instructional discourses, which can enhance the quality of educational outcomes. This study explored the views of education stakeholders on the challenges they encountered in implementing the NSNP in achieving its educational goals at two schools in the Vhembe District in South Africa. Specifically, the study investigated how the NSNP influences school access, attendance and participation at schools that are benefiting from the NSNP in an endeavour to establish strategies for improving the quality of schooling. Abraham Maslow’s theory of hierarchy of needs was applied to explain how children’s basic needs can be a foundation to their educational needs and aspirations. A case study design involving two schools was adopted for the study and the qualitative research approach was employed. Purposive sampling method was employed to select two secondary school principals, ten secondary school class teachers per school, ten learners who were beneficiaries of the NSNP and ten of their counterparts who were not on NSNP per school, and two circuit NSNP officers. Individual and focus group interviews, documentary study and observations were used to collect data, which were analysed thematically. The findings of the study revealed that: the National School Nutrition Programme is a credible strategy for learners from poor backgrounds to access schooling and reduce their school drop-out; there was no clear difference in academic performance between leaners who participated and those who opted out of the Programme; educators felt overwhelmed by administrative work for the feeding programme, which compromised on their co-responsibilities; there were inadequate workshops to equip service providers of the Programme; food was provided under poor hygiene conditions which made some learners to opt out of the Programme; Programme records had inaccurate information. Based on the main study findings, the study recommended that the programme should continue as the majority of learners were benefiting; the Programme should have its own v administrative personnel; there should be regular staff development workshops on the Programme; schools should erect proper infrastructure for food storage and service; a multi- ministerial team of experts from health, education Programme; and all schools that have the Programme should maintain nutrition gardens for provision of fresh food. Finally, for the effective role-taking by duty-bearers for the Programme, the study concluded by recommending a model called the Increasing Achievement Mode for the National School Nutrition Programme.

Farmers' collective action and agricultural transformation in Ethiopia

Rural Ethiopia rolled-out a program for the establishment of farmers’ collective action groups known as ‘Farmers’ Development Groups’ (FDGs), in 2007, based on presumed common interest of smallholder farmers. Although the government trusts that FDGs fetch fast and widescale agricultural transformation as part of the participatory agricultural extension system, systematic study and evidence on what motivates smallholder farmers to act collectively, the group dynamics, long term impact and transformative potential of the agricultural extension groups is scarce. Using the expectancy-value theory in social-psychology, this study explores what drives smallholders to act collectively; their participation level and benefits in groups, particularly for women and the youth; and the extent to which farmers’ groups attain intended agricultural transformation goals of productivity and commercialization. The study collected a mix of qualitative and quantitative data in 2016, through 46 key informant interviews; 8 focus group discussions with farmers, and a survey of randomly selected 120 smallholder farmers (30 percent women) in four sample woredas (districts) of Ethiopia. The findings of the study are drawn through a content analysis, and descriptive and correlation analysis of the qualitative and quantitative data, respectively. The study findings show that social identity, and not ‘common interest’ motivates smallholder farmers to join and participate in FDGs. The study provides evidence that participation in FDGs enhances smallholder farmers’ adoption and use of agricultural technologies, where 96 and 84 percent of the farmers who received extension messages in the group on crop and livestock production, respectively, applied the message. Consequently, by 2015 more than 85 percent of the survey respondent farmers reported above 10 percent increase in crop and livestock productivity. Nevertheless, the nature of the incremental changes brought by the collective actions are not transformative, nor sustainable. Extension groups have limited contribution to commercialization of smallholders, where only 20 percent of the FDG members participate in output marketing. More so, FDGs avail limited collective opportunity for the landless youth, and married female farmers in a rural society where difference in power, status and privilege prevail. It also limits deviation of thought among the rural community. Limited access to inputs and technology; large family size; limited access to farm land; over dependence of the extension system on ‘model’ farmers and public extension agents, and poorly designed sustainability features bound the transformative potential of FDGs. The study forwards a set of five recommendations to unleash the potential of FDGs: reconsider the group design to be identity congruent; ensure inclusiveness for young and female farmers; empower and motivate voluntary group leaders; encourage collective marketing and; invest in sustainability features of the group. / Development Studies / Ph.
