The Difference a Discourse Makes: Fisheries and Oceans Policy and Coastal Communities in the Canadian Maritime Provinces

A new approach to oceans and coastal governance – influenced by ecosystem-based management and resilience thinking, by spatial approaches to management and by decentralized or participatory governance – a policy of integrated management was defined in the years following the Oceans Act (1986). The motivation for this study arose from the resistance of project partners in the Coastal CURA (a five-year, SSHRC-funded, multi-partner research project designed to support coastal community engagement in resource governance) to the thinking and practice of government-supported “integrated management”. In response, I developed a conceptual framework for examining integrated management from a critical, community-based perspective, drawing on political ecology, geography and policy studies. I apply this framework to a study of policy discourses in the Canadian Maritime Provinces to examine: i) their role in framing what options, participants, and knowledges are included in fisheries and coastal policy, regulation and institutions; ii) how power relationships are enacted and how access to resources are altered through integrated management approaches to coastal resource governance; iii) community resistance through alternative discourses and models. Within this study, I use governmentality and critical policy analysis as tools for analyzing the retreat of the state on the one hand (through decentralized and participatory governance), and the application of new technologies of governance on the other, and for examining the effects these movements have on coastal citizens. By naturalising the state as the appropriate scale and competent party for managing coastal problems, coastal communities are framed out of governing the commons. However, this study demonstrates how counter-discourses can re-imagine communities, and their practices and knowledges, in a discursive policy struggle. This thesis situates these puzzles in three case studies, one of regional policy discourses and two community case studies in Nova Scotia’s Annapolis Basin and Passamaquoddy Bay, New Brunswick.

The evolution of global fisheries governance, 1960-2010

Fisheries straddling or migrating between international maritime boundaries represent a typical case of the tragedy of the commons. Over two dozen Regional Fisheries Management Organisations (RFMOs) have been created to manage these fisheries, which means it also represents a typical case of 'regime complexity' or 'governance architecture'. These literatures recognise that such institutions do not operate independently and therefore institutional functions such as attracting participants, practising their regulatory role, and performing their mandate should be understood as interdependent. This thesis proposes that we study such institutions together with actors and architectures of relations between and among them, which together I term 'governance complexes', by means of a relational approach. This relational approach combines relational theory, which posits the operation of endogenous relational mechanisms alongside exogenous explanations such as institutional design, with network methods that enable structural insights and robust inference that takes into account these interdependencies. The dissertation comprises two main parts that describe and explain the global fisheries governance complex, respectively. The first describes how the governance complex's three main components, states, RFMOs, and states participation in these RFMOs, have evolved. A topological typology utilising key network concepts is proposed and employed to show that the global fisheries governance complex is not fragmenting but becoming more overlapped and nested. The second part explains how this governance complex has evolved in terms of (1) participation, (2) practice, and (3) performance. First, it finds that while states find institutional design features such as an RFMO’s internal organisation attractive, relational mechanisms such as popularity and closure also provide important heuristics for participatory decisions in complex settings. Second, it finds that high levels of organisation also enables higher regulatory activity, but so do relational mechanisms such as coercion or imitation. Third, it proposes the concept of net effectiveness to gauge an institution’s "take-home" performance once its position in the broader governance complex has been taken into account. The result is not only an explanation of the evolution of global fisheries governance but also a developmental step towards an institutional relationalist theory of governance complexes.

Culture, Conflict and Crises in the Icelandic Fisheries : An Anthropological Study of People, Policy and Marine Resources in the North Atlantic Arctic

This thesis is offered as a contribution to studies of social and cultural change in the Icelandic fisheries and fishing communities. Such changes may be seen as a result of the interplay of internal dynamics with both national and global forces and processes, not least with regard to the impacts of fisheries governance. These changes occur also in an international context of new environmental ideologies and perceptions of marine mammals, with consequences for social dynamics of local resource-use. Here it is argued that the conflicts over the harvesting or conservation of cetaceans can productively be understood from a cultural perspective. The thesis discusses the elevation of whales as symbols of particular value, and the metaphorical and cognitive aspects of, in particular, anthropomorphism, the projection of human motives and values onto animal behaviour, as a significant and effective part of conservation rhetoric and ideology. Specifically, the thesis deals with issues concerning whaling and whale watching along with issues and debates concerning these alternative forms of exploiting marine mammals. It also discusses central questions regarding fisheries governance and rights to fishing with reference to social and economic viability in Icelandic fishing communities. The unifying themes of this thesis are: how marine-mammal issues and controversies and social impacts of fisheries governance form part of globalization processes; how environmental and economic paradigms influence change, particularly in terms of marine-mammal conservation campaigns and market liberalist resource policy; and how these external ideological forces call for responses at local and national levels. The adaptive actions of the human agents and communities involved are described as creative, cumulative and complex. The thesis also highlights the central transformative role of the new regime of private property rights introduced into Icelandic fisheries governance in the 1980s.

Towards structured planning and learning at the state fisheries agency scale

Inland recreational fisheries has grown philosophically and scientifically to consider economic and sociopolitical aspects (non-biological) in addition to the biological. However, integrating biological and non-biological aspects of inland fisheries has been challenging. Thus, an opportunity exists to develop approaches and tools which operationalize planning and decision-making processes which include biological and non-biological aspects of a fishery. This dissertation expands the idea that a core set of goals and objectives is shared among and within inland fisheries agencies; that many routine operations of inland fisheries managers can be regimented or standardized; and the novel concept that current information and operations can be used to improve decision making through structured decision making and adaptive management approaches at the agency scale. In CHAPTER II, my results show that the goals of inland fisheries agencies tend to be more similar than different but have expanded and diversified since the 1970s. I suggest that changes in perspectives and communication technology, as well as provisions within nationwide funding mechanisms, have led to goals becoming more homogenous across the USA and more diverse within each bureau. In CHAPTER III, I found that standardized collection and careful curation of data has allowed one inland fisheries bureau to acquire a large fish and fisheries database and that managers use this database to summarize common fish population parameters and indices, craft objectives, and set targets. The regimentation of data management and analysis has helped managers within the inland fisheries bureau to assess fish populations and fisheries efficiently and effectively across waterbodies within their districts and state. In CHAPTER IV, I extend CHAPTERS II and III to show that biological and non-biological management objectives and their associated measurable attributes and management actions can be synthesized into a common set of decision elements. I demonstrate how common decision elements enable managers to easily structure decisions and help to address common problems at the agency scale. Using a subset of common decision elements, I demonstrate how existing agency operations (e.g., monitoring) can be used to expedite learning and improve decision making for a common problem faced by managers in multiple, similar systems.
