Användning av förorenade massor som en resurs i urbana miljöer för att främja hållbar utveckling : En förstudie

Exploitation of soil increases in line with the urbanisation. Exploitation sometimes leads to surplus masses, generally handled as waste due to lack of a resource perspective. Many areas attractive for exploitation are more or less contaminated of pollutions and the most common alternative to handle such waste is landfilling. The context leads to extraction of virgin materials, extensive transportation and negative impact on ecosystem services. A measure of action is to utilize lightly polluted surplus masses in structures in society and at the same time applying an ecosystem service perspective, provided that the masses do not cause health risks. The study investigates if there is a need in urban areas of reuse lightly polluted soil and which parameters that generally governs reuse. Furthermore, opportunities for treating masses in a sustainable way in social planning are investigated and if there is a need of development projects on the subject. The study consists of qualitative interviews with key persons who work with soil in Kalmar, Linköping and Norrköping and a case study of a noise barrier. This is complemented by legislation. Reuse of lightly contaminated masses is today complicated and currently it seems like there is a need to increase reuse in the three cities. The need of reuse is most likely to increase in the future. There are opportunities to increase reuse of soil in social planning, especially in the detailed development plan. In order for reuse to increase, for example new guidelines will probably need to be taken regarding the assessment of pollution risk.
