Investigation of marketing of small-scale peanut agribusinesses in the Vulamehlo District, Southern KwaZulu-Natal.

The main objective of the study was to investigate the marketing strategies needed for the development of a peanut agribusiness for small-scale farmers producing peanuts in the Vulamehlo District, southern KwaZulu-Natal (KZN). The study was part of the extension programme of the KwaZulu-Natal Department of Agriculture and Environmental Affairs (KZNDAEA). Another aim of the study was to examine the market requirements for peanuts purchased from Vulamehlo farmers in relation to the processing and sale of peanuts and whether or not market outlets for peanut products in KZN were available. In addition, current links between farmers, peanut processors, agents and retailers were to determine, if the marketing of peanut butter produced by small-scale farmers could be improved. Small-scale farmers were targeted because they play an important role in rural areas for community development and for poverty alleviation and also to generate income. There is little research on small-scale agribusinesses. Small-scale farmers have unreliable supply chains and markets. The study was conducted between May and November 2005. The data for the development of agribusiness for small-scale farmers in the Vulamehlo district were gathered from four wards of Vulamehlo: Mkhunya, Qiko, Mzimlilo and Mazabangwane. Questionnaires, a focus group discussion and observation were used to collect data from farmers and informal processors of peanut butter. Interviews were conducted with informal traders, formal traders and a formal peanut butter processor, to collect information about their marketing of peanut products. Six peanut producing farmers’ associations out of ten were randomly selected from the list of farmers’ associations in the Vulamehlo District. Details were obtained from the Department of Agriculture office. The study found that the marketing requirements needing to be met by small-scale farmers include availability of adaptable certified peanut seeds, appropriate tools and equipments for cultivation, reliable supply of raw material, grading and testing of level of aflatoxin in peanuts, knowledge of processing regulation to food safety and hygiene, proper business and management skills and relevant technology and marketing information. The study revealed that there were no seed companies around Vulamehlo sold peanut seeds and there were no commercial peanut-producing farmers in KZN to assist small-scale farmers. Farmers were using manual tools for the peanut production process. This limited production and expansion and lowered the yield. Constant supply may be a problem for the business processing enterprises. The markets for Vulamehlo peanut producing farmers were informal and insecure. The peanut butter co-operative lacked processing equipment, processing know-how, energy-saving technology and marketing information. It is recommended that developing agribusiness linkages with suppliers, traders, farmers and processors would improve the small-scale farmers’ negotiating skills. The KZNDAEA should improve links with large-scale farmers, traders, suppliers and processors, in order to obtain more information on peanut production. Traditional agriculture and its meaning in the lives of a farming community : the case of Embo.

For the majority of rural people, agricultural activities continue to be one of their main livelihood strategies. Production of food crops is not dependent on any formally acquired knowledge of farming but is solely based on indigenous agricultural knowledge passed from generation to generation through experience and careful observations. Resource-poor farmers, especially in rural areas, follow traditional farming methods to produce their food crops and these are specifically tailored to suit their environments. Embo is located in rural KwaZulu-Natal and falls under Mkhambathini municipality. The area is characterised by small-holder farmers who are mainly Ezemvelo Farmers Organisation (EFO) members. The purpose of this study was to review the farming practices followed by farmers in respect of food crop production and secondly to understand what influences the continual practice of such farming practices among rural farming communities of Embo in KwaZulu-Natal especially the EFO farmers. The study looked at what farmers see as traditional agriculture. A combination of qualitative and quantitative methods was used for the study. Data collection methods included participatory observations, semi structured face-to-face interviews and focus group discussions. The study found that farmers are happy to follow traditional farming methods to produce their food crops. Traditional farming tools such as the hoe and animal traction are the main implements used to prepare land. Household members are the main source of farm labour with men mainly responsible for ploughing activities while the bulk of planting, weeding and harvesting activities is the responsibility of women. Cropping patterns include intercropping and crop rotation with common crops being amadumbe, beans, maize and sweet potatoes. The majority of these crops are produced for both subsistence and commercial reasons. Amadumbe is an important commercial crop produced organically. Crop protection against pests is done through traditional methods where farmers mix some concoctions made from locally available resource in order to minimise losses. Kraal manure is the main soil fertility strategy followed by farmers. Landrace seeds are the main seed type used by the farmers. Local seed sources include own production and asking from other farmers. Crops with good qualities are selected in fields and maintained as seeds, which are then stored separate from those for home consumption. Harvesting is mainly done manually and for important crops such as tubers with short shelf lives, harvested through piecemeal methods. Farmers are able to generate some income from their efforts and this contributes to local economies and household food security. Farmers value their farming methods and see their farming as efficient despite challenges. There is a need to consider developing labour support groups in order to ease the burden of labour especially by women. Seeking a deeper understanding of the quality of relationships in the smallholder maize production system in Msinga.

In South Africa, the majority of inhabitants rely on agriculture as the main source of livelihood. Agricultural crop production remains the primary source of subsistence, employment, and income. Due to policies put in place by the apartheid government, agriculture remained divided into large scale commercial farming and subsistence small scale farming. The 1913 and 1936 Tenure Acts and the 1927 Administration Act favoured white farmers of large scale commercial farms who produced and supplied markets. These acts were effective until 1994. Smallholder farmers were not supported to operate at commercial farming levels and instead remained as subsistence farmers. However, the present government has been putting policies in place to encourage smallholder farmers to operate at commercial farming levels. Smallholder farmers are faced with many challenges that restrict them from being commercially active in crop production. Their challenges range from the lack of land, equipment, and financial resources. They may also struggle to meet the quality and safety standards set by food processors, large retailers, wholesale buyers, and exporters. Smallholder farmers are also constrained by limited support services provided by government. When addressing problems that smallholder farmers are facing it is a common practice to focus on increasing production rather than to look at issues that affect production. It is thus important to look at the whole production system when the aim is to address problems affecting production and to understand the linkages in the system. The objective of this research was to seek a deeper understanding of the quality of relationships among smallholder farmers, extension officers, input suppliers, and output buyers in the maize production system in Msinga, South Africa. This objective was addressed in the application of social learning which was informed by systems thinking in order to gain a deeper understanding of the perspectives, practices, and experiences of all role players involved in maize crop production. This research was conducted through five levels of deeper learning where the first level was the review of literature. Semi-structured interviews and focus group discussions were carried out as tools for data collection in the other four levels of deeper learning. The second level sought to gain individual role player’s perspectives, practices, and experiences on the linkages and the quality of relationships in maize crop production. The third level consisted of two separate focus group discussions that brought together role players that worked together and were familiar with one another. The linkages and the quality of relationships were explored further. The fourth level brought together all role players into one group discussion where there was reflection on the findings of the previous group meetings and a cause and effect analysis on the quality of relationships. The fifth and final level was to establish strategies to improve the quality of relationships among role players in the maize production system. Communication, trust, communal and exchange relationships, control mutuality, satisfaction, and commitment were through a review of literature established as being important indicators of quality of relationships,. It was established that these indicators are interrelated where communication is the most important construct of the quality of a relationship and that the rest of the indicators are developed through communication. However, the findings of the research showed that weak linkages and poor quality relationships among role players of the Maize Production System occurred as a result of farmers’ practices, low literacy levels, lack of financial resources, inappropriate extension approaches, weak production input distribution channels, and farmers’ lack of information and access to output markets. Moreover, limited communication among role players in the system resulted in poor quality of relationships because communication is the most important construct of the quality of relationships. Communication is also the construct through which other indicators are developed. Nevertheless, through social learning, the awareness of the quality of relationships that exist among role players informed new thinking and, as a result it was recognized that change was required. These new insights led to multi-stakeholder conversations over the development of strategies to improve the quality of relationships among role players. Qualitative evaluation of smallholder and organic farmer decision support tool (DST) and its improvement by inclusion of a disease management component.

Historically, South Africans, particularly small-scale farmers have had little support and hence lack tools and information when faced with production decisions. Information plays an important role in enlightening people, raising their level of knowledge and in turn improving their standard of living and participation in decision making process. Research shows that Information Communication Technology (ICT) like Decision support tools (DSTs) plays an important role in systematic dissemination of information in agriculture, thus improving the quality of farmers’ decisions. Decision support tools provide up-to-date data, procedures and analytical capacity leading to better-informed decisions, especially in rural areas. A body of research is emerging around issues of effectiveness of DSTs for farmers in the developed world. However, few studies have focused on issues around effectiveness of these tools for farmers in the developing world, particularly for resource-limited farmers. This study set out to evaluate the effectiveness of a new DST for organic and small-scale farmers with a group of extension officers and researchers in KwaZulu-Natal. As an extension to the DST, a crop disease management component linked to the DST was developed. The study also set to evaluate the effectiveness of the crop disease management component. Extension officers and researchers were purposively selected for this study because both groups play a major role as far as organising and disseminating information to organic and small-scale farmers is concerned. This study identified key measures for effectiveness of DSTs and crop disease management guides using literature from the study. Two frameworks for measuring effectiveness were developed to evaluate the effectiveness of the new DST and its crop disease management component with the extension officers and researchers. Focus group discussions were used for data collection. The frameworks were used as a base for the focus group discussions. Focus groups were conducted to explore and establish whether in the light the groups (extension officers and researchers), the new DST and its crop disease management component are effective. Results from the study revealed that extension officers and researchers felt that the DST and its crop disease management component are effective since they meet key measures for effectiveness identified in the framework. The groups agreed that the DST and its crop disease management component are relevant to small-scale farmers. They also agreed that the DST has the ability to improve access to information for small-scale farmers. Lastly, they also agreed that the DST and its crop disease management component are transparent (meaning flexible and user friendly) for small-scale farmers. Some of the areas for improvement identified by the groups included a need for information on pests and more diseases for the DST and the crop disease management component. Although the groups felt that both the DST and crop disease management were effective, they strongly recommended a need for another study that will aim at developing a pest management component of the DST as this was clearly requested by groups in this study. Results of this study showed that half the respondents felt that the DST was easy enough to be used by small-scale farmers without help from extension officers, while the other half believed that small-scale farmers will still need the help of extension officers to show them how to use the DST. A reconceptualisation of the concept of social capital: a study of resources for need satisfaction amongst agricultural producers in Vhembe, Limpopo

Social capital, in broad terms, refers to norms, networks, trust and forms of social connections in societies that allows people to gain access to resources. This study involves a reconceptualisation of the concept of social capital. An overview of social capital literature reveals that economic needs are still dominant in both the theory and practice of development efforts that make use of social capital. It would therefore appear that the social capital paradigm is not balanced in that it does not clearly provide for the satisfaction of the diverse range of needs that people, particularly those in the rural communities, often experience. A resource-orientated approach is suggested in broadening the concept social capital to include the satisfaction of a wider variety of needs. An effort is made in the literature study, to capture the manifestations of social capital in different societies globally, with particular emphasis on community life in developing communities of the world. In addition, the discussion of social capital is deepened to include need satisfaction. A matrix of needs, as proposed by Max-Neef (1991), is used to argue that social capital would better be seen as a synergetic resource for the satisfaction of various needs. Instead of understanding social capital as a need, single satisfier, or as a `factor of production', an argument is put forward that such a conception of social capital is incomplete and inaccurate and that, instead, social capital should be understood as a multi-dimensional resource that can be used to service various needs of communities. Extensive fieldwork amongst agricultural producers in the Vhembe district of Limpopo provided ample evidence of social capital, although a precise fit with the mainstream theoretical perspectives was not found. The unusual profile of social capital reaffirmed the argument that social capital is present in different forms in rural developing communities and that social capital can best be seen as multi-dimensional because it has the ability to satisfy a wide variety of needs at different levels. Better use can be made of the concept of social capital by viewing it as multi-dimensional and linked to resources relevant to a wide variety of needs. Impact of human dimensions on smallholder farming in the Eastern Cape Province of South Africa

Considering the backward and forward linkages, the agro-industrial sector contributes about 12 percent of South Africa‘s GDP, and employs approximately 8.5 million people. In the Eastern Cape Province, the sector contributes about 1.9 percent of the Provincial GDP, and over 3 million people derive their livelihoods from subsistence smallholder farming. Despite its importance, agricultural productivity has stagnated for several years across the Eastern Cape rural communities. There have been several attempts by the government to improve the agricultural productivity on smallholder farms since the end of apartheid, especially through the establishment of small-scale irrigation schemes, subsidization of farm inputs, and provision of credit facilities and enacting a number of land reform policies. In spite of the government support, most rural communities like Qamata and Tyefu are still faced with high levels of poverty affecting 76 percent and 91 percent of the population, respectively. This research evaluated the current smallholders‘ production efficiency, and the link between smallholder farmers‘ human dimensions (entrepreneurial spirit and positive psychological capital, goals and social capital, and other efficiency related variables) with production efficiency and household commercialisation index/level. The study used participatory approaches for site selection, sample selection and data collection. The analysis was based on both information from informal interviews and formal primary data collection. The Data Envelopment Analysis and Stochastic Production Frontier techniques were used to determine the relative efficiencies of individual farmers and to identify the major factors that influence the efficiency of production. Overall, 158 farmers were interviewed both at Qamata and Tyefu irrigation schemes. Descriptive statistics of this study indicated that most of the farmers were men with an average age of 61 years, and mean household size of 4 persons with the household head having at least obtained some primary school education. Farming is the major source of livelihood for smallholders with an average income of R4527.49 per crop season. Smallholders use improved seeds, fertilizers and tractor for ploughing with less use of pesticides and herbicides. Although smallholder irrigators generate more gross margins from maize and cabbage enterprises, generally both categories of farmers exhibited a low average household commercialization index for maize and cabbage at 0.41 and 0.22, respectively. Both Data Envelopment Analysis and Stochastic Production Frontier results indicate that farmers are about 98 percent technically efficient in maize and cabbage enterprises, respectively. However, farmers were allocatively inefficient as they were under-utilizing seed and pesticides while over-utilizing inorganic fertilizers. Factors that are positively associated with technical efficiency in maize production included household size, farming experience, off-farm income, use of agro-chemical; gross margins and commercialisation level of maize output. Determinants of technical efficiency in cabbage enterprise included farming experience, amount of land owned, use of agro-chemicals, group membership and gross margins accrued to cabbage sales. Farmers‘ human dimensions that could be more positively and significantly associated with production, efficiency and household commercialisation level included risk taking (hope), innovativeness (confidence) and optimism for entrepreneurial/positive psychological capital. Farmers‘ goals included self-esteem and independence, and only external social capital which were identified to be more positively and significantly associated with farmers‘ production efficiency and commercialization level. The transition from homestead subsistence to commercial oriented small-scale irrigation farming is inevitable since smallholder irrigators earn more incomes from maize and cabbage and are relatively food secure. However, the key policy options that must be considered to address inefficiencies and improved commercialization level to aid the transition include: agricultural policies geared toward attracting youth in farming, improved quality of extension services, speeding up the land reform process, and formation of cooperatives and participatory policy formulation that takes full cognizance of the farmers‘ human dimensions. Since farmers‘ human dimensions as defined in the literature and this study are not things that are amenable to direct policy intervention, they can only be modified indirectly through policy actions that affect their determinants. This means that a number of the demographic and socio-economic characteristics such as age, sex and education level of household head, farming experience, size of land owned, crop incomes, source of water for irrigation and location of the irrigation scheme that govern the way people perceive reality and respond to them must be the focus of concerted policy actions over the medium to long term.

Community development projects and food security: the case of Zanyokwe Irrigation Project Eastern Cape Province, South Africa

Although food insecurity is said to have decreased in South Africa in the past years particularly at the national level, however, at household level a substantial proportion of households remains at risk of food insecurity and are experiencing hunger particularly in the Eastern Cape Province were poverty is rife. Food insecurity in the Eastern Cape Province is attributed to the fact that agriculture, the mainstay of the rural economy is no longer given the value that it should carry, does not help the situation. Despite much research on food (in) security in South Africa, the link between poverty and household food security is not at all clear. This study seeks to fill this gap specifically by looking at the linkages in the main between food security and poverty especially in the community level. Amidst the various programmes and initiatives that are in place in South Africa, there is continual prevalence of food insecurity facing the majority of South African households. The major aim of this study was therefore to examine the impact of one of these programmes, the Zanyokwe irrigation scheme in enhancing food security not only for the farmers but also for the surrounding communities. This study adopted a qualitative approach to research. The study unearthed that even though Zanyokwe irrigation scheme has played an indispensable role in enhancing food security for the smallholder farmers and the community at large challenges such as market challenges, road infrastructural issues, land tenure issues, lack of proper coordination amongst the farmers as well as farmer empowerment are a major limitation to the growth of the irrigation scheme and the farmers. Thus, the study recommended that farmer support services, training, agriculture subsidies, improved infrastructure as well as addressing market related challenges will go a long way in reducing the plight of the Zanyokwe farmers as well as enhancing food security

Socio-economic factors that affect livestock numbers : a case study of smallholder cattle and sheep farmers in the Free State province of South Africa

The study was conducted across the four district municipalities in the Free State province of South Africa. The objective of the study was to determine socio-economic factors that affected livestock numbers among smallholder cattle and sheep farmers in the Free State province of South Africa. The research was qualitative and quantitative in nature. Proportionate random sampling method was used to collect data. The population comprised of smallholder cattle and sheep farmers that kept at least 30 livestock. Data between the 2008 and 2012 farming seasons were collected by administering well-structured questionnaires to 250 smallholder cattle and sheep farmers. Data collected were captured and analysed using the statistical package for social sciences (SPSS version 22 of 2013) to obtain frequency, cross-tabulation, descriptive statistics and ordinary least square (OLS) regression. Descriptive statistics results indicated that lack of camp systems, drought prevalence, increased feed costs, poor veterinary interventions, insufficient breeding stock, high cost of fuel and transportation, lack of equipment, diseases, stock theft and pilfering, and insufficient grazing land were the prevalent factors that affected cattle and sheep farming in the province.The OLS regression results indicated that the variables that significantly affected livestock numbers were district, household size, livestock numbers in 2008, planted pastures, grazing land condition, grazing land acquisition, service, advice / training, veterinary services, purchase of dosing products and sales per year. The results also indicated that the majority (96.8%) of the smallholder cattle and sheep farmers would like to increase their livestock numbers. It was therefore recommended that extension and veterinary services should be strengthened in the study area. In addition, it was recommended that smallholder livestock farmers should be encouraged to plant pastures to reduce pressure on the natural veld and make forage available throughout the year. Lastly, as a recommendation, government should provide subsidies with distribution policies that will ensure that all smallholder livestock farmers can benefit. / Agriculture and  Animal Health / M. Analysis of food value chains in smallholder crop and livestock enterprises in Eastern Cape Province of South Africa

The study was conducted in Mbozi and Ciko villages in Mbhashe Local Municipality of the Eastern Cape Province of South Africa. Two irrigation projects in the area were studied. Consumers and agricultural commodity traders in Willowvale Town, Dutywa, Butterworth and East London were also interviewed. The major objective of the study is to profile and map cabbage, maize and cattle food value chains broadly, and to understand their nature, constraints and opportunities in smallholder agriculture. A multi-stage random sampling procedure was used in which the first stage involved selecting the local government areas. This was followed by the selection of the district and then the respondents. A total of 168 participants were sampled in the proportion of 82 smallholder farmers, 41 consumers, 26 hawkers and 20 agricultural commodity traders. Focus group discussions and key informant interviews were also used during the data collection process. Value Chain mapping was done using the commodity based approach. All value chains under study indicated that they are short and commodities were transacted in unprocessed form. As cabbages and maize move from the farm to retail outlets, value addition start to take place through transportation to the market and processing in supermarkets. The cattle value chain however does not have a forward linkage beyond the two administrative boundaries of the two communities. Less than 3% of the farmers traded livestock, and this was mostly through private sales to neighbours. The farmers‘ major goal in agricultural production is assumed to be an important aspect in lengthening the value chain. As such, results of a Pearson‘s correlation exercise indicated that there is a significant relationship at 0.05% level between goals of the farmers and the village of origin. Some factors that showed significance (p=0.05) in influencing farmers‘ goals are membership of an irrigation project and household sources of income. An analysis of determinants of technical efficiency at farm level was performed using the stochastic frontier model for cabbage, maize and cattle enterprises. The results showed that rainfall adequacy, input costs, market channels and quantity sold are important determinants of cabbage production efficiency. On the other hand, maize production efficiency is positively determined by market price, area under production and rainfall adequacy. The role of property rights to land and water resources in smallholder development: the case of Kat River Valley

Property rights are social institutions that define and delimit the range of privileges granted to individuals of specific resources, such as land and water. They are the authority to determine different forms of control over resources thus determining the use, benefits and costs resulting from resource use. That is, they clearly specify who can use the resources, who can capture the benefits from the resources, and who should incur costs of any socially harmful impact resulting from the use of a resource. In order to be efficient property rights must be clearly defined by the administering institution whether formal or informal and must be accepted, understood and respected by all the involved individuals and should be enforceable. These institutions influence the behaviour of individuals hence the impact on economic performance and development. The thesis has attempted to determine how the situation of property rights to land and water affects the development of smallholders in the Kat River Valley. Data was collected from 96 households who were selected using random sampling. To capture data, a questionnaire was administered through face-to-face interviews. Institutional analysis and ANOVA were used for descriptive analysis to describe the property rights situation, security of property rights and the impact of property rights on the development of smallholder farming. The results show that individual land rights holders have secure rights to land and water resources while communal smallholders and farmers on the invaded state land have insecure rights to land and water resources. The results from institutional analysis show that the situation of property rights negatively affects development of all smallholder farmers in the Kat River Valley. There are various institutional factors that negatively affect development of smallholder farmers in the Kat River Valley. Based on the research findings, some policy recommendations are made. These include consideration of the local context and strengthening of the protection of property rights.
